immediate former Defence Minister

Mohamed Mursal, Ibrahim Isaac Yarow former Deputy Minister Posts and

Telecommunications, Abdiaziz Hassan Mohamed former State Minister Trade and

Commerce , Adan Mohamed Nur who served as Speaker between 2009-2010, serving Mp

Sharif Abdallah and Salim Allow Ibro who has been Mp for 18 years, Mahamud Maalim Yahye

and Iman Abdullahi Ali former Minister of religious Affairs,Ali Sheikh Mohamed Nur former

Deputy Minister interior, Sharif Sheikhuna Maye MP and former Police Commissioner.

Majority of Political analysts interviewed by Radio Dalsan are of the opinion that this may

end up as a two horse race between Mursal and Yarow. “Mursal has that head start as a

former Minister with assumption that he has backing from the executive. Yarow on the other

is seen as an independent and is likely to have support from the opposition in Parliament. It

is a proxy battle between the opposition and the government in Parliament” Abdirahman

Isaack a Somalia affairs analyst told Radio Dalsan.

Before he was appointed in charge of the key Defence portfolio Mursal had served as a

Deputy District Commissioner and in the Ministry of National Assets and Public Procurement

of Somalia, Energy and Water and Ambassador to Turkey. Yarow who holds a Masters

degree in Strategic Human Resource management from the University of Rochampton UK

is seen to be more experienced with Parliament matters having served as an MP for 18

years.

” I am seeking for neutrality, a system of checks and balances and an independent legislative.

I have full confidence that based on my experience I am the appropriate candidate. If you

give me your votes i am confiding infront of you that I will be an impartial Speaker and will

protect the federal constitution and the Lower House regulations. I pledge to unite all Mps

from different political persuasion” Yaarow told parliament on Thursday. Mursal six months

at the Defence ministry was this week tainted by an expose purporting to show that he

signed a military logistics deal with UAE company SKA International Group. The government

has distanced itself from the deal and nullified it but many questions remain unanswered.

Notably the signing was done at a time when UAE and Somalia are in a diplomatic spat. The

same company had been blocked from any contracts by Parliament in 2010. Some Mps

have accused Mursal of receiving a kickback in the deal allegedly using the money for the

Speaker race campaign. Mursal has not spoken on the issue. According to the 4.5 sytstem of

governance all the candisates are drawn from the South West´s Digil Mirifle clan and local

politics in the region is expected to shape the outcome on April 30. The current regional

President Shariff Hassan Adan is said to be uncomfortable with a Mursal win. A regional

presidential election is expected in December 2018 and the complication Adan is likely to

face is when Mursal from his subclan wins the Speaker race. Mursal is seen as aligned to the

executive and this may either be his downfall or his triumph depending on the tyranny of

numbers in Parliament. ”The political squabbles were not over with the resignation of

Jawari. PM Khaire would want a Speaker that will most likely ensure that a vote of no

confidence against him sees the light of the day. Someone who can back him up” Abukar

Warsame a political commentator told Radio Dalsan. “Some Mps will judge Mursal as a

speaker who will end up been a rubber stamp for the executive . This means Yarow is likely

to get sympathy votes and backing from anti executive Mps” analyst Issack said. A section

of Mps has raised concern over a copy of the federal constitution distributed by Deputy

Speaker Abdiweli Mudey which indicated that the number of Parliamentarians is 225 instead

of 275 and that the Presidential term as five years and not four years. The Mps are of alleging

a plan to technically dismiss 50 members of parliament. Jawari had served as the Speaker

since 2012 until a political tussle with the executive forced him to resign but not before

setting high standards whoever will take charge after the April 30 elections.

Somalia Denies Looted Weapons On Sale In Mogadishu Streets

Security Spokesman Abdulaziz Ali

Ibrahim told journalists that an investigative report published by Reuters was misleading.

“The media and private local news websites have published baseless reports that some of

the weapons at the General Gordon military training were looted and are being sold in the

markets,” Abdiaziz said. Reuters had this week reported that 600 rifles looted by soldiers

were on sale in Mogadishu. The report was backed by photographs purporting to show

stolen rifles for sale. The spokesman however acknowledged an existing arms blackmarket

in the Somalia capital. “There are arms markets in Afghanistan, Iraq and US so what prevents

such business from thriving in Mogadishu, which has experienced armed conflict? We hope

to do something about this” Abdiaziz said. The spokesman has however been accused of

being aloof of what is happening in Mogadishu. “He has no authority to speak from Kismayo

while government weapons is been sold on the streets of Mogadishu. Reuters gave all the

evidence required for the story what the government needs to do is to take action not

dismissing such serious allegations” Mohamed Siyat a political commentator told Radio

Dalsan. Abdiaziz is currently attending a book fair in Jubbland´s administrative headquarters

Kismayo. Early this week fighting between UAE trained soldiers and Somalia National Army

erupted at the barracks. The former had reportedly broke into an arson and several made

their way with stolen weapons while at least 40 were arrested awaiting to face mutiny

charges.

