Executive Summary

To support Egypt's determination to strengthen access to justice, enhance family stability, and protect the rights of children, USAID, in cooperation with the Government of Egypt, established the Family Justice Project (FJP) and chose Management Sciences for Development, Inc. (MSD), as its implementing partner. The purpose of the FJP is to enhance access to justice for families. Specifically, the Project supports the implementation of Law Number 10 of 2004, pertaining to family court mediation and works closely with the Ministry of Justice (MOJ) and The National Council for Childhood and Motherhood (NCCM). FJP continues to work collaboratively with its partners to complete the FY09 workplan activities. This quarterly report tracks progress against those workplan activities and reports any adjustments. Some of the highlights for this quarter include:

Completed a one-day training program for 262 in-take staff of the mediation Offices on customer service and communications

Completed training for an additional 355 family court judges, bringing the total trained in

this program to 562

Completed training of trainers for 26 mediators

Completed physical upgrades to four mediation office sites

Completed media training for 70 participants, in coordination with USAID anti-violence project

Completed 349 public awareness events for 7770 participants by NGO grantees to

promote family stability and support the mediation process

Settled 1829 cases at NGO counseling centers

Assistance to 3420 clients visiting NGO counseling centers

Completion of 2918 home visits by NGOs to support families in dispute Task One During this quarter, the judges training program was completed for 355 judges, bringing the total trained during the program to 562. To support sustainability of training programs a 5-day train-the-trainers program was completed for 26 Mediators. Administrative staff training was also completed for 262 in-take workers at the mediation office to enhance their customer service skills and improve their ability to interview clients. Mediation training for new hires in the mediation offices began in late March and will continue through mid-May.

FJP completed renovations to Matay, Al Edwa and Maghagha sites in Minya and handed them over to the MOJ. The only remaining site, Abu Qorgas, is essentially complete but is awaiting a new power connection for the site. Task Two In March, the FJP counterpart NCCM, became part of the newly organized Ministry of Family and Population with former NCCM Amb. Khattab appointed as the new Minister. FJP will continue support for NCCM and NGOs through the newly organized Ministry, adjusting activities and technical support as necessary. A roundtable workshop, led by Minister Khattab, was completed in February for opinion leaders and media producers on how to promote messages for children and about children and the provisions of the new child law amendments. An awareness raising event on early marriage and marriage registration was completed in Minya for approximately 70 girls at the Commercial and Technical High School. The Good Shepherd NGO organized this event which included an interactive discussion with both Muslim and Christian leaders, as well as a legal specialist from the local mediation office. NGOs continue to support families and children in the pilot regions and promote healthy relationships through home visits, counseling services, and public awareness activities. Activities planned for next quarter In the third quarter of FY2009, FJP will complete mediation training for new hires and seconded staffs, who have not previously attended training. A US-based training program, for judges and mediation technical bureau counselors, will be completed in May with visits to courts and mediation centers in Miami and the Washington DC area and attendance at the Association of Family and Conciliation Courts Annual Conference. The media component will continue its capacity building with the press office at MOJ and will begin airing the animation of the mediation offices logo on television. The media component will also build on the previous training on psychological messages by completing a workshop for television writers and producers. Task Two will complete the process for awarding remaining grant funds. FJP will also continue to support families with services provided by NGOs and support grantees with capacity building activities. Task Two will also support awareness and implementation of the child law amendments with workshops and media campaigns. The FJP NGO coordinators and auditor will continue to visit the NGOs on a regular basis and monitor activities and expenditures against their scope of work. The media component will continue to promote awareness about healthy families and raising children, focusing on the amendments to the child law.

Task One: Strengthening Capacity to Mediate Family Disputes

During the 2nd quarter of FY2009, the Family Justice Project (FJP) completed the family court judges training which began during last quarter. Additional training completed included administrative staff training for mediation office intake workers, train-the-trainers for mediators, and mediation skills training for newly hired specialist. 1.1 Nationwide Training of Family Court Mediators A one-day training for in-take workers from mediation offices throughout the country was completed by 262 participants. The program focused on the rules and regulations of the mediation offices, how to prepare monthly statistics, customer service skills, communication skills and dealing with difficult personalities. (See Annex 3 for training agenda.) Judges from the MOJ served as trainers for the legal and procedural portions of the program, while psychologists trained on the remaining topics.

