JRC-IPTS IESI Project Team

Gianluca Misuraca Senior Scientist, European Commission's JRC-IPTS IESI Project Leader Gianluca Misuraca is Senior Scientist at the European Commission's Joint Research Centre, Institute for Prospective Technological Studies (JRC-IPTS) where, since 2009, is conducting research in the area of ICT for governance and social inclusion. Before joining the European Commission, Gianluca was the Managing Director of the Executive Master in eGovernance at the Ecole Polytechnique Fédérale de Lausanne (EPFL). During his career he held several positions as policy advisor for different International Organisations, cooperation agencies and consulting in the area of eGovernment, regional development, research and innovation. Gianluca's background is economics with focus on the interface between ICTs and public sector innovation. He holds a Diploma of Specialisation in EU Economics and Law, a diploma in Security Management, an Executive Master in eGovernance and a PhD in Management of Technology.

Clelia Colombo Scientific Officer, European Commission's JRC-IPTS

Clelia Colombo is Scientific Officer at the European Commission’s Joint Research Centre, Institute for Prospective Technological Studies (JRC-IPTS), Information Society Unit, where she conducts research on ICT for social innovation, social inclusion and employability. She is also Associate Researcher at the Public Policy and Government Institute of the Autonomous University of Barcelona (UAB). She has a large experience in Public Policies, eDemocracy and eParticipation fields. She has been Public Policy Research Director at the Government of Catalonia, Public Employment Service (SOC) and Research Officer at the Directorate General for Citizen Participation of the Government of Catalonia. Lecturer of Political Science at the UAB and at the Open University of Catalonia. PhD in Political Science (UAB), BA in Sociology (UAB) and MA Research in Social Sciences (University of Barcelona). She has published several papers, reports and books on political participation, governance, public policies, e-democracy and participatory democracy. Her specialities are in the area of public policy research and evaluation, employability, social innovation, democratic innovation and citizen participation.

Raluca Radescu Research Fellow, European Commission's JRC-IPTS

Raluca Radescu is a versatile social scientist with a background in Social Policy and Human Rights Law. Before joining JRC-IPTS, she has worked for DG Employment and she was a Visiting Researcher at the University of Antwerp, working on an ILO project on 'The Rights of Migrant Domestic Workers in Europe'. She completed her PhD in Social Inclusion and Minority Rights and holds a Master's degree in Human Rights Law. Her main research interests are in the areas of Social Policy.

Margherita Bacigalupo* Scientific Officer, European Commission's JRC-IPTS

Margherita Bacigalupo is a qualitative researcher and policy analyst with a focus in on the potential of ICT for society. Her research interest lays in understanding how technological innovations can make users’ and citizens’ life easier by supporting their activities or enabling new interaction spaces and how policy can help make the most out of them. She has a Diploma in Social Sciences, a BSc and an MSc (Laurea) in Human-Computer Interaction, a PhD in Robotics for Dementia Care, and a Post-graduate Certificate in Public Policy and Management.

Stephanie Carretero* Scientific Officer, European Commission's JRC-IPTS

Stephanie Carretero has a PhD in Health Psychology focused on the role of public social services for the informal carers. She is involved in European research and consultancy in social innovation for active and healthy ageing and long-term care since 2001, in topics such as informal care, senior tourism, technology-enabled services, integrated care and independent living. Her research has been funded by the AAL and Framework Programmes and has been commissioned by DG EMPL and DG CNECT for science-based policy advice. Stephanie has published her work in impact factor journals like the International Journal of Geriatric Psychiatry, European Journal of Ageing and Archives of Gerontology and Geriatrics and in publishers like Palgrave MacMillan and Routledge.

Csaba Kucsera* Research Fellow, European Commission's JRC-IPTS

At the Information Society Unit Csaba works on the socio-economic analysis of the efficiency, usability and impact of ICT-enabled services on independent living and long-term care of older people. Earlier, at the Centre for Social Sciences, Hungarian Academy of Sciences he has been involved in numerous cross-country comparative studies as a researcher on various subtopics of ageing: quality of life of elderly people living alone, their subjective health, loneliness and social participation, social support, and in a project that developed a quality-of-life-supporting ICT device's prototype. Csaba earned both his MA and PhD in sociology at the Eötvös Loránd University in Budapest, Hungary.