AMISOM Police trains Somali government officials on biometric registration

Mogadishu, 27 April 2018 – AMISOM Police is conducting training on biometric registration

for federal government of Somalia staff to help spearhead the integration of pro-

government militias into the Somali national security forces.

Officials from the Ministry of Internal Security are attending the two-day course, in

Mogadishu, to acquire the necessary skills needed to register members of armed pro-

government groups operating in Galmudug state. A team of officers have already been

trained in Jubbaland and South West states to perform the same function.

“This particular exercise is being done to capacitate the officers to go to Galmudug state to

also register the regional forces there,” Paul Kissi Frimpong, AMISOM Police Deputy

Coordinator in charge of Reform, Restructuring and Development said.

Mr. Frimpong explained that AMISOM Police decided to train Somali officers to be part of

the exercise after the Federal Government requested the AU Mission’s aid in registering the

pro-government armed groups.

“Apart from the SNA (Somali National Army), some of these states have some security forces

that have been supporting them to fight the Al-Shabaab. These forces are outside the SNA

and (those are the ones) we are going to register,” he added.

Last month AMISOM and Somali security officers commenced the registration of Darwish

militia in Jubbaland to pave way for their integration into the Somali national security forces.

The Darwish militia group has been helping the Jubbaland administration fight Al-Shabaab

militants and restore law and order.

Mr. Frimpong said the exercise was part of AMISOM’s plans to develop capacity of the

Somali national security forces to enable it take over security responsibilities once AMISOM

exits.

“We want to capacitate them (Somali officers), give them the skills to be able to assist in the

ongoing exercise of registering the regional forces. As you are aware AMISOM is

transitioning which means that the Somali security forces must take over all security

responsibilities,” said Mr. Frimpong.

The AMISOM officer noted that it is important for the Federal Government of Somalia to

have comprehensive information of its officers to help in the planning and execution of

security matters.

Last year, the UN Security Council adopted a resolution authorizing the gradual reduction of

AMISOM troops and transfer of security responsibilities to the Somali national security

forces.

Mogadishu Hosts International Conference to Stop Illegal Charcoal Trade

27-04-2018 - A conference for high-

level officials will for the first time

convene in Mogadishu for a milestone

Government-led conference to stop

the illegal trade, and unsustainable

production and use of charcoal in

Somalia.

8.2 million trees were cut down for charcoal in Somalia between 2011 and 2017, increasing

land degradation and food insecurity. Illegal trade in charcoal acts as a major source of

funding for militias and terrorist groups such as Al Shabaab, who illegally tax exports.

The conference will be held from 7-8th May 2018, and will include senior UN

representatives, international and Somali environment experts, and international donor

partners, The two-day conference is supported by the United Nations Development

Programme (UNDP), UN Environment and the Food and Agriculture Organisation of the

United Nations (FAO), with funding from the European Union, Sweden, and Italy. Export of

charcoal from Somalia has been banned by a 2012 United Nations Security Council

resolution and the Somali government due to its destructive effect on the environment, and

its exacerbation of conflict and humanitarian crises. The Somali Government-led event,

therefore, aims to urgently build alliances amongst consumer countries and international

and local experts and donors. It intends to rally support for concrete action, including

partnerships with investors, to stop the illegal trade and to strengthen ongoing work in

developing alternative livelihoods and alternative energy sources in Somalia.

'European Union-International Organization for Migration Joint Initiative for

Migrant Protection and Reintegration in the Horn of Africa' Kick-off Meeting

in Somaliland

The project activities will help migrants from Somaliland, who have become stranded in

African countries to return home voluntarily and reintegrate into their communities

HARGEISA, Somaliland, April 27, 2018 -- The European Union (EU) funded "Reintegration

Facility" project was kicked off on Tuesday (24/04) in an event hosted by the Somaliland

Government, EU and IOM, the UN Migration Agency. The project activities will help migrants

from Somaliland, who have become stranded in African countries to return home voluntarily

and reintegrate into their communities. It will also assist Ethiopians in Somaliland return

home and provide them with reintegration support. Representatives from the Government,

Civil Society and the United Nations (UN) attended the event, coordinated with the National

Displacement and Refugee Agency (NDRA). “Somaliland’s new administration has

established NDRA to respond to returning migrants. IOM through the EU is supporting us to

help reintegrate returning migrants into their communities. We are happy that we are

launching a project covering this issue and we hope all participants will contribute to the

implementation of this project. ” – Mr. Abdulkariim Ahmed Mohamed, NDRA Chairman.

