The Turner River Bridge Sand Project is a sand and shingle mining project. Mining will be conducted on a campaign basis, generally in drier months. Sand and shingle will be excavated from suitable deposits within the river bed with a front-end loader. This raw material will be loaded directly onto a -40 tonne (t) articulated dump truck and stockpiled on a Run-of-Mine (ROM) pad, east of the eastern river bank.

Between 1,500 to 2,000 t of sand may be mined, carted and stockpiled per day.

Stockpiled sand and shingle is then screened by a mobile screening plant (Terex Finlay 693 or 883 or equivalent). It is expected that during a mining campaign approximately 50,000 t of sand will be mined and/or screened per annum.

A vegetation clearing pennit application has been approved to clear up to 106.90 hectares of vegetation for mining areas, access roads and laydown/ stockpile areas on M45/1193, M45/1173, L45/234 and L45/256. CPS 4034/5 is valid between 15 Janua 2011 and 15 Janua 2021.

Part 4: Proposed activities

The Turner River Bridge Sand Project is a sand and shingie mining project to be conducted on a campaign basis.

Sand and shingle will be excavated from suitable deposits within the river bed with a front-end loader. Mining will take place selectively in pockets that have little or no vegetation. These pockets will be excavated approximately 0.8 - 1.2 metres (m) deep with a loader. This raw material will be loaded directly onto a ~40 t articulated dump truck and stockpiled on a Run-of-Mine (ROM) pad, east of the eastern river bank.

Between 1,500 to 2,000 t of sand may be mined, carted and stockpiled per day. It is proposed that approximately 50,000 t of sand will be extracted from the lease per annum. Conservatively estimating that the sand is one metre deep and the density of the sand is 1.5 t per cubic metre, a yield of 15,000 t per ha will be achieved. Thus to yield 50,000 t of screened sand per annum, approximately 3.5 hectares (ha) will be worked annually.

The Project will utilise a mobile Terex Finlay screening plant, which will operate between the raw feed ROM pad stockpile and the sand and shingle product stockpiles, which are also located on the ROM pad.

The Terex Finlay sizes the material into three sizes; <8 millimetre (mm) sand, 8-65 mm stones, and >65 mm large stones and sticks. The ratio of sand to stone in the TRBSP lease is about 92:8. The main product is <8 mm sand which is conveyed to one side of the plant, 8 mm - 65 mm river shingle which is conveyed to the other side, and an oversize product that consists of >65 mm stones, sticks and plant material is conveyed to the end.

The Terex Finlay screening plant is able to move about and the configuration allows the screening plant to move away from the sand stockpile as it is progressively built.

The screening plant has the capacity to process 100 t per hour. The screening plant is expected to operate between 7 and 10 hours per day, during campaigns, so approximately 700 t to 1000 t of sand and shingle is expected to be processed daily during a campaign. The maximum capacity of the screening plant is 160,000 t per annum.

The >65 mm rock, sticks and vegetative trash will be returned to the mined areas of the riverbed where it will blend with fresh sand brought by intermittent flooding. The small amount of stone (shingle) is progressively cleaned up and stockpiled separately. This stone can be used to sheet access roads and stockpile areas as re uired.

ATTACHMENT 3A: PROPOSED ACTIVITIES

The Turner River Bridge Sand Project (TRBSP) (the Project) is situated approximately 25 kilometres (km) south-

west of Port Hedland in Western Australia (WA). The Project is located within Mining Lease M45/1193, which is

held by Hanson Construction Materials Pty Ltd. The lease is situated within and adjacent to the Turner River, at

the east end of the Turner River bridge, and is accessed from Great Northern Highway. The Project is within the

boundary of the Town of Port Hedland and pastoral lease Boodarie Station, owned by BHP.

The location of the Project is illustrated in Figure 1.

The TRBSP is a sand and shingle mining project. Mining will generally be conducted on a campaign basis to mine

sand when it is dryer as the sand is more easily screened when the moisture content is not excessive. Sand and

shingle will be excavated from suitable deposits within the river bed with a front-end loader. Mining will take

place selectively in pockets that have little or no vegetation. These pockets will be excavated approximately 0.8

– 1.2 metres (m) deep with a loader. This raw material will be loaded directly onto a ~40 tonne (t) articulated

dump truck and stockpiled on a Run-of-Mine (ROM) pad, east of the eastern river bank. Between 1,500 to 2,000

t of sand may be mined, carted and stockpiled per day.

