ABOUTTHEEUROPEANHERITAGELABEL

TheEuropeanHeritageLabeloriginatedoutofanintergovernmentaliniHaHvecreatedin2006,underwhich68sites in19countriesreceivedthe label.NewcriteriaandanewselecHonprocedurewere introducedin2011whentheEuropeanHeritageLabelwasestablishedattheleveloftheEuropeanUnion(Decision1194/2011/EUof theEuropeanParliamentandof theCouncilof16November2011published in theOfficial Journalof theEuropeanUnion,OJL303,22.11.2011,p.1-9).

ThenewEuropeanHeritage Label is intended for sites that not only havemade a contribuHon to Europeanhistoryandcultureand/orthebuildingoftheUnion,butalsopromoteandhighlighttheirEuropeandimensionto European audiences and demonstrate their operaHonal capacity to carry out these acHviHes. The newrequirementsareanintrinsicpartoftheaddedvalueofthenewEuropeanHeritageLabel.

TheprocedureforaYribuHngtheEuropeanHeritageLabel iscarriedoutintwostages:atthenaHonallevelamaximum of two candidate sites are pre-selected every two years. Out of these and based upon therecommendaHonsmadebytheEuropeanPanelof independentexperts,theEuropeanCommissionaYributestheEuropeanHeritageLabeltoamaximumofonesiteperparHcipaHngMemberStateperyear.

2013and2014, thefirst twoyearsof theacHonat theEuropeanUnion level,were transiHonyears: in2013parHcipaHon was restricted to those Member States which had not taken part in the intergovernmentaliniHaHve,whilst2014wasreservedforcandidatesitesfromtheMemberStateswhichhadbeeninvolvedintheintergovernmentaliniHaHve.

Since2015,theselecHonprocesstakesplaceeveryotheryearandparHcipaHonisopentoallMemberStatesprovidedthattheyconfirmedtheirinterest.2017wasaselecHonyear.

Sites awarded the European Heritage Label are monitored on a regular basis in order to ensure that theyconHnue to meet the criteria for which they were selected. 2016 was the first monitoring year and theEuropeanPanelexaminedthesitesawardedin2013and2014.Thenextmonitoringyearwilltakeplacein2020andwillincludeallsitesthatreceivedthelabelpriorto2019.

EXECUTIVE SUMMARY

TheEuropeanHeritageLabel(EHL)isaEUacHonthatbringsculturalheritagesiteswithaEuropeandimensionto the fore. All types of heritage, from monuments and landscapes, to books and archives, objects andintangibleheritage,linkedtoaplace,areeligibleprovidedthattheyareofEuropeansignificanceintermsofthehistoryandcultureofEuropeortheEuropeanintegraHon.

WhatdisHnguishestheEuropeanHeritageLabelfromotheriniHaHvesisthatsitesmustexplaintheirEuropeandimension,thattheyneedtopresentaprojecttobringthisEuropeandimensiontoEuropeanaudiences,andthattheyneedtohavethecapacitytocarryoutthisproject.NewandcharacterisHctotheEuropeanHeritageLabelisalsothattheEHLsitesarepartofaEHLnetwork:throughtheEHLnetwork,theydevelopcooperaHonprojectsandsupporteachothertopromotetheirEuropeansignificance.

ThisreportcontainsthePanelrecommendaHonsandexplanaHonsfortheaYribuHonoftheEuropeanHeritageLabelin2017.TohelpfuturecandidatesitessubmitsuccessfulapplicaHons,thesecHonontheClarificaJonofkeyconceptsandcriteriafortheEuropeanHeritageLabelhasbeenupdated.AsthefirstcycleoftheEuropeanHeritageLabelasaEuropeanUnion iniHaHvecomes toanend, thePanelhas taken theopportunity toTakeStockfor2018andtopresentitsviewonTheEuropeanHeritageLabelin2030.

In 2017, the European Commission received applicaHons for 25 candidate sites from 19Member States. 4MemberStatesparHcipatedforthefirstHmeand4outofthe25candidatesitesweretransnaHonalsites:theapplicaHonsdemonstrateabroadergeographicalrangeandatrendtowardslargerscaleapplicaHons.Intermsof heritage typologies, the candidate sites belonged to more tradiHonal heritage such as castles andforHficaHons.ThePanelrecommendsthat9newsitesbeawardedtheEuropeanHeritageLabelbringingto38the total number ofEuropeanHeritage Label sites. The 9 newEHL siteswill reinforce theEHL network in aconsiderable way. Six sites present the European history and culture; three sites are related to EuropeanintegraHon. Following a now well established tradiHon, the recommended sites are presented here inchronologicalordertoconveyasenseofhistory.

SeveralcandidatesiteshadalinktootherEUiniHaHves,butthisdoesnotresultinbeingautomaHcallyawardedtheEuropeanHeritageLabelbecausethesitesmustmeetthethreespecificEHLcriteria. InparHcularnotallapplicantshadfullyunderstoodtowhatextentpresenHngtheEuropeandimensionoftheirsiteisparamount:ifthedimensionofasiteisnotwellestablishedorarHculated,theprojectspresenHngtheEuropeansignificanceofthesitetoEuropeanaudiencesalmostnevermeetthethresholdfortheLabel.Candidatesitesmayhavethenecessary skills to carry out their day-to-dayoperaHons, but addiHonal skills are necessary tomeet the EHLcriteria.ThePanelcallsforincreasinglanguageskillsatthesitesandforcooperaHonwithacademicstoensurethat the narraHves and acHviHes are grounded on established facts and the latest progress in science. ThespecificevaluaHonsof thecandidatesitesshouldberead inconjuncHonwiththegeneralfindings.ThePanelregrets that once again, becauseof the limitaHonof "maximumone site perMember State" (arJcle 11-2 ofDecision1194/2011/EU),asitemeeHngallcriteriacannotbeawardedtheLabel.ThePanelrecommendsthatsiteswhichmetall criteria should reapply in the future. It alsoencourages siteswhose (potenHal)Europeandimension has been recognised to reapply with a robust project. The European Heritage Label is a recentiniHaHve:itwilltakesomemoreyearsforapplicantstogetagoodunderstandingoftheexpectaHons,butthequalityoftheprojectsisalreadyimproving.

ThePanelisgratefultoallcandidatesitesthatsubmiYedanapplicaHon.WhethertheyarerecommendedfortheEuropeanHeritageLabelornot,theirworkisimportant.TheycontributetonewareasofaYenHoninthefield of cultural heritage. The European Heritage Label has indeed contributed to current thinking on theEuropeandimensionofourheritage,aboutofferingheritageexperiencestopeoples,sharingculturalheritage,commonvaluesandprinciplesinEuropeandbuildingidenHty/ies.

I believe thatdevelopinga senseof European idenHtyenrichesand strengthens your local, regional,andnaHonalidenHtyandheritage,asyoubecomepartofacommunityof500millionciHzenswhohavesuchrichhistoriesandinterwovencultures.BybecomingEuropeanyouwillshareallofthis.Ithinkitiswonderfulandinspiringthatintoday'sEuropeanyonecantakedelightinoursharedculturalheritage.

Intheframeworkof2018-theEuropeanYearofCulturalHeritage(EYCH),itisexpectedthattheEHLsiteswillhave a special role to play as these themes will receive even more aYenHon in the future. The EuropeanHeritageLabelwasthefirstEUacHonwiththeexplicitaimofbringingtheEuropeandimensionofourculturalheritagetothefore.ThePanelhasalwaysconsideredtheEHLsitesas‘gateways’toinformaHonaboutEurope’shistory,cultureandintegraHon,andfurtherquesHoning.ThesitesbeingexemplarinopeninguptheirEuropeandimensiontoEuropeanaudiences,theEYCHisagreatopportunityforthemtoincreasetheirvisibility.FortheEuropean insHtuHons, theEHLsitesareexcellentexamples to illustrateandexplaincurrentchallengestotheciHzens,inparHcularthroughsocialmedia,becausethesitesprovidecontextualinformaHon.AllEHLsiteshaveanenormouspotenHalforeducaHonincludingthesiteslinkedtomorerecenteventsandhistorysuchasBoisduCazier,thePan-EuropeanPicnicMemorialParkinSopron,HistoricGdanskSchipyard,VillageofSchengenortheMaastrichtTreaty.

TheEuropeanHeritageLabelstartedasan intergovernmental iniHaHvebefore itwas turned intoaEuropeanUnionacHon.ThetransiHonyearsarenowoverandtheEuropeanHeritageLabelhasembarkedonitsregularcalendarofaselecHoneveryotheryear,afour-yearmonitoringandasix-yearevaluaHoncycle.2018willbetheyear in which the European Heritage Label is evaluated. The Panel has gained experience based on fourselecHonyearsandonemonitoringyear.IthasstreamlineditsworkingmethodsandpaidspecialaYenHontobuildupandmaintaininsHtuHonalmemoryasitscomposiHonevolvesovertheyears.Withthe2018evaluaHonin mind, it has taken stock of the progress and idenHfied some steps that could be considered by allstakeholders.

Toachievetheiraims,theEHLsitesneedtocooperateinastrongnetwork.OneofthetenrecommendaHonsputforwardbythePanelinthe‘Takingstock’secHonofthisreport,isthattheEHLSitesandtheEHLnetworkreceive some financial support to conduct their important work supporHng partnership and co-operaHonbetween sites, especially since the European Heritage Label could provide a valuable contribuHon to thecreaHon of the European Space of EducaJon which the European Commission has called for recently inNovember2017.

ThePanelhadnotanHcipatedthattheEuropeanCommissionwouldsetgoalstoachievethisby2025.However,atitslastmeeHng,thePanelheldabrainstormingonitsvisionfortheEuropeanHeritageLabelby2030.Thisvisionanditsroadmapareincludedinthisreport.By2030,thereshouldbemorethan100EHLsitesintheEUandneighbouringcountriespresenHng,dynamically,atruthfulperspecHveonEurope’shistoryandculture.

UlHmately, the success of the European Heritage Label depends on the EHL sites and their willingness toparHcipate.ThePanelhopesthattheyreceivemanymorevisitorsduring2018-EYCH,includingheadofstatesandmembersoftheEuropeanCommission.ItissignificantthatseveralheadofstateshavealreadyvisitedEHLsitesandthatayerPresidentObama,PresidentMacronchoosetotalkaboutdemocracyandthefutureofoursocietyandofEuropeinAthensinSeptember2017,withaEHLsiteinthebackground.TheEHLsitesaredrivenbytheirwillingnesstotelltheirstory,topresenttheirEuropeandimensionandtoengagewiththechallengesthatEuropeisfacing."MeeJngthepastandwalkingtothefuture"istheirmoYo,notunsimilartothesloganof2018-EYCH:"Whenthepastmeetsthefuture".

pointisthewillingnessoftheEHLsitesto"meetthepastandwalktothefuture"andtheirstrongcommitmenttopresenttheEuropeanvaluesofhumandignity,freedom,equality,solidarity,andtheprinciplesofdemocracyandtheruleoflaw.

