INTRODUCTION1. This fifth biannual environmental monitoring encompasses the road sections from West Gate of

Dushanbe to the Uzbekistan border of the ADB Grant 0245-TAJ (SF) CAREC Corridor 3Improvement Project (Dushanbe-Uzbekistan Border)1. The Project was determined to be aCategory A environmental project for which an EIA was processed. Within the framework of theproject’s environmental management, the supervision tasks consist of continuous monitoringby the SMEC (the Environmental specialist), environmental monitoring and management ofproject implementation and assistance in ensuring the implementation of environmentalmanagement practices at each stage of the construction. The monitoring is done to complywith the environmental management plan (EMP) in line with ADB’s environmental safeguardspolicies and the environmental regulations of Republic of Tajikistan. The monitoring reportcovers the construction activities during the 6 months of the year – January-June 2014.

2. The environmental monitoring consists of two parts, and these are: (1) monitoring of thecompliance with the environmental management plan (EMP); and (2) monitoring of the ambientenvironmental conditions. The assessment of compliance with the EMP commenced with thereview of the environmental management conditions required for compliance during theconstruction stage of the project.

3. The other part of the biannual environmental monitoring is the monitoring of ambientenvironmental condition.

4. The construction activities were observed during site visits taking note of the obviousenvironmental impacts of the construction activities

5. This report was prepared on the basis of; (1) the daily checklists on selected parameters, filledby SMEC engineers; (2) monthly reports of Contractor (including environmental monitoringinformation), (3) assessment made during the site visits; and (3) and other information neededfrom the Contractor.

6. At this stage of the project, the Contractor has improved in operating an environmental system.

PART I. CONSTRUCTION ASPECTS

1.1. Construction activities and Project Progress during previous 6months

7. The Contractor has extensively worked and the construction activities in the previous six-monthare as follows:

1 The project entails the improvement of the road section from West Gate of Dushanbe to the Tajikistan-Uzbekistanborder crossing, a total length of 56,9 km. The road is divided into four sections. The three sections will be widenedto four lanes, and some minor realignment will also take place as well as improvement of drainage structures.These sections are West Gate to Gissar Junction, Gissar Junction to Shakhrinav, and Shakhrinav to Tursunzadejunction. On the final section, from Tursunzade junction to the Uzbekistan border, the road will initially berehabilitated within the existing two-lane road, but will eventually be widened to a four lane highway.

8. As stated in the Environmental Monitoring Plan of the EIA Report and CEMP, theContractor should undertake regular parametric monitoring of (i) noise and vibration; (ii)surface water quality; (iii) drinking water quality; and (iv) air quality. All this issues areconsidered and described further in the text of this report - in Part II. Environmentalmonitoring.

1.1.1. Construction Facilitiesa. KM 13, KM 29, KM 40, KM 40+100, KM40+160, KM51, KM56 Quarries and

crushing plants

9. These facilities were operating during the period of January-June 2014 and activitiesincluded quarrying and production of sub-grade (KM13, KM29, KM51), sub base (KM13,KM56) and base (KM13, KM40, KM40+100, KM40+160) materials.

10. All approvals from the State environmental expertise were received and submitted toSMEC.

11. Quarry and crusher at KM56 are working according to project plan. The permission fromlocal authorities for such arrangement of equipment and plant were received.

12. Following volume of inert materials were extracted in reporting period:

In January 2014 – 68000 m3

In March 2014 – 121261 m3

In April 2014 – 74881 m3

In June 2014 - 57023 m3.

13. As there was good precipitation in reporting period no any problems with dust wereobserved.

b. Borrow pit at KM13

14. Borrow pit at KM13 is located about 1 km from the main road. Permission from localauthorities was issued. The conditions of its using comply with requirements of EMP andCEMP.

c. Asphalt plants and Concrete Batching plants at KM 29, KM5115. The asphalt plants at km 29 is located at the territory of jamoat Chust (Shahrinav district).

All permissions from SEE were received: positive conclusion from SEE - from 20.06.2013No.479-15 and Permission for discharges of pollution into the atmosphere (or projectEmission Limit (PEL) – from 03.01.14, No915/13-13.

