EXECUTIVE SUMMARYThe Central Mekong Delta Region Connectivity Project CMDRCP is the fist of the -stageSecond Southern (ighway Development connecting (o Chi Minh City with the GreaterMekong Sub-region and the Southern Coastal Corridor at Rach Gia Kien Giang province .CMDRCP , with a total length of . km, includes the construction of two high cable-stayedbridges to cross the Tien and (au rivers and roads access roads and the interconnecting roadbetween the two bridges , plus associated toll plazas. CMDRCP is being co-financed by theAsian Development Bank ADB , Australian Agency for )nternational Development AusA)Dand the Export-)mport Bank of Korea KEX)M .The Project has three components - Component : Cao Lanh Bridge . km andapproach roads . km is divided into packages, identified as CW A, CW B and CW C.Cao Lanh Bridge is located in Package CW B; Component : Road between Cao Lanh and VamCong bridges . km is divided into packages, identified as CW A, CW B and CW C; andComponent : Vam Cong Bridge . km and approach roads . km is divided intopackages, identified as CW A and CW B. Vam Cong Bridge is located in Package CW A.The Government of Vietnam in collaboration with ADB and DFAT implements this project incompliance with environmental safeguards set forth through policies and legal framework forenvironmental management. This report identified the environmental regulations andrequirements that the CMDRCP complies.As an ADB supported project, the CMDRCP complies with ADB Safeguards Policy. This SEMRis carried out in accordance with the Safeguards Policy Statements and the E)A report ofthe CMDRCP.The framework for environmental management/monitoring is presented in this report. Themain basis for compliance to environment safeguards are spelled out in the Environmental)mpact Assessment E)A conducted for the project. From the E)A, specific environmentalmanagement procedures are identified in the Construction Environmental Management PlanCEMP . These are further delineated into specific components including sample location,laboratory procedures, frequency of sample collection, etc. in the Environmental MonitoringPlan.The Environmental Monitoring Plan, prepared by the Contractors, details the identifiedsampling sites, the frequency of sample collection, sample collection procedures, andstandard methods for laboratory analysis. The results of laboratory analysis are submitted bythe sub-contractor to the Contractor’s Environment Officer for processing of data,interpretation and report preparation.The Environment Officers of the Contractor regularly conduct weekly and monthly siteinspections and prepare weekly and monthly reports submitted to DD)S for review andinformation. Results of these inspections are detailed in this report.)n compliance with ADB reporting requirements, the Contractors submit QuarterlyEnvironment Monitoring Reports, which are reviewed by DD)S. Due to staggeredimplementation of project construction, the quarterly reports are done based on theschedules when the project started construction. During January – June period,environmental monitoring reports and other relevant documents have been submitted by the

Contractor, and reviewed/approved by DD)S. These quarterly reports are based on results oflaboratory-based sample analysis on air quality, noise and vibration levels, surface waterquality, and soil.Environmental quality monitoring showed increased levels of PM , TSP, SO and NO , werethe most significant air quality problems. These issues were attributed to earthworks, piledriving and mobilization of construction equipment and material supplies. Based onenvironmental quality monitoring for the first two quarters of , air quality parametershave all been within the stipulated standards of QCVN : /BTNMT. Noise level is still aproblem during the first two quarters of due to pile driving, bore holes, liftingequipment, batching plant operation, transport of equipment and local traffic. Noise level hasexceeded the allowable limit of QCVN : /BTNMT in CW A, CW C, CW C and CW Bduring sample collection.Surface water quality monitoring during the first two quarters of showed theconcentrations of TSS, Coliforms, BOD , DO and E. coli are the primary surface water qualityproblems in CW A, CW B, CW C, CW AB,andCW C Components and in general . Duringthe first two quarters of TSS, E. coli, DO and BOD exceeded QCVN -MT: /BTNMTlimits in CW A, CW B, CW C, CW AB, and CW C surface waters. These problems could beattributed to on-going construction works along rivers and canals and affected by alluvialdeposits from Tien River and adjacent canals.There was no significant change in soil quality in the project sites. Results of laboratoryanalysis showed that all soil parameters were within QCVN -MT: /BTNMT limits duringthe first two quarters of . Most excavated soil samples were acidic in terms of p( level.The DD)S Environment Specialists and Safety Specialists conducts regular inspections in theproject sites in addition to those done by Contractor’s Environment Officers, to ensure thatenvironmental mitigation measures are in place during the construction phase of the project.Results of these inspections conducted from January to June have shown four significantareas in environmental management that should be addressed. These are:poor housekeeping,hazardous chemicals/hazardous waste management,water pollution, andair pollution.The health and safety inspections conducted by DD)S Safety Engineer aims to ensure thatoccupational safety is properly implemented in the project sites. Most issues on occupationalsafety relate to unsafe working conditions and lack of us of personal protective equipmentPPE . Due to risks associated with unsafe working conditions and non-use of PPE, regularorientations on health and safety have been conducted in all project components.The DD)S has ensured that these problems were verified and in most cases correspondingmitigation measures have been implemented.The Grievance Redress Mechanism GRM formulated for CMDRCP is aimed at addressingenvironmental issues in the projects sites for the affected households A( . A total ofcomplaints based on types have been officially submitted to DD)S from January to June .To date % / have been resolved/closed. The remaining % / of unresolvedcomplaints are being monitored by the Environment Officers of the Contractors, DD)S and

