HOMEOWNERS in Spain have suffered another setback in the continuing saga of planning chaos that plagues various parts of Spain. This time it is not only the British who are affected but also Belgians, who purchased houses in the hamlet of Piedra Amarilla, Partaloa, where the State Prosecutor is asking for the demolition of 13 houses. The prosecution is not accusing these EU citizens of any wrongdoing. A criminal case has been brought against the promoter and the company, Lakes Vega SL, and other individuals for alleged planning crimes and corruption. As obliged to do so by the Penal Code, the prosecutor is asking for demolition of the houses and states that the promoter should compensate the buyers. However, the normal chain of events is that the house is demolished first and the victims then start an uphill struggle to obtain compensation. The problem is that, as seen in Vera and Cantoria, in practice the victims are left without a house and without compensation. Maura Hillen, President of the homeowners association, AUAN, said: “This nonsensical scenario is set out in Article 319.3 of the Penal Code. We are asking for this article to be changed. It does not make sense that the only people who are really punished for these types of crimes are the victims. We petitioned Señor Esteban Gonzalez Pons and other senior figures of the Partido Popular on this issue when we met with them several weeks ago. They promised to study our proposed change but we have heard nothing. We have made the same proposal to other political parties; the PSOE have promised legislative changes to resolve all this legal and planning uncertainty. “However, we are still waiting for concrete results. At the moment the only ones who seem likely to see results, in this case disastrous ones, are the victims, when the case goes to trial tomorrow (Friday).” Anyone who feels they may affected by these proceedings may contact AUAN on info@almanzora- au.org. Construction will cost €9.3 million and the building will be able to accommodate some 500 students and teachers. Beach boost THE Junta de Andalucia has ear- marked €200,000 for the regeneration of beaches in Adra, El Ejido and Balanegra. The bulk of the money will be spent on transportation costs.     VELEZ BLANCO: Singles will visit the town looking for love.

  • ALMERIA is in fashion, said JavierGarcia, Head of Tourism for AlmeriaProvince, at a presentation for thetourist operation this summer.

    And no wonder, since the figuresof this new plan will confirm at least150,000 international tourists whohave chosen Almeria as a holidaydestination for the summer months,surpassing the 126,000 from theprevious year.

    The operation, which runs fromJune to October, extending theusual summer season, aims toattract tourists from Norway,Finland, Iceland, Sweden, CzechRepublic, Poland, Slovakia, Serbia,Portugal, Netherlands, Belgium,Ireland, UK, Germany and France.

    With a powerful campaign forinternational flights, promoted bythe Provincial Tourism Service, this

    summer will see 51 weekly flightswith nearly 150,000 touristsconfirmed to the towns of Roquetasde Mar, El Ejido, Mojacar, Vera,Almeria, Nijar and Vicar.

    The tourists, travelling on charterflights direct to the province, willspend on average at least fivenights and have the choice ofseveral excursions, including theTabernas Desert and Los Velez.

    IN 1994, the General Assembly of the UnitedNations designated June 17 as World Day toCombat Desertification and Drought.

    Desertification affects more than 110 countries,among them Spain and in particular Almeria wherethe Tabernas Desert, Europes only desert, islocated. This day is set aside to make the generalpublic aware of the problem and the necessity forinternational co-operation to fight the spread ofdesertification.

    Ban Ki-moon, Secretary General of the UnitedNations, commented at last years meeting: It isdifficult to avoid droughts but we can mitigate theireffects. The price of being prepared is nothingcompared with the price of aiding an emergency

    drought area. So we must give priority to preparingand improving the worlds resilience to thisproblem.

    Despite being a wonderful place to film aWestern, the Tabernas Desert suffers its ownproblems as a heavy drought area. The principalproblem is that when it does rain in the desert ittends to be torrential and, as the ground has verylittle vegetation, the rain just erodes what littletopsoil there is, instead of permeating down to thewater table. This leads to the formation ofbadlands, which are particularly difficult to recover.

    In recent years, there have been worries ofcreeping desertification of other areas of Spain,particularly parts of Andalucia.

    They consider itunacceptable that thesocialist-run council hasspent nearly 200,000 oftaxpayers money on apool which bears nocomparison with theplanned pool in thesports centre project of2007. This was promisedby the PSOE at zero costto the people of Albox.

    The PP has criticisedMayor Rogelia Mena,accusing him of conningthe townspeople with amunicipal pool ofridiculous dimensions,

    (25 metres x 12 metres)for a town the size ofAlbox with more than12,000 inhabitants. Hewas providing a pool ofthe same size as those inZurgena and Cantoria,towns which had lessthan 3,500 inhabitants.

    According to PPspokesman Juan PedroPerez Quiles, the megasports centre promisedby the PSOE has becomea mega failure of thesocialist government anda big problem for Albox.