16. Anti-fire and protection means are in use in this place and comply with requirements ofEMP and CEMP.

17. There are a lot of used drums (barrels) from black oil used on the territory of asphalt plant.They placed on specially prepared site. After use they go for further treatment: recycling,and part of them passed to local people for applying as embankment strengtheningmeans.

18. However in one place the oil leakages from used drums to ground were observed.Contractor was advised to take out the spoilt soil and put in relevant place in accordancewith requirements of EMP and CEMP.

19. Arrangement of this facility complies currently to requirements of EMP and CEMP and

relevant permissions were issued by SEE on 3.01.2014 (No914/13-13).

d. Construction campsConstruction camp at km 19

20. Construction camp was established at km 19+600. There were following number ofworkers staying in camp in reporting period: January – 37, February – 37, March – 86,April – 150, May – 150, June - 165 workers.

21. The other facilities of the camp as dining room, kitchen, and stores comply withrequirements of EMP and EMP.

22. The store of the fuel done in proper way, however fire extinguishers had no labeledinstructions and it was unclear are they outdated or no – see photos below. Contractorwas advised to change these ant-fire means.

23. The area of campsites includes maintenance sites for vehicles. Some small oil spills spotswere found here.

24. There are storehouses for different spare parts. The barrels from lubricants are placed infenced area but they are not on concreted area.

Construction camp at km 38

25. The following number of workers were in camp at km38 in reporting period: January – 14,February – 14, March - 31 workers. Since April 2014 it closed and no any workers there.

Construction camp at KM40

26. There were following number of workers staying in this camp in reporting period: January –30, February – 30, March – 115, April – 148, May – 160, June – 160 workers.

27. The used tires from the tracks wheels were stored near the residential buildings of theconstruction camp. Contractor was advised to store them in appropriate place and coverfrom the direct sun rays. Pictures below shows the status of camp during the inspection inJuly 2014.

28. There is area for concrete-batching activities and produced concrete parts for culvertsplacing on asphalted area – complied with requirements.

29. The toilet facilities of the construction camp at KM40 are in compliance currently withrequirements of EMP and CEMP.

30. The anti-fire arrangements are currently comply with requirements of EMP and CEMP –see below.

31. The garbage is regularly taken off the area of construction camp – confirmed by inspectiontrip in July 2014 and by Environmental departments of Shahrinav district.

1.1.2. Construction Worksa. Earthworks at Km 4-Km40

Earthworks from KM4-KM40 (status in January-June 2014)32. Earth works at main road, excavation of soil and its transportation is being carried out in

accordance with plan of road construction. At km4-40 currently embankment of subbaseand passageway of road is going on. Partially excavated soil is being used for leveling ofroad at Shaambari area. 7 dumping sites for dumping of wastes were agreed with localauthorities of the regions. Warning measures being taken. At 200m towards theconstruction site, there have been installed warning signs, speed limit signs and signalman assigned.Dumping site 1. Dumping site is located at erosional territory of Urugsoy jamoat Seshanbeof Tursunzade region. Dumping is done on layer bases;Dumping site 2. Khuji Poyon. The old asphalt is being dumped here. Here, 1.5 hectares ofland was given for dumping of wastes. No issues with local residents and authorities.Dumping site 3. Jamoat Chuzi km31. This section is located at torrential area.Dumping site 4. Km21 road-turn to Gissar. Old asphalt is being dumped here. And relateddocumentation is done.Dumping site .5 Shaambari. At this section, soil wastes and old asphalt is being dumped.The land is given for temporary usage.Dumping site 6. Section is used for dumping construction wastes which are produced atkm07-15 and located at Morteppa.

Another dumping section 7 is located at half a kilometer towards north from the main road,which is hilly area with slopes and gully, and used for pasturing of small sized animals andbig sized animals of local residents.

33. Fixed speed limits for trucks and they are provided with drop sides. The notations havebeen partially improved; including 3 signal men was assigned, warning signs and barriers wereplaced before closed road lanes on both approaches. Near the highway, where the residencesof the local people are located, construction of curbs and culvers for irrigational waters and rainwaters partially is being carried out on both sides. Fixed speed limits for trucks and they areprovided with drop sides, but their sides are not covered with tarpaulin.