Ioannis Maghiros Head of the Information Society Unit, European Commission's JRC-IPTS

Ioannis Maghiros is Head of the Information Society of JRC-IPTS. He has been working for the European Commission since 1990 on various research activities in the field of Information and Communication Technologies (ICTs). Before becoming Acting HoU, he had been leading a team conducting socio-economic assessment in the area of adoption of ICT and transformation of health care provision. Before, he led a team working on security and privacy challenges with an emphasis on identity-related technologies such as identity management systems, biometrics and RFID. Prior to joining the European Commission, Ioannis worked for IBM in Greece (1988-1990). He studied Physics in the University of Patras, Greece and holds an MSc. in Computer Science from Birmingham University, UK.

Lieve Fransen Director for Europe 2020: Social Policies, Directorate-General for Employment, Social Affairs and Inclusion Lieve Fransen is the Director responsible for Europe 2020: Social Policies in the Directorate-General Employment, Social Affairs and Inclusion of the European Commission. She has had a leading role in the formulation and adoption this year of the Social Investment Package. Dr. Fransen is Medical Doctor with a PhD on Social Policies and she has devoted herself to promoting social justice and the values of solidarity during a distinguished career in international public health.

Aurelio Fernández López Policy Officer, Directorate-General for Employment, Social Affairs and Inclusion Aurelio Fernández López is Policy Officer at the European Commission's DG for Employment, Social Affairs & Inclusion, Unit Social Policies Innovation and Governance. His previous positions include Chairman of the EU Social Protection Committee and Counselor Coordinator for Employment and Social Security of the Permanent Representation of Spain to the EU. Before this, he was Chairman of the United Nations Commission for Social Development and Adviser of the Secretary of State for the Social Security Ministry of Labour and Social Affairs of Spain.

Egbert Holthuis Head of Social Policy Innovation and Governance Unit, Directorate-General for Employment, Social Affairs and Inclusion

Egbert Holthuis started his career for the European Commission working in the Commission's Delegation in Chad as an economic counsellor. Upon joining DG Employment, Social Affairs & Inclusion in 2004 he was involved in analysing the employment and social situation of the European as well as in coordinating and monitoring national employment policies in the context of the Lisbon and the European Employment strategy. Before joining the European Commission in 1993 he worked respectively in the Dutch Ministry of Foreign Affairs and the Dutch Organisation for Applied Scientific Research TNO. He has a Masters degrees in Business Administration and Geography.

Filippo Addarii Director of International Strategy & Head of EuropeLab at The Young Foundation

Filippo Addarii is the Director of the impact investment fund Hub Launchpad (UK), in the French Movement of Social Entrepreneurs (Mouves), and Nethical s.r.l. Italian company leader in e-healthcare. He’s also a fellow in the European Center for Living Technologies (University Ca’ Foscari, Venice), Counterpoint (London), senior associate at Agirre Center for Social and Political Studies (Bilbao, Basque Country, Spain), and Goodwill Ambassador of Pakistan Poverty Alleviation Fund and World NGO Day Initiative. He’s a fellow of BMW Foundation Responsible Leaders (Germany) and a member of the advisory board at Impronta Etica.

Maude Luherne Projects Officer, AGE Platform Europe Maude Luherne is project and policy officer responsible for long-term care and elder abuse for AGE Platform Europe. Maude has a successful experience of managing european projects and influencing policies in the field of quality care for older people. As an example, she coordinated the EUSTaCEA project which released the European Charter for the rights and responsibilities of older people in need of care (2010), and the WeDO project which developed the European Quality framework for long-term care services (2012). She also contributes to a wide number of projects related to ageing, care, ICT and social innovation (such as SmartCare, INNOVAGE, Icare4EU, PACE for the most recent ones), by highlighting older people’s organisations views and positions, and involving older people in EU projects activities.