“Even though Somaliland already has many unemployed youth we accept our people who

want to return home. However, we need to support the returning migrants when they come

back, and we specifically are requesting support for the migrants to start businesses as part

of a full reintegration scheme, with follow-up until they stand on their own feet.” H. E.

those who want to return are supported

Collective responsibility to act and support migrants in need

IOM Chief of Mission, Dyane Epstein said, “For the programme to be truly effective in

supporting returning migrants and their communities, it must be a ‘joint initiative’ between

all stakeholders.” She continued by describing how, the ‘Joint Initiative’ will help to develop

further this essential close co-operation to facilitate safe, humane and dignified voluntary

return and reintegration. Pilar Palmero, Head of Cooperation and Chargé des Affaires at the

EU Delegation, pointed out that “the situation of migrants stranded in African countries is a

priority for the EU and we are very keen to make sure that those who want to return are

supported not only with onward travel but also with reintegration assistance for them and

their communities”. The project will increase the capacities of partner countries and relevant

stakeholders to develop or strengthen return and reintegration policies and processes,

facilitate safe, humane and dignified assisted voluntary return processes among partner

countries, and 3) facilitate sustainable reintegration across three dimensions: successful

economic reintegration and strengthened livelihoods, social reintegration and psycho-social

reintegration.

Background

The project is part of the larger EU-IOM Joint Initiative for Migrant Protection and

Reintegration, which facilitates orderly, safe, regular and responsible migration

management through the development of rights-based and development-focused policies

and processes on protection and sustainable reintegration. The EU-IOM Joint Initiative,

backed by the EU Trust Fund, includes close collaboration with 26 African countries

MOVEMENT TREND TRACKING BAIDOA 6 – 12 April 2018

KEY MESSAGES

This week in Baidoa saw reversals of two longstanding trends. First, there were 45 new arrivals this week, which is the lowest number of entries reported since the inception of the MTT activities in June 2017. Second, there were 171 exits recorded, which is the most exits recorded since November 2017, nearly 5 months ago.

The low numbers of entries into Baidoa can be attributed to the onset of the Gu rainy season in the region, which makes major roads into town impassable. Most new arrivals come by vehicle, which cannot move during the heavy rains.

On the other hand, the rains prompted high numbers of IDPs to exits the IDP sites to return to their farms to cultivate. These families were able to move on the roads, because they were traveling mostly short distances (within Baidoa District) by donkey carts, which are able to move despite the rainy conditions.

As for the 45 IDPs who entered Baidoa this week, they cited insecurity (62%), food (20%), and access to health services (18%) as the key driving factors for displacement into the IDP sites in Baidoa. All of the new arrivals came from the district of Baidoa. They were heading either to the IDP sites of Manow (56%) or Matallamin (44%)

All of the exits this week said that they were leaving to manage their farms, since the Gu seasonal rains had begun their villages of origin. 47% of those exiting were from the IDP site of Ufurow, 46% from Yarabi, 6% from Mora Gabey and the remainder exiting from the IDP site of Cadey. All were returning to Baidoa District of Bay region, and all of the families said they intend to return back to the IDP sites in Baidoa.

METHODOLOGY Movement Trend Tracking (MTT) is a movement monitoring exercise that tracks people who are moving in or out of sites on a semi-permanent or permanent basis. MTT aims to gauge the pulse of movements in and out of sites in Baidoa. MTT figures should not be considered official updates to the population figures of the sites. Rather, the data represents the intentions of IDPs and points towards general trends in their movements. In Baidoa, IOM enumerators are positioned at the 3 main checkpoints in and out of town (shown on the map on the right) from 6:30am until 5:30pm, 7 days a week. From these checkpoints, the teams identify people who are moving in or out of Baidoa with luggage. Interviews are done with the individual or the head of household.

MTT aims to complement existing information management products on displacements and movements in Baidoa, by providing site level specific data on population movements on a regular basis, to assist agencies operating in sites and settlements with key information on: demographics of movement, area of origin, area of return/onward movement, reasons for movement and movement trends over time.