34. Construction works for culverts are in process which goes through the main road, totallythere being constructed more than 218 culverts – at Km4-km7, km24-km25, km35-km38,km41-km42, km19-km20, km23-km25, km38-km39. Blockage of irrigational canals, waterstreams and irrigational flow channels by sand or other materials (sand, stones, aggregateor soil) used in construction works of culverts through the main road is avoided and fullcleaning on the site after constructions works is carried out daily to avoid water erosions ofthe irrigation canals and the earth.

35. Retaining walls were in process of construction – at km4-km6, km17-km18, km20-km22,km38-km39. The process of construction complies with requirements of EMP and CEMP.

b. Installation of flumes

36. Works were in progress at the time of the site visit in March-June 2014.

37. At the working section signal men are working, warning signs are placed on bothapproaches and barriers are placed before closed road lanes where the construction ofcanal bridges and culverts are being carried out.

38. There were no major problems with environment, except one place where asphalt spoilswere stored near the flume ditch.

39. Suppression of dust and scattered soil has been done from contractor’s side - confirmedby field trip in October 2013.

c. Bridge construction40. Works on bridge construction were continued in period of January-June 2014 – at KM6,

KM19, KM24, KM40, KM40+100, KM40+601, KM42, KM51, KM55, KM61. At the workingsection signal men are working, warning signs are placed on both approaches and barriersare placed before closed road lanes where the construction of bridges are being carriedout.

d. Widening works at km15 - km3541. In this section there are no major problems with environment, although the shifting of

irrigation canal can have negative effects on farming. Reclamation and construction worksof the culverts that are laid through the road are in process. Therefore, these works andthe widening of road are done with agreement of local people and group of farmers.

42. The warning signs are installed and signal men are working where the works are going on.

e. Clearing works, Pavement Rehabilitation, Removal of Existing Asphalt Layer,Street lighting construction

43. Removal of existing asphalt pavement were carried out from Km5 to km6, Km16 to km17,Km17 to km20, km35 to km38, Km39 to km40, km40 to km41, Km60 to km62.

44. .Reprocessing of removed asphalt from site and the production of necessary materials(sand and aggregate) was continued.

45. The disposal of asphalt stockpiles was continued on permitted site of Ugrisoy of jamoatSeshanbe.

46. The works on pavement were continued in reporting period in accordance with the projectplan and some road section were asphalted – see pictures below.

47. Other notes for works described above:

• Warning signs placed at the working sectors, 3 signal men assigned, traffic safety is incompliance with requirements;

• Electric poles, communication lines, and irrigation canals are being relocated andconstructed in accordance with local residents;

1.2. Changes in project organization and Environmental management team48. No changes in project organization were happened in period of January-June 2014.

Two environmental engineers, appointed by Contractors to supervise that project activities arein compliance with EMP – Mr.Lyang and Mr.Rahimov currently are the responsible personsfor implementation of EMP and SEMP.

1.3. Relationships with Contractor and PIU49. According to agreement Contractor provided six reports for period January-June 2014 and

set of meetings were conducted with responsible environmental engineers.50. The communication with PIU was going directly and also through Team Leader of SMEC

Mr. Davies Doug and by e-mail exchange, face to face meetings.

Part II. ENVIRONMENTAL MONITORING2.1. Noise and Vibration

51. Monitoring of noise showed that rehabilitation work conducted in residential parts werelimited by time – till 20 p.m. and no complaints were received on this item.

52. According to provided monitoring data (Annex 1) no exceed in noise level on dBA wasobserved. Sampling points included km4+800, km40+150, km51+070, km61+400 – seemap below.

53. The maximum value of measured dBA was 75 near the km4+800.54. As for vibration –pictures of all houses were taken before contraction works have started. It

was recommended to use more weak devices to avoid the cracking of houses. No cracksor other damages were observed during the site visits in period of January-June 2014.

2.2. Water Quality55. Sampling points for measuring water quality of the major rivers traversed by the road

project, Karatag river, Khanaka river and Sherkent river included km 6+434 (50 m from thebridge, upstream); km19+370 (under the bridge), km40+106 (200 m from the bridge,upstream), km40+150 (100 m distance from the asphalt plant), km46+918 (50 m from thebridge, downstream), km51+070 (100 m from the bridge, upstream) – see following mapbelow.

56.According to provided monitoring data no exceeding of MAC (maximum allowableconcentration) in period from January-June 2014 were observed.

