OPERATIONAL GUIDELINES FOR PILOT PROJECT OF REPAIRING IMANUFACTURING OF FOOTWEAR ON VERTICAL OF HAND MADE PAPER,LEATHER & PLASTIC INDUSTRY(HMPLPI) UNDER VERTICAL OF GRAMODYOGVIKAS YOJANA(GVY)

1. PREAMBLE

Footwear sector is a very significant segment of Leather and Non-Leatherproducts in India. Footwear is widely used not only in India but also across the globe.Size of present Indian Domestic Footwear Industry is estimated to be worth Rs20,000 - Rs 25,000 Crores where leather and non-leather Footwear per capitaconsumption is estimated to be approx 1.1 pairs. The challenge for Indian FootwearIndustry is little large but anticipating India to become amongst top 5 manufacturersin 2030, our consumption rates can reach as high as 7-8 Pairs. In such a scenario,India would need to produce anywhere between 8-10 billion pairs consideryearly population growth. India is the third largest Footwear consuming countryafter China and USA with consumption of nearly 1.66 pairs while average globalconsumption is 3.0 pairs. There are nearly 15000 units engaged in footwearmanufacturing in India with total turnover estimated at Rs. 50,000 Crores includingRs 32,000 Crores for Domestic market and Rs 18,000 Crores for exports.

Accordingly, a holistic approach is required to strengthen this traditionalindustry so as to sustain the present growth rate and to capture more and moreexport markets. The major components of this holistic approach will be to addressissues of-

i. Continuous support to artisans through footwear manufacturing throughtraining, machine and tools distribution, etc.

ii. Ensuring supply of quality raw materials like leather, synthetic leather, etc.iii. Providing Modern Machines and Tools to the artisansIV. Strengthen the capability of manufacturing of indigenously made quality

machines of footwear and wide range of synthetic leather in the country at acompetitive cost.

v. To achieve self-sufficiency and curb the import in all aspects of these product.

2. PRESENT SCENARIO OF FOOTWEAR PRODUCTION

Almost every village has a footwear artisan's colony having minimum one ortwo families. Few hundred years back footwear was manufactured by only footwearartisan. Footwear manufacturing profession was fully manual as they used handoperated tools only. The society was practicing the art of making shoe from the pre­British time and provided millions of hand-made footwear to people. Afterindustrialization footwear has been manufactured by organized sector, which wasattractive in design, durable and cheaper, which resulted that most of artisans left theprofession and opted another profession to sustain livelihood. Few artisans adoptedthe job "Polishing and Repairing of Footwear" for maintaining the livelihood and

they are below poverty line. Efforts were also put to make improvements in the skills,equipments and .production techniques of the footwear and increase the employmentopportunity for the people.

As a traditionally labour-intensive sector, the footwear industry in India iscurrently transforming towards a more technological and innovation driven sector,with increasing number of small and big footwear manufacturers focusing more ondeveloping newer technologies and introducing better products.

3. ACTIVITIES ALREADY CARRIED OUT BY THE KVIC

There are many footwear! leather goods producing units of directly aided unitsof KVIC and in pMEGP scheme also, KVIC is assisting for setting up of units forproducing and selling footwearlleather goods.

Now, KVIC introduced the innovative programme of "Footwear Manufacturing"and "Footwear Repairing" by traditional artisans.

4. Objective of Pilot Project on Footwear and Leather Goods

The key objectives of the framework and guidelines on Skill DevelopmentProgramme on Pilot Project on "Manufacturing of Footwear" and "Repairing ofFootwear" are the following:

• to enhance the income of footwear manufacturing / repairing artisans byproviding skill development training and modern & automated equipment,

• to increase the local production capacity and enhance the quality offootwear/ leather goods in order to curb the import. ,

• to provide machinery/ equipments to SHGs or similar groups for makingthem entrepreneurs

• to tie-up with the successful private footwear manufacturers for regularsupply of raw materials with buy back arrangements of final products.

• to provide on the job skill development training to all the selected artisansthrough trained Master trainers by National Institute i.e.CFTI/CLRI/FDDI/KVIC.

• to tie up with the professional institutes like CFTI Agra/Chennai, CLRI,Chennai and FOOl etc for technology intervention in the machineries andprocesses.

• to make the manufacturing of footwear/leather goods a respectableprofession and to attract rural unemployed youths to take as a professionwith modern techniques.

5. DEFINITIONS

i. SHG of Footwear artisans - A homogeneous group of beneficiaries from 5 to15 families of a particular location and those are ready to work with utilizingcommon facilities. From each family 2 to 4 persons will become members ofsame SHG. The minimum size of SHG will be 10 members and maximum sizewill be 25 members. For common work/activities the funds of SHG will beoperated by a common bank account. But individual family will run their ownbusiness by themselves by using common facilities in rotation. The SHG cansale their product through a common Brand and counter or each family canalso sale their individual product from their own counters.

ii. Artisan: The traditional footwear/leather goods repairing or manufacturingartisan.

iii. Beneficiary: Artisan identified and trained by KVIC.

