Consequences of delayed programming for Ex-Ante-Evaluation
Ex-ante-Evaluation Assessment of the Situation Analysis and SWOT Assessment of the identification of needs, based on SWOT Major tasks of the evaluation still need to be done, when
programmes are finalised (e.g.): !Assessment of external and internal consistency and coherence
Assessment of quantified targets at output and result-level
Assessment of the contribution of the expected outputs to results
More emphasis of Ex-ante-evaluator to provide recommendations to MA in the process of programming (several critical points will be solved at an early stage)

Strategic Environmental Assessment (SEA) SEA experts gave their point of view to situation analysis Scoping is first crucial step of SEA Scoping documents have to be prepared including
Objectives of ScopingShort overview on structure and objectives of the programme !First assessment of potential environmental impacts of measures !
Scoping cannot start without these basic information ! SEA expert started to interview Managing Authorities and scientific staff
of Ministries to gain relevant information early in advance

Questions to the European Commission
Ex ante evaluation comprises
Accompanying process: Evaluator is involved in the process of programme design
Asessement of the final draft of the programme (written part) Question: What written contributions does the EC expect, when the key role of the ex ante is to contribute to the development of the RDP?
Question: How does the EC see the final benefit of the Ex ante evaluation? Shall it mainly serve as a final certificate for the RDP?
The finalisation of the programming of RDPs will be delayed until early 2014 Question: Does the EC have suggestions, how the final submission of the RDPs may not be further delayed by Ex-ante evaluation & SEA (e.g. consultations according to SEA require minimum period of time)?
