I. Introduction

This Expression of Interest seeks artists, or artist teams, to design vehicle wraps for two City of Port Moody automated waste collection vehicles.

II. Project Vision and Background

In 2009, Port Moody moved to an automated collection system where standardized garbage, recycling, and yard waste carts are emptied using a mechanical arm on a truck.

As part of a regional initiative, Port Moody is reducing the amount of garbage it sends to the landfills. The City’s three cart system means that residents will have more space to recycle and compost.

In connection with these initiatives, Port Moody’s first four automated waste collection vehicles began curbside collection in 2009. By 2015 all of the City’s automated waste collection vehicles were decorated with artist-designed vinyl wraps. Four of those collection vehicles have since been replaced with new vehicles, which the city would like to decorate with artistic vinyl wraps.

This Expression of Interest is seeking two artists or artist teams, to each design one of the two vinyl wraps.

III. Project Concept

The concept, which is of primary importance to this project, is that art is made accessible to the public through “everyday” projects such as improvements to City operations.

IV. Project Goals and Objectives

The goals of the project are:

Public Art should link the community; Public Art should aid in the identification of local operations vehicles; Public Art should provide an artistic amenity for the enjoyment of residents and visitors; Public Art, on city vehicles, should reflect the type of work they are used for; Public Art should reflect the diversity of Port Moody.

The objective of the public art on the automated waste collection trucks is to meet the goals of the City’s Arts and Culture Masterplan, which is to “integrate the arts into everyday life”.

V. Public Art Opportunity

The opportunity is limited to the tank area of the automated waste collection vehicle. The tank area measures approximately 154 inches long by 78 ¾ inches high on each side of the truck. Final measurements will be provided to the chosen artists, or artist teams. The opportunity is limited to a maximum of one design per tank, per vehicle.

The artwork should reflect the message of waste reduction: reduce, reuse, recycle. The design message should be easily interpreted and may also reflect the concepts of conservation, sustainability and a healthy environment.

The artist or artist team will be expected to work with the printing company to produce a design that can be reproduced digitally.

VI. Project Budget

A design budget of $1,200.00 is designated for each of the two vinyl wrap designs in this project. The artist’s, or artist team’s, design budget must be inclusive of all project costs including but not limited to artist fees, studio overhead, materials and supplies, presentation expenses, transportation, taxes and contingency.

The City will pay for printing and installing the vinyl wraps. The artists, or artist teams, are not expected to pay for these expenses from the artwork budget.

VII. Submission of Credentials

Artists interested in this project must submit the following:

a. Letter of Interest: no more than one page in length that explains the artist’s particular interest in this project.

b. Current Resume or CV: including a portfolio of up to ten digital photographs of the artist’s work. Each photograph must be numbered. If submitting as a team, an individual resume should be submitted for each team member. Artists applying as a team may submit up to twenty digital photographs of their work.

c. Numbered Photograph List: with the artist’s name and a brief description of each piece stating its title, date, medium, size, location and, if a commissioned project, the commission contract cost.

d. References: please list three professional references that have an intimate knowledge of your work and working methods. Include complete address and telephone number for all references.

Submittal materials should be submitted by email in one (1) PDF format file, or one (1) Microsoft Word format file, of no more than 16 pages and no more than 5MB. Submissions must be received by 4pm on March 21, 2018.

VIII. Selection and Commissioning Process

The Artwork Jury will review submittal materials. Up to four artists, or artist teams, will be shortlisted on the basis of the following criteria:

a. Artistic excellence, innovation and creativity of approach as demonstrated in past work and shown in submitted materials.

b. Quality of recently completed projects, including demonstrated adherence to schedules, deadlines, budgets, project design and execution.

c. Ability to create artwork appropriate in concept, materials and scale for the identified opportunities.

d. Good communication skills and a desire and ability to work with other people.e. Previous experience working efficiently, collegially and collaboratively with civic

agencies.f. Availability to begin design work in April 2018 and complete the design artwork by May

2018.

During the Design Proposal phase of the project the shortlisted artists/teams will be invited to present design concept(s) that sufficiently conveys the scope of the artist’s final design vision. Each shortlisted artist/team will be paid a $300.00 honorarium to present their design concept(s) to the Artwork Jury.

Although the Artwork Jury reserves the right not to award the commission at the time of the Design Proposal review, a selected artist/team may enter into a Design Services Contract with the City of Port Moody following the review.

The Design Services Contract phase of the project constitutes the completion of the public art project. In this phase the chosen artist/team will be commissioned to deliver the final digital artwork for the vinyl wrap. The artist/team will be invited to attend the unveiling of the commissioned artwork. The unveiling dates are unconfirmed at this time, but will likely take place late summer 2018.

IX. Project Schedule

March 21, 2018 Qualification submissions due

March 2018 Artwork Jury reviews and shortlists up to 3 artists or artist teams

April 25, 2018 Design proposal due and presented to the Artwork Jury

June 2018 Final design presented to the Arts & Culture Committee

June 2018 Final design presented to Mayor and Council

July 2018 Vinyl Wrap fabricated and installed

Summer 2018 Unveiling – artist/team in attendance

Notice to Artists

Interested artists and artist teams are advised that neither the City nor the Artwork Jury are obliged to review or accept any of the Qualification Submissions, and may reject all responses. Each artist or artist team is advised, and by submission of Qualifications, agrees that the City will not be responsible for any costs, expenses, losses, damages (including damages for loss of anticipated profit) or liabilities incurred by artists and artist teams as a result of or arising out of submitting Qualifications or due to the City’s acceptance or non-acceptance of their Qualifications or arising out of any contract award not made in accordance with the expressed or implied terms of the Qualification call. Until a written contract, in a form satisfactory to the City, is executed by both the City and the artists and artist teams, no legal rights or responsibility shall be created between the artists and artist teams and the City.

Artists and artist teams and their agents will not contact any member of the City Council or City staff with respect to this Call for Qualification, other than the contact person named in this Request for Qualification, at any time prior to the award of any contracts or cancellation of the Call for Qualification.

An artists and artist teams must disclose in its Qualification submission any actual or potential conflicts of interest and existing business relationships it may have with the City, its elected or appointed officials or employees. The City may rely on such disclosure.

All submissions will be held in confidence by the City unless otherwise required by law.