THEACHIEVEMENTSOFTHEEUROPEANHERITAGELABELBY2030 1. European Heritage Label sites create convincing new percepHons and narraHves reflecHng the

European significance of our heritage and link the levels of understanding from local, regional andnaHonaltoafundamentalEuropeanperspecHve.

2. European Heritage Label sites present a kaleidoscope of cultural heritage integrated in a dynamicnetwork.

3. EuropeanHeritageLabelsitesofferemoHonalandintellectualheritageexperiencesinEurope.4. EuropeanHeritageLabelsitesextendacrosstheEuropeanUnionanditssurroundings.

1. TheEHLsitesrevealheritagecommuniHesofpeople,whoareproudtointerprettheirpastwithinthewiderframeworkofEuropeancultureandhistory.TheycourageouslypresenttheirsitebyraisingquesHons.ThestoriesoftheEHLsitesallowtheEuropeanpeoplestodevelopemoHonalaYachmenttoculturalheritageinEurope. This then becomes shared heritage and enables the understanding of amulHlayered EuropeanidenHty.ThesecommuniHesareoutstandingexamplesofculturalresiliencyandsolidarity.

2. TheEHLsitesillustratethenewandfreshdefiniHonofandapproachtoculturalheritage,whichisinclusiveandvalue-based.Theyencompassagreatvarietyofheritagetypes:archaeologicalsites,culturallandscapesandnaturalheritage,historicalmonumentsandplacesofremembrance,urbanquarters,intangibleheritageandculturalobjects,booksandarchives,etc.TheycooperateasadynamicnetworktopresentEuropeanvaluesandprinciples.

3. TheEHLsitesaretakencareofbycommuniHeswhoarethecustodiansoftheirEuropeansignificance.TheEHLsitescover,potenHally,allMemberStates,thewholeoftheEuropeanUnionincludingtheperiphery,andthesurroundingterritoriesinwhichEuropeanvaluesareappreciatedandculHvated.ThroughtheEHLsiteseverymemberandneighbouringstatecanadditscontribuHonstothehistoryandcultureofEurope.

4. TheEHLsitesofferwaystodeepenknowledgeaboutthehistoryandcultureofEuropeanditsintegraHonthat goes beyond baYlefields and trivialiHes. The diversity of the EHL sites embraces not only tangiblecultural andnaturalheritage sitesbut also social and cultural pracHces linked to the sites. TheEHL sitesbuild understanding and solidarity while respecHng diversity. These are prerequisites to linking otherconsHtuHnglevels(local,regional,naHonal)ofidenHtytoaEuropeanidenHtybasedoncommonvaluesandprinciples.

TheEHLsitesrevealwhytheEuropeansneedheritage.Theexperiencegainedfromthe livingandradiantheritage of the EHL sites transfer a strong message regarding the European perspecHve in Hmes ofuncertainHesinwhichhabitualreferenceslosetheirauthority.TheEHLsitesareexemplaryinopeninguptociHzensandraisetheawarenessofEuropeans,includingyoungpeople,aboutthebenefitsoflivinginEuropeaswellasofthechallengesahead.TheEHLsitesremindusofthestruggleforpeace,ofimprovinglivingandworkingcondiHons,foodsecurity,educaHonandwell-beingasacommonEuropeanendeavour.Theyrouseus to admire works of art and forms of solidarity and dignity. They present honestly the challenges forculturalheritagepreservaHon,sustainabledevelopmentandtheenvironment.Theirstoryandstorytellingisfact-based,putintocontextandplacedinageographicalandHmeperspecHve.

2. TheEHLsitesarethemirrorsandambassadorsofEuropeansignificanceandofoursharedEuropeanhistory.TheEHLsitescreateanexcellentopportunitytolearnmoreaboutandtounderstandmulHpleidenHHesinEurope.TheEHLsitesandtheirprojectsallowciHzenstoaskquesHonsthatgodeeperalongthemaHcfields–struggleforpeace,solidarity,questforknowledge,freedomanddemocracy,networksofexchange.TheserevealwhyweareEuropeansandwhatunitesusinourdiversity.Theyencourageustomakepeacewithourpastandwithourselves.

3. ThecommuniHesoftheEHLsitesaredynamic,sustainableandresilient.ThenumberofEHLsiteswillhavereached100sitesby2030.TheyshowanuancedpictureoftheevoluHonofEuropeanhistoryandcultureandofEuropeanintegraHon.TheysupporttheemergenceofmeaningfulandinspiringEuropeannarraHvesthatenrichandcomplementthelocalandnaHonalinterpretaHonsofourheritage.TheincreaseoftheEHLsitesgeneratesanunderstandinginthepublicopinionofEuropeanvaluesandprinciplesinthesamewayasWorldHeritagehaspromotedtheconceptofoutstandinguniversalvalue.

4. The EHL sites link Europeans across states, regions and localiHes, across borders. Its dynamic model ofheritage governance, which replaces the opposiHon between ‘top-down’ and ‘boYom-up’ approaches,bridgesdifferentlevelsofhierarchiesthroughaconsensualdecisionmakingprocess.

AROADMAPTOACHIEVETHEEUROPEANHERITAGELABELOBJECTIVES1. European Heritage Label sites and their network receive sufficient funding and official

InthesamewayastheErasmusnetworkscreatedasharedEuropeanexperienceofstudyandeducaHon,EHLsitesandtheirnetworkofknowledgeoffersharedheritageexperiencestoyoungpeopleusingtheirpreferredcommunicaHontools.

TheEHLsitesofferthemagicofarealplacewithout fearof integraHngnewtechnology-VirtualRealityandArHficialIntelligence-intothepreservaHonandrepresentaHonofculturalheritage.Theyaddressthechallenges and impactsof the technologies in termsof social relaHons, culture andhealth (blurred linebetweenpublicandprivatespheresandproperty;themulHplicaHonofrealiHesandrepresentaHons,etc.).

4. TheEHLsitespresenttheirstoryandtheirEuropeansignificance.TheyaresupportedbyandassessedincooperaHonwith the European scienHfic community. They are pilots of innovaHon in European culturalheritage research. By offering a genuine heritage experience, they provide an alternaHve to unrealisHcexpectaHons,populistandopportunistinformaHon,fakenewsandwishfulinterpretaHonsofthepast.

DescripHonLeipzig’s Musical Heritage Sites is a series of ninelocaHons in Leipzig (central Germany) represenHngvarious episodes in its musical history includingchurches and educaHonal insHtuHons, ensemblesand individual composers, all linked by a trail. Theactual sites are the St Thomas Church with StThomas Boys Choir, St Nicholas Church, Old StNicholasSchool,LeipzigBachArchiveinBoseHouse,MendelssohnHouse, Leipzig Conservatory ofMusicand Theatre “Felix Mendelssohn Bartoldy,”Schumann House, Grieg Memorial Centre at CFPeters house, and LeipzigGewandhaus. The LeipzigMusicTrailhelpsvisitors toexploreandunderstandtherangeofmusicalacHvitywhichhastakenplaceinLeipzigforover800years.FromthemusicaltradiHonhave sprung formaHve composers whose work hasshaped European music, world-famous ensemblessuch as the ThomasChoir, the LeipzigGewandhausorchestra, innovaHve insHtuHons such as the BachArchives,musicalpublishinghouses,andoneoftheoldestmusicalconservatoriesinGermany.

� EuropeansignificanceThesignificanceofLeipzig’sMusicalHeritageSitesison two levels: firstly, the historical evoluHon ofEuropeanmusic in Leipzig over eight centuries andthestrongassociaHonswithoutstandingcomposers.Secondly,theroleofthecityanditsciHzenrywhichhas acHvely parHcipated and supported thedevelopmentofawidelyrecognisedEuropean

musical idenHty spanning space and Hme. Leipzig’smusical idenHty is also strongly associated withEuropean values of freedom and democracy mostrecently demonstrated during the events of 1989leadingtothecollapseofEastGermanyandtheIronCurtain. The narraHve convincingly places Leipzig’sMusical Heritage Sites within the context ofEuropeanhistoryandwithinrecentEuropeanhistoryinparHcular, linking it toEuropeanmovementsandpersonaliHes and presenHng it as a living vibrantaspect of Europe’s heritage. The Europeansignificance is clearly arHculated in the site’snarraHve. The candidate site meets the criteria forEuropean significance required for the EuropeanHeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)Theproject,“EuropeanMusicTrails-fromLeipzigtoEurope” expands the European dimension of theexisHng trail through the alumni of the musicconservatory. From the first years of theconservatory students came from all corners ofEuropeand,ontheirreturnhome,startedenduringmusical iniHaHves. Civil parHcipaHon is an equallystrong element through the acHve engagement ofciHzens and arHsts in exploiHng the alumni linksthrough a touring exhibiHon, concerts, ciHzenjourneysorexchanges.Themesof sharedEuropeanmusical heritage and idenHty(ies) will be explored,alongwithcivicvalues.ThesubmiYedprojectmeetsthe criteria required for the European HeritageLabel.

OrganisaHonalcapacity(workplan)All nine sites are protected under the SaxonPreservaHon Order for the ProtecHon ofMonuments. Each site is however under separatemanagement. The City of Leipzig will act as co-ordinator between all nine sites to ensure therealisaHon and promoHon of the project. ThecandidatesitehasadequateoperaHonalcapacity toimplement the submiYed project and to meet thecriteriarequiredfortheEuropeanHeritageLabel.

EuropeansignificanceThe Dohány Street Synagogue Complex funcHonssimultaneously as a synagogue and as a memorialsite. The synagogue is a focal point of Hungary’sNeolog movement, a branch of Hungarian Jewrywhich promoted assimilaHon and integraHon intoEuropeansociety.Thesizeofthetemplereflectsthesignificance and the high cultural standards of theBudapestJewry.OtherpartsofthecomplexsuchastheTempleoftheHeroesandarcades,thecemeterygardensandtheweepingwillowmemorialtreeareamemorial site. The complex contains also a well-preserved Jewish archive covering several centuriesof Jewish history, Holocaust vicHm lists, vitaldocuments, census documents that are todayavailable at the family research centre using digitaltechnology.TheEuropeansignificanceisclearlyarHculatedinthesite’snarraHve.ThecandidatesitemeetsthecriteriaforEuropeansignificancerequiredfortheEuropeanHeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)The candidate sitewill launch a complex project inorder to open those sites which are currently notavailable to the public such as the Synagogue ofHeroes, so that the cemetery garden and arcadescan be accessed in their enHrety. An open-airexhibiHon built from mediaeval tombstones isplanned too. In 2017, new interacHve elements,audio-guides in9 languages,andinformaHonpointswill be added, while priority will be given toeducaHonal and youth programmes as well ascultural events. DescripHonFort Cadine is one of 80 forHficaHons built by theAustrian-HungarianEmpiretodefend its territory intheregionofTrentoinnorthernItalybetween1860and 1915. The characterisHc of Fort Cadine is thatthewholebodyoftheforttraversestheroadwhichruns straight through it. It was restored usingtradiHonalbuildingtechniquesandreopenedforthepublic in 2014. Fort Cadine now funcHons as theinformaHon centre for all of TrenHno’s forHficaHonsofthiskind.