The sand is replenished when the river floods, thus the Project is expected to be ongoing for the duration of the

mining lease.

It is proposed that approximately 50,000 t of sand will be extracted from the lease per annum. Conservatively

estimating that the sand is one metre deep and the density of the sand is 1.5 t per cubic metre, a yield of 15,000 t

per ha will be achieved. Thus to yield 50,000 t of screened sand per annum, approximately 3.5 hectares (ha) will

be worked annually.

PROCESSING PLANT (CATEGORY 12)

The TRBSP will utilise a mobile Terex Finlay 883 (or equivalent) screening plant, which will operate between the

raw feed ROM pad stockpile and the sand and shingle product stockpiles, which are also located on the ROM

pad. The screening plant is illustrated in Plate 1 and a schematic of the screening plant taken from the operating

manual is provided in Figure 2.

The Terex Finlay 883 sizes the material into three sizes; <8 millimetre (mm) sand, 8-65 mm stones, and >65 mm

large stones and sticks. The ratio of sand to stone in the TRBSP lease is about 92:8.

The main product is <8 mm sand which is conveyed to one side of the plant, 8 mm – 65 mm river shingle which

is conveyed to the other side, and an oversize product that consists of >65 mm stones, sticks and plant material

is conveyed to the end. The Terex Finlay 883 screening plant is able to move about and the configuration allows

the screening plant to move away from the sand stockpile as it is progressively built.

Sand will be screened and stockpiled from the north-east corner of the ROM pad back towards the ramp. The

screening plant has the capacity to process 100 t per hour. HCM expects to operate the screening plant for

between 7 and 10 hours per day, so approximately 700 t to 1000 t of sand and shingle is expected to be

processed daily during a campaign. The maximum capacity of the screening plant is 160,000 t per annum.

The >65 mm rock, sticks and trash will be returned to the mined areas of the riverbed where it will blend with

fresh sand brought by intermittent flooding. The small amount of stone (shingle) is progressively cleaned up and

stockpiled separately. This stone is used to sheet access roads and stockpile areas as required.

SITE INFRASTRUCTURE

Power

Power is supplied by a 25 kilo-volt-ampere (kVA) generator set. The generator and its fuel supply are stored in

a sea container that contains a 1,500 litre (L) bund tray. The fuel tank is refilled on a daily basis.

Non-Process Infrastructure

The non-process infrastructure consists of an on-site donga to serve as an office/crib room, a weigh bridge and

recording shed, a monitoring bore, a water tank and three sea containers. One sea container will have an

attached Westarp shade area, one self-bunded container will be used for fuel and oil storage and the other to

contain the generator set and its fuel supply. HCM will use a transportable toilet on site for ablution facilities.

Both bunded sea containers are located on the raised infrastructure area, which ensures they are elevated at

least 1 m above the natural ground level. The bund tray design will comply with Australian Standard (AS)

1940:2017 The Storage and Handling of Flammable and Combustible Liquids and with regard to Water Quality

Protection Guidelines 1-11 Mining and Minerals Processing (Water and Rivers Commission, 1999a), particularly

guideline 10, Above Ground Fuel and Chemical Storage.

The monitoring bore will be constructed in accordance with Water Quality Protection Guideline No.4 Installation

of Minesite Groundwater Monitoring Bores (Water and Rivers Commission 2000a) and monitored quarterly with

regard to Water Quality Protection Guideline No.5 Water Quality Monitoring (Water and Rivers Commission,

2000b). The groundwater monitoring program will measure standard parameters and petroleum hydrocarbons

and will be reported as per requirements of Water Licence GWL 176061(2).

PROJECT IMPLEMENTATION

During the construction phase of the Project, the screening plant was transported by truck to the product

stockpile area on the ROM pad. Upon completion of construction the screening plant is to be tested prior to full

operations. Most infrastructure at the site is mobile and will not require extensive construction. HCM anticipates

the commissioning for the Project will be completed within 3 months of construction.

OTHER APPROVALS

Several other approvals are required for the Project to proceed. Approvals required under the Mining Act 1978,

Mines Safety and Inspection Act 1994, and the Rights in Water and Irrigation Act 1912 are listed in Table 1.

