    Clarification

    Government Employees is in supersession ofearlier ACP Scheme . Under the MACP Schemethree financial Up-gradations are allowed oncompletion of 10, 20. 30 years of regularservice, counted from the direct entry grade.The MACPS envisages merely placement in theimmediate next higher grade pay as given inSection I, Part -A of the first schedule of theCCS ( Revised Pay) Rules 2008, in case noI ( promotion has been earned by the employee 1during this period.

    From which date theMACPS is effective? The MACPS is effective w.e.f. 01.09.2008 or oncompletion of 10, 20 & 30 years of continuous

    regular service, whichever is later. Financialupgradation will'also be admissible whenever aperson has spent 10 years continuously in thesame grade pay. (Para 9 of OM dated19/5/2009)

Thereafter, only the benchmark of 'Good'~ o u l de applicable till the grade pay of Rs.6600In PB-3. The benchmark will be 'Vety Good' forFinancial upgradation to the grade pay ofRs.7600 and above. However if the promotionalhierarchy as per recruitment rules is such thatpromotions are earned in the same grade pay ,then the same shall be counted for the purposeof MACPS.The revised pay structure has been changedw.e.f. 01.01.2006 and the benefits of ACPShave been allowed till 31.08.2008.     If a regular promotion has been offered but wasrefused by the Government employee beforebecom ing entitled to a financial upgradation, nofinancial upgradation shall be allowed and assuch an employee has not been stagnated dueto lack of opportunities. If, however, financialupgradation has been allowed due to stagnationand the employees subsequently refuse thepromotion, it shall not be a ground to withdrawthe financial upgradation. He shall, however, notbe eligible to b e considered for further financialupgradation till he agrees to be considered forpromotion again and the next financialupgradation shall also be de ferred to the extentof period of debarmen t due to the refusal.     Since the pre-revised pay scales Rs.6500-10500 & Rs.7450-11500 have been mergedand placed in PB-2 with grade pay ofRs.4600, 2 n d financial upgradation would beallowed in the grade pay of Rs.6600, subjectto fulfillment of promotional norms (afterframing of RRs post merger) as stipulated incondition no.6 of Annexure-I ACPS dated9.8.1999, in terms of clarification given onpoint of doubt no.1 of ACPS dated10.02.2000.

    If a Government servant recruited inthe pre-revised pay scale of Rs.5000-8000 has been promoted in thepromotional hierarchy in the pre-revised pay scale of Rs.5500-9000prior to 1.1.2006 (and he has put in14 years of regular service) thenwould there be any claim forfinancial upgradation under ACPS

    (iv) If the above Government servant hadput in 22 years as on 31.08.2008,then what would be the entitlement inMACP

    ( i i i ) : The pre-revised pay scales Rs.5000-8000 & Rs.5500-9000 have been mergedand placed in PB-2 with grade pays ofRs.4200 w.e.f. 1.1.2006.ence, thepromotion would be ignored as he hascompleted his 12 years of regular serviceand the benefit of 1 s t ACP would accordinglybe allowed in the promotional hierarchy i.e.in the grade pay of Rs.4600 w.e.f.01.01.2006.( iv): As given above, the 1 s t ACP would be inPB-2 grade pay of Rs.4600 after ignoringthe previous promotion. Thereafter, sinceemployee has completed more than 20years of regular service on 01.09.2008, hewoulde entitled for 2n d financialupgradation under the MACPS in theimmediate next higher grade pay of Rs.4800in PB-2 subject to fulfillment of condition asstipulated in para 17 of Annexure-I ofMACPS dated 19.05.2009.
