In line with the celebration of the 97th UPLB Alumni Loyalty Day on October 10, 2015, 88 ERDB

personnel headed by the Acting Director, Dr. Henry A. Adornado participated in the foot parade from the Oblation Park to the D. L. Umali Hall.

This activity was attended and participated in by the different institutions, agencies and other members of the UPLB Los Baños community. It was also attended by the UPLB alumni and jubilarians (classes ending in 0 and 5).

The Loyalty Day had various activities such as get-together/reunion of different colleges in the field of agriculture, arts and sciences, development communication, economics, engineering, environmental science, forestry, human ecology, public affairs and veterinary medicine. ERDB conducts 3rd Management Conference in Davao City

The Ecosystems Research and Development Bureau (ERDB) spearheaded the 3rd ERDB

Management Conference for CY 2015 on September 28 – 29, 2015 at the Waterfront Insular Hotel, Davao City. This activity was participated in by the six Research Center Directors together with their planning and technical staff, ERDB Acting Director Dr. Henry A. Adornado, OIC-Asst. Director Dr. Antonio M. Daño and his Executive Committee and senior technical staff, guests from the DENR Undersecretary for Planning, Policy and Foreign Assisted Project, Assistant Secretary for Field Operations, Director for Administration and Information System and Director for Finance Services, OIC-Planning, Monitoring and Evaluation Division, and Regional Director of DENR XI, and representatives from the Budget and Finance Services Unit.

This conference aimed to: (1) present and discuss updates on the status of targets and deliverables of Mangrove and Beach Forest Development Program (MBFDP), NGP-PQPM, ENR Technologies, DAO and other MOAs/MOUs of ERDB’s Operation and Management and Administrative and Finance concerns; (2) discuss the outputs of the Research Centers’ In-House Review; (3) discuss the Proposed Program Expenditure Classification (PREXC); (4) present and discuss the Integrated Roadmap on the RDE Framework for 2017-2022; and (5) present the Guidelines on Strategic Performance Management System (SPMS).

In the opening program, Regional Director Joselin Marcus E. Fragada of RXI delivered the welcome message of the host region. A message was also given by the Acting Director of ERDB, Dr. Henry A. Adornado. The messages of goodwill were delivered by ASEC Marcial C. Amaro, Jr., Asst. Secretary for Field Operation, Dir. Wilfredo J. Obien, Office of the Undersecretary for Administration and Information Systems and USEC Manuel Gerochi, Undersecretary for Planning, Policy and Foreign-Assisted Projects.

Dir. Angelito V. Fontanilla of the Finance Services discussed the DENR Budget FY 2016 and DBM policies on financial management and other related concerns on planning and budgeting. He also discussed the DENR Proposed Program of Expenditure Classification in which the DENR is one the piloted department of the DBM for CY 2016 and for implementation in CY 2017.

At the end of the conference, the participants came up with the following : (1) outputs on the IHR and updated status in the implementation of the Action RDE programs and the budget utilization; (2) updated reports on the operation and management of NGP-PQPM and the MBFDP; (3) administrative and financial concerns on administrative and financial procedure, fund utilization for FY 2015 based on the WFP and NEP, Human Resource Development- Training Needs Analysis; (4) Integrated Roadmap on the RDE Framework for 2017-

ERDB capacitates ESPs on bamboo

In an effort to capacitate Extension Service Providers (ESPs) about bamboo, the Ecosystems Research

and Development Bureau (ERDB), through the Technology Transfer Division (TTD), organized the Capacity Building of ESPs on Bamboo Utilization on October 12-15, 2015.

The learning event conducted at Maria Paz Royale Garden Resort, San Pablo City was developed to equip extension workers with technical knowledge on bamboo propagation from ERDB and its research centers, namely, Watershed and Water Resources Research Center (WWRRC), Biodiversity, Coastal, Wetlands and Ecotourism Research Center (BCWERC), Land Management, Agroforestry and Upland Farms Technology Research Center (LMAUFTRC), Mining and Degraded Areas Rehabilitation Research Center (MDARRC), and Forest and Timber Resources Research Center (FTRRC).

