Undergo training at ETUI

Training at European level Is an obvious winning asset for dealing with the most strategic trade union issues

Training in key and cross-sectional skillsthat can help to develop trade union action

Training at “inter-union” level All training courses are at “inter-union” level according to different models of trade union action

Training at “multi-level” with the wealth of the broad cultural diversity of different countries and their different prevailing situations

Training through active methods ETUI’s educational choice puts the trainee at the centre of the learning exercise, to share his experience with his peers through numerous cooperative activities

Easy registration Registration is always carried out by the trade union confederations or European federations; all you have to do is contact the officials and ask to participate. ETUI selects the participants in close cooperation with its members

Practical questions

Who will receive information on each of the training activities?Courses and the opening of applications are announced around three months in ad-vance by email to all members, National Confederations and European Trade Union Federations.These mails are sent out to the addresses provided to us as the contact for each organisation.

Sometimes trade union organisations change the person responsible and do not let us know the new contact details; for others the address is not for a specific person. In any event we will update our records when necessary; all you need to do is to send the new mail address to us (to Nathalie De Vits, [email protected]).

We also notify previous participants of new courses.

What information is given in these notifications?Three months beforehand, in addition to the details already given in the course programme, the general aims of the programme, the target profile for participants, the cost of the course and the procedure for completing the application form are confirmed, along with the working languages, the venue and the partners involved.

Can any trade unionist sign up? How does the ETUI know which trade union officers are taking part?Applications are submitted by trade union organisations. Normally more people apply than the number of places available. In that case the ETUI selects the partici-pants.

The selection process takes account of how well applicants fit the defined profile, but

that is not the sole criterion. Consideration is also given to the number of partici-pants per organisation, per country and per working language, gender diversity, embodying the practical application of trade union values, ensuring a multicultural European dimension and favourable educational conditions.

Where not all the applicants from an organisation are able to take part, we hold discussions with the head of training for that organisation in order to be able to understand and fit in with the priorities of their human resources policy.

Direct applications on the initiative of individuals are not accepted but are referred to their national confederation.

Must ETUI training be paid for? Is there an enrolment fee?There is indeed an enrolment charge. It serves as a contribution to the ETUI’s budget and also aims to promote responsibility. It is more in the way of a contribution to costs than a market price.

The ETUI receives European funding. 85% of our income is European public money; the remaining 15% comes from various sources, and the contribution made by these enrolment fees is a very significant part.

However, it is important to highlight the solidarity-based nature of the system of standard rates applied.

Trade union organisations make equal contributions for all participants regardless of whether they will be flying from the farthest reaches of Europe or live within cycling or metro distance of the course venue. Or if they need to stay an extra night because of the plane timetables.

There is a daily rate, currently €60, for each day of training; it can be reduced by 40% or 25% by agreement with the country of origin. We then apply the same rules and groups of countries that the ETUC applies in its recently adopted internal quota system.

How can we find out more information or get clarifications on a particular course?There are contact details for training officers and administrative assistants for each forthcoming training course listed in the course programme.Any of them can be contacted directly or by mail.Their details can be found at http://www.etui.org/About-Etui/Staff.

Do the ETUI’s training courses include any form of assessment? And do organ-isations which sent participants receive any feedback on their performance?At present we cannot say that there will be a generalised or systematic assessment.

The nature of trade union training does not lend itself to any particular emphasis on training assessment (based on what participants learn), and it has not traditionally been encouraged.

However, interaction with the certification and validation of training in some courses has already resulted in procedures to demonstrate the skills acquired. Another aspect for consideration in the future is the assessment of the training itself (based on the impact that the qualification of trade union officials trained by us has on the trade union organisations to which they belong).

Under these circumstances we do not propose to keep systematic information on each participant, but the ETUI training officers can be approached for information by training officers in member organisations.

Does ETUI training lead to a qualification?Some of our courses already lead to a qualification. This is the case for the courses on project management. Work on the courses for young leaders is in progress; likewise for the courses for trainers, albeit not as advanced. Others will follow.

The problem for a European institution is that the European system for qualifica-tions operates at national level. For this reason we are already working in close col-laboration with the TUC in the UK, whose support has been invaluable.

Independently from this process, all participants will receive a certificate of partici-pation, with adequate descriptions of time frames and content for validation of the skills acquired by national bodies.

