LegalFrameworkThe1987Constitutionguaranteestheequitabledistributionofopportunities,incomeandwealth.Specifically,itmandatesthat:LGUsshallbeentitledtoanequitableshareintheproceedsoftheutilizationanddevelopmentoftheNationalWealthwithintheirrespectiveareas,inthemannerprovidedbylaw,includingsharingthesamewiththeinhabitantsbywayofdirectbenefits.

The1991LocalGovernmentCode(LGC)alsoprovidesforthe:“equitableshareofLGUsandlocalcommunitiesintheproceedsfromutilizationofnationalwealthbasedonaprescribedformula.”

PhilippineSub-NationalNaturalResourceRevenues

Theyhosttheminingsites,oil,andgasfields,andprincipalofficesofextractiveindustries.Theyreceiverevenuesfromextractiveindustries(throughdirectorindirectpayments).Theyshouldbeconsultedonanyprojectsthatimpactontheenvironmentandecologicalbalanceofcommunities,includingtheextractionofnaturalresources.