The four-day training included topics on bamboo for ecosystems rehabilitation and riverbank stabilization by For. Gregorio E. Santos, Jr., bamboo for carbon sequestration by Mr. Paul J. Cuadra, bamboo for landscaping and greening, and processed bamboo, both by Ms. Cristina A. Roxas. There was also a lecture on public speaking and personality development by

Mr. Michael P. Paunlagi to equip the ESPs not just with technical knowledge but also with presentation skills. The participants who were grouped into three, presented particular topics on bamboo production, which has also been the application part for the public speaking and personality development lecture. Their creativity was showcased when the groups were tasked to create a mock-up of bamboo landscape with a supporting write-up on relevance and purpose of bamboo species, required manpower, and cost estimate for the execution of the project.

Three riverbank rehabilitation and stabilization case studies, mock-ups and write-ups of bamboo landscapes, re-entry plans, and pre- and post-tests were developed and accomplished by the end of the training. The participants also did field visits in San Juan, Batangas, and San Pablo City. Through capacity building, the participants were provided with not only lectures and technical information but also opportunities to process their learnings and apply them in practical situations. Forty (40) participants from the towns of Plaridel, Padre Burgos and Sampaloc, Quezon joined the Lakbay

ERDB joins 14th Bañamos Festival celebration

The Ecosystems Research and Development Bureau (ERDB) took part in the week-long celebration of

the 14th Bañamos Festival and commemoration of the 400th founding anniversary of the municipality of Los Baños last September 17, 2015. Around 45 staff and personnel represented by all the divisions of ERDB joined the thousands of individuals in lining up for the parade at 5:30 in the morning, stretching from Olivares Mall to the former municipal hall of Los Baños in Barangay Baybayin. More than a hundred organizations and institutions in Los Baños including the University of the Philippines Los Baños (UPLB), Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), International Rice Research Institute (IRRI), and Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) participated in the parade. Mayor Caesar Perez, Congressman Joaquin Chipeco, and Tourism Infrastructure and Enterprise Zone Authority CEO Mark Lapid were also in attendance on the program following the parade to give their welcome messages. They also spearheaded the presentation of awards for the 2015 Outstanding Citizens of Los Baños.

Bañamos, which literally means “to bathe”, is the annual week-long festival celebrated by the municipality. This year’s celebration was made exceptional since it also marked the quadricentennial celebration of the town. With this year’s theme “Pagkilala sa Kasaysayan, Pagpupugay sa Kasalukuyan, Pagtanaw sa Kinabukasan”, Bañamos is one of the LGUs’ avenue to promote and develop Los Baños as a Special Science and Nature City. The Ecosystems Research and Development Bureau (ERDB) held a two-day training on

Environmental Risk Assessment of Genetically Modified Organisms (GMOs) on Sept. 14 to 15, 2015 at the SEARCA Residence Hall.

In partnership with the Program for Biosafety Systems (PBS) Philippines, a program based at the BIOTECH in the University of the Philippines Los Baños (UPLB) and is funded by the United States Agency for International Development (USAID), around 25 staff and personnel from ERDB and its six research centers, Environmental Management Bureau (EMB), Biodiversity Management Bureau (BMB), and the Department of Agriculture-Bureau of Plant Industry (DA-BPI) participated in the training.

The resource persons during the first day were Dr. Evelyn Mae Tecson Mendoza (Basic Biotechnology and Development of GMOs), PBS Technical advisor Mr. Stacy Ivan Charlton (Environmental Safety Assessment of Transgenic Plants: Fundamentals and relevant issues, and Principles of Tier Testing), Ms. Julieta Fe Estacio (Regulation of GMOs), Ms. Veronica Sinohin (The Receiving Environment), Ms. Merle Palacpac (Monitoring of GM crops), and Dr. Carmelita Villamor (ERA Instrument used by ERDB in Biosafety Research).