C)PM. The main grievance issues during the first six months of , include: i landsubsidence, ii cracked house walls, and iii agricultural damage.Loss of productivity due to land subsidence has affected households based on officialcomplaints submitted to DD)S. These problems were manifested in Component after VCMwas completed. The land subsidence and cracked house walls were addressed through theproject insurance independent party and negotiations are still on-going. During the first twoquarters of , households have filed official complaints on cracked house walls, whichare now being resolved by the Contractors. Due to the good cooperation between DD)S, theContractors, C)PM, government agencies and the affected communes, many issues have beenclosed either through compensation or rectification works.This report recommended the i mobilization of environment and safety personnel on theContractor side; ii continued implementation of low level noise activities by limiting thenumber of noise producing equipment at a given time; proper design and operation of settlingtanks for batching plants should be implemented in compliance with CEMP; iii enhanceworkers education on environment, health and safety so as to promote awareness inenvironmental management and occupational safety in construction areas; iv properhousekeeping in construction areas and workers camp; v proper storage, handling anddisposal of hazardous chemicals and waste, through hazard and risk orientation sessions.

standards ambient air quality, water and soil quality, noise and vibration standards, wastewater quality .This SEMR was prepared in compliance with the ADB Safeguards Policy and theapproved E)A report. The SEMR shows compilation of results of environmental monitoring,performance monitoring Monthly and Quarterly Report and Grievance Redress MechanismGRM conducted by the Contractors.The SEMR involved the review of existing documents, project documents including E)A reportof the Project, EMP and CEMP, periodic environmental monitoring reports of Contractors,Environmental and Safety )nspection Reports of DD)S and Contractor’s, primary baselineenvironmental monitoring data and environmental monitoring data/laboratory results for thefirst half of and updated information on local grievances.On behalf of the C)PM, the DD)S monitors the performance of the Contractor’s during road andbridge construction in order to ensure that an adequate level of compliance withenvironmental mitigation measures are in place. The DD)S Environment Team includes one)nternational Environment Specialist )ES and two National Environment Specialists NES incharge of Components and and two National Environmental Specialists in charge ofComponent , work with Contractor’s Environment Officers, (ealth and Safety Officers andthe local community of affected areas.The SEMR is prepared by DD)S and submitted to C)PM and ADB under responsibility assigned.. . Results of A ie t E iro e tal Mo itori gThe construction of roads and bridges for CMDRCP are expected to result to a number ofimpacts to the environment. To minimize, if not totally avoid these impacts, an ambientenvironmental monitoring program has been formulated and implemented for all theconstruction packages. These environmental monitoring programs, indicated in theConstruction Environmental Management Plan CEMP and Environmental Monitoring Planprepared for the project components aims to document changes in the environmentparameters of air, water and soil quality and mitigate the possible negative impacts. Duringthe period January to June , all project components have implemented theirEnvironmental Monitoring Plans for the first six months of .This section of the report details the collected data on air quality, noise and vibration, surfacewater quality, groundwater quality, wastewater quality, soil, and excavated soil quality ineach project component.The periodic/quarterly environmental monitoring program aims to:a. Assess the environmental quality in the project area during construction phase andcompared with baseline measurements;b. Provide necessary data for environment mitigation measures as well as evaluatethe changes in environmental quality caused by construction activities; andc. Provide the historical data for further monitoring in the project operational phase.This report documents a comparison of baseline data and current results of periodicenvironmental monitoring for all project components. All data were derived fromenvironmental monitoring reports, data sheets and subcontractor laboratory analysis reportssubmitted to DD)S. Results reported by Contractor’s Environment Officers are verified incomparison with laboratory data.The sampling stations Annex for data collection were identified in the CEMP, and wereinspected and approved by DD)S. The Environmental