• European ‘Climate Law’ enshrining the 2050 climate neutrality objective in legislation by March 2020

• Comprehensive plan to increase the EU’s climate target for 2030 to at least 50% and towards 55% in a responsible way by October 2020

The challenge

The IPBES Global Assessment Report on Biodiversity and Ecosystem Services finds that around 1 million animal and plant species are now threatened with extinction, many within decades, more than ever before in human history.

The five direct drivers of change in nature with the largest relative global impacts so far are, in descending order: (1) changes in land and sea use; (2) direct exploitation of organisms; (3) climate change; (4) pollution and (5) invasive alien species.

Europe’s nature: 60% of EU protected species and 77% of habitats have unfavourable conservation status. Biodiversity loss – a continuing downward trend in populations of species, such as farmland birds and pollinators, including grassland butterflies and wild bees

• EU Biodiversity Strategy for 2030 in March 2020 in preparation for the Conference of the Parties to the Convention on Biological Diversity in Kunming, China, in October 2020

• Follow up with concrete measures in 2021 to address the main drivers of biodiversity loss

• A new EU Forest Strategy in 2020

• Measures to support deforestation-free value chains from 2020

The challenge

• Air pollutions is the biggest environmental health risk in Europe. 400.000 deaths per year as a result of air pollution (EEA, 2019)

• Externalities of air pollution alone on health amount to 24 billion euros of direct costs per year in the EU.

• Industry is still a significant source of pollutant releases to Europe’s environment. Soil contamination in Europe is also linked to industrial activity.

• Only 40% of the surface water bodies in Europe have a good ecological status.

• A large majority of emitted chemical remain unmonitored in the environment.

The challenge

Food waste88 million tonnes of food is lost along the supply chain or wasted at the household level (Fusions, 2016)

HealthUnhealthy diets contribute to increasing levels of obesity, and more than half of the EU populations in 2014 was estimated to be overweight.

EnvironmentThe increasing demand of food has a negative impact on land use, natural resources and biodiversity.

The European Green Deal Investment Plan

To achieve the goals set by the European Green Deal, the Plan will mobilise at least €1 trillion in sustainable investments over the next decade. Part of the plan, the Just Transition Mechanism, will be targeted to a fair and just green transition.

The Just Transition Mechanism

The Just Transition Mechanism is specifically targeted at the regions that will be most affected by the transition. This will make sure that the transition towards climate-neutrality works well for everybody.

Territorial Cohesion: ETC programmes

European Territorial Cooperation Programmes 2021-2027 are now under preparation

Nature conservation and biodiversity, including green infrastructures particularly in the urban context are widely considered, especially in the PO2: “a greener, low-carbon Europe”

PO5, «a Europe closer to citizens», will offer the opportunity for cities to foster participative projects on environmental topics

• A visionary urban environmental initiative to engage city authorities to step up efforts in five key environmental policy areas (Air, Water, Waste, Nature/Biodiversity and Noise).

• A common methodology with a tailored approach - 150 cities to agree on a commitment and take actions/measures.

• Will complement other key initiatives (Covenant of Mayors)