6. GENERAL GUIDELINES FOR SETTING UP PILOT PROJECT THROUGHSHG'S UNDER GVY FOR PROMOTION AND DEMONSTRATION OFFOOTWEAR/ LEATHER GOODS PRODUCTION ACTIVITY ACROSS THECOUNTRY

The CFTI, Agra/Chennai had developed and provided support to severalmicro-footwear manufacturing groups. Based on their past experiencesDirectorate of Handmade Paper, Leather and Plastic Industry (HMPLPI), KVIChave prepared the guideline for "Pilot Project on Manufacturing of Footwear"and it will be implemented for PAN India through KVIC. The general guidelines ofthe Footwear Manufacturing Programme are as following:

• Under Pilot project 31 Footwear Manufacturing Units will be established and310 beneficiaries of 31 SHGs will be benefitted. After 6 month if needed these

group may attend advance designing / refresher course at CFTI.• 60 individual beneficiaries will be trained and financed through PMEGP

scheme.• Also 700 Footwear artisans will be supported with footwear repairing toolkits

and one day crash-course on footwear repairing.• Five high skilling design development common facility centers will be

established with the help of CoEs for the Central, North and South regionthrough CFTI Agra and CFTI/CLRI, Chennai respectively.

• After the approval of annual action plan for the Programme on "Pilot Project onRepairing / Manufacturing of Footwear" under Village Industry vertical ofHandmade Paper, Leather & Plastic Industry from Commission thenProgramme Director will forward the approved action plan/target to all ZonalDy CEO to communicate the same to the respective State/Div. Office andMDTCs. If needed, Zonal Dy CEO may divert the tentative target of non­performing states to other performing states of his zone.

• Main activities undertaken in this scheme is imparting two month skill­development training to the group of 10 beneficiaries (SHG) at National institute/ at field by National institute / at any footwear manufacturing firm under theguidance of trained qualified trainer of footwear manufacturing firm or nationalinstitute.

• A Self-Help Group (SHG) will be formed by a group of 10 beneficiaries.• Distribution of modern machines/tools to the SHG (group of 10 nos

beneficiaries).• Purchase of various machines/tools by Central Office through e-procurement

only.• SHG will start manufacturing of footwear in their own or rented work-shed• A group of 10 SHG will be converted into registered Manufacturing firm with a

common brand name and logo.• Khadi NI institution of KVIC or KVIB will also help in creating market

linkages.• If SHG will start their own sale counter then initial support of Rs 50,000/- will

be provided for purchase of furniture.• After completing the six months of production, the group may attend six-days

advance / refresher course at any national institute.• Footwear Machines and toolkits will be provided only to SHGs. Individual will

be linked with PMEGP scheme.• KVIC shall not only act as facilitator but will provide all necessary assistance

and monitor to develop marketing linkages of finished products and supply ofquality raw material, quality of produce and also support with necessary R&Dsupport etc. In addition Tie-ups with near-by SFURTI clusters/other clusterswill also be established by KVIC.

• Field offices should sent the monthly/quarterly report to Directorate ofHMPLPI, KVIC, along with products, BFL linkages provided, No. of enterprisesmigrated to PMEGP units and the problems faced by them.

• The Directorate of HPLPI will develop a separate Industry Portal and onlineformat will also be provided.

• Geo-tagging to be done for all the beneficiaries with respect to location ofbeneficiaries (If commercially viable, may be for machines as well).

7. ROLE OF STATEI DIVISIONAL DIRECTORSOF KVIC

i. To nominate a technical staff from the concerned Industry or Technical stafffrom the any other V.1.group, who is presently looking after the HMPLPI workas Nodal Officer of programme.Identifying the locations for implementing the project, Khadi institutions, targetgroup including SHGs or other groups, parties for tie up as per the aboveguidelines and finalizing through the State level committee.Marketing of footwear/leather goods through sales outlets.Developing linkages for backward & forward linkages and handholdingsupport, wherever necessary.Monitoring and oversee implementation of the activities including receipt ofmachineries, distributions to the target group, proper utilization of machines,funds etc as per the guidelines.Third party and technical resources person from local, Polytechnic,Engineering colleges and it is will be invited for assessment of the training andoutcome. The trainee will be assessed by the 3rd Party, based on the articleprepared by them. The participant -wise assessment documents to besubmitted to Directorate of HMPLPI through concerned State/ DivisionalDirectors for further compilation.After completion of the training, a comprehensive report incorporating thedetails of the Programme i.e. subject / trade along with details of venue,photographs, name and the address of the faculties / Speakers of the topics,list of the participants with full address and contact numbers (with categorySC / ST / OBC / PH / Woman / Minority / Ex-Serviceman etc. may beprepared and submitted to Directorate of HMPLPI within 15 days aftercompletion of training without fail. Uploading all these data in the portal ofKVIC/Ministry is the responsibility of the Nodal officer.Submission of Utilization Certificate, as per GFR rule with details along withabove mentioned report of State / Divisional Director through soft and hardcopy to the Gramodyog Vikas Yojana, for the village industries vertical of"Leather/Footwear" incorporating photographs.Furnishing monthly, quarterly and annual reports to the Directorate ofHMPLPI.Maintaining detailed record of beneficiaries and machines distributed to thetarget group.Conducting awareness program/workshop/review meets where evernecessary.