Monitoring Program is presented inAnnex . The details of laboratory analyses were based on standard methods/procedures forenvironmental monitoring Annex . The monitoring parameters of QCVN and )FC standardsare presented in Annex .This first report for , focuses on the issue of assessing environmental quality in CMDRCPduring the construction phase and compared with baseline data. Compliance with thestandards of the Government of Viet Nam and )FC were also included.. The increase inPM , CO, SO , and NO levels could beattributed to location of sampling points near the main roads and construction activitiesduring sample collection.Due to construction activities, vibration levels have increased slightly from the baseline butstill within the allowable limit of QCVN : /BTNMT.. . Wate QualityData for surface water parameters of p(, DO and Coliforms were found to be within the limitsof QCVN -MT: /BTNMT standard. (owever, the concentration of parameters of BOD ,TSS and E. coli did not meet QCVN -MT: /BTNMT limit. Due to ongoing constructionworks in CW A, TSS in surface water was exceeded in all sampling stations. Although therewas a significant decrease in E. coli levels in March , when compared with baseline data,it was noted that these values are four times above the QCVN -MT: /BTNMT limit ofMPN. (igher levels of DO, BOD, and E. coli indicate that surface water quality in project site ofCW A can be considered as polluted. This level of pollution could be attributed to dredgingactivities to install river embankment structures to support the construction of the smallbridges. The Contractor has ensured minimal impact on this parameter by limiting thenumber of days of dredging works in the river.p(, hardness, TDS, and sulfates were the parameters in groundwater in CW A that werefound to be compliant with QCVN -MT: /BTNMT limits. Although there was a decreasein Coliforms in all samples in March , when compared with baseline data, Coliformconcentration was still higher than the allowable limit of QCVN -MT: /BTNMT. )ngeneral, ground water need to be treated if it will be used for drinking to ensure hygiene.. . Soil QualitySoil sample collected in CW A showed that p(, As, SO and Zn are within the limits of QCVN-MT: /BTNMT. Cd was not detected during this sampling period as well as in .p( value of excavated soil showed that the soil at Dinh Chung Bridge and Tinh Thoi Bridge isslightly acidic, that could be attributed to acid sulfate soils in the area.)n general, due to on-going construction works in the project site, slight increases inconcentrations have been noted in a number of environmental parameters during thissampling period in comparison with the baseline data. CW BThe north and south approach roads and the cable-stayed Cao Lanh Bridge are the maininfrastructures in CW B. This report contains the latest monitoring data for .. . The four parameters that showedupward trend when compared with the baseline data are TSP, SO , NO , CO and noise in thesouth bank. Slight increases in dissolved solid, NO ,and coliforms have been noted, but these parameters are still within limits.An overall assessment of water quality of canals and rivers in the vicinity of CW B showedthat it has not deteriorated in January to June monitoring period.. . Soil QualityAll soil samples from CW B were found to be within the limits of QCVN -MT: /BTNMT.When compared with data and baseline levels, soil p(, Cu, Cd, Pb, Zn and SO haveslightly increased but still within limits. This shows that p( values are very low, ranged from. units to . units. These values indicate that the soil sample is strongly acidic that mayhave been caused by acid sulfate soils.Similar to soil quality sampling from agricultural land, excavated soil in CW B showed ratherlow levels of p( . - . . This shows that excavated soil also contain acid sulfate soils andneed to be treated before transport to landfill, as stipulated in the EMP of Contractor. Basedon current requests this January to June , the Contractors have requested approval of soiltreatment from DD)S. Due to cooperation between C)PM,DD)S, and the Contractors, EMP implementation has been carried out successfully. (owever,there are still remaining issues, which need to be improved.Dis losu e of P oje t I fo atio)nformation disclosure about the project has been fully implemented. Regular meetings havebeen conducted between local authority, Contractors, DD)S, and C)PM. These regularmeetings/environmental consultation required by the ADB during the Review MissionFebruary /Grievance Redress Mechanism and ADB’s accountability mechanism,provided a venue for local residents to voice their complaints on project implementation.Noise a d Nuisa eA number of mitigation measures have been implemented by Contractors to reduce noiselevels during construction activities. (owever, noise levels have been exceeded during someconstruction activities pile driving, bore holes, lifting equipment, batching plant operation,etc. . The exceeded noise levels were noted in all project sites in SEMR , and now in thisreport SEMR , and the Summary Report by ADB External Environmental Specialist duringhis mission in October . Those reports showed noise and nuisance affecting residentsliving in adjacent areas of the construction site.These noise complaints were recorded in and now during the first two quarters of ,while construction activities are at high peak of operations - heavy equipment and machineswere mobilized as well as continuous transportation on the service roads. (owever, therecord of grievances has decreased during the site visit of ADB External