To assess and evaluate the progress and status of implementation of the different research and

development programs/projects/studies of the entire ERDB vis-à-vis the submitted work and financial plans, the ERDB conducted an annual in-house review for all on-going and completed researches implemented for CY 2014-2015 on Sept. 21-22, 2015 at the ERDB Auditorium.

The activity aimed to: (a) assess and evaluate the RDE programs and other priority projects in terms of status of implementation, activities undertaken and the attainment of objectives, targets, deliverables and outcomes of the projects and studies; (b) identify problems met during the project implementation and recommend specific courses of action such as continuation, extension, modification of planned activities and methodology, suspension, and termination in accordance with the recommendations of the panel of evaluators; (c) identify technologies generated requiring field testing, verification and piloting; and (d) identify mature technologies and/or significant results ready for packaging, dissemination, as well as formulation of policy, guidelines, bulletin and as inputs to development/action planning.

These activities were undertaken by the ERDB Main Office and six Research Centers to strengthen the RDE systems and processes in achieving a sustainably managed environment and natural resources. Aurora Jose, PMISU

The first group was tasked to work on risk assessment of Herbicide tolerant corn while the second group was assigned to work on the Bt eggplant. After much deliberation, the group presented the results they came up with.

Afterwards, Mr. Charlton again presented the documented benefits of GM crops. It is then followed by the interactive discussion on Importance of Building Institutional Memory and Possible Methods for the Philippine Biosafety Regulatory System by Dr. Mariliza Ticsay and Ms. Monina Villena. The Ecosystems and Research and Development Bureau (ERDB) and Land Management, Agroforestry and Upland Farming T e c h n o l o g y Research Center ( L A U F T e R C ) conducted a S t a k e h o l d e r s ’ Capacity Building on “Bamboo P r o p a g a t i o n and Plantation Establishment” on September 24-25, 2015 at the Municipal Conference Hall, Gloria, Oriental Mindoro. The activity was part of ERDB-LAUFTeRC technology transfer to support the Local Government Unit (LGU), augment livelihood options and resources conservation. The capacity building aimed to: a) provide participants with updates and trigger their interest on bamboo industry; b) enhance knowledge of stakeholders’ on the importance and versatility of bamboo to environment and various industries; c) capacitate the participants on improved technologies on bamboo propagation; and d) develop/improve skills of participants on bamboo plantation establishment and maintenance. Thirty-two (32) participants attended the capacity building comprising of LGU staff and farmers of Gloria, Oriental Mindoro. Hon. Mayor Loreto S. Perez and Hon. Vice Mayor Ramon G. Solas gave the inspirational message and welcome remarks, respectively. OIC-Head of LAUFTeRC, Dr. Lucena U. Mercado discussed the background, rationale, objectives and schedule of activities of the capacity building. For. Cer Jay B. Jimenez and Engr. Niro M. Villaceran served as resource persons. Topics discussed were: a) General Procedures on Macro-Somatic Clonal Propagation (Juvenile Shoot Cuttings); b) Importance and Versatility of Bamboo as an Agroforestry Crop to Support Various Industries; c) Bamboo Propagation

Techniques; d) Bamboo Plantation E s t a b l i s h m e n t ; and e) Bamboo P l a n t a t i o n Maintenance and Protection. Hands-on applications of learning were facilitated by Mr. Edgardo M. Castillo at ERDB M a c r o - S o m a t i c Clonal Nursery and Bambusetum in Gloria, Oriental Mindoro.

During the hands-on application of learning, Mr. Castillo demonstrated the proper way to: a) select appropriate bamboo propagules to propagate; b) harvest the selected bamboo propagules; c) manage/treat the selected bamboo propagules; d) plant bamboo propagules in the plastic bag with soil media; and e) maintain the newly planted bamboo propagules. All of the participants actively participated in the lecture and hands-on application of learning. They were very eager and enthusiastic to perform what they have learned from the capacity building. Ms. Lolita C. Cabungcal, OIC-Head, Calapan City, Oriental, Mindoro facilitated the administrative concerns and forward actions of the participants. The different bamboo products being produced in the area and the type of bamboo used to prepare the products were gathered for database purposes. Bamboo products manufactured in the area are used for furniture, decorations, building materials and food. All the bamboo products are made from Kawayang tinik (Bambusa blumeana). The closing program was delivered by Hon. Vice Mayor Ramon G. Solas of Gloria, Oriental Mindoro. He acknowledged ERDB for bamboo and clonal technologies that have promoted and he encouraged the participants to propagate bamboo even in their backyard. Cer Jay B. Jimenez, FERD

