Disability rightsKey issues for people with disabilities

• Peoplewithdisabilitiesaremorelikelytoexperiencepoverty,liveinpoorqualityorinsecurehousingandhavelowlevelsofeducation.Theyareoftensociallyisolated,withfeweropportunitiestotakepartincommunitylife.5

• Mentalhealthproblemsandmentalillnessareamongthegreatestcausesofdisability,diminishedqualityoflifeandreducedproductivity.6

• AustraliarankslowestamongOECDcountriesfortherelativeincomeofpeoplewithdisabilities.7Overallemploymentratesforpeoplewithdisabilitiesremainlow,withworkforceparticipationataround54percentcomparedto83percentforpeoplewithoutadisability.8

• InNSW,youngpeoplewithmentalhealthdisordersand/orcognitiveimpairmentareatleastsixtimesmorelikelytobeinprisoncomparedwithyoungpeoplewithoutadisability.9

• DespiteprogresstowardsmakingallpublictransportinAustraliafullyaccessibleby2022,1.2millionpeoplewithdisabilitiesreportdifficultiesusingpublictransport.10

• Morethanaquarterofpeoplewhoreportsexualassaulthaveadisability.11Ninetypercentofwomenwithintellectualdisabilitieshavebeensexuallyabused.12

Manypeoplewillhaveadisabilityatsomestageintheirlives.Forsome,thedisabilitywillbetemporary.Othersmaybeaffectedforalifetime.

Whateverthetypeorimpactofadisability,everyonehastherighttobeanactivememberoftheircommunityandtohaveasayinthedecisionsthataffecttheirlives.

TheUnitedNationsConventionontheRightsofPersonswithDisabilities,whichAustraliaratifiedin2008,setsouttheroleofgovernmentstomakethisareality.

However,negativeattitudes,physicalbarriersanddifficultiesaccessingnecessarysupportsstilllimittheopportunitiesofpeoplewithdisabilitiestofindwork,study,socialiseandbeincludedincommunitylife.

InAustralia,theDisabilityDiscriminationActprotectspeopleacrossAustraliafromunfairtreatmentinmanyareasofpubliclife.Italsopromotesequalrights,equalopportunityandequalaccessforpeoplewithdisabilities.

About• Around6.8millionAustralians(40percent)aged18 yearsandoverreporthavingadisabilityorlong-termhealthcondition.1Most(87percent)arerestrictedincarryingoutatleastoneeverydayactivity,suchasself-care,mobilityorcommunication.2

• Thelikelihoodofhavingadisabilityincreasesaspeopleage.Forexample,sevenpercentofchildrenagedunder15years,15percentofpeopleaged15to64yearsandoverhalf(53percent)ofpeopleaged65 yearsandoverreporthavingsomeformofdisability.3

• In2009,290,000childrenaged0to14yearsreportedhavingadisability.Overhalf(57percent)hadaprofoundorseveredisabilityandalmostoneinfive(18 percent)hadamoderateormilddisability.4

Positive developments• In2009,childrenwithdisabilitieshadsignificantlyhigherratesofparticipationinschoolcomparedtochildrenwithoutdisability(82percentand77percentrespectively).Thisreflectsagrowingnumberofchildrenwithdisabilitiesstayinginschoolforlonger.13

• Mostpeoplewithdisabilities(94percent)havethesupporttheyneedtoliveinprivateresidences;74percentlivewithothersand20percentlivealone.Peoplewithdisabilitiesarealsomorelikelytoowntheirownhomeoutright(24percent)comparedwithpeoplewhodonothavedisabilities(16percent).14

• InJuly2013,theNationalDisabilityInsuranceSchemewasrolledoutinTasmania,SouthAustralia,Victoria(Barwonarea)andNSW(Hunterarea).FromJuly2014,itwillcommenceacrosstheACTandintheNorthernTerritory(Barklyregion)andWesternAustralia(PerthHillsarea).ThefullnationalschemewillcommenceprogressivelyfromJuly2016.

Did you know?ThelifeexpectancyofAustraliansbornwithDownSyndromehasmorethantripledinthefourdecadesto2002,increasingfrom18yearsto60years.AcontributingfactortothispositiveoutcomeistheshiftinpublicattitudesregardingDownSyndrome.15