EuropeansignificanceFortCadineispresentedasanimportantpartofthedefensive system created by the Austro-HungarianEmpire,uniHngmilitaryforcesfromelevenEuropeancountries. It illustrates the historically importantposiHon of this border region as a place ofencounter, division andmilitary confrontaHon. As adefensive system, FortCadineand the large systemof forHficaHons for which it stands, representEurope’s longhistoryofbordersandconflicts.Oncea formerbarrier, it isnow transformed intoaplacetounderstand the forHficaHonsand formerborderswhichexistedinthislandscape.Asamonument in itselfFortCadinemight seemofmodest significance. However, it has been selectedtorepresenttheenHresystemofmilitarydefencesinthe Trento region, historically a significant innerborderregionofEurope.FortCadineisareminderofcontested and changing borders and of naHonalantagonismwithin Europe. TheFoundaHon cooperates with the Forestry Servicesresponsible for its environment and has asustainability strategy. The Memorial Church was erected in aplace visible fromall themilitaryposiHonsbut safefrom enemy shelling. It is now in an excepHonalnaturalenvironmentwithinTriglavNaHonalPark, intheJulianAlps,notfarfromtheAustrianandItalianborders.

EuropeansignificanceTheJavorcaMemorialChurchwasbuiltbysoldiersofdifferentbackgroundstorememberthefallenandasa call for reconciliaHon. DescripHonTheformerNatzweilerNaziconcentraHoncampanditssatelliteworkcampsoperatedbetween1941and1945 on both banks of the river Rhine which thenbelongedtotheThirdReich.Thenetworkconsistedof a main camp with c. 50 satellites, situated inpresent-dayFranceandGermany.IntheNatzweiler-network prisoners from almost all Europeancountries were subject to Nazi terror. Most of theprisoners were originally resistance fighters whowereexploitedinforcedlabour.Over Hme, many sites related to the Natzweilernetwork have become places of remembrance. Formore than ten years, French and Germanmanagement teams haveworked together on jointprojects targeHng a mainly transnaHonal public tovisitthesites,whicharenowpreserved.

EuropeansignificanceThe former Natzweiler Nazi concentraHon campnetworkisatransnaHonalsiteofEuropeancollecHvememory. It provides an insight into Nazism andEuropean resistance movements: the network isnowavehicleforpreservingthememoryofallthoseEuropeans who fought against Nazism or weretargeted by it (Jews, Romani, homosexuals, etc.).Ayer thewar,manyNatzweiler survivors conHnuedtowork forciHzens’ rights.Examples includeTrygveBraYeli, Robert Krips, Boris Pahor and PierreSudreau.

1948-1955

DescripHonThe SighetMemorial is amuseum and amemorialhoused in a former Stalinist prison in Sighet, northwesternRomania.Originallybuiltin1897asaprisonfor common criminals, it was used between1948-1950toimprisonschoolchildren,studentsandpeasants from theMaramureș resistance. Between1950-1955manypoliHcalopponents,journalistsandclergymen were imprisoned here, of whom manydied. Later it became again a prison for commoncriminals.Theformerprisonbecamein1997amemorialtothevicHms of communist regimes and displays thedevelopment and effects of communist regimes inRomaniaandothercountriesofEasternEurope.Themuseum rooms make use of the former cells andprovide insight on replacement of the rule of lawand repression by communist regimes throughoutthe 20th century in Europe, including the resultantdeath and suffering experienced inside andoutsidetheprisonwalls.

EuropeansignificanceTheSighetMemorialisamemorialtothevicHmsofcommunist regimes in Europe. StarHng from theviewpoint of the vicHms, it opened a newperspecHve on the history of five decades ofcommunism and on the fight for freedom anddemocracy. By focusing on the fate of manycountries in eastern Europe, it sHmulates mutualunderstandingofeastandwesternEurope.Thesitehas managed to transform trauma into resilience,with past suffering becoming part of the sharedheritage. With this narraHve, the site fulfils animportant role in remembering this phase of

DescripHonTheBoisduCaziercoalminingsite,itsbuildingsandits grounds form an ensemble which portrays theworking classes and immigraHon to Wallonia(Belgium)inthetwenHethcentury.Itfocusesonthe1956 mining disaster and the memory of the“gueules noires” (black faces, the name given tominers) from Italy and other countries as rapidimmigraHon toWallonia (Belgium) had tomake upfor the shor�all of local labour. In 1956, the enHresite, from the pithead to the slag heaps, was thescene of a disaster in which 262 people of 12different naHonaliHes died.Mining acHvity stoppedin 1967. Since 2002 the site has been open to thepublic as a site of remembrance with museumexhibiHons dedicated to the coal, iron and glassindustry.

EuropeansignificanceTheBoisduCaziercoalmineisanillustraHonoftheIndustrialRevoluHon,workingcondiHonsandlabourimmigraHonin20thcenturyEurope.Italsotellsthehistoryof theEuropeanCoal andSteelCommunity,the precursor of the European EconomicCommunity, which was intended to create a singlemarket for coal and steel. European solidarity wasshownfollowingthe1956disasterthroughthehelpreceived during the rescue operaHons and thefundraising for the families of the vicHms. Theaccident resulted in a revision of safety regulaHonsacrossEuropeandtriggeredthecreaHonin1957ofa

permanent body for safety and health inmines bytheEuropeanCoalandSteelCommunity.The candidate site meets the criteria for Europeansignificance required for the European HeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)Thefocusoftheprojectisonthevaluesofsolidaritythrough the lens of industrialisaHon,migraHon andthe 1956 tragedy. The aim is to show how livingcondiHons have been improved during the 20thcentury; parHcular aYenHon will be paid toworkplacesafetyandindustrialdisasters.The site provides guided visits on the topics of theIndustrialRevoluJon,AMigrant’sJourneyaswellasIntheMiners’Footsteps,alinkwiththeearlystagesof the European project. The project consists ofsignposts, audio guides and guided visits. 1985/1990

DescripHonSchengen is a village situated at the banks of theMoselleRiver,inthebordertriangleofLuxembourg,Germany and France. It is here that the SchengenAgreement and the Schengen ImplementaHonConvenHon were signed on a river cruise ship in1985 and 1990. In the village, several places recallthe Schengen Agreement: the European Centre ofSchengen with its European Museum, severalsculptures and monuments, the bridge connecHngLuxembourgwith France andGermany aswell as apontoonontheriver.

EuropeansignificanceTheSchengenAgreementwassignedin1985inthevillage of Schengen and came into force in 1995.“Schengen”nowstandsforfreemovementofgoodsand passport-free travel for more than 400 millionpeople within the Schengen Area in which 26European states parHcipate: 22 EU-member statesand four European Free Trade AssociaHon (EFTA)member states. "Schengen" thus makes EuropeanintegraHon tangible. In Schengen, EuropeanintegraHoncanbeexperiencedinauniqueway.TheEuropeansignificanceisclearlyarHculatedinthesite’snarraHve.ThecandidatesitemeetsthecriteriaforEuropeansignificancerequiredfortheEuropeanHeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)TheSchengenprojectaimstoincreaseawarenessofthe historical and posiHve effects of the SchengentreaHes. Two specific target audiences have beenidenHfied: the generaHon born ayer the SchengenAgreement, who have never experienced regularpassport controls at internal borders of theEuropeanUnion,andthestaff involved inEUaffairssuch as customs officials. The target groupswill beinvolved in various acHons and educaHonalprogrammes. The goal is to create a first-handexperience for all visitors, to show what openborders mean, how they contribute to enduringpeace, to idenHfy Schengen as a prime example ofEuropean integraHon. The site plans to introduce a“Schengen Day,” to nominate “Schengen-Ambassadors” and to create a “Schengen-Label” tomark former customs buildings at the naHonalborders.ThesubmiYedprojectmeetsthecriteriarequiredfortheEuropeanHeritageLabel.

OrganisaHonalcapacity(workplan)The site was nominated by the non-profitorganisaHonSchengenasbl,whichhasmanagedtheEuropean Centre since its creaHon in 2005. TheorganisaHonworkswith themunicipality and otherrelevant government ministries and agencies.Following the increase of the number of visitors,theyhopetoreceiveaddiHonalgovernmentfunding,inparHculartocreatean“educaHon”department.The candidate site has adequate operaHonalcapacityto implementthesubmiYedprojectandtomeetthecriteriarequiredfortheEuropeanHeritageLabel.

DescripHonMany steps had been taken in the 1980’s towardscreaHng an internal market and abolishing anyobstacles to thisgoal.TheEuropeanCouncilmet inMaastricht whilst working on the desirability ofEuropean poliHcal and monetary union, andeventually the then 12 Member States - Belgium,Denmark, Germany, Greece, Spain, France, Ireland,Italy,Luxembourg,TheNetherlands,PortugalandUK-reachedagreementonaneconomicandmonetaryunion there. This was laid down in the so-called'Maastricht Treaty'. The original of the Treaty isstored in Rome, but a reproducHon is kept at thevisitor facility in theProvincebuilding inMaastrichtin the south east of the Netherlands where thetreaty was negoHated and then signed on 7th ofFebruary1992.

