This is a journey-level classification in the sworn public safety officer series. The FirefighterParamedic is required to provide advanced life support medical care and treatment, firesuppression or other assistance as required. This classification is distinguished from the higher-

level officer ranks of Lieutenant of Fire and Captain of Fire in that the incumbents of the latter arefirst and second-line supervisors. This classification is further distinguished from the higher-levelclassification of Engineer of Fire in that the Engineer of Fire is responsible for driving, operating,and maintaining fire apparatus in emergency and non-emergency situations. This classification isdistinguished from the lower level classification of Firefighter in that incumbents of the latterclassification provide basic life support services as opposed to advanced life support services.

Incumbents receive supervision from Lieutenant of Fire or Captain of Fire and may receivedirection from Medical Services Division staff.

The Oakland Fire Department

The Oakland Fire Department (OFD) was established in 1869 and recently celebrated its 150thanniversary. The organization embraces its long history of service to the community. OFD isdedicated to maintaining an innovative and progressive philosophy as it embarks on the next 150years. The Department is responsible for emergency medical response, fire suppression,mitigation of disasters, and rescue activities for an area encompassing 56 sq. miles of land and 22sq. miles of waterways. Members of OFD have the opportunity to be trained in and respond to amultitude of diverse and complex incidents that include high rise buildings, Bay Area RapidTransit, Port of Oakland, major interstate and railway network, Oakland Airport, and wildland-urban interface. The Department operates with 507 budgeted sworn suppression personnel and atotal budgeted workforce of 650. We respond to over 60,000 emergency incidents per year,including over 900 structure fires, rescue responses, medical aid, and other critical calls forservice. We staff 25 engine companies (including the Oakland International Airport) and seventruck companies 24 hours a day, 365 days a year.

The Department provides Advanced Life Support (ALS) services through engine and truck-basedALS service. OFD is a non-transporting agency and staffs four-person engine companies andfour/five-person truck companies. The Department operates on a three-platoon system andutilizes a 48/96 work schedule for platoon coverage. Oakland Fire is an active participant andsupporter of the California Mutual Aid system and sponsors dedicated California Office ofEmergency Services resources for statewide response. The Special Operation Division iscomprised of four highly trained, specialized response teams: Aircraft Response Firefighting &Rescue Services, Hazardous Materials Response Team, Technical Rescue Team, and the WaterRescue Response Team. Provide Emergency Medical Technician - Paramedic (EMT-P) level of advanced emergencymedical care and treatment; perform defibrillation and/or synchronized cardioversion tocorrect any life-threatening arrhythmia occurring with the patient’s heart; establishintravenous (IV) catheters, intraosseous (IO) needles, saline locks, needles, or othercannualae (IV/IO lines), in peripheral veins and/or intraosseous; administer and monitorapproved medications and dosage by intravenous, intraosseous, intramuscular,subcutaneous, inhalation, intranasal, transcutaneous, rectal, sublingual, endotracheal, oralor topical means; assess and clear oral and nasal airways to administer oxygen in properquantity as per protocol in order to facilitate patient’s breathing; inspect the airway by theuse of laryngoscope and remove foreign bodies with forceps; operate bag valve mask;perform pulmonary ventilation by use of approved Alameda County and Emergency MedicalServices (EMS) agency advanced basic and/or advanced procedure and adjunct; use aglucose-measuring device; and perform Valsalva maneuver, and pleural decompression.Don appropriate protective equipment as prescribed by medical protocols; assess vitalsigns of patients to determine whether circulation and respirations are functional; applycervical collar or splints to stabilize patient; position patient on stretcher, stair chair fortransport; and apply bandages, sterile dressings, pressure and elevation to control bleeding.Coordinate efforts with other emergency responders and/or healthcare providers on thescene regarding the delivery of services to patient; communicate with physician and basehospital, by radio or by phone, to report patient status and to ensure that EMS proceduresare conducted in accordance with the standards of care put forth by Alameda County EMSand/or OFD Fire Department Policy and Procedures.Drive apparatus, as needed, per state, local and department regulations governingoperations of emergency vehicles; signal to driver to assist maneuvering apparatus atscene of emergency to occupy best firefighting position and to avoid interfering with othercompanies; assist in operating apparatus controls; stabilize apparatus using wheel chocks;and operate radio and other communication equipment.Open and close hydrant using hydrant wrench; pull hose, nozzle and fittings fromapparatus; connect and disconnect hose to water sources (hydrant and standpipes), topumps, nozzles, appliances, and to other hose sections; lay or secure hose line fromhydrant to scene of fire for reverse lay; carry or drag charged or empty hose lines to firescene, around obstacles, or up ladder and/or stairways; and manipulate nozzle forapplication of water stream to extinguish fire.Select appropriate ladder based on the type and height of building; remove, carry,maneuver, raise, and lower straight, extension, roof, pole, attic and A-frame ladders; assistdriver in extending, raising, lowering, rotating and mounting operating streams nozzle onaerial ladder; elevate, rotate and extend aerial ladder bed and fly sections for supported orunsupported operation; and climb, work from and descend ladder carrying people orequipment using appropriate safety equipment and procedures.Listen to sounds to determine if roof is structurally safe; create ventilation openings byopening or forcing doors and windows, by pulling ceilings and opening walls to check forextension; determine appropriate place to cut ventilation hole(s), type of ventilation (e.g.horizontal, vertical) and plan direction in which cuts will be made; and start and operatechain saw to cut hole and utilize an ax to open the hole.Enter structures to determine if a rescue situation exists by systematically searching roomby room for occupants who are not accounted for; enter, walk, and crawl through smoke-filled areas providing little or no visibility with charged or uncharged hose in hand; carryequipment from emergency scene; cut, lift or pry open vehicles using machinery to freeperson trapped or pinned inside using appropriate extrication tools; locate and rescuevictims trapped in burning or smoke-filled buildings; and remove people from life-threateningsituations and place them in a safe area.Inspect interior of burned buildings after fire to check for signs of rekindling; locate hiddenfire by feeling walls and ceiling or by smelling fire; protect and salvage property from theftand any additional damage; remove water and debris after fire is extinguished andinvestigated using water vacuum, portable pump, shovel, salvage covers, mop, bucket,broom and squeegee.Locate, inspect, and maintain firefighting tools and equipment (breathing apparatus,oxygen, nozzles, rescue equipment, hose and hand tools) for readiness on apparatus; placepersonal protective equipment on apparatus; clean, dry, inspect, and perform daily, weekly,monthly, quarterly, and annual equipment checks and inventories; properly maintain,