MOVEMENT TREND TRACKING BAIDOA 13 – 19 April 2018

KEY MESSAGES

This week in Baidoa there were 92 new arrivals who reported in the three main check points of the town. This shows an increase as compared with last week’s data which was 45 new arrivals. Nonetheless, the last two week’s new arrivals are far much less than the trends seen in previous months. The exits recorded this week were 250 HHs, which is the highest number of exits witnessed in 8 months, since 20 August 2017.

Like last week, the low numbers of entries into Baidoa can be attributed to the onset of the Gu rainy season in the region, which makes major roads into town impassable. Most new arrivals come by vehicle, which cannot move during the heavy rains.

All of the new arrivals came from the districts of Xudur (62%) and Baidoa (38%). They were heading either to the IDP site of Abaal (53%) or Goofgadud Shabeelow (47%)

All of the exits this week said that they were leaving to manage their farms, since the Gu seasonal rains had begun. 35% of those exiting were from Mubarak Yarey, 35% from Fanooley, 21% from Eesaw and the remainder exited from the IDP site of Moragabey. As stated above, all were returning to Baidoa District of Bay region (100%). And all of the families said they intend to return back to the IDP sites in Baidoa.

• A total of 11 entries and 2 exits were recorded in both Qansaxley and Kabasa IDP camps in Dolow. The number of entries on this week were far lower than previous weeks. There was heavy rainfall in different parts of the country for the last two weeks, and there was minimal road access and very few vehicles operating in between the towns.

• Most of the new arrivals in this week cited lack of food as their reason for displacement (67%). Others cited insecurity (33%) as their reason.

• Most of the new arrivals came from the refugee camps in Ethiopia (67%) while the remaining were from Adan Yabaal district of lower Shebelle region (33%).

• All of the new arrivals on last week went to Qansaxley

IDP site. Kabasa has been closed to new arrivals since October 2017 because of lack of space for new plots, all entries were directed to Qansaxley IDP camp.

• The one household exiting from Kabasa cited lack of

food as their reasons for leaving. The family said that they were heading to the Ethiopia IDPs camp to get food rations.

KEY MESSAGES

Over the reporting period, a slightly higher number of total of 317 entries were recorded compared to last week, but fitting within the general range seen over the past 10 weeks.

No IDPs were recorded exiting any of the camps this past week. This is the first time in 5 weeks that zero exits have been recorded.

Approximately half of the new arrivals said that their reason for displacement into the IDP sites was due to lack of food (46%). In addition, 23% cited insecurity, 19% cited health, and 5% cited education as their reason for displacement.

This week most of the new arrivals came from Kismayo (49%) and Buale (12%) districts, with the remainder coming from Badhaadhe (11%) Jamame (9%), Jilib (7%), Afmadow (7%) and a few others.

Most of these new arrivals were heading to IDP sites in the Dalxiska Section (38%) and Central Section (37%) of Kismayo town. The remainder said that they intended to go to Galbet Section (16%) and Fanole Section (12%).

KEY MESSAGES

Over the reporting period, a slightly lower number of total of 218 entries were recorded compared to last week, and 44 exits were recorded – the highest number of exits since MTT started recording data 11 weeks ago.

Like in other areas of Somalia at this time of year, higher-than-usual numbers exits can be attributed to the rainy season, which is prompting families to return home to cultivate.

Approximately half of the new arrivals said that their reason for displacement into the IDP sites was due to lack of food (34%). In addition, 26% cited insecurity, 20% cited health, and 14% cited education as their reason for displacement.

This week most of the new arrivals came from Kismayo (54%) district, with the remainder coming Buale (14%), Jilib (14%), Afmadow (9%), Badhaade (6%) and a few others. Most of these new arrivals were heading to IDP sites in the Dalxiska section (31%), Galbet Section (23%) and Central Section (20%). The remainder went to Fanole Section (17%).

Out of the 11 families exiting the IDP sites, 8 of them were leaving sites in the Galbet Section and 3 left Dalxiska Section. After leaving the sites, these IDPs indicated that they were heading to the districts of Buale (47%), Jilib (27%) and Badhaade (18%). The main reason for return was management of farms because of the raining season starting in their homestead and they were leaving the camps in order to prepare and cultivate their seasonal farms.

Somaliland: SONSAF Must Give Special Attention to the Concerns

of the Human Right Defender-CPA

Centre for Policy Analysis (CPA) demands Somaliland Non-State Actors Forum (SONSAF) to

clarify its position towards the safety and work of the human rights defenders of Somaliland.