EuropeansignificanceThe Treaty of Maastricht was a milestone forEuropean integraHon. It created the economic andmonetaryunion-evenifapoliHcalunionthatwouldhave provided its poliHcal basis was not approved.TheMaastrichtTreatyleadtotheintroducHonofthesinglecurrency,theeuro.Itintroducedtheprinciplesof subsidiarity and sustainability. It enhanceddemocraHcrepresentaHonoftheEuropeanUnionbyestablishingtheroleoftheEuropeanParliamentasaco-legislator and created the CommiYee of theRegions.Itfurtherprovidedcompetencesinthefieldof culture at European level (thenArHcle 128). TheEuropean significance is clearly arHculated in thesite’snarraHve.ThecandidatesitemeetsthecriteriaforEuropeansignificancerequiredfortheEuropeanHeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)An internaHonal pla�orm for debate and reflecHonon present-day Europe called “Europe Calling!” hasbeen developed for the 25th anniversary of theMaastricht Treaty. Together with EuropeaninsHtuHonsandscienHficorganisaHons,theintenHonis to acquiremore informaHon on the background,poliHcal preparaHons, negoHaHons and personalexperiences of those involved in the MaastrichtTreaty and to reach out through a wide range ofacHviHes, including a ciHzens summit and a youthfesHval. The strength of the project is thecombinaHonofenhancedresearch,thecollecHonofmaterialandfactsaswellasthediverseacHviHestocommunicateanddeveloptheaudiencefurther.Themeansforthisincludenewmediachannels,strategiccommunicaHon tools, storytelling and videos. Thehigh number of languages used in the differentmediaformatsistobeincreasedfurther.ThesubmiYedprojectmeetsthecriteriarequiredfortheEuropeanHeritageLabel.

OrganisaHonalcapacity(workplan)In 2016, the display area for theMaastricht TreatyhasbeengivengreaterprominenceintheProvincialbuildingstoenhancevisitoraccessand improvetheinterpretaHon. Different organisaHons, universiHesand governing bodies are involved in the proposedacHviHes, but the coordinaHng funcHon is held bythe Province of Limburg. Regular funding and theaddiHonal funding for the proposed acHviHes havebeensecured.ThepreservaHonandmaintenanceofthebuildingsissecuredtomodernstandards.The candidate site has adequate operaHonalcapacityto implementthesubmiYedprojectandtomeetthecriteriarequiredfortheEuropeanHeritageLabel.

RecommendaHonTheMaastricht Treaty (1991-1992)was amilestonefor European integraHon: it was in Maastricht thatthethen12MemberStatesagreedtoproceedwiththe economic and monetary union, which lead tothe introducHon of the Euro, and reinforceddemocraHc representaHon along with an extensionof European competences to new areas such asculture.ThePanel recommendsthat theMaastrichtTreatysitereceivetheEuropeanHeritageLabel.

CONSIDERATIONSBYTHEPANELONTHE2017SELECTIONYEAR

Mainfindings25candidatesitesfrom19MemberStatesweresubmiYedin2017, including5applicaHonsfrom4countriesthathadnotsentapplicaHonspreviously.5candidatesiteswereresubmissions,4ofwhichhadbeenlabelledunder the intergovernmental acHon. Among the applicaHons there were 4 transnaHonal sites, including aformerintergovernmentalsitewhichwasextendedtobecomeatransnaHonalapplicaHon.

ThisoverviewdemonstratesabroadergeographicalparHcipaHonandatrendtowardslargerscaleapplicaHons.Manycandidatesitesbelongtoso-calledtradiHonaltypesofheritage,suchascastlesandforHficaHons,moresothan in other years. In terms of European significance, therewas a good balance: both strands - ‘Europeanhistoryandculture’and‘EuropeanintegraHon’-werewellrepresented.

Several candidate sites had a link to other EU iniHaHves: one site had been restored with funding of theEuropean Structural Funds, other sites had a link to a past or futureEuropean Capital of Culture. This is ofinterest,howeverthePanelrecallsthataselecHonunderoneEUprogrammedoesnotautomaHcallyresultintheawardingoftheEuropeanHeritageLabelbecausetherequirementsforeachprogrammearedifferent.

The Panel assesses all applicaHons on the basis of their ownmerit and in a proporHonateway, taking intoaccounttheircharacterandscale.AllcondiHonslaiddowninDecision1194/2011/EUestablishingaEuropeanUnionacJonfortheEuropeanHeritageLabelmustbemet.AllelementsmustbeintheapplicaHon:thePanelshouldnotreadbeyondtheapplicaHonandcannotrewriteapplicaHons.

A number of trends emerged; these are presented below. The Panel’s recommendaHons on awarding theEuropeanHeritageLabelshouldbereadinconjuncHonwiththesegeneralfindings.

EUROPEANSIGNIFICANCEThecoreofallsuccessfulapplicaHonsistheEuropeandimensionofthecandidatesite,presentedbymeansofaclearnarraHve.Whilstformostapplicants,preparingtheapplicaHontriggeredreflecHononthehistoryoftheirsitewithinawiderEuropeancontext,othershadnotfullyunderstoodtowhatextentpresenHngtheEuropeandimension of their site is paramount. Unfortunately the European dimension and narraHve were not wellpresentedbymanycandidatesites.InsomeapplicaHonsthenarraHvewasnotevenincluded,whilstinothersitwas oversimplified. Somewere rooted in 19th century naHonal values; others focused on today’s Europeanvalues and in such generic terms that their descripHons could have been used for almost all sites. SeveralapplicaHonsclaimedthatthecandidatesitewastheexpressionofmulHculturalismandtolerance,butfailedtodemonstrate what set them apart from other similar places in their region. As in previous years, somecandidate sites focused on the importance of their site as such, or in a naHonal context, without payingaYenHontotheEuropeancontextwhichisoneofthekeyrequirementsfortheEuropeanHeritageLabel.TheHtleoftheapplicaHondidnotalwaysreflectthesitethatcarriestheEuropeansignificance.ThePanelhasmadeadjustmentstotheHtlewhennecessary.

PROJECTThe second requirement for the European Heritage Label is to submit a project presenHng the EuropeandimensionofthesitetoEuropeanaudiences.Asinpreviousyears,thePanelobservedthatwhentheEuropeandimension of a site is not well established, the proposed project is not Hed into its European dimension:howeverinteresHngtheproposedacHviHesmaybe,theproposedprojectforsuchsitesalmostnevermeetsthethresholdfortheEuropeanHeritageLabel.

The project remained the least effecHve part of many applicaHons, even for the sites where the Europeandimensionwaswellestablished.DemonstraHngtheEuropeandimensionandsubmi�ngaprojecttobringthisdimensiontoEuropeanaudiencesaretwonewrequirementsthatsettheEuropeanHeritageLabelapartfromother iniHaHves. Because they are new, it will take some more years for the applicants to get a goodunderstandingoftheexpectaHons.ThesuccessrateforEuropeanHeritageLabelapplicaHonswillincreasewiththe years as a result. The quality of the projects is already improving and two resubmiYed candidate sites

whoseprojectpreviouslydidnotmeetthestandards,arenowrecommendedfortheEuropeanHeritageLabel.ThePanelisconfidentthatthistrendwillconHnueintheyearstocome.

AgreaternumberofapplicaHonsfocusedontourism.CulturaltourismisoneaspectamongmanyobjecHvesofthe European Heritage Label menHoned in Decision 1194/2011/EU. It should not be the dominant one.ApplicaHonsforcandidatesiteswheremajorworksareplanned,arepremature;theyshouldbesubmiYedayercompleHonoftheworks.ThePanelurgesallsitestotakecareofthegeniuslociandauthenHcityoftheirsite,andtoensurethattheiracHviHesaresustainable.

OPERATIONALCAPACITYThethirdcriterionfortheEuropeanHeritageLabelconcernstheoperaHonalcapacity.Candidatesiteshavetodemonstratethattheyareabletocarryouttheproposedproject.ThecandidatesitesmayhavetheoperaHonalcapacitytocarryouttheirday-to-dayoperaHonsbutthisisnotthepoint.TheyneedtodemonstratethattheydohavethecapacitytoconductacHviHesspecificallytargetedatEuropeanaudiences.AnumberofapplicaHonswereweakinthisregard.

ThePanelalsoexpressesconcernabout languageskillsat thesites.DrayingapplicaHonsonculturalheritagemaYers inaforeign languagerequiresspecialskillswhicharenotequallyavailable inallpartsofEurope.Forboth reasons the Panel reiterates a previous recommendaHon to make some money available to preparenominaHonsandtoincludemulHlingualismintheprojectsthroughcooperaHonandnetworking.

The Panel also recommends that the sites seek more cooperaHon with academics to ensure that theirnarraHves and acHviHes are grounded on established facts and on the latest progress in science. ManysuccessfulsiteshavealreadyestablishedsuchcooperaHon,atEuropeanlevel.

NEWAPPLICATIONFORM2017wasthefirstyearthenewapplicaHonformwasbeingused.Theformisshorteranditseemedthatforthecandidatesitesitwaseasiertoworkwith.ThelegibilityforthePanelhasimprovedaswell.Becausetheformfollowstheorderof thesub-criteria inDecision1194/2011/EU, it sHll containsa fewrepeHHons, suchas thereferencetoyoungpeopleinboth‘theproject’andthe‘operaHonalcapacity/workplan’.ThePanelhopesthatits interpretaHon of the difference between the ‘project’ and the ‘operaHonal capacity’, explained inClarificaJonof theKeyConceptsandCriteria in thenext secHonof this reportand in theEuropeanHeritageLabelGuidelinesforCandidateSites,willgraduallyovercomethisdifficulty.

TRANSNATIONALANDNATIONALTHEMATICSITESThePanelparHcularlywelcomed theapplicaHons for transnaHonal candidatesites thisyear,whichdeserveaspecialmenHonforalltheeffortstheyputintheirapplicaHon.

AccordingtoDecision1194/2011/EU,transnaHonalsitesaretobeconsideredasawhole.ThemainissueisthusnotthatalltheparHcipaHngsub-sitesarethemostrepresentaHveoftheirkind,butthatoverallthecandidatesiteasawholepresentsacommonnarraHveandthatcommonacHviHesareincludedintheprojectinaddiHontoacHviHesspecifictoeachsub-site.Oneofthesub-sitesneedstoactasacoordinator;thiscoordinatorshouldnotonlyhavetheoperaHonalcapacityto implement itsownprojectbutneedstohavethecapacitytobe inchargeofthecoordinaHonofthesiteandtheenHreproject.

TheapplicaHonformforthethemaHcsitesisnot(yet)opHmal,butallcandidatesitesmanagedtoconveytheirmessages.ThePanelmade recommendaHons to theCommission toclarify someelements in theapplicaHonformforthefutureselecHonyears;theywillbebroughttotheaYenHonoftheNaHonalCoordinators.

CONCLUSIONSThePanelisgratefultoallcandidatesiteswhichsubmiYedanapplicaHon.WhethertheyarerecommendedfortheEuropeanHeritageLabelornot,theirworkisimportant.TheycontributetonewareasofaYenHoninthefieldofculturalheritage:definingtheEuropeandimensionofculturalheritageandsharingheritageexperiencesatEuropean level.ThePanel recommends9newsites for theEuropeanHeritageLabel in2017,bringing thetotalofrecommendedsitesto38.ThePanelregretsthatbecauseofthelimitaHonof"maximumonesiteperMember State" (arJcle 11-2 of Decision 1194/2011/EU), once again a site meeHng all criteria cannot beawarded the Label. The Panel recommends that the sites that met all criteria reapply in the future. Itencouragessiteswhose(potenHal)Europeandimensionhasbeenrecognisedtoreapplywitharobustproject.