Fiorenza Lipparini Independent Consultant

Fiorenza Lipparini is a professional in the area of European Policies and Projects. At present she is working as an external expert at the Young Foundation coordinating a European research project on Social investment for growth and jobs. She holds a PhD in Comparative Literature and Linguistics. Fiorenza has experience in investigating the links between investment in welfare services (health, education and labour-market interventions) and economic growth, lower public spending and broader tax base, with a particular focus on social impact investing and the role played by the private and charity sectors in funding and providing welfare services; She has also experience on public policies and youth entrepreneurship.

Exploring Welfare Systems and ICT-enabled innovation in the EU: preliminary findings

Jeremy Crump Director of Strategy The Young Foundation Jeremy Crump joined the Young Foundation in October 2014 as director with responsibility for research. At the end of 2015, he will be co-ordinating a conference about the impact of Michael Young’s work as part of the celebration of the centenary of Michael Young’s birth. He was previously a senior civil servant with experience of working in the Home Office, the Cabinet Office and the Treasury. He has also worked in business development and on innovation projects at the IT company Cisco Systems. Jeremy has a PhD in the history of popular culture from the Centre for the Study of Social History at Warwick University and is a visiting fellow at the International Centre for Sports History and Culture at De Montfort University. He is also a visiting professor at Leeds University Business School, where he chairs the advisory board for Information Management and Information Systems. In 2010, he was a visitor at the Oxford Internet Institute and Nuffield College, Oxford, researching the police use of social media. He subsequently worked with the Centre for the Analysis of Social Media at Demos.

Identifying key enablers of ICT-enabled social innovation in support of social policy reforms in the EU

Christian Voigt Head of Unit "Technology and Knowledge" Centre for Social Innovation, Vienna Christian Voigt has a degree in Business Informatics and a PhD in Information Systems (2008) applied to collaborative online learning. He has extensive experience as project manager, researcher and lecturer in a number of countries (Austria, Germany, Australia and Singapore). His main interests include the use of technology to enable digital innovations in education, workplaces and life in general (e-participation). Christian joined the Centre for Social Innovation in 2010, where he is leading the ‘Knowledge & Technology’ Unit since 2012. Acting as a social-profit organisation, the Centre for Social Innovation conducts research on designing, implementing and assessing innovation processes and social change. Over the past years, he has been actively involved in European research projects related to educational technology, research e-infrastructures and foresight studies. Currently, Christian is working on social innovations promoting e-inclusion (crowdsourcing geo-data) and improving participation in climate action. In the field of academia, he teaches two master’s courses (‘Didactical Design’ and ‘P2P for Social Innovation’), reviews for the Journal of Computers & Education and is regularly invited as expert on educational technologies/ digital innovations.

Assessing the returns of social investments

Evelyn Astor Policy Officer, Directorate-General for Employment, Social Affairs and Inclusion Evelyn Astor is a Policy Officer in the European Commission's DG Employment, Social Affairs, and Inclusion. She works in the Social policies, Innovation and Governance Unit, with a specialty in gender equality and work-life balance policies. She has been closely involved in the development and follow-up of the 2013 Social Investment Package, as well as the formulation of social policy guidance in the European Semester. She manages a project with the OECD to develop the indicators in their Family Database and a study being developed by the University of Amsterdam to measure the returns of social investment policies

Impact assessment models and approaches for measuring the economic and social return on investment of ICT-enabled social innovations

Karl Heinz Richter CEO and co-founder of EngagedX

Karl Heinz Richter is the CEO and co-founder of EngagedX, a financial intermediary for the social impact investment market, which is delivering a data platform for social impact investing - the world's first financial index and time-series data about both financial performance and societal impact. He is the advisor on social impact investments to the Euclid Network (of European civil society professionals), coordinated the task force on social investment, which reported to the European Commission. Member of the Groupe d'Experts de la Commission sur l'Entrepreneuriat Social (GECES), appointed by the European Commission. Fellow of the Finance Innovation Lab, an initiative to explore, innovate and evolve the financial system to sustain people and planet, convened by WWF and ICAEW. Chair of Friends of the Crystal Palace Subway, a community-led initiative to reopen an historic community asset.