Though originally planned for May 2009, training for newly hired mediators and secondees, who did not attend the previous nationwide training, began on March 28 with the first three-day session. The training program follows the same agenda and methodology as the previous nationwide training program, utilizing the legal and psycho-social manuals. (See Annex 4 for schedule of training program). Topics covered include Law 10 and family law issues, team building, report writing, communication skills, and conflict resolution. The program will continue weekly until its completion in mid-May. 1.2 Ongoing Technical Assistance and Training for Mediation Offices No workplan activities were scheduled for this quarter. 1.3 Training of Family Court Judges The training program for Family Court Judges began on December 14, 2008, and was completed on March 4, 2009, for 562 participants. This was a 2-day training program for all family court judges focusing on the relationship with the mediation offices, time and stress management, and family law issues. (See Annex 3 for training agenda.) In mid-January the MOJ requested a suspension of the training due to the pending elections at the Judge’s club. During this break, training for administrative staff and train-the-trainers for mediators, which was originally planned for March, was completed. The family judge training resumed in mid-February, training 355 participants during this second quarter. A separate report on the results of the training was prepared and submitted to USAID in March. 1.4 Training of Trainers program FJP completed a train-the-trainers program for 26 psychologists and social workers from the mediation offices. The program was a 5-day workshop held February 7-11, 2009 and focused on theories of adult learning, communication skills, types of trainers, training methodologies, and the proper use of audio-visual aids. The MOJ selected mediators for the program with a goal of

developing in-house trainers to ensure sustainability of the mediator training program beyond the life of this project.

1.5 Institutional Development of MOJ/Mediation Offices Preparations began for the US-based training program to be held in May. Nominations were requested and received from the MOJ for the six participants. The program will include attendance at the 26th annual Association of Family and Conciliation Courts conference as well as court visits in Miami and Washington, D.C. Participants will observe family courts, as well as mediation services, and learn about the unified family court approach to settling family disputes. Matay, Al Edwa and Maghagha sites in Minya were completed in January and handed over to the MOJ. Work completed is similar to other locations and includes painting, renovation of bathrooms, private mediation rooms, and new furniture. Sites visits to these three locations were completed by the project CTO, Margaret Groarke, and FJP staff on March 17-18. Repair work is also complete at Abu Qurgas but the site is awaiting a new electrical connection, which has been delayed due to local permits. Component 3 – Media Support for MOJ

3.1 MOJ Headquarters/Mediation Office Media Support

A follow-up training to the one held last quarter was completed by 24 members of the MOJ Media and Public relations office on February 1-2, 2009, at the MOJ headquarters. The program was designed based on the needs assessment previously completed by the FJP media team. The training program focused on organizing conferences and media events, website content development, interactivity, marketing and news feeding. (See Annex 8 for agenda). As additional technical support FJP is assisting the press office in the development of a digital archiving system to categorize and store media articles and information. This system will support the Ministry’s ability to respond to crisis situations and provide adequate information to media outlets. The FJP media team is also assisting the MOJ to develop a branding manual for the office to mark their identity on all correspondence and materials in a consistent and professional manner.

A documentary movie is currently being produced about repairs and upgrades to the Mediation Offices in Minya, Giza and Port Said. Filming is now complete in all eight Minya locations and Port Said. Filming in Giza and editing will be completed next quarter. This film illustrates the before and after progress and the effect on the working environment for mediators and will be used by FJP and the MOJ in media campaigns, training programs, and other events. The mediation offices logo was animated and will be aired in 10 second television spots as part of a media campaign to promote the work of the mediation offices and raise awareness about its role in family disputes. The animation utilizes the previous “branding” logo developed for easy recognition of the mediation offices by the public. During the animation segment, the hands open up and the family walks inside with the sun behind them and the office name appears below them as a final version of the logo. Task Two: Increasing Access to Information on Family Court Legal Services

In March, the FJP counterpart NCCM, became part of the newly organized Ministry of Family and Population with former NCCM Amb. Moushira Khattab appointed as the new Minister of State. FJP will adjust as needed to support the new Ministry but does not expect any significant changes in activities. During the Second quarter of FY2009, Task Two successfully completed the following activities: 1) experience exchange workshops to promote sustainability in both Giza and Minya 2) a roundtable discussion on marriage issues with girls’ school in Minya and 3) continued provision of legal and counseling services through NGO grantees. A summary of the activities completed by Task 2 in the second quarter of 2009 are as follows:

Component 1 – NGOs Grants Program and NCCM Support

1.1 Capacity Building for NGO Grantees

An awareness raising event on early marriage and marriage registration was completed on February 17 with approximately 70 girls (ages 15-18), in Minya at the Commercial and

Technical School. The Good Shepherd NGO organized this event which included an interactive discussion with both Muslim and Christian leaders, as well as a legal specialist from the local mediation office. USAID CTO Margaret Groarke attended this event along with the FJP COP. The girls were provided with legal information on the requirements for a valid marriage and the benefits of registration. They asked numerous questions and had a lively discussion about successful marriage.

On the same trip, Ms. Margaret Groarke, and the FJP team carried out site visits to Beni Ebeid NGO, a partner NGO to the Health Union and the Good Shepherd Association. USAID and FJP representatives visited the counseling centers, met with economic empowered women, heard success stories and talked with community leaders at Beni Ebeid. At the Good Shepherd Association they met with religious and community leaders, prisoners’ families and disabled beneficiaries. To further sustainability efforts and increase the capacity of NGO grantees, FJP completed two roundtables in Giza and Minya. On February 16, 2009, 25 participants attended a roundtable at NCCM for all Giza grantees with the theme of "Sharing Experiences and Project Sustainability.” The event was attended by the senior representatives and project managers who openly exchanged their specific experiences, includes successes, challenges and major hurdles faced in their projects. The session also focused on how to achieve sustainability and how NGOs can work together to support each other.

A similar roundtable was held in Minya on March 17, 2009, with 28 representatives from NGO grantees, including chairmen and project managers. The group exchanged experiences and success stories, discussed sustainability challenges and developed recommendations for sustainability. Some of the recommendations from these two sessions included networking of NGOs to identify their strengths and complement services, utilizing volunteers for cost savings, ensuring cooperative and collaborative support among NGOs, more media campaigns to raise public awareness about the services NGOs offer, and continued capacity building trainings. Also, in the evening on March 17, 2009, FJP completed a roundtable meeting, hosted by the Good Shepherd Association, with the department chiefs from the Ministry of Education - NGOs Department for the Minya Governorate. This meeting focused on cooperation between the department and Minya NGOs to provide support for local schools. As a result, the Head of the Department approved all FJP activities for implementation at the schools and emphasized their support for continued cooperation. The Seti Center – Caritas Egypt, in coordination with FJP, held an awareness raising event entitled “A Future Vision for FJP - A New View for a Happy Family” on February 12, 2009. As they are nearing the end of their grant, Caritas wanted to highlight their activities as well as their plan for sustainability. The NGO works with disabled children and their families providing counseling and related services to ensure that the disabled can be productive members of society. Testimonials from clients illustrated the long-reaching effects of their services. One mother explained that she was referred to the center by her pediatrician because of her son’s Down’s Syndrome. The father was having a very difficult time and the family was in crisis, but thanks to the work of the center, the family remained intact and the mother even became a volunteer at the

Seti Center. Caritas presented their strategy to sustain FJP activities after the end of grant, which includes utilizing volunteer services and a services guide for the public. Products handcrafted by disabled beneficiaries were on exhibition at the event and a documentary film of the FJP activities was presented. During this Quarter, the FJP staff worked collaboratively with the IT specialist at NCCM to complete the first phase of the NCCM-NGOs database. The database provides information on the activities of the NGOs as well as their capabilities both technically and financially. This information will be used to inform NCCM and other donors when providing grants or working collaboratively with the NGO community. NGO grantees in all three pilot regions continued their regular counseling services, both legal and psychological, as well as home visits, and public awareness activities. Some specific activities include the following: Giza NGOs:

Azhar El Karma - completed a “Couples’ Rights” training session for 46 women from

Kerdassa in January to raise awareness of legal rights and Counseling Centers services; A “Family rights from the religious point of view” event was completed on February 13 in Oussim for local families and community leaders at the Oussim Youth Center.

Yad Byad – trained 40 women in

embroidery and sewing as part of their financial empowermeactivities in January; created 7 jobs opportunities assisting women in marketing simple products such as clothing and vegetables; completed training for more than 100 students in the 4th year of the High Institute for Social Services; completed training for more than 20 women on the development of “small projects” and how to start a small busi

nt

ness.