WorkingmethodsandmeeHngsAslaiddownbyDecision1194/2011/EU,thePanelconsistsof13members,fourofwhomhavebeenappointedby theEuropeanParliament, fourby theCouncil, fourby theCommissionandoneby theCommiYeeof theRegions. In 2017, the Panel welcomed four members (re)designated by the European Commission for theperiod2017-2019aswellasonenewmembertocompletethe2016-2018mandateofanexpertwhohadbeendesignatedbytheCouncilofMinistersandresignedduetohealthreasons.AninducHonmeeHngtofamiliarisethenewmemberswiththePanel’sworkingmethodswasorganisedinBrusselson19April2017.

The European Commission, ayer consultaHon with the Chairperson, designated two Rapporteurs for eachcandidate site and three Rapporteurs for one large transnaHonal site. All Panel members read the 25applicaHonsinordertocontributefullytotheassessmentofallsites.

ThePanelmetthreeHmesinBrussels:• 12-14 June2017, todiscuss themerits of each candidate site and to idenHfy those applicaHons for

whichaddiHonalinformaHonwasneeded;• 11-13September2017,toexaminetheresultsoftheaddiHonalinformaHonreceivedandtofinaliseits

recommendaHonstotheEuropeanCommission;• 16-17October2017,toreviewthecontribuHonsbytheRapporteursandtodiscussthegeneralissues

tobeincludedinthereport.

TheEuropeanCommissionprovidedthefaciliHesandsupport,forwhichthePanelisverygrateful.

AtthefirstmeeHngofthePanel,thememberselectedtheChairpersonandallmemberssignedastatementofnon-conflictofinterestwithregardtothecandidatesites.ThePanelfollowsstrictrules:noPanelmembertakespart inthedecision-makingprocessoncandidatesites fromhis/hercountryandwhencandidatesitesof thecountryoftheChairpersonarebeingconsidered,anotherPanelmemberchairsthatpartofthemeeHng.

At eachof itsmeeHngs, the Panel checked if observaHons on candidate sites as perarJcle 10-5 ofDecision1194/2011/EUhadbeenreceivedbytheEuropeanCommissioninresponsetothepublicaHonofthelistofthe25pre-selectedsites.Nonewerereceived.

At itsJunemeeHng,thePanelstartedwithageneraldiscussionontheoverallqualityoftheapplicaHonsandthe perceived difficulHes encountered by the applicants. The Panel recalled the selecHon criteria and theprinciplesoftheEuropeanHeritageLabelspeltoutinDecision1194/2011/EUandthebenchmarkssetduringthepreviousselecHonyears.ItthenexaminedeachapplicaHoncarefully:eachcandidatesitewasintroducedbytwo designated Rapporteurs andwas followed by a general discussion. AddiHonal quesHons for clarificaHonweresenttocandidatesitesasappropriate.Aformalresponsewasreceivedfromallthosecandidatesites.

InSeptember,thePanelconsideredwhethertheaddiHonalinformaHonreceivedansweredthequesHons.EachapplicaHonwas assessed based on its ownmerits. However, before finalising its final recommendaHons onawarding the European Heritage Label to the European Commission, the Panel considered the overallconsistency of its individual recommendaHons in regard of the list of all EHL sites. The Panel reached itsconclusionsby consensusandonlyonceproceededbyvotebecause theoutcomeof thediscussionwasnotobvious.AllfinalrecommendaHonstotheEuropeanCommissionwereagreedwithoutreservaHon.

Asin2015,thePanelcametotheconclusionthattwositesfromonecountrymetthethreeselecHoncriteria,however, inapplicaHonofarJcle11-2ofDecision1194/2011/EU thePanelcanonlyrecommendonesiteperMemberStateperyear.ThePanelrecommendstotheCouncilandtheEuropeanParliamenttoreconsiderthisprovisionwhentheyreviewtheDecision.

AsthefirstcycleoftheLabelcomestoanend,thePanelheldatitsfinalmeeHnginOctoberadiscussionontheexperiencegainedbetween2013-2017andonitsvisionfortheEuropeanHeritageLabelby2030.Theresultstheseexchangeare reflected in theVisionStatement at thebeginningof this report, and inTaking stock for2018,thenextsecHon.

WhenassessingwhetherthecandidatesitesmeetthecriterionofEuropeansignificance,thePanelalsocheckswhethertheEuropeansignificanceisfullyunderstood,well-arHculatedandconvincinglyconveyedbythesites.This remains a challenge for most candidate sites: cultural heritage sites are used to presenHng a naHonalnarraHve to a mainly naHonal audience. In contrast, the purpose of the European Heritage Label is tocontextualise and interpret cultural heritage sites of European significance in a European geographical andhistoricalcontext,thusgoingbeyondnaHonalbordersandaudiences.

EquallychallengingistopresenttheEuropeandimensionincleartermsandtotakeallitsaspectsintoaccount:oversimplificaHonofthenarraHveshouldbeavoided.Anotherpi�alltoavoidispresenHsmoranachronisms,orreadingtoday’svaluesintositesandeventsofyesterday.

SignificanceandinterpretaHonarenotstaHc:itwillbeinteresHngtoseehowthesiteswillconHnuetodeepentheknowledgeandunderstandingoftheirsignificance.

DIFFERENCEBETWEEN‘PROJECT’AND‘WORKPLAN’To receive the European Heritage Label, it is not enough for candidate sites to have a strong Europeandimension; they need to be taken care of appropriately (good conservaHon), well managed and present arobustprojectrelatedtotheirEuropeansignificance:

ThisiscriHcal:ifthecandidatesitesdonotcommunicatetheEuropeansignificanceataEuropeanlevel,thereisnoreasontograntthemtheEuropeanHeritageLabel.

The submiYed projectwas oyen the least effecHve part of the applicaHons, so the Panel recommends thatcandidatesitesprepareandplantheirprojectcarefully.

Whenassessingwhether the sitesmeet this second criterion, thePanel examines theproposedacHviHes aswell as how the candidate site intends to make progress during the next four years. Some candidate sitesalreadyrunnumerousacHviHestocommunicatetheirEuropeansignificance.Forthesesites,thechallengewillbetoaddanewdimensiontotheirworkwheneverpossible.

Theprojectshould includeacHviHes thataredependentonthecharacterisHcs, thecarryingcapacityandtheneeds of the candidate site. Hence the projects are expected to be as diverse as are the sites, e.g. how tohighlight and present the significance of archival documents to the public, how to balance access andpreservaHon,howtopresentintangiblevaluesofasitetoyoungergeneraHons,etc.TheproposededucaHonalacHviHesshouldbeequallyverysite-specificandintrinsicallylinkedtotheEuropeansignificanceofthesite.

ThePanelconsidersthatinformaHonsessionsand/ortrainingfortheirstaffontheEuropeanHeritageLabelingeneralandontheparHcularreasonswhytheirsitereceivedtheLabelshouldbeanimportantelementoftheproject. In addiHon, providing training for staff members to improve their language skills may need to beconsideredbysomecandidatesites.

CandidatesitesmaywishtostarttheirprojectbyexpandingthecommunicaHonontheirEuropeansignificanceto local communiHesandvisitorsfirst,before reachingout toEuropeanaudiences. This isfine,however thePanelconsidersthatthecommunicaHonontheEuropeandimensionofthesiteshouldberobustandexpectsthecandidatesitestodevelopastrategytothateffect.

AgoaloftheEuropeanHeritageLabelistoprovideaccesstoarangeofaudiencesnotonlytolocalciHzensandvisitors,sothePanelalwayspaysparHcularaYenHontothewebsiteofeachcandidatesitebecausethisistheeasiestwayforthemajorityoftheEuropeanciHzenstoaccessthesites.Therearevariouslevelsofacceptablewebpresence,fromanicesecHononanexisHngsitetoaninteracHvewebsite.ButinallcasesitisimportantthatthewebsiteiseasytofindregardlessofthenaHonallanguageorcountryoforiginoftheon-linevisitor,andthat the European dimension is well explained in several languages. Finally, should the candidate site beawarded-theEuropeanHeritageLabelstatusandtheEHLnetworkmustbeadequatelypresented.However,thePanelwishestostressthatpresenHngtheEuropeansignificanceisnotsynonymoustousingtheEuropeanHeritageLabellogoincommunicaHons:theuseofthelogodoesnotimplythattheEuropeansignificanceofthesiteisclearlypresented.

Forthe2017-2020period,thePanelidenHfiedpriorityacHonsforthesitesthathavealreadybeenawardedtheEuropean Heritage Label: reinforcing their presence on the web inmore languages, providing staff trainingabout the European Heritage Label and the reason why their site received the Label, ensuring that staffmembershavethenecessarylanguageskills,providingthelargestpossibleaccessforallwithaspecialaYenHonfortheneedsoftheimpaired,anddevelopingtheEuropeandimensionintheeducaHonalacHviHestargetedatschools and young people. Candidate sites should make every effort to include acHviHes related to theseprioriHesintheirproject.

WORKPLAN=OPERATIONALCAPACITYCandidatesitesmusthavetheorganisaHonalcapacitytoimplementtheprojectsubmiYedwiththeapplicaHon(arJcle7-1-cofDecision1194/2011/EU).Thereshouldbeastable,professionalandviablestructure,ensuringthe funcHonalityof thesiteandcapableofmanaging theproposedproject.This shouldbedemonstratedbyinformaHonprovidedunderthesecHon‘WorkPlan’oftheapplicaHonform.

Thecandidatesitesshouldexplainbywhomthesiteismanaged,whoisresponsibleforthescienHficcontent,therelaHonsbetweenmanagementandscienHficcontent.Inotherwords:howthemanagementfuncHons.FormostsitesnosubstanHvechangeswillberequiredshouldtheyreceivetheEuropeanHeritageLabel.Somesiteshowever,mayneedtoreinforcetheiroperaHonalcapacityintermsofhumanresourcesand/orfundinginordertocarryouttheproposedprojectandtheseshouldbeindicatedintheapplicaHonform.

TheheritagestatusofthecandidatesiteshouldbemenHonedaswellasanypreservaHon/conservaHonissuesaffecHng the status of the site. These should be handled in accordance with the legislaHon applicable andreportedtotheNaHonalCoordinators.