XII. KVIC will provide continuous support to such Pilots to be developed as modelfor replication and development of PMEGP/MUDRA Units byentrepreneur/SHGs etc. through connecting with CoE/R&D/Marketing/continuous training etc. KVIC will monitor and provide feedback on a specificportal for this purpose.

xiii. KVIC shall ensure that the buyers pay appropriate amount to such groupstowards the making charges and pay directly in their accounts only throughDBT. No cash transaction should be allowed.

xiv. KVIC will monitor & continuously work to keep improvement in productionquality and earning of the people in such groups.

xv. KVIC shall ensure development of new raw material may provide additionalsupport to such groups.

xvi. KVIC will specially promote sale of such produce through their salescounter/Khadi Institutes etc. with special arrangement as required. KVIC willtry to develop a special marketing package as per GVY scheme provisions,for selling such produce by creating special sale counters etc.

8. ROLE & SELECTION OF KHADI INSTITUTIONS

Khadi institutions those who were involved in manufacturing and sale offootwear can undertake the activity under their institution. They can identify /promote different groups for manufacturing of footwear and the Khadi Institution willarrange / support for Marketing and sales of Footwear.

Also, State /Divisional Director should promote the A & A+ Khadi Institutionsto explore to take up the manufacturing of footwear activities at the availableinfrastructure and the SHGs may be encouraged by the Kls for organizing thetraining and production by utilizing the infrastructure of concern Khadi Institution andin case no such infrastructure is available with the KI the State/ Divisional Directormay arrange the suitable place for conducting the training.

9. TARGET GROUP

Traditional and others (non-traditional) footwear artisans/Rural Un-employedyouth who want to take up manufacturing of footwear activity as a self-employment.

10.SELECTION OF ARTISANS AND ELIGIBILITY CRITERIA

Artisans will be selected by the State level committee of KVIC by conductingthe awareness camp/through advertisements as per the annual target allocated asper budget/action plan for the Scheme. They may take help of NRLM, SocialOrganizations and State KVI Boards etc. The Backward areas/ Aspirational districtsand other potential areas should get appropriate representation and need to havewide spread across the country.

Two photograph, one Identity proof and Address proof i.e.Aadhar Card, Voter10 Card/Ration Card/Electricity Bill and Mobile number etc. may be collected fromeach artisan. The final list of artisans made in the Excel sheet should be submitted

to the Director HMPLPI, before implementation of manufacturing of footwear trainingprogramme by the field offices of KVIC. The artisans above 18 years of age and upto55 years of age are eligible.

Each group of artisans(SHG) will sign an undertaking on Rs. 50/- stamp paperthat they can't sell the machine to any other artisan& if it is found that they are notusing this machine then immediately KVIC will withdraw the machine from them andafter doing all necessary formalities, it will be issued to other needy artisan. Formatenclosed at Annexure -I

As per the Directorate of Legal Affairs, KVIC, "the undertaking 1 Declaration isinsisting on Stamp Paper keeping in view of the fact that, in case of any futurelitigation concerning mis-utilization of Machinery by the Beneficiary or unauthorizedsale of Machinery, unstamped documents will not be accepted as abidance by Courtof Low".

};>- Preference to be given to the people trained in the related activity, peoplepursuing the same activity earlier, based on their education, profile & minimumof 50% to SCs/STslWomen candidates/BPL category.

};>- Final selection of the beneficiaries to be done by a State level Committee to beconstituted for the purpose, with the following composition:

Organizing one day crash-course and Distribution of Footwear RepairingToolkit

The traditional footwear artisans involved in repairing of footwear will beprovided complete set of footwear repairing tools. They will be supported with tool kitunder "Atamnirbhar Bharat Abhiyan" while distribution of tool kits, an under taking tobe taken from non judicial papers of adequate value stating that the ownership of thetools lies with KVIC and in no case the same may be sold/transferred to otherperson. If found, strict action shall be initiated.