Jenny Billings Reader in Applied Health Research University of Kent

Jenny Billings is an experienced researcher and lecturer in health and social care with a special interest in vulnerable groups with complex needs, long term care, and mixed methodology. Her special skills lie in managing and coordinating methodologically challenging projects that focus on providing evidence for practice. Her research has led to sustainable service developments, particularly in the field of long term care, teenage pregnancy and continence services. She has been involved in European research for over a decade and has achieved funding through programmes such as EU Framework, DG SANCO and Interreg, focusing on teenage pregnancy, families, and long term care of older people.

Gwendolyn Carpenter Chief European Policy Analyst, Teknologisk Institut

Gwendolyn Carpenter currently works for the Danish Technological Institute as one of their Chief European Policy Analysts. She is specialized in public sector innovation, digital governance, value for money, public policy, eGovernment, evidence-based policy-making, smart cities, social innovation, social media, consensus building, workshop facilitation. Current projects she is working on include strategic work on the governance framework Europe needs in a world of cybercrime, looking at the competitive readiness of Europe’s skills base for a cloud computing based world, as well as new business development.

Simona Milio Associate Director Social and Cohesion Policy Unit London School of Economics

Simona Milio has over 10 years’ experience in coordinating, designing, implementing and delivering training programmes developed in a world-leading academic institution (teacher at LSE and other EU universities) as well as in a professional environment (trainer for civil servants from various public bodies) on various issues related to: Social and Cohesion Policy, Project Cycle Management; Monitoring and Evaluation; indicators and data recording methods; Qualitative and quantitative methodologies; Partnership building and networking ( including methods for stakeholders engagement). She has experience in evaluating programmes and interventions to promote social cohesion and inclusion across EU member states, Regional Authorities, National Ministries and the European Commission, including leading teams of evaluators and providing them with conceptual development and design of methodology to assess intervention funded by the European Structural Funds.

Clara Péron Founding Partner and Managing Director, Value for Good Clara Péron is the founder and managing director of Value for Good GmbH, a Berlin-based consulting company that supports social innovation with a focus on impact measurement. Most recently, she undertook an SROI analysis of one of Germany's most important mentoring programs for school aged children: Balu und Du. Prior to founding Value for Good, Clara worked at a Berlin-based philanthropy advisory company, Beyond Philanthropy, and spent many years prior to that working for the Boston Consulting Group. She began her career working for the Canadian foreign service with postings in India, Eastern Europe and East Africa.

Neil Reeder Director, Head and Heart Economics Neil Reeder is director of Head and Heart Economics, and a Fellow of the Young Foundation. Neil has master’s degrees in Economics and Operational Research from the London School of Economics, UK, and has extensive experience in applied analysis including posts as programme leader on public service innovation at the Young Foundation, senior policy adviser at HM Treasury and economic adviser on European Monetary Union at the DTI. In addition, he recently undertook the lead researcher role at the LSE for an EIB Institute sponsored project on measuring non-financial returns from social investments. Publications include Measuring impact and non-financial returns in impact investing: a critical overview of concepts and practice (with Andrea Colantonio) 2013, LSE; Strengthening social innovation in Europe – journey to effective metrics and assessment (with Carmel O’Sullivan) 2012, European Commission; Outcomes framework for young people’s services (with Bethia McNeil) 2012, Young Foundation; and Social Impact Bonds: challenge and opportunity (co-author) (2010), Young Foundation.

Sarah Hotham Research Associate, Centre for Health Services Studies (CHSS), University of Kent Sarah Hotham is a Research Associate in CHSS. Her background is in Psychology and Quantitative methods. She recently completed her PhD in Health/Cognitive Psychology, on attentional control and eating behaviours. Her role at CHSS involves managing a multi-site project targeted at developing and evaluating a training program for parents and teachers who care for physically disabled children. She is currently collaborating with colleagues at EKHUFT and Canterbury Christ Church University on two projects. The first is a NIHR (Research for Patient Benefit) funded project evaluating the effectiveness of a postural care education program based on the principles of self-efficacy theory. This is a multidisciplinary project and involves working with physiotherapists and occupational therapists in Kent, Sussex and Surrey. The second project, funded by EKHUFT, involves conducting focus groups with parents and carers of physically disabled children to investigate their support needs.