Candidate sites oyen expect the European Commission tomake theEuropeanHeritage Label beYer knownthroughbrandingandcommunicaHontoachievegreatervisibility.However,thecandidatesitesthemselvescancontributetothisobjecHvebybeYerintegraHonoftheEuropeanHeritageLabel intheirowncommunicaHonandtheyshouldexplainhowtheyintendtodothis.TheircommunicaHonstrategyshouldgobeyondusingthelogooftheEuropeanHeritageLabelandthecommunicaHonmaterialprovidedbytheEuropeanCommission.ThereareinteresHngexamplesofawardedsitesthatalthoughpartof larger insHtuHons,managedtousethedesignaHon and drew upon their own strengths to overcome administraHve and financial obstacles toimplementtheirprojectwithalotofcreaHvity.

KEYINDICATORSEachEHLsiteshallbemonitoredonaregularbasistoensurethatitconHnuestomeettheEuropeanHeritageLabelcriteria,thattheprojectiscarriedoutasoutlinedintheoriginalapplicaHonandthatthesitehassHlltheoperaHonal capacity to implement the project. Therefore the Panel recommends that candidate sites thinkthroughtheirprojectandtheiroperaHonalcapacityindetail.

ThelisHngofacHviHestoimplementtheprojectshouldbeusedasatooltodefinetheEuropeanHeritageLabelproject.IthelpstoidenHfyappropriateindicatorsbywhichtheprojectcanbemonitoredtomaintainEuropeanHeritageLabelstatusforthesite.ThecentralquesHonforthesitesis,“Howwouldyoumeasurethesuccessofyourproject?”

ThecandidatesitesshouldbeawarethatEHLsitesareexpectedtokeepaneyeonthemonitoringthemselves.Everyfourthyear,thereisaformalmonitoringatnaHonalandEuropeanlevel.Thenextmonitoringyearwillbein2020.

PRESENTATIONOFTHEAPPLICATIONSCandidatesitesshouldalsobeawarethatwheredescripHonsandargumentaHonintheapplicaHonexceedtherequirednumberofwordsorpages,thismayactuallydisadvantagetheapplicantasanoverloadofextraneousinformaHoncancreateconfusionforthereader.

1. TheaYribuHonofthelabelshallbebasedonthefollowingcriteria(‘criteria’):

(a)CandidatesitesforthelabelmusthaveasymbolicEuropeanvalueandmusthaveplayedasignificantroleinthehistoryandcultureofEuropeand/orthebuildingoftheUnion.Theymustthereforedemonstrateoneormoreofthefollowing:(i) theircross-borderorpan-Europeannature:howtheirpastandpresentinfluenceand

(v) raisingtheprofileandaYracHvenessofthesiteonaEuropeanscale,interalia,byusingthepossibiliHesofferedbynewtechnologiesanddigitalandinteracHvemeansandbyseekingsynergieswithotherEuropeaniniHaHves.

TheorganisaHonofarHsHcandculturalacHviHeswhichfosterthemobilityofEuropeancultureprofessionals,arHstsandcollecHons,sHmulateinterculturaldialogueandencouragelinkagebetweenheritageandcontemporarycreaHonandcreaHvityistobewelcomedwheneverthespecificnatureofthesiteallowsthis.

(c) Candidatesitesforthelabelmustsubmitaworkplanwhichincludesallofthefollowingelements:(i) ensuringthesoundmanagementofthesite,includingdefiningobjecHvesandindicators;(ii) ensuringthepreservaHonofthesiteanditstransmissiontofuturegeneraHonsinaccordance

withtherelevantprotecHonregimes;(iii) ensuringthequalityoftherecepHonfaciliHessuchasthehistoricalpresentaHon,visitors’

informaHonandsignposHng;(iv) ensuringaccessforthewidestpossiblepublic,interalia,throughsiteadaptaHonsorstaff

training;(v) accordingspecialaYenHontoyoungpeople,inparHcularbygranHngthemprivilegedaccess

tothesite;(vi) promoHngthesiteasasustainabletourismdesHnaHon;(vii) developingacoherentandcomprehensivecommunicaHonstrategyhighlighHngtheEuropean

significanceofthesite;(viii) ensuringthatthemanagementofthesiteisasenvironmentallyfriendlyaspossible.

2018istheEuropeanYearforCulturalHeritage.WithinthisperspecHve,andayerfourselecHonyearsandonemonitoring year of the European Heritage Label, the Panel held a brainstorming during its lastmeeHng on16-17October2017totakestockoftheworkcarriedoutsofarandtoreflecton itsvisionfortheEuropeanHeritageLabelby2030.2018willalsobeanevaluaHonyearfortheEuropeanHeritageLabel.ThePanelhopesthatitsreflecHonswillprovidefoodforthoughtforthecandidatesites,theEHLsitesandallstakeholders.

EUROPEANVALUES&PRINCIPLESTheEuropeanHeritageLabelisnotaboutthevalueofculturalheritageitselforaboutitsuniqueness.ItisaboutmeeHngthreedisHnctcriteriawhicharenew:explainingtheEuropeandimensionofasite,presenHngaprojecttoexplainthisEuropeandimensiontoEuropeanaudiences,andhavingthecapacitytocarryoutthisproject.Alltypesofculturalheritageareconcerned.Thefocusisontherelevanceforpeople.ItturnsoutthatnewskillsarerequiredtocontextualisethesignificanceofsitesinawiderEuropeanframework.ThisinevitablyleadstomakinglinkswithcurrentchallengesforEuropeandinEurope,andpu�ngtheseintoperspecHve.ItissignificantthatallcandidatesitesandEHLsiteswanttobeEuropean.Whetherornot,theyanalysedtheirEuropeandimensionindepth,theyaredrivenbythewishtocommunicatethecommonvaluesandprinciplesthatunderpintheEuropeanprojectandidenHty.Toputitintheirownwords,theyare"meeJngthepastandwalking to the future" . As such the sites are examples of the heritage communiHes defined in the Faro2

TheEHL sitesbeingexemplar in opening up their European significance to European audiences, they should play a special roleduring EYCH, especially since the slogan of the year "Where the past meets the future" is in line with the"MeeJngthepastandwalkingtothefuture"moYooftheEHLsites.AfirststeptoincreasetheawarenessabouttheLabelwouldbetouseEYCHtopresenttheEuropeanHeritageLabelmoreprominently on the EuropeanCommission’swebpage and its socialmedia. In doing so, theEHL sites will contribute to the establishing of "a European EducaJonArea based on trust,mutual recogniJon, cooperaJon and exchange of best pracJces, mobility and growth, via (…) preservingcultural heritage and fostering a sense of a European idenJty and culture" as proposed by the EuropeanCommissioninitsrecentcommunicaHon .6

Although theEuropeanHeritage Label is a recent acHon, there is alreadya considerable interest to conductresearch intotheacHonitself.Whilstthis ispremature,thePanelobservedthattheEuropeanHeritageLabelhasunlocked,orcontributedtounlocking,newareasofresearchonforexample:theEuropeandimensionoftheEHLsites,theco-existenceofdifferentsignificances(local,region,naHonal,European),differentreadingsofculturalheritageandheritageinterpretaHoninaEuropeanperspecHve,heritageexperiencesandwaystosharesuchexperiences,newwaysofparHcipatorygovernance(betweenthe‘topdown’or‘boYomup’approaches),andwaystoputthisintopracHse.

TEMA+,anErasmusMundusEuropeanMaster’sProgrammeenHtledHeritageandDevelopmentwasselectedfortheperiodof2017-2022toestablishatrainingandresearchprogrammeonEuropeanculturalheritage incooperaHonwithEHLsites.ThemembersoftheTEMA+ConsorHumareEötvösLorándUniversityofBudapest(coordinator), Charles University of Prague, École des Hautes Études en Sciences Sociales of Paris, LavalUniversityofQuebecandUniversityofCatania.Thebilingual(EnglishandFrench)programmeservesasapilotproject to promote a global dispersion of methods and knowledge related to European cultural heritageembodiedintheEuropeanHeritageLabelthroughthenetworkofTEMA+scholars,expertsandstudents.

ThePanelisawarethatculturalheritagecanalsobemisusedtorewritehistoryortoglorifysomeculturesandto oppress others. The Panel has a cauHous approach about claims in general. The Panel recommends thatcandidatesitesandEHLsitesseekcooperaHonwithacademicstoensurethattheirnarraHvesandacHviHesaregroundedonestablishedfactsandonthelatestprogressinscience.

LEARNINGCURVETheEuropeanHeritageLabel issHll inaniniHalphase.ThereisaninteresHngmixofcandidatesiteswillingtoparHcipate,althoughtheyknowthattheywillnotgetanyfunding.AnyposiHvesignal,suchastheorganisaHonoftheyearlyEHLWeekorothermeeHngsisthereforemuchappreciatedbytheEHLsites.

ToincreasetheawarenessoftheEuropeanHeritageLabelwithpotenHalcandidatesites,itmaybeworthtoasktheCreaJveEuropeDeskstoprovideinformaHonontheLabelaswell.

TheMemberStateswhomakethepreselecHon,alsoprovidesupportinvariousformstotheircandidatesites.TobeYerexplainthekeyconceptsoftheLabel,theymaywishtodevelopa‘trainerthetrainer’iniHaHvewiththeEuropeanCommission;thePanelhaspreparedanoutlineforsuchaniniHaHve.

ThetransiHonyearsarenowoverandtheEuropeanHeritageLabelhasembarkedonitsregularcalendarofaselecHoneveryother year, a four-yearmonitoring anda six-year evaluaHon cycle. This seems tobeworkingfine.

Thecity has been inhabited by populaHons of variousethnical, cultural and religious origins and wasknown under different names. In 1979 the sitereceived the European gold medal for thepreservaHon of its cultural heritage. It is animportant desHnaHon for cultural tourism andPlovdiv will be the European Capital of Culture in2019.

EuropeansignificanceAncientPlovdivArchitectural andHistorical Reserveis a site with important immovable and movablemonuments:archaeologicalsitesandfinds,temples,residenHalhouses,painHngs,artobjects,booksetc.TheinfluenceofvariousEuropeanculturesismarkedin the monuments of the late seventeenth to thenineteenthcentury.PlovdivhasbeenacrossroadsofpeopleandculturesandtheapplicaHonstatesthatitisaplaceofculturaldiversityandreligioustolerance.However,themulHculturalpan-Europeandimensionof Plovdiv is shared by many ciHes in this part ofCentral and Eastern Europe. DescripHonThe castle town of Monemvasia, located on thesouth-easternsideofPeloponnese, is carvedoutofthesideofahugesearock.Originally theonlywayto reach it was by means of a paved pathwayconnecHng the castle entrance to the mainland,hence the meaning of its name: “single passage”.ThisportwasoneofthebiggesttradecentresintheByzanHneandsubsequentlyOYomanworldfromthesixth to the nineteenth century. Today the siteconsists of two parts: the Upper Town, theadministraHve centre containing a large number ofmonuments, and the Lower Town, an acHveseYlement now grown into a well-known touristresort.MonemvasiaisalsodesignatedaspartoftheNatura2000network.The remaining monuments of the Upper Town(castle,forHficaHons,27importantchurches,houses,publicbuildings,OYomanhammams,cisterns) formanorganisedarchaeologicalandhistoricalsiteandaliving architectural museum of the ByzanHne,VeneHan and OYoman periods, which accom-modatesthousandsofvisitorseachyear.