The Project’s Native Vegetation Clearing Permit and groundwater abstraction licence remain under the name of

Dumpna Pty Ltd, with HCM having power of attorney. A copy of the Native Vegetation Clearing Permit is

provided in Appendix 1.

ATTACHMENT 6A: EMISSIONS AND DISCHARGES

The proposed activities at the TRBSP have potential to cause air emissions. Management strategies for these

emissions are provided below. The location of emission discharge points is shown on Attachment 2.

AIR EMISSIONS

Prevailing winds in the area are from an east to south-east direction in the morning, shifting to north / north-

west in the afternoons. Wind speeds are predominately 20 kilometres per hour (km/h) to 30 km/h throughout

the day (Bureau of Meteorology (BoM), 2018a). Wind roses displaying wind speed and direction recorded at

Port Hedland airport weather station for 9am and 3pm are presented in Figure 3. Given the limited hours of

operation and wind direction infrequently blowing in the direction of Turner River Estate at low to moderate

speeds, it is unlikely particulate emissions will cause significant environmental impact.

NOISE

The key noise impacts for the operation will be from excavation, dump truck activities, screening plant operation

and loading haulage trucks. The closest noise receptor for the TRBSP site is the Turner River Estate, which is

approximately 1.9 km away from the stockpile area where the screening plant will be located.

Noise will occur in daylight hours from 7am to 7pm Monday to Saturday. On Sundays and public holidays

operations will be carried out after 9am. These hours of operation are stipulated in tenement condition number

53 of M45/1193 as follows:

“All operational activities being carried out between the daylight hours of 7am to 7pm Monday to Saturday and

after 9.00am on Sundays and public holidays.”

This condition will be adhered to at all times.

The generator will emit noise at approximately 60 decibels (dB), which will dissipate to approximately 11.3 dB

at the closest receptor. The screening plant emits noise at 98 dB, dissipating to approximately 46 dB at the

closest receptor. In addition, the screening plant will be situated behind product stockpiles that will act as a

buffer for sound emitted.

Given the Turner River Estate is located south-west of the Project, not within the predominant wind direction

(Figure 3), and noise levels will not be excessive, noise emissions are not expected to significantly impact

residents in the estate.

Plant and equipment at the TRBSP will be regularly maintained to ensure noise generation does not exceed the

standards prescribed in the Environmental Protection (Noise) Regulations 1997 (WA), Regulation 8, Table 1.

Specific measures to reduce impacts from noise emissions are included in Table 4 below.

DUST

Dust is not expected to be a significant environmental contaminant due to several factors. The sand to be

excavated during the project retains a small but significant moisture content that almost eliminates the potential

for dust generation during excavation, screening, stockpiling and loading of haul vehicles. Additionally, sand of

this type (suitable for concrete) generally contains negligible amounts of the extremely fine particles that

generate dust. Sheeting access roads, the laydown/stockpile area and the river-bed access ramp with river

shingle will mitigate dust generation from vehicle movements. Visual monitoring of dust will be regularly

conducted and activities halted if adverse conditions lead to excessive dust generation. A water cart will be

employed to suppress dust if it becomes problematic. The water cart will be fitted with:

• A dribble bar for roadway watering; and

• Independently controlled large side bars for watering down the stockpiles.

Specific management measures to reduce impacts from dust are provided in Table 5.

ATTACHMENT 7: SITING AND LOCATION (TOPOGRAPHY, GEOLOGY, SOIL TYPE,

GROUNDWATER DEPTH AND WATER QUALITY)

A map showing the siting and location of the premises, including identification of distances to sensitive land uses

and/or any specified ecosystems is included as Figure 1. Additional information on topography, geology, soils,

and hydrogeology is provided below.

SENSITIVE LAND USES

The closest sensitive land use from the Project is the Turner River Estate, situated to the south of M45/1193,

approximately 1.9 km away from the stockpile area. There are no other sensitive land uses within the immediate

vicinity of the TRBSP.

The Project area is not within or adjacent to any national park, conservation park, conservation reserve or

Environmental Sensitive Area (ESA). The closest specified ecosystem is the Leslie Saltfields, a wetland of national

significance situated approximately 32 km north-east of the TRBSP.