Alberto Savoldelli Independent Consultant Prof. Alberto Savoldelli has been contracting Professor of Economy and Business Management at the Managerial Engineering Department of the Politecnico di Milano where he undertook research on innovation and change management in private and public sector organisations. He has acted as an advisor to Italian and foreign consultancy companies on projects focusing on impact assessment, change management, knowledge management, business process reengineering and performance measurement. He has several years of experiences in consulting public sector organizations in designing and implementing impact evaluation systems of their strategic plans. He is author of several publications in scientific journals and conferences and of several books.

Workshop Participants

Victor Bekkers Professor of Public Administration and Public Policy Erasmus University Rotterdam Victor Bekkers is Professor of Public Administration at Erasmus University Rotterdam. He holds the chair on the empirical study of public policy and public policy processes. He is also the founding father and first dean of the Erasmus Graduate School of Social Sciences and the Humanities. Professor Bekkers studied political science and public administration at Nijmegen University where he has got his degree with honors (1987). Furthermore he is the coordinator of LIPSE, an EU 7th framework funded project on Learning from Innovation in the Public Sector and he is programme director of the research group Comparative Public Services Innovation (CPSI). His research interests are related to the introduction and use of ICTs as well as social media in public policy processes and social innovation challenges which emerge in their slipstream.

Francesca Bria Senior Project Lead, Nesta Innovation Lab

Francesca Bria is a Researcher and Teaching Associate at Imperial College Business School in the Innovation Studies Centre- Digital Economy Lab. She has a background in social science and innovation economics and an MSc in E-business and Innovation from the University College of London, Birkbeck. Francesca is a member of the Internet of Things Council and an advisor for the European Commission on Future Internet and Smart Cities policy. She is also a member of the EC Expert Group on Open Innovation (OISPG) and a member of the European Research Cluster on the Internet of Things (IERC). She is also active in various grassrooots movements advocating for open access, knowledge commons and open, decentralised privacy aware technologies.

Reynald Chapuis Director, Innovation and Social and Environmental Responsibility, Pôle emploi Reynald Chapuis is an Internet & Multimedia Manager with a strong background in new media and advertising and promotional materials, behavioral devices and e-care, but also experience the fusion of organization, processes and distribution services from small to very large scale. He is specialised in service design team Management, operational and relationship marketing, behavioral communication, business development and innovation.

Ann Decorte co-founder vzw BlueAssist/ director vzw Ithaka Ann Decorte is one of the founder of the innovative Blue Assist Association and an inventor of the Blue Assist/ Cloudina tools for increasing autonomy and social inclusion. She is in charge of the project and process management, of developing appropriate organizational strategies and tools. Her focus relies on health care innovation, social innovation, accessibility of communication, co-creation of Blue Assist areas, tapping civic forces.

Joyce De Cock Communications Advisor, Department of General Services Government Policy, Flemish Government

Charlotte Fernandez Research Assistant ESADE Center for Innovation in Cities Charlotte Fernandez is a sociologist and holds a Master in Urbanism and City Planning from Pompeu Fabra University and Polytechnic University of Catalonia. Prior to joining Center for Innovation in Cities, Charlotte worked at the Institute of Governance and Public Management at ESADE, where she participated in several European research projects (FP7 Composite: Comparative Police Studies in the EU and FP7 Lipse: Learning from Innovation in Public Sector Environments), as well as national and regional studies. Charlotte’s research interests cover several fields, including social innovation in the public sector, digital democracy and social movements, participatory city planning, smart cities environments and governance. Furthermore, Charlotte has worked for several city councils and architects as a consultant on participatory processes.