Caritas – completed a youth awareness event on acceptance of others in marriage and

how to deal with disabled persons, at Talaat Harb Library Sayeda Zeinab.

New Horizon Foundation - completed training for staff members during February, on how to deal with violence within the family and providing the necessary social and psychological support for clients at the counseling centers; completed a youth awareness event in January for approximately 300 youth.

Misr El Mahroussa - completed an event entitled “No to Violence Against Children” at

the Suzan Mubarak Library in Maadi on March 12th. Children who are clients of the

NGO Counseling Centers presented a play and songs on this subject. An exhibition for financial empowerment activities was also held, as well as an awareness raising session for parents on the “Best Ways of Raising up Children” led by Dr. El Aref Bellah.

Minya NGOs:

Social Services Association- completed a "Family Day" event in January for 180 beneficiaries of the counseling centers, which included an orientation and a documentary on child rights as well activities with awareness messages for families; provided assistance to a number of client to obtain national identification cards; completed four marriage awareness events in March for young girls led by youth trainers who were previously trained on successful marriage, how to choose your partner, and negotiation skills.

Egypt Renaissance Foundation – completed 10 cartoon films on child rights, which were

produced by children and presented in 10 schools.

Future Eve Foundation - completed 2 awareness campaigns in January for 55 women about physical and verbal violence; providing protection for 122 cases of children at risk.

The Health Union - completed 3 competitions among youth centers on Law 10 and settling family disputes which produced 60 work arts and various researches.

Association - in cooperation with "MAAT Center" in Cairo, organized a youth camp in Ismalia Feb 2-6, 2009, for children of prisoners to help them get involved in the community and raise their awareness of human rights and law.

Port Said NGOs:

Small & Medium Industries Association - holding a competition for social workers and psychologists entitled “Our Children are Our Future” on how cases are presented and handled; launched the opening of its two counseling centers in January; completed a series of awareness raising sessions on child rights, child protection, child labor and street children, in coordination with The High Institution of Social Services.

Port Fouad Association for Civilized Development (Hadareya) – completed 3 awareness

raising events on premarital counseling and developing happy marriages including one

for youth at the Faculty of Qualitative Education; completed 3 awareness raining events for children on their role within the family; completed 6 training sessions on economic empowerment.

Port Fouad for Family and Child Care Association - is conducting extensive awareness

campaigns on child rights and parent-child relations; in cooperation with the volunteers club at the Port Fouad youth center, completed an intensive session on the “Rights of fiancées”; completed a training session in coordination with the Youth Parliament on Child Law No. 126/2008.

1.2 New Grant Awards A request for proposals was made for award of remaining grant funds. Bidders were requested to submit concept papers, which were reviewed and short-listed for submission of full proposals. Approximately 50 concept papers were received and reduced to a smaller group which met the basic criteria. An orientation and proposal writing seminar will be conducted on April 5, 2009, with the selected NGOs, to ensure that the appropriate services are provided and that budgets comply with USAID regulations. The orientation session will also provide the new vision for the Ministry of Family and Population. FJP, USAID and NCCM will review and score all proposals and the remaining grant funds are expected to be awarded next quarter.

Component 2 - Media Community Awareness (NCCM)

2.1. Media Support for NGO Component

The psychological manual for media messages manual was completed and a training plan developed to reach out to both print and television media. A roundtable workshop was held in February with the attendance of Minister Moushira Khattab, opinion leaders and media producers to train on how to promote messages for children and about children and the contents of the new child law amendments FJP is coordinating with the USAID-funded Violence against Women and Children project for co-sponsorship of these workshops. The initial roundtable was held on Feb 24th with high level opinion leaders and led by Min. Khattab. Training for print journalists

was held on Feb 25-26 and was opened by Min. Khattab. (See Annex 7 for Agenda). Topics for discussion included the new child law amendments, controversial articles in the law, how to raise awareness about child protection committees, family crisis management including the correct methods for dealing with children and families in crisis. Some representatives from NGOs also attended this workshop to build their capacity for media communications. An additional workshop will be held next quarter for television media, including producers and writers, based on the same topics. In January, NCCM received the specialized ICT buses that will travel throughout Egypt to provide information and awareness raising for communities. FJP is compiling materials developed throughout the project and by NGO grantees to include in the buses.