ERDB joined the 1st National Conference on Food and Nutrition Security in Crimson Hotel, Filinvest

City, Alabang, Muntinlupa on October 12-13. The conference aims to present the current status of food production, trade, food security information, nutrition security, RDE, and governance policies on food security in the Philippines.

Participants from the academe, LGUs, NGAs, POs, NGOs, farmers, consumer groups and industries shared what they have learned from the conference through the workshop. They identified current constraints, issues, challenges, and researchable areas of food and nutrition security.

 

Atty. Jonas R. Leones, Undersecretary for Environment and International Environmental Affairs delivered the keynote message in behalf of DENR Secretary Ramon JP Paje. He reminded the participants for being fortunate to have breakfast while others cannot remember their last meal. He also stated the problem of environmental degradation and having more mouths to feed. With this, he emphasized the importance of research to develop technology that will help to address the problem of food security and be shared to the public.

To face the challenges on food and nutrition security, some of the responses given by the participants from the national conference were having good governance and information systems in the country. “Not just straight path [government], but also fast and stable,” said Dr. Cecilia Cristina Santos-Acuin of Food and Nutrition Research Institute. ERDB celebrates National Statistics Month

Pursuant to Presidential Proclamation No. 647, the month of October of every year is declared as the

National Statistics Month (NSM) and all government agencies are enjoined to participate in the celebration of the 26th National Statistics Month in October 2015 with the theme “Pagyamanin at Gamitin ang Estadistika, Kalusugan para sa Lahat ay Abot-Kamay Na”. The ERDB through the Pro-Active Response Towards Nurturing Environmental Relations: A

Barangay Outreach project based on Community Needs and Demands. (Partner Bond) conducted the capacity building on DENR Charcoal Briquetting, Bamboo and Forest Tree Propagation at the Field Agricultural Extension Services (FAES) of the Department of Agriculture on Oct. 20, 2015 in Sta. Cruz, Laguna.

Fifty six (56) participants comprising of 4H club members, coordinators and LGU members attended the training. They came from Magdalena, Sta. Maria, Cavinti, Nagcarlan, Calamba, Pakil, San Pablo, Liliw, Kalayaan, Pangil, Siniloan, Pagsanjan and Lumban towns in Laguna.

Two 4H club members, Mrs. Mary Rose Villegas and Michelle Aquino led the invocation and national anthem, respectively.

Mr. Alan Alinsunurin facilitated the hands-on demonstration on forest tree propagation using non-mist clonal propagation technique. Mr. Marvin Lobina and Mr. Edgardo Castillo assisted in the practical application of charcoal briquetting and bamboo propagation, respectively.

Mrs. Lydia Estrada, Asst. Provincial Agriculturist welcomed the participants. Likewise, Mr. Marlon Tobias, Provincial Agricultural Officer of Laguna also gave an inspirational message during the training. Mr. Tobias emphasized that he also promotes the planting of bamboo and he recognizes the many uses of bamboo.

Ms. Marla V. Cambay, project leader of the ERDB Partner Bond Project explained the rationale, objectives and various activities of the project.

Civilians and soldiers visit the ERDB exhibit at Oktoberfest 2015 in Camp Capinpin, Tanay, Rizal.

ERDB shared its knowledge on bamboo through exhibit at Oktoberfest 2015 in Camp Capinpin,

Tanay, Rizal on October 23-25. The said event was hosted by the 2nd Infantry Division (2ID), Philippine Army with the theme, “Winning Partners for Peace and Development.”