EuropeansignificanceDue to its strategic locaHonand its roleasa transittradecentrebetweenthe ItalianciHes, theportsofthe Black Sea and the Eastern Mediterranean,Monemvasia consHtuted a gateway betweenWesternEuropeandtheByzanHneEmpire.Overthecenturies, its inhabitants were described asByzanHne, Frankish, VeneHan, OYoman, Greek.Despite various changes in regime, the walled citybecame a place of cosmopolitan thinking wherepeople of different religions lived togetherpeacefully. For example during the post-ByzanHneperiod from fiyeenth to nineteenth centuries,Greeks, LaHns and OYomans coexisted inMonemvasia and aYended OYoman mosques orCatholicandOrthodoxchurches.

In addiHon to being a melHng pot integraHngdifferent ethniciHes and religions, Monemvasiaenhanced common values on which Europe wasbuilt: mulHculturalism, diversity, tolerance.Monemvasia has European significance. Howeverthese interesHng elements are not well arHculatedorconveyedintheapplicaHon.

It is formed from themainpartoftheMikulčice–KopčanyagglomeraHonwhich, in theninethcenturyAD,consHtutedoneofthe major centres of the state known as GreatMoravia.TheCzechpartofthesiteincludestheearlymedieval Slavic forHfied seYlement in Mikulčice, anaHonalculturalmonument;theSlovakpartincludesthe Church of St. Margaret of AnHoch complex inKopčany.

EuropeansignificanceIn the first half of the ninth century, present-dayBohemia,MoraviaandSlovakiabecamepartofnewEmpire, called Great Moravia that united the westSlavic tribes poliHcally and culturally. ThistransformaHonofcentralEurope,opentobothLaHnandByzanHnecultural influences,wasaccompaniedby the newly created church organisaHon, by stateadministraHon and economic management. Thecultural transformaHon of central Europe was accompaniedbychanges to itschurchorganisaHon,state administraHon and economic management.The candidate site documents the intense culturalandeconomiccontactsthatexistedinEuropeintheearly Middle Ages, supported by the new religion,ChrisHanity. Despite its short existence, GreatMoravialeybehindahistoricallegacythroughwhichCentralEuropebecameanintegralpartofEuropeanculture.However,thereareseveralimportantlacunaintheapplicaHon:nomeaningfulreference ismadetothearchaeologicalresearchco-operaHonbetweenEuropean universiHes on the site, nor itsconnecHonstoSaintMethodiusandCyril,withtheirroleineasternSlavicnaHonsalphabetandliterature.The European dimension is not well arHculated inthe applicaHon. Whilst the site has potenHal, the

applicaHon does not demonstrate the level ofEuropeansignificancerequiredunderthecriteriafortheEuropeanHeritageLabel.

11TH-18THCENTURY

DescripHonOradea (Nagyvarad) located in western Romania,evolved out of a forHfied Romanesque monasteryfoundedinthe10thcentury.Inthecourseofseveralperiods of rebuilding in the late Renaissance andBaroque Hmes, the fortress was given a regularpentagonal shape with extending basHons. In thefortresscomplexpartofPrincelyPalacedaHngfrom1629has survivedaswell as a lateBaroquechurchfrom1775.Thefortressplayedanimportantpart inthehistoryofcentralEuropedefendingitagainsttheMongols in13thcenturyand laterTurkish invasions.InRenaissanceHmes itbecamearegionalcentreofhumanism and a number of respected Italianarchitects and engineers parHcipated in itsconstrucHon and remodelling. Important HungarianmonarchsandotherpersonaliHeswereburiedin itschurch.

EuropeansignificanceBecause of its strategic importance the fortress ofOradeaactedasashieldagainsteasterninvasionforHungary and Transylvania. As a burial place of kingLadislau I the Holy and the bishopric it played animportantpartinHungarianandRomanianreligiousand cultural life in the late Middle Ages andRenaissanceperiod.OradeafuncHonedasaplaceofencounter and exchange of ideas and arHsHcconcepts from different parts of Europe. However,this experience was no greater than many othercentres of mulH-ethnic character and even�ulhistorysituatedinthispartofEurope.WhileOradeais certainly of significance for its Hungarian andRomanian history, culture and military architectureand may have potenHal, the applicaHon does notdemonstrate the level of European significancerequired under the criteria for the EuropeanHeritageLabel.

DescripHonBussaco is a forest in the centre of Portugal whichhasbeenlandscapedoverfourcenturieswithahugenumber of naHve and exoHc trees from allconHnents, brought back by sailors from voyageslinked to Portuguese colonial history. It covers 105haandcontainsanoutstandingrangeofbiodiversity.In the centre of Bussaco sits a Discalced Carmeliteconvent built in 1628. The "Bussaco CulturalHeritage Site" is composed of the convent,- amonumentpartlyconvertedintoapalace-hotel,andnearly 50 buildings and associated structures:hermitages, devoHonal chapels, architecturalfountains,crosses,etc,disseminatedthroughouttheforest. The Convent was a so-called “desert,” i.e. aremote and isolated monasHc site. A Papal bullissued by Pope Urban VIII in 1643 threatened toexcommunicate any person harming the trees. TheCarmelites gave permission to notable Europeanfigures working within the natural sciences to visitandstudythesite.In1810,BussacowasthestageofabaYleoftheNapoleonicwars.ThesiteislistedonPortugal’sTentaHveListforUNESCOWorldHeritage.

EuropeansignificanceThe Discalced Carmelites had convents all overEurope with a supranaHonal organisaHon. ManyscienHficexpediHonswereheadedtoBussaco,ledbyillustrious scienHsts like Gabriel Grisley or Johannvon Hofmannsegg. Themilitary episode during theNapoleonicwarsof thebaYlebetweentheDukeofWellington and the army of Marshal Masséna iscalledBaYleofBussaco.The "Bussaco Cultural Heritage Site" is anextraordinary example of the sensibility for adesignedlandscapethatembracesthedimensionsofbeauty and diversity,Heimat or sense of place andexoHsm, mysHcism, and the sense of the sublimeforces of nature. This culturally designed poetry ofnature was supervised most of the Hme by thespiritualandpracHcalcareofCarmelitefriars.Intwo

instances papal bulls intervened in favour of thepreservaHon of the site. The exoHc biodiversity ofBussaco is closely linked to contribuHons of thePortuguese colonial past. Furthermore, the 19thcentury landscape and built legacy is an importanttesHmony for the origins of tourism in Portugal.However, although the site represents a spiritualconcept that resonates with modern dayenvironmentalconcerns, itsEuropeansignificanceisnot well arHculated. The applicaHon does notdemonstrate the level of European significancerequired under the criteria for the EuropeanHeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)The project is focused mainly on biodiversityawarenessandtheeffectsofclimatechange.In2013and2014,twocyclonesdevastatedabout40%oftheforest.AneducaHonalandrecreaHvetrailisplannedcrossing 27 trees struck by the stormsof 2013 and2014. DescripHonThe Historical Centre of Turaida located in centralLatvia, is a diverse site made up of five elements:Turaidamedievalcastle,theFolkSongParkatDainuHill,theCulturalandHistoricalHeritageofGaujaLivs(oneofancienttribesofLatviannaHon),theChurchHillandWoodenChurch(1750),oneoftheoldestofits kind in thecountry, and theEconomicCentreofTuraida with 21 historic buildings explaining theevoluHon of the feudal estate system of the BalHcGerman aristocraHc landowers up to the earlytwenHeth century. EuropeansignificanceThe history of Šibenik is a story of Mediterraneanculture, trade networks, communal and proto-democraHc evoluHon aswell as interlocked culturaland societal paYerns. These buildings were builtbetween the twelyh century unHl 1731 when thepalace was accidentally destroyed by fire, andsubsequentlydemolishedtocreatePlaceRoyale.Thelarge-scale (3,000m²) site, made up of basements,cellars and street surfaces, is accessible to visitorsalongwithadisplayofover200objects.

EuropeansignificanceCoudenbergwastheroyalpalaceofPhiliptheGood,Duke of Burgundy and later, the rulers of theHabsburg Empire including Charles V, who ruledmuchofwesternEurope includingBurgundy,Spain,Austria, France, the Low Countries. During thisperiod Brussels was an important poliHcal anddiplomaHc centre. The Dukes of Burgundy and theHabsburgswerealsoextravagantpatronsoftheartswiththeresultantdisseminaHonofEuropeanartandintellectualmovementsthroughtheirterritories.Thesite today provides a tangible link to the oy-concealedimportanceoftheDuchyofBurgundyandthe Spanish Netherlands. These layers of Europeanhistory have been revealed in the past thirty yearsthrough archaeological excavaHons, which in aremarkable presentaHon, demonstrate the strengthofarchaeology in reconnecHngus ina tangiblewaywiththepast.The candidate site meets the criteria for Europeansignificance required for the European Heritagelabel.

DescripHonThis is transnaHonal, mulHple-site, applicaHonfocused on the heritage of the manorial system inpresent day Estonia and Latvia. It brings togethereight manors: Raikküla, Kõue, Liepa, Belava,Sangaste,Lasila,KukruseandKiltsi.Establishedasaresult of the Northern crusades of the thirteenthcentury, the original forts evolved into extensivelanded estates many owned by BalHc Germans.During the eighteenth century, many landownersremodelled their homes or built anew in the neo-classical style, reflecHng their connecHons toEuropean cultural movements. Despite frequentchanges in poliHcal regimes, the Estonian andLivonian provinces remained under the control ofmore than 200 noble families, with a network ofmanorhousesandtheir lands-1200inEstoniaand1470 in Latvia. Ayer independence of Estonia andLatvia in 1918, the principal funcHon of themanorhouses changed, converHng to schools, as well avariety of other insHtuHons ranging from children’shomes,hotels,andcultural centres.Today,manyofthesemanors sHll play a leading role in the life ofrural areas and their various architectural stylesblend harmoniously into a landscape of lakes,pasturelandandforest.