    A CYCLIST from Sevilla hasset off on a journey whichwill take in the eightprovinces of Andalucia.

    Francisco de Asis NietoRuiz began his journeyon Monday morning at8.30am from the Puerta

    de Andalucia in PozoHiguera, Pulpi.

    The challenge will takein 1,161 kilometres, withthe first stage beginningin Pulpi and ending inAlmeria City.

    A further seven stageswill cover the provinces ofGranada, Jaen, Cordoba,Malaga, Sevilla, Cadiz andHuelva.

    The stages will betough, and making themeven more difficult will bethe high temperatures.The hardest stage willbe Malaga-Cadiz, thelongest, and with themost significant climbs.

    Francisco will have asupport car, driven by hisfather who will take careof the logistics of the ride.

    The mayor of Pulpi,Juan Pedro Garca, was atthe start line to wishFrancisco good luck in hisendeavour.

    THE people of Zurgena will soon have a new facilityin the shape of a public library.

    The town hall is putting the final touches to therenovated library, which will be located in its formerbuilding in the Plaza de los Martires.

    Zurgena Mayor Luis Diaz commented: With thelibrary, we add another service to offer to ourcitizens, adding that the space would not be just aplace to study or borrow books. Although the lawdoes not oblige municipalities under 5,000inhabitants to have this service, it is not an excusefor not having it available to the townspeople.

    The library is not only for the Spanish, however,as there is a section for English books and DVDs.

    The town hall is also happy to take donations;people interested in donating books are requestedto contact the town hall beforehand.

  • THE town of Huercal-Overa celebrated its ThirdNoche en Blanco on

    Friday night and it provedto be a great success.

    Thousands of people

    from the town andfurther afield took to thestreets to enjoy theatmosphere and theactivities. The eveningkicked off with the mayorDomingo Fernandezinviting everyone to enjoytheir shopping andactivities, and bythanking all thebusinesses for makingthe evening possible.

    There then followed achildrens and adultsfashion parade, withclothes from differentestablishments in thetown.

    The Ria Pita danceassociation took to thestreets to bring a touch ofcolour and flamenco tothe night with the H2OSports Centre organisinga Zumbathon. The PlazaMayor held a concert byguitarist Guillermo

    Fernandez and in the pubzone, live music with localband La Skala Richterand Maikel y El Klanaccompanied cocktails onthe Cocktail Route.

    The final act was thelighting up of the night skywith a lamp for each of thestores taking part, a nicetouch, and a symbol ofNoche en Blanco.

    On Saturdayafternoon theexpectation was high,and the Plaza Mayorand surroundingstreets were abuzzawaiting the ceremonythat was brought backthis year after morethan a century withoutit taking place.

    The dramatisation ofthe taking of Vera, andthe atmosphere ofcordiality between thetwo groups, was thekeynote. On Sundaythere was a floraloffering, and onMonday a processionto the patron.

    THE four day fiesta of San Antonio inCarboneras starts today (Thursday).

    The official opening of the Fiesta is at11pm followed by the Cantores deHispalis in concert.

    The traditional festival of Moors andChristians gets the fiesta off to a livelystart tomorrow (Friday) with the firstpart taking place at 10am around thecastle and beach.

    Sunday has an early start with aparade of Giants at 9am followed by thesecond Marathon Mountain Bike Race at9.30am.

    The Feria del Mediodia at1pm has music from Aureolaand DJs Dani and Loren. At10pm, the third FlamencoFestival Duende y Talentopor San Antonio features ElPele, Jeromo Segura and aspectacular horse show.

    The fiesta comes to a closejust after midnight at00.45am with fireworks andthe closing ceremony.

    A7 Autovia blocked A DRIVER of a heavy goods vehicle was injuredon Monday following an accident on the A7 in thedirection of Almeria at km 490 near to the townof Nijar. The lorry blocked off the road and policewere called to set up a diversion to ease thecongestion. The driver was taken to a nearbyhealth centre.

    has resulted in the arrest of10 people in Almeria. Thearrests were made for

    alleged fraud in the sale ofdiesel fuel. Police also madesix searches in petrolstations, industrial buildingsand private addresses.

    Police sources in Almeriaindicated to Europa Pressthat the action in theprovince had focused onthe regions of Almanzoraand Los Velez, where theplot in Almeria Province ofallegedly selling adulterateddiesel fuel to petrol stationswas unravelled.

    It is believed thatpayments valuing morethan 5.5 million on thespecial hydrocarbon taxhave been avoided.

    The agents arrestedthree people in Cantoria,three in Velez Rubio, two inPalomares and one in Alboxand Huercal-Overa. Threesearches took place inCantoria, two in VelezRubio, one in Velez Blanco.

