1. Introduction

The Dry Zone Urban Water and Sanitation Project (DZUWSP) is funded by the Asian Development

Bank (ADB) through loan 2477 and 2977. The project aims at rehabilitation, expansion and

development of water and sanitation infrastructure (including septage treatment) for major towns in

north and north western dry zone of the country. Urban and peri-urban towns of Chilaw, Puttalam,

Manner and Vavuniya will be benefited through the project. Institutional reforms and capacity

development of water sector institutions in Sri Lanka will also be carried out by the project. The

project will implemented from June 2009 to June 2016 with a total project cost of US $ 163 million.

Ministry of Urban Development, Water Supply and Drainage is the executing agency for the project,

while National Water Supply and Drainage Board (NWS & DB) is the project implementing agency.

Subprojects under DZUWSP are listed below with their contract number and date of

Environmental Assessments (EAs) have been carried out during the Project Preparatory Technical

Assistance (PPTA) stage for each project component. The EAs included an Environmental Impact

Assessment (EIA) for the Per Aru reservoir and surface water intake, Initial Environmental

Examinations (IEE) for all other water supply and sanitation projects in Chilaw, Puttalam, Mannar

and Vavuniya.

The impacts identified and mitigation measures suggested under the sections “Screening of

Potential Impacts” and “Mitigation Measures” of each EA report (IEER) were summarized in to an

Environmental Management Plan (EMP). An Environmental Monitoring Plan (EMoP) was also

prepared for each subproject that includes information on environmental parameters to be

monitored, Location, time and frequency, cost for sampling and stage of subproject on which the

monitoring should be conducted. The EMoP is considered to be a useful tool to monitor the

implementation of mitigation measures and EMP.

1.1. Contractors’, Supervision Consultants’ and Clients’ role in

environmental safeguards compliance

As indicated above NSW & DB is the project implementing agency and the Project Co-ordination

Cell (PCC) headed by the Project Director has the overall responsibility in monitoring the

implementation of EMP and EMoP by each contractor. The Supervision Consultant/ Engineer {(SC),

SMEC International in association with Ocyana Consultants and Ceywater Consultants (Pvt) Ltd}

working under the PCC will directly supervise/ monitor the contractor in implementing the EMP.

The EMPs and EMoPs have incorporated into respective bid documents, and each contractor has

submitted an Environmental Method Statement (EMS) which has been reviewed and approved by

the engineer.

Execution of mitigation measures to minimise environmental impacts during construction period is a

responsibility of the contractor/s. The SC shall also direct the contractor to rectify any non-

compliance situation arising in construction sites.

Critical construction activities are monitored on a daily basis by SC and any non-compliance

situations and rectification measures/ instructions to contractor are recoded in Daily Progress

Reports (DPRs), engineers’ log books and monitoring checklists.

Monitoring of air quality, water quality, noise and vibration levels are done on a quarterly basis by

the contractor, while compliance indicators such as availability of Vehicle Emission Test certificates

are monitored by the SC at a lesser frequency. A public complaint register is also maintained by the

contractor/s under the supervision of SC. Any complaint received from public is attended by the

contractor with instructions from SC.

An Environmental Specialist (ES) has been appointed by the SC on an intermittent basis, to look into

the environmental safeguards aspects of the overall project. A mechanism has been developed to

communicate between Team Leader, Deputy Team leaders and Resident Engineers of SC to assist

them in resolving any environmental issue arising in each subproject. However the ES conducts site

visits at least once a month to record the level of compliance by the contractor and instructions are

given to improve on any non-compliance situation/s.

This report presents the status of environmental safeguards compliance with respect to each sub

project, for the period from January to December, 2014. The report is based on actual filed

observations, DPRs, engineers’ log books, monitoring checklists and other available records/

approvals at site.

2. Construction activities during the period Critical construction activities that were carried out in each subproject during the reporting period are

listed below.

Subprojects in Chilaw

Surface water intake at Deduru Oya (SW/C/01)

Contractor has mobilized at site by constructing the site office, yard and worker camps. An access

road has been cut to the site. About 90 perches of land area have been cleared for these activities.

Vegetation along the banks of stream diversion was removed for the construction of retaining

structures including gabion walls as a means of stream bank protection.

Water treatment plant (WTP/C/04A)

Contractor has mobilized at site and the access road to the site was improved by the contractor. A

land area of about 2.02 Ha has been cleared to establish the water treatment facility, site office,

yards and worker camps. Excavation work for the foundations of aerator, flocculation tank,

sedimentation tanks, sedimentation tanks, filter and sump was carried out during this period.

Construction of structures commenced after the excavation works.

Distribution pipe lines (PIPES/C/08B)

Excavation of trenches to lay water distribution pipe lines was carried out during this period. The

trenches were back filled after laying of different types of pipes including DI, HDPE and PVC pipes.

Overall a length of 10,425 m pipes was layed during the reporting period.

Ground reservoir at Bangadeniya (WTP/C/04A)

With mobilization of contractor at site the access road to the site was improved by the contactor. Site

preparation activities including soil excavation works were carried out in a land area of about 0.2 Ha,

to construct the water storage tank. Structural work related to the storage tanks also commenced

during this period.