EnvironmentalSpecialist in October . Most complaints on noise have been closed and residentsconfirmed that the nuisance by noise was not significant anymore. Thus, noise control hasbeen effectively implemented and partly controlled. During the first two quarters of ,DD)S has not received complaints on noise nuisance in CMDRCP.Ai PollutioDust pollution was raised as a major issue in as well as the first two quarters of ,especially along the service roads and the crossing between service road temporary accessroad and public roads. )n these areas, dust was generated in large amounts and massiveresuspension from passing vehicles. There is dry season during the first six months inthat explained why dust complaints were repeatedly stated in SEMR No. and the SummaryReport during ADB Review Mission during February . The ADB External EnvironmentalSpecialist also mentioned many air pollution grievances during consultation to residentsduring sunny and hot days in the dry season. During the first two quarters of , the sameproblem is prevalent, but were addressed by the Contractors in a number of ways.To minimize dust resuspension, watering of roads and fencing of project sites were done.Some Contractor’s even used rocks and other materials by adding additional layer ofaggregates on service road pavement. This effectively reduced the dust on access road for

transportation. Residents had confirmed the corrective actions by Contractors, however,many complaints on air pollution were still recorded during inspections by DD)S. Thesecorrective actions were also not widely implemented all along the Project alignment and thefrequency of watering the roads were not enough.Vi atio I pa tMost data on vibration level during monitoring in and period does not reflect theimpact to local houses since most data are within the allowable limit of Vietnamese standardssee in Section . Result of Ambient Environmental Monitoring . The significant impact ofvibration has resulted to cracked house walls in many locations of the project alignment, andmostly in the Lap Vo District Dong Thap Province . The first recorded vibration impact on theSummary Report during ADB Review Mission in February which was just a minorimpact. By the time, the cracked houses get worse and worse. Later on, this issue was raisedas a main environmental issue during the last six months of which resulted indisturbances by local people to construction activity e.g. pile driving which is clearlymentioned in the SEMR No. and the Summary Report by ADB )ndependent Mission inOctober . )n first two quarters , complaints due to cracked house walls wereclosed while more complaints are still pending resolution a total of complaints .The EMP stipulates that vibration levels should be controlled. (owever, these measures arerarely implemented on site and, the corrective actions for vibration were not effective.Particularly, in areas where construction is closely located in residential areas sensitiveacceptors . The number of households affected by vibration cracked house walls haveincreased, although others have been resolved/closed. These cracked house walls cannot beattributed to land subsidence as the houses are farther from the road areas where vacuumconsolidation/soil treatment were done.Dete io atio of Wate QualityResults of environmental quality monitoring on surface waters showed contamination inseveral locations. Although Contractor’s declare that that their activities does not affect theriver/canal water, TSS, DO and BOD were exceeded in Components and . Cases of watercontamination due to sand pumping and disposal of wastewater from batching plant havebeen recorded in SEMR No. , ADB Review Mission, and Summary Report by ADB)ndependent Mission in October , and now in this report SEMR . These watercontamination by wastewater from sand pumping have been addressed by Contractors.Solid WasteAlthough the EMP stipulates that the first priority for safety at site is good housekeeping, thiscondition is not strictly complied with in construction sites and worker camps. DD)S throughinspections conducted by Environment Specialists provides reminders and requestsContractors to comply with handling storage and disposal of solid waste. The Contractor’shave taken corrective measures and restored project sites and workers camps to clean andorganized condition in response to DD)S reminders. (owever, the issue is repeated. Drainageobstruction has caused flooding and destroyed the pavement of many batching plant whichresulted to dirty/muddy and slippery conditions. Although the Contractors implementedmaintenance for the drainage and settling tanks, this corrective action is not effective due toimproper settling tank design. The bridge works are mostly finished, pre-casting and launching of segments andSuper T girders are now in place. (owever, road works are slow due to ongoing soilstabilization activities. The environmental impact of the Project activities during thisreporting period to local and surrounding area can be considered minimal and are mostlymitigated by the Contractors and DD)S.Based on environmental quality monitoring for the first two quarters of , air qualityparameters have increased but all are still within the stipulated standards of QCVN. (owever,noise and vibration problem has become the most significant issue due to pile driving, boreholes, lifting equipment, batching plant operation, transport of equipment and local traffic.Noise level was exceeded in almost all project sites during sample collection. Althoughvibration levels observed during this monitoring period are still within