TOPOGRAPHY

The TRBSP is located on the alluvial floodplain of the Turner River in the Pilbara region of WA. A study of the

River Land System by Van Vreeswyk et al. (2004) included the Project area, which was described as:

‘’Flood plains and river terraces subject to fairly regular overbank flooding from major channels and

watercourses, sandy banks and poorly defined levees and cobble plains. Banks, levees and slightly higher upper

terraces receive less regular flooding than lower terraces and floodplains.”

The River Land System accounted for 4088 square kilometres (km2) or 2.3 percent (%) of the Pilbara region

survey area (Van Vreeswyk et al., 2004).

GEOLOGY

Regional Geology

The geology of the area has been classified as quaternary alluvium, consisting of mainly flood plain alluvium

which lies unconformably over Archaean basement rock of granite and greenstones of the Pilbara Craton (Haig,

2009).

Local Geology

Quarternary to recent alluvium lithology consists of clay and sand with minor gravel. The alluvium is within a

northerly trending valley, overlapping with the Turner River (Haig, 2009).

SOILS

The characteristic soil types in the area are clay with sand overlay and loamy earth soils on the eastern side of

the river.

The Department of Agriculture description of land systems shows that there are three main land systems within

the Project area: the Mallina Land System, the River Land System, and the Uaroo Land System (Van Vreeswyk et

al, 2004).

These land systems are described as follows:

Mallina Land System: Sandy surfaced alluvial plains supporting soft spinifex (and occasionally hard

Spinifex) grasslands. Red deep sandy duplex soils. 1.4% of the Pilbara survey area.

River Land System: Active flood plains, major rivers and banks supporting grassy eucalypt woodlands,

tussock grasslands and soft spinifex grasslands. Red shallow sand on granite soils. 2.3% of the Pilbara

survey area.

Uaroo Land System: Broad sand plains supporting shrubby hard and soft Spinifex grasslands. Red

shallow sand on granite soils. 4.2% of the Pilbara survey area.

HYDROGEOLOGY

Regional Hydrogeology

The Turner River is associated with two aquifers; in the alluvial sediments and in the weathered bedrock. These

occur adjacent to and downstream of the TRBSP. The water bearing sections in the alluvium 6-7 m thick have

been found but are highly variable due to the heterogeneity of the sediment and can occur 30-40 m below the

surface. The weathered bedrock aquifer has shown to be hydraulically connected with the alluvial aquifer (Haig,

2009).

Local Hydrogeology

Recharge of the alluvial aquifer is from surface flows rather than rainfall, as average annual evaporation for the

region is around 3,200 mm (BoM, 2018b), greatly exceeding annual mean rainfall of 319.2 mm (BoM, 2018a).

Recharge of the aquifer occurs during high flows and floods as the recharge area of the alluvial plain stretches

from 2 km west to 5 km east of the Turner River (Water and Rivers Commission, 2000c).

Groundwater reports of the Turner River area (Farbridge, 1967; Department of Water, 2011) detailing

potentiometric head contours (15 m AHD) and topographic contours (30 m AHD), indicate water depth at the

TRBSP is approximately 15 m below the surface.

Groundwater Management Areas

The Project is situated within the Pilbara Groundwater Management Area, which is proclaimed under the Rights

in Water and Irrigation Act 1914 (RIWI Act).

SURFACE WATER

Regional Surface Water

The TRBSP lies within the bed, banks and on the flood plain of the Turner River, a relatively large watercourse

that flows into the Indian Ocean approximately 20 km downstream. The Turner River originates near Pullcunah

Hill and drops 297 m over its 253 km length, flowing in a northerly direction.

The catchment area for the Turner River is 885 km2 (Haig, 2009).

Local Surface Water

The Turner River is a highly variable seasonal watercourse fed by scattered thunderstorms and rain associated

with occasional tropical cyclones and tropical cloud bands. The only gauging station on the river is at Pincunah,

almost 90 km from the Project site, where automatic recordings of river heights have been made for

approximately 20 years. The mean annual flow of the Turner River at Pincunah is 29 gigalitres, with low flow

events in 7 years and no flow events for 4 years. The longest continuous period of no flows was 30 months (Haig,

2009). The major flood level at Pincunah is 3 m. It is considered that major flooding at Pincunah has the potential

to cause some flooding at the Turner River Bridge site.