    The investigation startedin 2011 and was carried outjointly by members of theCentral Operational Unit ofthe Guardia Civil andCustoms Enforcementofficials, concluding in acombined action in 24provinces with 98 arrests.They are all accused ofsuspected, numerous

    crimes against theTreasury.

    Barbara was from theold school preferring togive and share with theless fortunate.

    TWO minors who allegedlystole to order have beenarrested by the GuardiaCivil in Garrucha.

    Following a two-monthinvestigation, the twojuveniles were chargedwith a total of 16 thefts,the majority committed inapartments and hotels

    and a 35-year-old fromVera were also arrested,accused of ordering therobberies and then buyingthe stolen goods.

    Officers recovered adozen high-end phones, aswell as computer, audio

    and video equipment.The youngsters, now

    detained, waited for thearrival of new clients inhotels and apartments. Afew days after their arrival,they would break into theirroom and rob their victims.

    They selected easilytransportable, compactobjects, with a special focuson jewellery, laptops andhigh-end phones.

    The Guardia Civil begantheir investigation in April,on detecting a series ofthefts at hotels and leisureareas in Mojacar, arriving atthe conclusion that thecrimes were carried out bythe same person.

    Officers set upsurveillance in selectedareas and managed tocatch one of the minorsstealing from a hotel.

    The arrest led to threefurther arrests, allconnected to the 16 crimes.

    THE second Noche en Blanco in Albox will takeplace on the weekend of June 27 and 28.

    The two-day event is a change to last year whichwas on one evening only.     Arboleas paying for completionof two local treatment plants

    CAMBRIDGE UniversityPress (CUP) has releasedthe results of a surveycarried out on Englishteachers in Spain and cannow reveal that the vast

    majority of them think thecountrys president, MarianoRajoy, would not even passa school English test.

    Three out of four Englishteachers surveyed revealed

    the president, who recentlyrefused an offer for freelessons, would fail even aprimary English exam.

    Ninety-two per cent ofthose surveyed thoughtthat Spanish politicians ingeneral were lacking inlanguage skills, while 88per cent thought that theyhad the worst Englishamong their peers in theEU. Ninety-four per centsaid they felt embarrassedto hear them speak in theQueens tongue.

    Seventy-three per centthought the level of spoken

    English in the country waspoor and it would takeSpain around 15 years tocome up to the levels ofother EU countries.

    CUP spokes-person, JulioRedondas, com-mented that Spain has ahistorical and cultural hang-up about learning lan-guages and would be hardto change. He went on tounderscore the fact thingswould have to change overthe course of a generationand not two days.

    worthwhile cause byproducing their owncalendar, in addition to theactual stage performance.

    THE former president of FC Barcelona,Sandro Rosell, has been summoned totestify before Spains High Courttomorrow (Friday) as part of aninvestigation into alleged financialcrimes regarding the Neymar signing.

    Judge Pablo Ruz handed down thedecision in a ruling which took intoaccount a Tax Agency report statingthat the club failed to make taxpayments of 9 million between 2011and 2013.

    Reportedly, there is also a TaxAgency document which outlinespossible fraud of 2.6 million for the2014 tax year.

    Also summoned by Judge Ruz areemployees from the football clubsauditor, Deloitte, to appear as expertwitnesses.

    The court has requested a numberof documents, including those relatingto the voluntary tax payment of 13.5million made by FC Barcelona after acomplaint of financial wrongdoing waslodged.

    The voluntary payment does notexempt FC Barcelona from the charge,as the money was paid after thejudicial proceedings had alreadystarted.

    Spains Tax Agency has accusedBarcelona of committing tax fraud tothe tune of 9 million in the signing ofBrazilian player Neymar.

    The Catalan club had originallystated that the transfer had cost 57.1million. However, selling club Santossaid it had only received 17.1 millionfor the highly-rated player.

    After investigations it transpired thatBarcelona had paid a 40 million fee tothe company N&N, which is owned byNeymars parents.

    The club being implicated in thefinancial wrongdoing forced Rosell toresign as club president and aninvestigation to be opened.

    Josep Maria Bartomeu, Rosellsreplacement, waived a confidentialityclause which revealed that the actualfee paid for Neymar was 86.2 million.

    LIFEGUARDS are now on duty at Morairas three Blue Flag beaches, and will remain sountil September 28.

    Seven lifeguards and a co-ordinator have been assigned to the Ampolla, Portet andPlatgetes beaches where they are present each day from 10am until 8pm. Each has afirst aid post and this year a defibrillator is also available.

    From July 1 until August 31, there will be an access point and specialist lifesavers inattendance at the Ampolla beach for those with mobility problems.