Summary of pilot project

a. Under pilot project of footwear manufacturing 31 SHG will be trained and 31footwear manufacturing units will be established.

b. After completing six months of production, the above said 31 groups will attendsix-day advance / refresher course at any national institute.

c. 60 individual beneficiaries will be trained for footwear manufacturing andfinanced through PMEGP.

d. 700 Nos footwear artisans will be benefited by footwear repairing tools kits

15.CENTERS OF EXCELLENCE

MOU will be executed with the identified Centre of Excellence viz. CentralFootwear Training Institute (CFTI) Agra (U.P.) and Chennai, CSIR-CentralLeather Research Institute Chennai, (Tamil Nadu), for the product development,advance skill programme, and standardization of a product.

• The technical specification has been drafted and approved by technicalcommittee of CoE i.e. CFTI, Agra Specifications of machines provided byCFTI, Agra are enclosed at Annexure-II& III.

• All machines and tools will be purchased in a transparent manner through e­procurement. Technical expert member (CoE) will be the member of purchasecommittee.

• The prescribed specification and performance of prototype manufactured bythe L1 will be tested at particular Center of Excellence where testing expertiseand facilities are available.

• The Center of Excellence has provided the cost estimates of training artisan fordifferent specific field and they will conduct the training either in field or in their

~ institute.

• Further, KVIC will support in the following interventions based on its Researchand Development through the Centre of Excellences:a) In developing shoe polish machine.b) In developing upper skiving and production of Artificial Leather for

footwear.c) In developing footwear repairing cart machine.d) Quality control to meet the market standards.e) Strategy for supply chain tie up/forward linkages.

• With the help of CoE CFTI Agra/CFTI, Chennai/CLR, Chennai etc., KVIC willestablish five high skilling, design development, common facility center for"Footwear" will be established @ RS.25 lakhs each. High skilling designdevelopment common facility centers will enable to the SHGs to adopt themodern techniques in production process and also to handle well equippedmodern machineries and equipment under these CFCs so that they mayexplore through the group of artisans to set up the medium skill production unitby availing the financial assistance under the ongoing schemes.

16.Workshops/Seminars

16.1.Technical WorkshopEvery year zone wise technical workshop will be organized to review and re­

structure the status of training, production and marketing of footwear manufacturingprogramme. In the workshop facilities of training institutes and KVIC Nodal officers ofState Offices will participate. One Nationalworkshopof "Manufacturingof Footwear"willbeorganizedto re-orientthe research,trainingandextensionsystem.

16.2. Zonal Mega event

The purpose of mega event is to make the programmes popular in the public.The mega event is proposed to be organized in presence of Technical experts(Footwear industry) of that region, WIP, and other officials of State Govt. When thetraining programmes on manufacturing of footwear will become popular, then thereal beneficiaries of each region will be aware about the programme. The fund formega event will be released after getting approval of Dy. CEO of the concernedzone.

17.Cluster approach under SFURTI

To have a meaningful impact in medium term to support artisans working in theFootwear/leather goods industry, for their sustainable employment and enhance theirearnings,10 clusters may be set up on the lines of SFURTI cluster scheme of theMinistry of MSME for Footwear/leather goods production in next one-two years withproper backward & forward linkages.

18.DETAILS ABOUT TECHNICAL COMMITTEE FOR SPECIFICATIONS OFMACHINES

A Technical Committee will be constituted by Jt CEO, Director, HMPLPI includingexpert from CFTI, Agra/ Chennai and footwear and leather goods manufacturers fordeciding and finalizing specifications of machinery and tools to be provided tobeneficiaries.

19.RELEASE OF FUNDS

Fund is released to concerned State/Divisional office/MDTCs of KVIC fromCentral Office, KVIC, Mumbai. State/Divisional Office will release the fund and issuework order to Technical Associates 10 days before training programme start withdetails of head wise budgetary provision. Then they will release funds to theconcerned for conducting trainings as per guidelines.

Training Expenses

Fund is released to concerned State/Divisional office/MDTCs of KVIC fromCentral Office KVIC, Mumbai. Then they will release funds to the concerned forconducting trainings as per guidelines.

Machines procurementThe footwear/leather goods making machines shall be procured by the Central

Office, Mumbai through the CPP E-procurement portal and send to the identifiedlocations, intimated by the SO/DO. Upon confirmation of the receipt of machines, thetraining for the selected artisans shall be organized by the SO/DO, so that thebeneficiaries could be trained on the machines.

20. MONITORING AND EVALUATION20.1. Monitoring

(i) The State/Divisional Director/In-charges of the concerned State where theproject is located shall ensure monitoring and evaluation and timely completionof the project.

(ii) Industry/Programme Director concerned will also conduct inspection once theproject is fully established and within six months into functioning.

(iii) State/Divisional Office will conduct periodical inspection of the project toensure that functioning of the project.

20.2. Evaluation

An independent third-party evaluation of the activities shall be carried out after threeyears of the start of the production activities.