QCVN: /BTNMT, these vibration levels generated from pile driving activities have resulted tocracked house walls leading to complaints from affected households.During the first two quarters of , TSS, Coliforms, DO, E. coli and BOD exceeded QCVN -MT: /BTNMT limits in surface waters of Components and . These problems could beattributed to on-going construction works along rivers and canals. There was no significantchange in soil quality in the project sites. Results of laboratory analysis showed that all soilparameters were within QCVN -MT: /BTNMT limits during the first two quarters of. On the other hand, p( values in excavated soil are rather low, this was influenced byacid sulphate soils. (ence, Contractors have to conduct acid sulfate soil treatment asstipulated in their contract in case acid sulphate is found in soils located in their work package.DD)S has approved requests for acid sulphate soil treatment during this reporting period.The environmental inspections conducted by DD)S Environment Specialists showed foursignificant areas in environmental management that should be addressed;poor housekeeping;hazardous chemicals/hazardous waste management;surface water pollution; andair pollution due to dust and burning of solid waste in workers camp.The current environmental problems in the project sites identified by the DD)S EnvironmentSpecialists and Contractor’s Environment Officers are issues that can be resolved if only thesite manager’s/site engineers will help in addressing these problems. The issue on waterpollution caused by inadequate engineering design of settling tanks for batching plants, havebeen neglected due to space limitations. Most settling tanks are either under designed,overfilled due to poor maintenance and/or malfunctioning due to unrealistic design concepts.The health and safety inspections conducted by DD)S Safety Engineer aims to ensure thatoccupational safety is properly implemented in the project sites. Most issues on occupationalsafety relate to unsafe working conditions and lack of use of personal protective equipmentPPE . Due to risks associated with unsafe working conditions and non-use of PPE, regularorientation on health and safety has been conducted in all project components.

The CMDRCP has formulated a grievance redress mechanism, which included environmentalissues. A consultation process has been incorporated in the process to compile and monitorall complaints lodged by affected local residents to their local/provincial communes, as wellas those directed to the Contractor’s and DD)S. The complaints have all been recordedregularly by DD)S and Contractors. The main grievance issues during the first six months of, include: i land subsidence, ii Cracked house walls, and iii Agricultural productivitydamage. Loss of productivity due to land subsidence has affected households based onlocal authorities’ statistic and damage evaluation. These problems were manifested inComponent after VCM vacuum consolidation method – to remove air and water particles inthe soil above the groundwater medium which will further stabilize the soil gradient whichwill support the road alignment of the Project was completed. The land subsidence andcracked house walls were addressed through the project insurance independent party andnegotiations are still on-going. The agricultural damage was mainly from high tide and impactof construction activities. During the first two quarters of , households have filedofficial complaints on cracked house walls, which are now being resolved by the Contractors.Due to the good cooperation between DD)S, the Contractors, C)PM, government agencies andthe affected communes, many issues have been closed either through compensation orrectification works. The ordinary grievance issues raised through public consultation havebeen resolved directly by the Contractors e.g. dust resuspension or noise nuisance .The following recommendations are considered for this reporting period:a The Contractors of CW B, and CW A should ensure the mobilization of theContractor’s Environment Officers as part of the contractual obligation to ensureproper implementation of environmental safeguards in the Project;b A full time Consultant Environmental Specialist and Safety Specialist should also bemobilized on full-time basis for CW B to ensure that proper implementation ofenvironmental and safety measures and to help address the complaints from localresidents;c Noise and water pollution are the primary concerns during this reporting period. )t isrecommended that Contractors continue implementing low level noise activities bylimiting the number of noise producing equipment at a given time; proper design andoperation of settling tanks for batching plants should be implemented in compliancewith CEMP.d Workers education on environment, health and safety should be continued on regularbasis daily if possible so as to promote awareness in environmental managementand occupational safety in construction areas;e Proper housekeeping in construction areas should be a primary consideration due tooccupational risks associated with it. All project site managers/site engineers shouldensure that proper housekeeping is maintained in their areas. Daily orientation onhousekeeping should be part of the regular routine before work;f Safety )nspection permits should be secured from DD)S/Safety Engineers before usingheavy equipment;g (azardous chemicals and hazardous wastes should be collected and kept in a storagearea with secondary containment/drip trays in all project sites to avoid possible spills

to the environment.