Having considered a written complaint submitted by a human rights defender, and after

analyzing the comments he complained about, we are deeply concerned about the

unacceptable and dangerous statements publicly made by a senior staff of SONSAF who

openly attacked through the social media the human rights defenders and made allegations

that can put their lives at risk. The allegations also harshly tarnished the concept of human

rights itself. We acknowledge that this is not the first time the officer in question made in a

public place a similar statement that undermines the human rights while claiming

representation of SONSAF. Recognized that the human rights defenders are already working

in a tough environment in a selfless manner, it is unacceptable a senior staff of SONSAF to

lead a smearing campaign against them. It is beyond doubt that the work of human rights

organizations in Somaliland is not any way contrary to the sacred religion of Islam. Any claim

to the contrary to smear the human rights is wrong and perilous. Human rights are enshrined

in the Constitution of the Republic of Somaliland which is based on the religion of Islam as

stipulated in article five of the Constitution. We urge SONSAF to distance itself from that

statement, take an appropriate action against the senior staff in question and make a public

apology to the human rights defenders and refrain such unacceptable and dangerous attacks

to the human rights defenders and to the human rights principles. Lastly, CPA commends

the work of the human rights defenders in Somaliland and urges them to continue their

efforts.

Mariam’s booming business

Mariam fled drought and conflict in her

area of Somalia. Now she’s a successful entrepreneur, having doubled her profits with our

support. Three years ago, Mariam Hussein, 38, and her family fled the southern Somalian

town of Burhakaba because of drought and conflict. She relocated to Baidoa, 65 kilometers

away, where she sought assistance. “We could no longer sustain our life and had to run for

the safety of our eight children,” she says. She has six sons and two daughters. Since first

seeking refuge in a settlement in Baidoa for displaced people, she has been the primary

breadwinner for her family. “Every day my husband goes to the city centre, hoping to find

work. Sometimes he earns something, but most times he comes back empty handed.” Back

in her hometown, Mariam used to herd animals while her husband would perform ad hoc

labour for cash. “Because of the drought, most of our animals died, and by the time we

reached Baidoa, I sold my last two goats for cash.”

Starting a business from home

With that money, Mariam was able to start a business. “I knew I had to find a way to meet

my family’s needs, so I began selling groceries out of our tent.” This would eventually

become her family’s main source of income for the next few years. Families in the settlement

benefit from the proximity of her shop, as the settlement is far from the city centre. “Not all

families could afford groceries. I have an informal system of loaning groceries out to families

and collecting the money from them whenever they can pay for it,” she explains. Her story

resembles that of many other displaced entrepreneurs in Somalia.

Training and funding displaced entrepreneurs

Mariam did not earn much and made less than USD 10 a day from her in-home grocery shop.

Through a programme supporting entrepreneurs run by the Norwegian Refugee Council’s

(NRC) Somalia team and Building Resilient Communities in Somalia (BRCiS), and with funding

support from DEVCO, Mariam now earns up to USD 25 a day from her business. “We have

been working in Baidoa since 2013, and the city has become an epicentre for over 260,000

displaced people,” says Kassim Mohamed Adam, head of our office in Baidoa. “The

challenges are many, but programmes like this encourage people to become self-sufficient

and withstand the shocks that come with drought and conflict.” The BRCiS programming

seeks to train and assist displaced people and host communities in Somalia. Mariam and

other businesswomen were given entrepreneurship training that focused on management

of small enterprises, record keeping of profit and loss. and strengthening the relationship

with Baidoa’s main supplier market. After the intensive five-day course, Mariam received a

USD 500 grant to expand her business. “I no longer operate the business from my home as I

have expanded it to include clothing as well,” says Mariam. She has shifted her business to

a market we constructed in her settlement under the BRCiS project funded by DEVCO.

“Working from the market with other business people makes me feel more secure.”

Advice for aspiring entrepreneurs

As a result of her increased income, Mariam has enrolled four of her children in school.

When asked about why she decided to become an entrepreneur, she says: “There aren’t

many other options to earn money, owning a business is a dignified way to earn money to

raise your children and to cover your family’s financial needs.”

What is her advice to other entrepreneurs?

“Record your earnings, use some money for your basic needs and save the rest to grow your

store. Expand your network and educate yourself about trends so that you bring the right

products in your store.”

Mariam’s working capital has increased by USD 300 and she now operates with USD 800.