Septage treatment plant (SEP/C&P/06)

Site clearing activities were carried out in order to establish the site office, yards and for foundation

works of septage treatment plant. An area of about 1.6 Ha was cleared from the land belonging to

National Livestock Development Board (NLDB) and fenced off. Foundation works and construction

of different treatment ponds commenced at site after clearing of land.

Public toilets (PT/C/14)

Site preparation activities including soil excavation for septic tanks had been completed. All

construction works were completed during the reporting period and the facility was handed over to

the local authority in February, 2014.

Subprojects in Puttalam

Surface water intake (Eluwankulama, Achchimolai tanks and feeder canals) (SW/P/01)

The contractor mobilized at site during the month of March, 2014. Site clearing works and

excavation works were limited to Eluwankulama tank during the reporting period.

Water treatment plant (WTP/P/04A)

A land previously used as a burrow pit adjacent to Puttalam – Mannar road has been selected to

establish the water treatment plant. Contractor has mobilized at site. Excavation work for the

foundations of aerator, flocculation tank, Backwash Recovery Tank and Clear Water Tank was

carried out during this period. Construction of structures commenced after the excavation works. A

total of 2.405 Ha of land was cleared for these activities.

Distribution pipe lines (PIPES/P/09)

Excavation works for trenches for laying of water distribution lines was a key activity carried out

during this period. A total length of 54.8 km of pipe lines were layed and back filled.

Ground reservoir at Kalladiya (WTP/P/04A)

An area of about 0.4 Ha was cleared for the construction works. Structural works commenced after

excavation for the foundation of storage tank. An electric fence was placed in the periphery of the

site for protection from elephants.

Septage treatment plant (SEP/P/06)

With mobilization of contractor a land area of about 1.06 Ha was cleared to establish the treatment

plant. Soil excavation works related to foundation works were completed. Structural works at site

also commenced during this period. The project area was fenced off from the adjoining lands.

Public toilets (PT/P/15)

Site preparation works at the site (Puttalam Sunday market) were carried out the contractor. Soil

excavation works to construct the septic tanks and soakage tanks were completed and structural

works of the toilets were also completed & handed over on 31st March 2014.

Subprojects in Mannar

Distribution pipe lines (PIPES/M/11)

Contractor commenced excavation works to lay the water supply distribution pipe lines. The

trenches were back filled once the pipe lines were placed inside the trenches. A total of 98,766 m

(93%) has been laid during the period from January to December 2014.

Surface storage tank (STRU/M/12)

Contractor has commenced major structural works at site. Of that, 75% of ground water sump wall

concreting at Murunkan and 25% at Eluthoor has been finished. Conical base concrete for elevated

tower at Eluthoor has been poured. All other related civil works have been in progress, giving a 34%

overall progress.

Septage treatment plant (SEP/M/07)

Contractor completed all works under the contract and cleared all debris /waste materials to the

satisfaction. Arrangement has been taken to hand over the site to Urban Council – Mannar after

completing installation of renewable energy system to provide electricity to the site.

Public toilets (PT/M/17)

All the sites had been handed over to relevant Local authorities on 06-01-2014 and now functioning.

Subproject activities in Vavuniya

Reservoir and surface water intake at Per Aru (SW/V/02)

Contractor mobilized at site by establishing the office, camps, yards and material stores at a location

close to the dam site. An area of about 1.2 Ha has been cleared to establish the above facilities.

Clearing off the vegetation along the dam axis also commenced during this period. The biodiversity

rescue operations were also carried out during the month of February, 2014. Earth excavation,

construction of earth bund and structural works of spill and intake are the key activities related to the

Per Aru reservoir and intake.

Water treatment plant (WTP/V/05)

Clearing of about 2 Ha was done to establish the water treatment facility. The construction site was

fenced off from nearby lands. Earth excavation works for the treatment plant facilities were carried

out. Foundation and structural works commenced once the excavation works were completed.

Distribution pipe lines (PIPES/V/10 & PIPES/V&M/19)

A total length of 171 km of pipes was layed after cutting trenches. All these trenches were back filled

with suitable filling material.

Public toilets (PT/V/16)

All construction activities have been completed by January, 2014 and the sites have been handed

over to the client in July, 2014.

4. Status of environmental licenses and permits for rock blasting and

plants All contractors were instructed to obtain all necessary approvals and licenses such as Environmental

Protection License (EPL).

5. Public complaints Grievance Redress Committees (GRCs) have been established to look into any public complaints

during the commencement of construction works. All contractors are maintaining a public complaint

register.

6. Conclusion and further actions Most of the subprojects are in the initial stages of their construction and mobilization of worker force.

All contractors have submitted their Environmental Method Statements (EMS). It is important that

the contractor of Per Aru reservoir project carry out the habitat enrichment programme and maintain

the vegetation established under the subproject. It is also important that all contractors maintain the

health and safety standards to avoid any fatal accident at site.

The next monitoring report is for the period from January to June, 2015 and it is anticipated that

some of the subprojects will be completed and handed to the client.