inventory, and secure medical equipment including Advanced Life Support and Basic LifeSupport equipment and drugs, and replace emergency medical supplies per OFD policy.Document patient care, drug inventories, company records, journals, training records andother OFD administrative and documentation procedures using computers, the internet,email, department forms, and various software tools provided by the OFD.Participate in fire drills and attend classes in firefighting, emergency medical procedures,hazardous materials and related subjects; and study maps, diagrams, direct routes,locations of streets, water mains, building construction, and purpose for all equipment andsafety precautions.Present public education programs to the community on safety, medical, disasterpreparedness and fire prevention topics; promote fire prevention programs by conductingvegetation management, building, structural and other fire and life safety inspections; anduse patience, tact, and courtesy when working with the public to maintain good communityrelations.Work and live harmoniously with co-workers as an effective team member to facilitate thedelivery of fire services to citizens; promote a positive image of the department to the publicby adhering to department code of conduct; and document incidents, complete reports andrecords, and maintain other applicable logs and records.Coordinate and rapidly perform a series of complex operations involving the use of arms,hands and legs; use physical strength to manipulate heavy hose for firefighting operations;employ upper body to lift and leg strength to move an adult of average weight; and usesense of sight, touch, hearing and smell to monitor operation of equipment.

MINIMUM REQUIREMENTS FOR APPLICATION:

The position requires the following education and experience:

Education: High school diploma or equivalent. Experience:Internal applicants: Eighteen (18) months of experience as a full-time Firefighter with the Cityincluding successful completion of the probationary period.

OR External lateral applicants: Eighteen (18) months of experience as a full-time FirefighterParamedic who has not been out of service as a Firefighter Paramedic for more than eighteen(18) months. Must have California Fire Service Training and Education System (CFSTES)Firefighter I certification or the equivalent International Fire Service Accreditation Congress(IFSAC) or Pro Board Certification.

ORExternal lateral applicants: Eighteen (18) months of experience as a full-time Firefighter who hasnot been out of service as a Firefighter for more than eighteen (18) months prior to application,has a valid California Paramedic license, and has worked as a paramedic within the most recenteighteen (18) months prior to application. Must have CFSTES Firefighter I certification or theequivalent IFSAC or Pro Board Certification.

LICENSE AND CERTIFICATEThe following items MUST be submitted with your application. 1. California Driver's License - Must possess a valid California Class “C” or higher driver'slicense with Firefighter Endorsement issued by DMV, including medical clearance, and passdepartment certification [within first twelve (12) months of probation] throughout the tenure ofemployment.

2. Firefighter I Certification - Must have a Firefighter I certification from the CFSTES or theequivalent IFSAC or Pro Board Certification.

3. A background investigation designed to measure suitability to serve as a member of theOakland Fire Department.A multi-phase performance trait assessment.

The performance trait assessment test is designed to measure job-related traits andcharacteristics (such as conscientiousness and the ability to work as part of a team), which areimportant for successful performance as a Firefighter and Paramedic. During the backgroundinvestigation, investigators will contact references, friends, family, former employers, and othercontacts to verify the information provided. The background investigators will also check for acriminal record, obtain a copy of each candidate's driving record, and check credit references.

Applicants may be rejected for background factors at any step of the selection process. Providingfraudulent information at any stage of the selection process may be grounds for removal from theprocess. Prior to a final offer of employment, all candidates must pass a medical examination, includingscreening for drugs, vision, hearing, and general medical condition. Vision must be correctable to20/20 for wearers of contact lenses and glasses. All required licenses and certifications MUST BE maintained throughout the selection process andthroughout employment. All candidates must submit a California Paramedic License. Every lateral individual selected to participate in the training academy must demonstrate, withinthe first week of the academy, their ability to climb an extended 100 foot aerial ladder raised to anapproximate angle of 70 degrees. Failure to accomplish this task within the first week of theacademy will result in removal from the academy and from further consideration for employment inthe sworn ranks of the Oakland Fire Department. After completing the training academy, lateralFirefighters will be required to complete the remainder of the eighteen months of their probationaryperiod.