Three bamboo species such as Bolo, Kawayang tinik, Buho, and Giant Bamboo were featured at the exhibit. Soldiers and civilians who visited were informed on the ecological and economical benefits of bamboo. Information, education and communication (IEC) materials were also displayed and given away.

participants and expressed his gratitude to their active partners. He shared that one of the objectives of the event is to strengthen the relationship of the soldiers and civilians to pursue peace and development in their area of

responsibility.

Guest speaker Hon. Mel Senen S. Sarmiento, the DILG Secretary, commended the 2ID management for organizing the Oktobest 2015. He assured the 2ID that DILG is with them in their endeavor. He also stated that he is positive that the Philippine Army will achieve its vision of a world-class army that is a source of national pride.

Ecosystems Research and Development Bureau (ERDB), Assistant Director Antonio M. Daño in lieu

of Director Henry A. Adornado delivered the keynote address to students and alumni during the recently held symposium organized for the "40th Anniversary Celebration of the College of Forestry and Environmental Science (CFES)" on September 17 at the Visayas State University (VSU) Convention Center, Baybay, Leyte. Asst. Director Daño discussed the topic, 'Research, Development and Extension (RDE) Direction in Response to the Challenges in Forestry and Environment Sector.' The event was participated by VSU alumni, students, professors, and other invited officials.

This years' CFES anniversary theme, "Facing the challenges in forestry and environmental management

forty years of existence and beyond," brought together alumni and students in the symposium to provide opportunities for exchange of views and plans on possible collaboration on various researches and development undertakings. The symposium likewise sought to facilitate career development among students and networking across the field of forestry and environmental science. Asst. Director Daño in his speech assured to support and to continuously collaborate with VSU in their RDE efforts. He however posed a challenge to professors to constantly guide students to aspire more and be of service to their colleagues and make possible adjustments in the curriculum to catch up with the needs of the present times. "With the Yolanda experience, we need to fortify our efforts and work double time to accomplish our targets," Asst. Director Daño said. The participants were toured by For. Digno Garcia at the ERDB bamboo gallery where they saw the different handicrafts made from bamboo. They were also brought to the Los Baños Experiment Station (LBES) demonstration area where they saw the different species of bamboo, medicinal plants and the rattan gene bank. A demonstration on bamboo propagation was also shown by Mr. Edgardo Castillo and Mr. Jose Panganiban using the one-node and two-node cutting procedures.

Ms. Lisa Condino of LBES also gave a briefing on their activities at the demonstration area. Some of the participants were able to bring home the bamboo cuttings placed in black plastic bags. The participants were very eager to learn and asked several questions which showed their interest on the activity.

BS Forestry students from Bicol University College of Agriculture and Forestry (BUCAF) conducted an

educational tour at the Land Management, Agroforestry and Upland Farms Technology Research Center (LMAUFTRC) in August 18 at the LMAUFTRC. The 65 second and third year students, led by Prof. Alberto B. Gonzales, visited the LMAUFTRC as part of their learning activities and laboratory exercises in Taxonomy, Morphology, Dendrology, and Nursery Establishment and Management. LMAUFTRC OIC-Center Head Lucena U. Mercado welcomed the BUCAF's BS Forestry students and Ms. Ruby M. Macasinag gave a brief orientation about the office and surveyed about learning in an alternative venue. The students were toured at the nearby upland forest where they collected samples from the various tree species for their herbarium collection. The tour was led by the LMAUFTRC staff, Mr. Jay Gomez, Mr. Rafael Porte, Ms. Jesselit Candelaria and Mr. Jonathan Morcozo. Grafting technique, clonal production processes, quality seedling production using mycorrhiza were demonstrated

to the students by Ms. Donna Magdaraog, Ms. Alicia Bernadas and Mr. Jay Morcozo, and Heza Leigh Padua and Jesselit Candelaria, respectively. The tour ended in the clonal nursery with Mr. Rafael Porte's demonstration on sowing and transplanting of cuttings at the misting chamber, a key part of the clonal nursery propagation techniques.