57. The analytical data for selected parameters of water quality on samplings taken during thisreporting period are shown in attached Protocols (see Annex 1).

2.3. Air Quality58. In accordance with air quality monitoring data measured during reporting period the

sampling points included km4+800 (construction site), km19+370 (crasher site),km40+150 (crasher and asphalt plant area), km51+070 (crasher and asphalt plants),km61+400 (construction site) – see map below.

59. No exceeding on recommended parameters (CO, NO, NO2, TSP (total suspendedparticles) were observed in period of January-June 2014 – see Annex 1.

60. Visual observations of the ambient environmental condition of the project corridor weredone during the site visits in reporting period.

Dust Suppression

61. Observation shows that conduction of dust suppressions by watering near the settlementswere much improved in comparison with 2012 – confirmed by field visits in March-July2014. It was also agreed that Engineers visiting road every day will control this processand will make notes in provided diary. The pictures below shows the watering and roadstatus at the different rehabilitating sites of the road.

62. The special attention on watering issues was paid to more populated areas – see below.

63. Trucks are mostly supplied by tailboards to prevent dropping of transported materials.Trucks hauling materials are only partially (in very few cases) were covered by wateredtarpaulin cover.

2.4. Flora and fauna monitoring64. Due to commencement of road widening works and excavation works part of trees (fruit

trees, mulberries, plane trees) on road sections were removed in reporting period – inMarch from km40 to km41, in April – from km39 to km40, in May – km18 to km19, km38 tokm39, km61 to km62.

65. In total about 28 trees were removed in reporting period. Cutting and relocation of the partof trees trees are done according to the decision of local authorities and agreed withenvironmental protection departments of Gissar, Shahrinav abd Tursunzade districts. Allthese trees were distributed to farmers, jamoats, local people, hospitals, schools andboarding schools.

66. The plan on re-vegetation which was developed and revised in February 2014, were notimplemented now. It was decided jointly with PIU, Contractor and SMEC that this programwill be implemented starting from October-November 2014 and Contractor will have timeto take relevant care for planted trees in defect notification period (expected from 2014-2016).

67. No fauna disturbance was observed during reporting period. There were cases when thelocal population several times brought the tortoises (turtles) to workers in constructioncamp. The workers were strongly instructed not to accept or buy any type of animals. Theenvironmental departments of project districts were also asked to conduct moreawareness works on these issues.

2.5. Other aspect of monitoring and observations68. Big erosion site along the highway near the aluminum plant in Tursunzade were observed

in June 2013. In previous corrective action plan it was proposed to take urgent measuresfor rehabilitation of this site to avoid the road damages in autumn 2013 and spring 2014during the rain. This has been implemented.

69. Contractor filled currently this gully by soil and the water is going to existing rehabilitatedculvert. It is planned in 2014 to complete rehabilitation of this site – install flumes orculvert, and make final soil compaction. The work is in process.

PART III. ENVIRONMENTAL MANAGEMENT70. The site inspections were conducted on various environmental aspects of the project and

form part of the Monthly Progress Report. During the inspections, a number ofenvironmental and safety issues were observed and noted. These issues weresubsequently brought to the attention of the personnel concerned on the Engineer’s sideas well as discussed with the Contractor’s side. The issues observed were generallyconcerning with the potential contamination in construction camps, and sanitation atContractor’s camps and some other minor problems.

3.1. EMP, SSEMP (CEMP) and work plans71. Reporting activities of Contractor are on relevant level currently - there were submitted 6

reports for January, February, March, April, May, June 2014.

72. The monitoring data report on EMP, CEMP (SSEMP) implementation and analyticalmeasurements of water, air quality and noise level are attached to this report – for periodof January-June 2014 (see Annexes 1,2).

3.2. Site Inspections and audits73. 6 site inspections and audits (3/03/2014, 26/03/2014, 15/04/2014, 20/05/2014,

10.06.2014, 17.07.2014) were conducted to to verify the effectiveness of environmentalprotection measures in achieving the results specified in the environmental managementplan (EMP), check the compliance with EMP and CEMP during the reporting period ofJanuary-June 2014.

74. During the inspections visual surveys on-site, meetings with workers, contractor,environmental engineers, local environmental authorities and specialists were conducted.