    Free keep-fit sessions will be held on the beach three mornings a week while otheractivities there and at the Portet beach will include Taichi, Zumba, aerobics andswimming lessons.

    This year for the first time there will be a 300-square-metre floating platform offAmpolla with inflatable games for children and adults.

    HE driver is to blame forthe Santiago deCompostela train crashthat left 79 people dead.

    So says the official report intothe tragedy nearly a year on. It ishard to argue with that conclusionwhen one hears that the train wasgoing at around 190kph when thespeed limit was just 80kph.

    Revelations that the driver wasdistracted by a phone call from theguard at the crucial momentcannot exonerate him - the driversfirst responsibility is to the safetyof his passengers.

    But pointing the finger of blameat the trains driver, Francisco JosGarzn Amo, who has beencharged with 79 counts of homicideby professional recklessness, is notenough. Why, in a state of the arttrain on a modern railway system,was such an excessive speedpermitted?

    In this day of computerised

    driving aids, the technology existsto automatically prevent suchaccidents. Indeed much of Spainsvaunted high-speed rail networkhas just such systems in place. Butfor some reason - the suspicionbeing to save money - the stretchof line which included this bend,acknowledged before the incidentas highly dangerous, did not havethem fitted.

    Such mechanisms were fittedsoon after the accident in threeplaces approaching the scene tomake sure a similar accident couldnot happen again. As so often thesound of a stable door beingslammed shut too late.

    The driver should not be left toface the music alone. Thoseresponsible for not ensuring thesafety of the passengers, and thatmeans not just local managers, butalso people at boardroom level,should also be forced to face theirresponsibilities in court.

  • FAMILY debt fell once more in Apriland now stands at 771.6 billion.

    This is the lowest figure since2006, according to Bank of Spainfigures, confirming the diminishinglevel of indebtedness since theonset of the economic crisis.

    Aprils figures were 2.72 billionlower than those for March and5.2 per cent less than in April2013.

    The 0.35 per cent reduction onthe statistics for March wasproduced by a 0.07 per cent fall inconsumer loans for personal orhousehold purposes, which fell to166.26 billion.

    Mortgage loans also fell by 0.47per cent to 602.29 billion butdespite the reduction, these stillaccount for 80 per cent of familydebt.

    Nevertheless, the deci-sion to include what theEUs statistics agencyEurostat described as theinformal economy in theirGDPs was contemplated inthe previous method.

    Nor is this adaptationsolely European, it is alsoglobal, a Eurostat spokes-man said.

    FOLLOWING Aprils trend, therewas an improvement in Spainsunemployment figures lastmonth.

    The number of jobless fell by111,916 in May, reducing thecountrys unemployment figureto 4,572,385. There are now318,543 fewer people out ofwork than at this time last year,

    bringing a 6.5 per centreduction.

    Unemployment is traditionallyreduced in May and June. Thehotel and catering industry,agriculture and the constructionsector take on workers for thesummer season but last monthswas the third consecutive fallthis year.

    Mays seasonally-adjustedunemployment figure of 24,604was the greatest reduction since1998, accumulating its 10th fallin as many months.

    A further 198,320 peoplewere registered as SocialSecurity contributors, a statisticthat is generally regarded as thetrue gauge of job-creation.

  • THE Spanish government hasdeclared it will start payingback financial aid it receivedfrom the European Union in 2012

    for its banks.It has pledged to pay back 1.3

    billion of the 41 billion rescuefunds by the end of this year in

    what is seen as an attempt toboost confidence in the economy.Deputy Prime Minister SorayaSaenz de Santamaria told

    reporters that the government'sCabinet had approved a growthplan to support the ongoingeconomic recovery.

    Other measures beingtaken include a reduction innet borrowing and morefunding for small andmedium sized businesses.

    Spains recovery iscontinuing in the secondthree months of 2014 andis set to complete a fourthstraight quarter ofeconomic growth accordingto the Bank of Spain.

    A. There is no law that requirescommunity swimming pools to closefrom October to May. If your Communityof Property Owners has voted at theAGM to open the swimming pool fromJune through September, it may do so.Your phrase, we were told disturbs me.You should have the right to cast yourvote.     Visibly infirm and with waningpopularity he threw in the towel with thelast remnants of his old charm andastuteness.

    Who knows to what extent Juan Carloswas also affected by recent unjust claimsthat he knew beforehand about theattempted coup of February 1981?

    Revelations about his womanisinghave been doing the rounds for decadesbut were never a big deal in a countrywhere money and not sex is at the heartof the biggest leadership scandals.

    That is why his dodgy son-in-lawsbent business dealings with local andregional governments tipped thebalance. Worse still, the royal hip andthe story detailing the full extent ofUrdangarins alleged corruption bothbroke at roughly same time.