Enrico Ferro Head of Innovation Development at ISMB Enrico Ferro (Ph.D., M.Sc., B.Sc) has been working for ISMB since 2002 and is currently in charge of the Innovation Development Department, a multidisciplinary team of twenty researchers working on the strategic, socioeconomic and policy implications of ICTs. Enrico holds an adjunct professor position at the Polytechnic of Turin and at the International Labour Organization of the United Nations where he regularly lectures on innovation management and economics of information to both master students and executives. He has also been a visiting scholar at the Center for Technology in Government at the State University of NY, and at the School of Information Management and Systems at the University of California Berkeley. His research work is multidisciplinary and is characterized by a strong value orientation, a systemic approach to problem solving and public-private mind set. In his career, he has been actively involved in several research projects and impact assessment studies financed by the European Commission with roles ranging from scientific supervisor to senior expert.

Alfonso Lara Montero Policy Director, European Social Network

Alfonso Lara Montero is currently the Policy Director at European Social Network, the European network for managers of social services in the public sector. Since joining ESN back in May 2010, he has been the lead officer in mental health and children policies, designed the organisation’s research strategy and worked with colleagues across other policy areas, including active inclusion, community care and leadership in public services. Ágota Scharle Co-director, Budapest Institute for Policy Analysis Ágota Scharle is a labour economist, senior research partner at the Budapest Institute for Policy Analysis, responsible for policy design, consultancy and evaluation of public policy interventions. She has over 15 years of professional experience in research and public administration. Her main research interests are the effects of employment and social policy on labour supply and income redistribution. Her recent projects include the review of activation and service integration reforms in Europe commissioned by DG Employment, and a study on innovations (including ICT-based innovations) to reduce benefit non-take-up commissioned by Eurofound. Lisa Schoenenberg Policy Officer, European social Network Lisa Schönenberg has been working as Policy Officer at the European Social Network since 2012, where she is responsible for the policy fields care, active ageing and housing. The European Social Network (ESN) is the independent network for local public social services in Europe. She leads the organisation of European events and a working group for managers of older people’s services within ESN and disseminates the results of this work at national and international level. Jean-Philippe Spector Research Analyst, Pôle emploi As a research analyst in International Benchmarking at Pôle emploi's International Affairs Division, Jean Philippe Spector is involved in strategic processes through the collection and analysis of good practices across (mostly) European PES. He is also a member of the Benchlearning Working Group within the new European Network of Public Employment Services. The International Benchmarking unit works closely with the Innovation Department: innovative processes and devices are frequently handled topics, especially when it comes to online services, for example.

Marie Tempesta Policy advisor, EUROCITIES

EUROCITIES, the network of all major cities in Europe works on ICT and social innovation in particular through its working group smart social inclusion. As the policy advisor in charge of this working group, Marie Tempesta gives support to the members in their work on social innovation and ICT. By way of example, the working group develops innovative service design, in particular through the use of ICT, to ensure better access to public services through digitalization and social innovation in public services work through ICT. Mr. Tolra is the Director of Barcelona’s Social Inclusion Plan 2012-2015. He is the representative to Eurocities Social Affairs Forum, and currently supporting the Vice Chair. Mr. Tolra is also a member of the Eurocities SIP Task Force, Active Aging and Cities for Active Inclusion working groups. As a policy advisor he is a part of the Vincles BCN Project team, using collaborative care networks and digital technologies to tackle isolation and loneliness of the elder people. Karen Wilson is a Visiting Fellow at Bruegel since September 2012 and a Senior Fellow since November 2013. Fabrizio Sestini Senior Expert (Advisor ) in Digital Social Innovation, European Commission

Fabrizio Sestini is currently leading the DG CONNECT initiative on Collective Awareness Platforms for Sustainability and Social Innovation (CAPS), which aims at stimulating bottom-up innovative ideas exploiting network effects (in networks of people, knowledge and sensors) to include citizens, grassroots organisations and civil society in participatory social innovation processes. The goal is to create open collaborative platforms which, beyond commercial hype, can lead to a more open, inclusive and participatory society.
