Minutes of the Meeting of Multi-Stakeholders High Level Committee underFAME-India Scheme held on 3rd June, 2016 at 4.30 PM under the Chairmanship of JS(RKS).

A meeting of Multi-Stakeholders High Level Committee under FAME-India Scheme was heldon 3rd June, 2016 at 4.30 PM under the Chairmanship of JS(RKS) to discuss the issue of inclusionof E rickshaw and E cycle under FAME India Scheme. Director (Auto) welcomed all the participantsand requested all participants to express their views on the proposal of inclusion of E-rickshaw andE cycle in the Fame India Scheme. A list of participants is at Annexure-I.

2. Initiating the discussion, Transport Department, Govt. of Delhi informed that they have-requested Ministry of Home for allotment of fund under Nirbhaya Fund to offer subsidy for E-Rickshaw as these are found very useful communication mode for last mile connectivity and womenare direct beneficiary of these vehicles. He also informed that they required fund for subsidizing theE rickshaw, where Delhi Government is paying Rs. 30000/- to beneficiary once this beneficiary ~registered the E-rickshaw with registration authority.

3. Officials from Delhi Police, representing Ministry of Home informed that there is a need oflast mile connectivity but it should be robust, fast and safe.

4. DG, SIAM informed that, while formulation of FAME India scheme, selection of vehicle andits demand incentives were formulated based on the following three principles.

1. Vehicle should be CMVR type approved.2. Vehicle should replace some or other fossil fuel based vehicle. i.e. there should be some

base vehicle.3. Amount of demand incentive is based on difference between Total cost of ownership (TeO)

of base vehicle and hybrid/Electric Vehicles to be included in the scheme.

According to him, since E rickshaw and E Cycle, both do not have I C engine base vehicle and onwhich calculation can be made for deciding demand incentive, both these types of vehicles cannotbe considered under FAME India Scheme.

5. Representative from MoEF informed that since most of these E-rickshaw and E cycle useLead Acid batteries; its disposal is a serious environmental concern. Another concern is very limitedlife of batteries used for E-rickshaw, which is less than 6 months. As such, he is of the opinion thatbefore taking any decision on the issue, study of environmental impact that arises due to disposalof Battery viz-viz saving of vehicular pollution needs to be considered. In addition, somerepresentative expressed their concern about charging of these E-rickshaws.

6. Director ARAI, expressed that although E-rickshaw are now notified under CMVR but itsregulation as compared to L5 Auto-rickshaw is much relaxed, which need to be strengthenedkeeping security of riders in mind before taking any decision on the inclusion of said rickshaw in theFAME India Scheme. While discussing, it was also informed that stricter norms required additionalcosts and to compensate such increase, E-rickshaw required support from the scheme.Representative from ICAT informed that more than 100 OEMs have type approved its E-rickshawas per applicable CMVR rules.

7. After detail discussion and taking all oints into consideration, committee is of the opinionthat as a principal of public policy, subsidy/demand incentives are being given only whengovernment intend to push particular technology, which people are not ready to accept because ofinherent fear of uncertainly of its usefulness and success. Since Manufacturers of E-rickshaw/E-cycle are not facing any demand side constraints, Committee opined that case of extending demandincentive to these vehicles under FAME India Scheme couldn't be built convincingly. However,committee expressed that if government desires, this can be considered on pilot basis for limitedvehicles in restricted areas only for demonstration and research purpose to know the impact of suchintervention on other existing vehicles and overall pollution of the area under consideration.