Surface Water Management Areas

The Project is situated within the Pilbara Surface Water Area, proclaimed under the RIWI Act.

The TRBSP is also located within the Turner River Water Reserve (TRWR), previously a Public Drinking Water

Source Area (PDWSA), which was de-proclaimed in October 2011. Although the TRWR has been de-proclaimed,

HCM’s mining operations will continue to observe Water Quality Protection Guidelines number 1-11 (Water and

Rivers Commission, 1999a) and be guided by Guidelines for Sand Mining in a PDWSA (Water and Rivers

Commission, 1999b).

The Permit Holder is authorised to clear native vegetation subject to the following conditions of this Permit.

PART I- CLEARING AUTHORISED

1. Land on which clearing is to be done Mining Lease 45/1173 Mining Lease 45/1193 Miscellaneous Licence 45/234 Miscellaneous Licence 45/256

2. Purpose for which clearing may be done Clearing for the purposes of sand extraction, borrow pits and associated activities.

3. Area of Clearing The Permit Holder must not clear more than 106.9 hectares of native vegetation. All clearing must be within the area cross-hatched yellow on attached Plan 4034/5.

4. Application This Permit allows the Permit Holder to authorise persons, including employees, contractors and agents of the Permit Holder, to clear native vegetation for the purposes of this Permit subject to compliance with the conditions of this Permit and approval from the Permit Holder.

PART 11- MANAGEMENT CONDITIONS

5. Weed control When undertaking any clearing or other activity authorised under this Permit, the Permit Holder must take the following steps to minimise the risk of the introduction and spread of weeds:

(i) clean earth-moving machinery of soil and vegetation prior to entering and leaving the area to be cleared;

(ii) ensure that no weed-affected soil, mulch, fill or other material is brought into the area to be cleared; and

(iii) restrict the movement of machines and other vehicles to the limits of the areas to be cleared.

6. Flora Management Where Abutilon sp. Pritzelianum have been identified and their written locations provided to the CEO, the Permit Holder shall ensure that:

(a) no clearing of identified Abu ti Ion sp. Pritzelianum occurs; and (b) no clearing occurs within ten metres of Abuti/011 sp. Pritzelianum, unless approved by the CEO.

7. Vegetation Management (a) Where practicable the Permit Holder shall avoid clearing riparian vegetation; and (b) Where a watercourse is to be impacted by clearing, the Permit Holder shall maintain the existing surface

flow.

PART III - RECORD KEEPING AND REPORTING

8. Records to be kept The Permit Holder must maintain the following records for activities done pursuant to this Permit:

In relation to the clearing of native vegetation authorised under this Permit,

(i) the location where the clearing occurred, recorded using a Global Positioning System (GPS) unit set to Geocentric Datum Australia 1994 (GDA94), expressing the geographical coordinates in Eastings and Northings or decimal degrees;

(ii) the date that the area was cleared; (iii) the size of the area cleared (in hectares); and (iv) purpose for which clearing was undertaken.

9. Reporting (a) The Permit Holder shall provide a report to the Director Operations, Environment, Department of Mines

and Petroleum by 31 July each year for the life of this permit, demonstrating adherence to all conditions of this permit, and setting out the records required under Condition 8 of this permit in relation to clearing carried out between 1 July and 30 June of the previous financial year.

(b) Prior to 15 January 2021, the Permit Holder must provide to the Director Operations, Environment, Department of Mines and Petroleum a written report of records required under Condition 8 of this Permit where these records have not already been provided under Condition 9(a) of this Permit.

DEFINITIONS

The following meanings are given to terms used in this Permit:

CEO means the Chief Executive Officer of the Department of Environment Regulation or an Officer with delegated authority under Section 20 of the E11viro11111e11tal Protection Act 1986;

fill means material used to increase the ground level, or fill a hollow;

mulch means the use of organic matter, wood chips or rocks to slow the movement of water across the soil surface and to reduce evaporation;

riparian vegetation has the meaning given to it in Regulation 3 of the Environmental Protection (Clearing of Native Vegetation) Regulations 2004;

watercourse has the meaning given to it in section 3 of the Rig/its in Water and Irrigation Act 1914;