Short description

The training responds to the needs and interest of UNI Europa affiliates in this specific areaof work.

2 Short descriptionThis third course responds to the needs and the interest of the affiliated Trade unions to get knowledge about the EU decision- making process, in order to better influence, campaign and mobilize.

Short descriptionThe training is designed to reinforce trade union knowledge and power in Europe. The European training for young trade union leaders is design as a 10 months blended course encouraging learning within a working content. It combines 3 residential seminars (face-to-face activities) with 3 preparatory works and networking intermediated by ICT.

Short descriptionAusterity has been mainstreamed in the national and European measures to fight the financial crisis. The measures taken have affected and reduced collective bargaining, labour and trade unions rights. Yet trade unions are an historical actor of European Union and the mechanism of Social Dialogue. The austerity measures trigger social unrest.Thus there is a need to strengthen the trade unions, the status of collective agreements and trade union rights in Europe. In this context it is important to understand how EU legislation relates to ILO conventions and European convention on human rights. This is fundamental in order to develop joint trade union strategies and safeguard the system for collective agreements and autonomy for the social partners. The course will also take into account the different trade unions cultures across Europe and will put forward responses to the crisis based on trade unions experiences.

Short descriptionThe UNI Europa Winter School is a well established event. It is a complement of the UNI Europa Summer School. Short descriptionThe new policies of European economic governance, the interference of the EU institutions with wage setting especially in those countries that receive bail outs has trigger renewed discussion and interest in the issue of wage coordination at EU level. It remains one of the most difficult areas of work due to many factors and including the diversity of industrial relations systems. To address these difficulties and to consider ways forward is a constant challenge.

Objectives

�� With the seminar we want to focus on the crucial question: Should we coordinate our collective bargaining, on what issues and especially how should we do this.

�� The outcome(s) should assist the participants in gaining valuable knowledge of bargaining policies and how the European level coordination works.

�� For EPSU the outcomes will feed into policy debates about coordination of collective bargaining, our focus and how we can do this considering the resources required.

Target audience

Without any doubt some projects will formulate political or operations conclusions and recommendations, which are of importance for all the EFBWW affiliated members. We assume that some conclusions and recommendations will require a follow-up.

Short descriptionETUI has been developing since 2011 a suite of training courses designed to equip trade union officers with skills in project work and project management. The result is a certified three-level training programme designed to address trade union project needs at regional, national and European levels. Short descriptionThe 2009/38 EWC directive has introduced the obligation to negotiate the way in which the European and then national level of information and consultation will be linked. Article 12 stipulates the following:Information and consultation of the European Works Council shall be linked to those of the national employee representation bodies, with due regard to the competences and areas of action of each and to the principles set out in Article 1(3). The arrangements for the links between the information and consultation of the European Works Council and national employee representation bodies shall be established by the agreement referred to in Article 6. That agreement shall be without prejudice to the provisions of national law and/or practice on the information and consultation of employees.Where no such arrangements have been defined by agreement, the Member States shall ensure that the processes of informing and consulting are conducted in the European Works Council as well as in the national employee representation bodies in cases where decisions likely to lead to substantial changes in work organisation or contractual relations are envisaged.This means that, when transnational restructuring occurs, the EWC should be informed at least at the same time (if not before) as the national workers’ representation bodies (unions, works councils). However, so far there are no guidelines for EWCs and for national level structures on how to organise this. There are a few more questions around this topic, such as: when does the consultation process start?So far, there are only very few agreements in the transport sector which include any kind of arrangements on this.

Coordination of Training For EWCs

Short descriptionThe 2009/38 EWC directive has introduced the right “to be provided with training without loss of wages”, but specifies at the same time that this is only possible “in so far as this is necessary for the exercise of their representative duties in an international environment”. Practice has shown that more EWC and SNB members have been able to enjoy some kind of training, but that the content and practical aspects (available time, providers, presence of management...) is very diverse. The discussion with the management of the company about what exactly is “necessary for the exercise of their duties” is often quite difficult. Also, over the last few years, more and more consultants have started to offer their services on this market of EWC training.

�� The purpose of the seminar is to organise an exchange with trade union officers, trainers and practitioners about the experiences with EWC training, trying to define the real needs in this regard and looking at the best providers to deliver that service.