EuropeansignificanceAsaristocraHcresidences,theseBalHcmanorsreflectthe cultural mood of different epochs and inparHcularoftheEnlightenment.There-useofthesebuildingsisspecificineachcase,andtheirnewsocialfuncHons reconcile the history of coloniser landedgentry and the locality. However, the Europeansignificance is not readily apparent in theapplicaHon. Lodz itself is a formercentreoftexHlemanufacturinglocatedinthecentreofPoland.From1828duetoexpansionofthetexHleindustry,Lodzgrewrapidlyfromasmallhamletintoa large city, built by enterprising Germans, Jews,Poles,RussiansandothernaHonalandethnicgroupsaided by tariff-free access to the markets of theRussian Empire. Today the city includes sites thatbear witness to the acHvity of eminent factoryowners from various parts of Europe. The"MulHcultural Landscape of an Industrial City" isrepresentedbyfoureminenturbancomponents:thelayout of Piotrkowska Street and Wolnosci Square;Karol Scheibler’s Palace; Izrael Poznanski’s Palace;and Ludwik Gayer'sWhite Factory. These elementsfrom the very outset created a unique urbanlandscapeandaconstantreminderofitsgenesis.

EuropeansignificanceThemulHcultural landscapeof Lodzasan industrialcity emerged from the combined efforts of manynaHonaliHesand confessional groups. The cityscaperepresents the truly cross-border provenance of itspopulaHon. Despite their different backgrounds,these people were able to communicate and worktogether, bu i l d ing the i r cooperaHon oncompromises, respecHng their diversity, and thuscreaHng an industrial centre of Europeansignificance. The surviving buildings are specificsymbols of mulHnaHonal and mulH-confessionalLodz,making itacityofavery specialarchitecturallandscape not just in Poland, but also in Europe.However, the European significance is notsufficiently arHculated in the applicaHon. Importantsocial aspects of a quickly industrialised and, later,painfully de-industrialised city are omiYed. DescripHonZsolnay CulturalQuarterwas established as part ofthe “Pécs - 2010 European Capital of Culture”project centred on the area of the ancient ZsolnayPorcelain Manufacture in Pecs in central Hungary.Foundedin1853theManufacturewasawardedtheGrandPrixofthe1878ParisExpo.Itbecamebytheturn of the 19th century themost famous ceramicfactory of the Austro-Hungarian Monarchy andcontributed to developments in European appliedartsandthemodernistdirecHonofindustrialdesign.Zsolnay Cultural Quarter is nowadays a mulH-funcHonal architectural complex that combinesp reser vaHon o f h i s to r i ca l her i tage w i thcontemporaryarHsHccreaHon.

EuropeansignificanceTheZsolnayPorcelainManufacturehelpedshapethearchitectural character of various central EuropeanciHes during the nineteenth century. The colourfuldecoraHonsandroofHlesmadeinitsfactorycansHllbe found in various buildings in Budapest, Vienna,BraHslavaandelsewhere.Thusthesite,composedofrehabilitated industrial buildings and residenHalhouses in Pecs, consHtutes an example of thisspecific Central European architectural style.AddiHonallydecoraHvehouseholdobjectsproducedin the factory are evidence of the widespreadbloomingof theArtNouveaumovement inEurope.However,whilethereopeningofadisusedporcelainfactory for its original purpose assures its historicalconHnuity, the applicaHon demonstrates primarilythe naHonal and regional importance of the siterather than its European dimension; the Europeansignificance is not clearly arHculated in the site’snarraHve.TheapplicaHondoesnotdemonstratethelevel of European significance required under thecriteriafortheEuropeanHeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)The project includes the improvement of visitorfaciliHes, translaHng informaHonmaterial in variousEuropeanlanguages,reinforcingthepresenceofthesiteonthewebandenhancingculturalexchanges.Avirtual museum with the most representaHveceramic products of the Zsolnay Manufacture isplanned too.However, the acHviHes relatemore tothe management of the site and do not focussufficiently on communicaHng the Europeandimension to European audiences. The submiYedproject does notmeet the criteria required for theEuropeanHeritageLabel.

OrganisaHonalcapacity(workplan)The management of the site is operated by theZsolnay Heritage Management, a non-profitcompany founded by theMunicipality of Pecs. Themonuments are protected under Hungarian lawsince 2001. Funding is secured by the Governmentand by own revenues. The candidate site hasadequateoperaHonalcapacitytomanagethesite.

RecommendaHonThe Zsolnay Cultural Quarter is an interesHngexampleofaspecificCentralEuropeanarchitecturalstylefromtheturnofthenineteenthandtwenHethcenturiesandofrehabilitaHonandadapHvereuseofa historic industrial complex. However, theapplicaHondoesnotmeetthequalifyingcriteria.ThePanel recommends that this applicaHon does notreceivetheEuropeanHeritageLabel.

DescripHonWesterplaYe is located in thenorth-easternpartofGdanskontheBalHccoastofPoland.ItisahistoricalbaYlefield,with historic buildings from theMilitaryTransitDepot,many inneedofmaintenanceor fullrestoraHon. WesterplaYe baYlefield is associatedwith the startofWWII,being theveryplacewhereGermany first aYacked Poland in 1st September1939. The newly establ ished Museum ofWesterplaYe is at the preparatory stage of itspermanent and seasonal exhibiHons. Plans are alsoin place to restore the buildings, and at Hme ofwriHng the applicaHon, archaeological excavaHonswerebeingcarriedout.

EuropeansignificanceWesterplaYeislinkedwiththehistoryofoneofthebest known European ports, Gdańsk. It was animportantsea port,partoftheHanseaHcLeagueaswell as a centre of art and culture, referred to byNapoleonBonaparteasthe"GibraltaroftheNorth".DuetothebaYleswhichtookplaceonWesterplaYeduringWorldWarII,thepeninsularisemblemaHcofthestartofthesecondWorldWar,andtheheroismandtenacityinthefightagainstthetotalitarianNaziregime. In1979, thedefendersofWesterplaYemettheGermansoldierswhoaYackedthemin1939,andin2009,ameeHngofrepresentaHvesof31countries(including Russia, Germany, Ukraine and Sweden)washeldhere,topaytributetothevicHmsofWorldWar II. The candidate site meets the criteria forEuropean significance required for the EuropeanHeritage Label but it is not possible to assess thenarraHvesincethemuseumisonlyatapreparatorystage.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)The aim of the project enHtled "WWII began onWesterplaYe" is to raise awarenessofWesterplaYeamongEuropeansandespeciallyyoungpeople.Theproject is focused on promoHng the peacefulcoexistence of sovereign states, and the protecHonof European values and principles. The proposedproject is dependent on the availability of fundingand,atHmeofconsideraHonbythePanel,itwasatthe stage of being authorised by the responsiblebodies,forimplementaHonoverthenextfourtofiveyears.TheMuseumissHllintheprocessofbeingsetup. It is thus premature to assess. As a result, thesubmiYed project does not meet the criteriarequiredfortheEuropeanHeritageLabel.

OrganisaHonalcapacity(workplan)ThesiteisownedbytheNaHonalTreasuryofPoland.TheMuseumofWesterplaYeandtheWarof1939isa state cultural insHtuHon financed by theMinistryofCultureandNaHonalHeritage.Ithasthecapacityto apply for financial assistance from both thenaHonal and European funding mechanisms. TheMuseum will oversee the compleHon of the keyprojectsandtheworkbeingdone.Atthisstage,itisprematuretoassesstheoperaHonalcapacityof thesite with regard the criteria required for theEuropeanHeritageLabel.

RecommendaHonWesterplaYe BaYlefield is a significant placeconnectedtoWorldWarII,buttheMuseumbeingattheplanningandpreparatorystages,theapplicaHondoes not meet the qualifying criteria. The Panelrecommends that this applicaHon does not receivetheEuropeanHeritageLabel.

DescripHonThissite, located inPolička,a town in thecentreofCzech Republic, is made up of a museum andresearcharchivefocusedonthelifeandworkofthecomposerBohuslavMarHnů.MarHnůwasbornherein1890inthetowerofSaintJameschurchwherehisfather was the be l l r inger. Educated inCzechoslovakia,MarHnůmovedfirsttoParisin1923andthenin1941,heescapedtoUSA,havingbeenatarget of the Gestapo. From 1956 to his death in1959, he chose to live outside communistCzechoslovakia. The Museum now works withinternaHonal insHtuHonstoenhancetheknowledgeofthecomposer‘sworkandtopassonhishumanistmessagearoundEurope.

EuropeansignificanceMarHnů is a composerof internaHonal importance,andhis lifeandhis inspiraHonsweredefinedbythecourseofEuropeanhistoryinthetwenHethcentury.Three main trajectories of his life are idenHfied intheapplicaHonillustraHnghishumanista�tudes:hisdelight in new invenHons and themodern era (e.g.theaeroplane),his rejecHonof totalitariansystems,and his search for his own origins. Despite theseinteresHngelements,theEuropeandimensionofthecomposerandhismusicisnotsufficientlydevelopedor conveyed in the site’s narraHve. The applicaHondoes not demonstrate the level of Europeansignificance required under the criteria for theEuropeanHeritageLabel.

Strengthening the communicaHon of the EuropeandimensiontoEuropeanaudiences(project)Theproject is focusedon improvingknowledgeandappreciaHon of the composer’s life and workthroughanewfesHvalandmusicalperformances inPolička and digital recordings. The development ofeducaHonal programs is planned too using fouraspects of the composer: “MarHnů Family and theLife in the Tower”; “MarHnů as a student”, in thebackground of historical events and cultural life inearly 20th century; “MarHnů and Paris” focused onParis as a centre of different art movements; and“MarHnů, a traveller”,whichexamines thediversityof cultures, tradiHons and values. The EuropeandimensioncouldbeexpressedmorestronglyandtheprojectdoesnotaddresstheissueofpresenHngthemusicofMarHnů toawider Europeanaudience, inparHcularthosepeoplewhomaynevervisitPolička.The submiYed project does not meet the criteriarequiredforEuropeanHeritageLabel.

OrganisaHonalcapacity(workplan)BoththeMuseumandtheChurchofStJamesanditstowerareprotectedunderCzech law.ThemuseumissupportedbythemunicipalityofPoličkaandbothsites have financial support from regional andnaHonal sources as well as the Bohuslav MarHnůFoundaHon.Themaincoordinator for theproject isthe municipal museum, working with other localorganisaHons and the parish of St James Church,alongwiththeInternaHonalMarHnůCircleinPragueandtheirinternaHonalpartners.Itisunclearhowallthe organisaHons involved will co-ordinate theiracHons. The applicaHon does not demonstrate thelevel of operaHonal capacity required under thecriteriafortheEuropeanHeritageLabel.

RecommendaHonWhile the “Legacy of BohuslavMarHnů” has manyintriguing aspects in relaHon to his life and thedifferent dimensions of his music, the applicaHondoes not meet qualifying criteria. The Panelrecommends that this applicaHon does not receivetheEuropeanHeritageLabel.
