1 INTRODUCTION
The Instrument for Pre-Accession Assistance (IPA) is the means by which the European Union (EU) supports reforms in the 'enlargement countries' with financial and technical help. The IPA funds build up the capacities of the countries throughout the accession process, resulting in progressive, positive developments in the region.
This project - Energy Market Development- is funded as part of the Energy Sector Program (Phase 2) and relates to the second IPA Multi-Annual Indicative Planning Document (MIPD) 2011-2013 objective: “further alignment with and implementation of acquis on the internal gas and electricity market”. Within this framework, the studies on the harmonization of electricity and natural gas laws following the adoption of the EU Third Energy Package are ongoing. Within this context, IPA funds and EU experience are crucial, in order to achieve a better functioning internal energy market.
The goal of this document is to satisfy the ToR requirements that explicitly entail, for each of the workshops associated to the project tasks, the following deliverables:
• Preparation a short workshop report which will include a short overview of the training material and the discussions held during the workshop (This document)
• Ensure the attendance of the speakers/discussants who will participate in these events.
• Photo and video shooting of these events
• Compiling the list of attendees
• Distribution of participant satisfaction survey forms during these events and reporting on the results of these surveys in the Workshop Reports
• Provision of attendance certificates to the successful attendees of these events
In order to do so, this document provides for each the following material:
• Training Agenda
• Short overview of the training material and discussions held, including photos of the
event (video footage and additional images have been shared with client on a separate
file)
• List of Participants (including original attendance lists)
• Results of the survey carried out after the sessions (original surveys have been shared separately with the client’s project coordinator) and comments
• Presented material (power point presentations)
• Template of the attendance certificate delivered to all participants

3 WORKSHOP OVERVIEW
Workshop 3 covered the topics related to the work developed under Task 1C of the project related to the evaluation of the Balancing Power Market in Turkey. The technical consultant of ECCO International Inc., Prof. Pandelis Biskas, gave the presentation to the audience comprising of executives from TEIAS, EMRA, the Ministry of Energy and the World Bank.

The presentation concerned the various design variables of the Balancing Power Market that were evaluated during the project and described in the relevant Assessment Report and Recommendation Report. The presented design variables were grouped in four (4) categories, as follows:
1st category: reserves’ procurement
a) Timing of primary and secondary reserve auctions
b) Procurement of tertiary reserve
c) Symmetrical reserve requirements
d) Pricing of primary, secondary and tertiary reserves
e) Participation of generating units to primary / secondary reserve auctions
2nd category: scheduling phase and real-time Balancing Market
f) Separate reserve and balancing energy procurement processes
g) Central- vs. self-scheduling and dispatch principle
h) Definition of marginal price of balancing energy
i) Pricing of balancing energy
j) Participation in the Balancing Power Market

3.1 ISSUES COVERED DURING WORKSHOP
The representative of World Bank, Mr. Nick Frydas, expressed his concerns on the central re-scheduling process, the so-called “corrective ISP”, stating that it is good to be a pro-active TSO (as the UK TSO is) but such proactive scheduling/dispatch can be performed also in other ways. There was a lot of discussion in this respect, with Prof. Biskas stating the advantages of this proposal and the exact formulation, input and results of the proposed “corrective ISP”.
There were also several other issues / questions raised by the participants, all of which were answered by Prof. Biskas in a satisfying manner.
Mr. Frydas mentioned another two issues that could be incorporated in the Recommendation Report, as follows:
1) the incentive-based system for the TSO (TEIAS), in order to try to minimize his operation expenses and the reserve costs allocated to the Load Representatives and ultimately to the end-consumers, and
2) the entity that should perform the Balancing Power Market settlement is usually the TSO and not the Market Operator (as is the case in Turkey, where the settlement is performed by EPIAS).

Accepting the comments of Mr. Frydas, Prof. Biskas stated that he would include such commentary and respective recommendations in the revised Recommendation Report of Task 1C.

A total of 17 participants assisted to the complete sessions, although during day 1, 20 participants signed the attendance sheets. Only those participants that provided an email address and that completed both days will receive the attendance certification.

5 SATISFACTION SURVEY RESULTS
The following template was used in order to collect the answers of the satisfaction surveys.

The results of the survey were very satisfactory, the number of respondents was 14, out of the 17 participants. The results are shown below:

For all questions the best response possible was a 5 except for the one related to the length of the event, to which the optimal response would be a 3. It can be seen that all answers are on average very close to 4.5 out of 5 in satisfaction level, being the length of the workshop quite optimal given the responses of the attendees (3.2 on average).
The average answers for each question are also shown on a graphical manner hereafter. The overall satisfaction metric is calculated as the average of the mean results to questions 1 through 6 and #8 (not taking into account Q#7).
