1. Project Information

1.1 Project Location

SERD Geothermal Power Plant Project is located in a mountainous area approximately 290 km by road

direction south west of Palembang, the capital city of South Sumatra in Indonesia. The road access to the

site is generally in good condition as asphalted main public road from river port and airport in Palembang

via provincial cities Muara Enim and Lahat.

A 20 km unsealed road, suitable for transportation and mobilization, exists as the last section of road

from village Kota Agung until the site entrance and geothermal project area.

The project site is located around 35 km south east of an active volcano and a risk assessment of an

eruption has been studied and hazards of ash fall identified.

The topography of the Rantau Dedap Geothermal field is best described as “rugged” – the bulk of it being

within a protected forest. Elevations of the steam production facilities range from 1752 metres above sea

level at Wellpad RD-B, to 1960 masl at the proposed power station site adjacent Wellpad RD-E, to 2564

masl at the future wellpad RD-L.

1.2 Project Summary

Under the Decrees of the Minister of Energy and Mineral Resource (MEMR) issued in 2008, PT Supreme

Following the tender award of the Rantau Dedap concession (WKP – Wilayah Kuasa Pertambangan) to

the Supreme Energy Consortium in late 2010, a mining license (IUP or Ijin Usaha Pertambangan) was

issued to the project company PT Supreme Energy Rantau Dedap (SERD). On 16 November 2017 the Third

Amendment of Power Purchase Agreement (PPA) between Perusahaan Listrik Negara (PLN) and SERD

was signed and the Ministry of Finance of the Republic Indonesia issued the Government Guarantee

Letter for the Rantau Dedap Geothermal Power Project on 04 April 2018.

On January 2013, civil construction works commenced to support drilling exploration activities and

finished the construction of access roads and wellpads in November 2014. A total of 4 wellpads RD-B, RD-

C, RD-E, RD-I and ± 42 km access roads from Kota Agung – Tunggul Bute – Rantau Dedap site.

The exploration well RD-B1 was SPUD-IN February 3, 2014 and exploration drilling continued until early

2015. In total 6 wells were completed which are RD-B1, RD-B2, RD-C1, RD-C2, RD-I1 and RD-I2, and

followed by an extensive well testing program, which was completed in August 2015. Based on the

drilling and well testing results, SERD’s subsurface team prepared the numerical model of the resource and issued the well field assumption.

GeothermEx, Inc. (GTX) as Lenders’ Resource Consultant has performed a due-diligence review on the


assumption of the Rantau Dedap geothermal resource and issued the Final Resource Assessment report

in October 2015 and addendum October 2017. The Feasibility Study was carried out by AECOM as Owner

Engineer by end of 2015, followed by the FEED in 2016 and preparing the tender documents.

The consortium composed of PT Rekayasa Industri (‘Rekind’) and FUJI Electronics has been selected in 2017 and the fixed price EPC contract was signed on 22 March 2018 and Notice to Proceed (NTP) issued

on 19 April 2018. Under the EPC Contract the Contractor is responsible for the procurement, installation,

testing and commissioning of the SGS system, the Power Plant and the Substation, as well as

interconnection to the PLN grid connection point, wellpads, access roads and accommodation complex.

This Chapter discusses relevant environmental permits or compliance certificates as required by SERD,

including the latest permits or compliance certificates obtained until end of June 2019, key developments

and any major changes in location and design, and findings of any environmental and OHS regular

inspections audits.

During January up to the end of Junly 2019, no new permit or extension of existing permits were

required.

Note: no regulatory inspection or audits were conducted specifically for Environmental/OHS purposes

during the first semester of 2019. If any environmental/OHS inspections related matter were inspected,

they were conducted in conjunction with inspections for the fatality incident/drilling activities. No major

findings were encountered. Red flag items from the previous MMD/ADB inspections were being

addressed.

4. Incidents of Environmental, OHS Accidents

Water overflow at staging area [Environment]

Around 16.00 WIB, the weather was rainy. At Staging

area there was also the leaked pipe occured on 13.00

WIB. The water flow to the nearest drainage. The

potfal og the drainage was clogged by the sand and

soil and cause the water stagnate on the road.

Culvert over flow at junction I [Environment]

Around 16.30 WIB, the weather was rainy. The slope

condition at new access Junction I STA 0+000 to STA

0+300 was land slide and still continue to clean up

the land slide from the hill and the drainage. Due to

water flow from the rain, the soil and the rock flew

to the STA 0+000 and clogged the culvert at STA

0+000. the clogged drainage cause the soil, mud and

rock overflow to the access.

Around 17.00, 1 unit long arm moved to the Junction

I and start to clean up the clogged material. Around

17.30 the drainage have been cleaned up and the

water flow became normal condition and the

material on the road have been cleaned up.

Minor Landslide Environment :

On Friday, 1 March 2019, around 20.00 WIB, the land

slide was occurred at public access Ch. 6+000. The

land slide was blocked at access but still able to be

passed by light vehicle. Around 20.30 WIB,

Contractor's Construction manager inform to the

road maintenance crew to recover the landslide. The

crew used the excavator which stands by for WAC2

activities (ch.4+000). Around 21.15 WIB, the

excavator has arrived in incident location and start to

recover the landslide. Around 23.27 the landslide has

completely recover and the access was open and the

traffic can operate in normal condition.

3) Road blockage at Yayasan junction

[Security] Around 09.30 am. Security

personel received report regarding road

blockage by 2 (two) villages, Saaran

(Aremantai Village) and Salamudin (Segamit

Village). They block the road using 2 motor

cycle and 2 lenght wooden block.

Passenger Bus PT. PRA’s, tipped over at Short cut area First

On Wednesday, March 27, 2019

at 19.30 LT, PRA-09 crew bus

departed from drilling basecamp

(Pad C) transporting 23 rig

personnel (including driver). 23

personnel were going to Lahat

for their off-duty schedule and

crew bus was intended also to

pick up the incoming crew who

will relive those personnel. The

weather condition at that time

was drizzle after heavy rain in the

afternoon. At 19.50 LT, when the

crew bus passing Short Cut road

on the downhill road section, the

bus driver pushed the brake,

however, the brake did not

function properly. This resulted

in the crew bus slid and lost

control causing the bus slip into

the ditch and lean on the

concrete support of the water

pipe lines. There were 6 out of 23

personnel who needed first aid

treatment. 5 personnel were

transported to SOS medical clinic

and received first aid treatment

on their bruises. 1 unit personnel

was transported to Kota Agung

and continued to DKT hospital at

Lahat to check the hip strain, no

fracture or dislocation indication

observed, and it was confirmed

with X-Ray at the Hospital.

pulled out by WT 02. No

lifting area was taking a half

5. Social Safeguards Monitoring

This Chapter discusses progress in implementation of the social safeguard compliance audit report and

corrective action plan, implementation of grievance mechanisms, resources for implementation of social

safeguards, forward plan of social safeguards, labour hiring and management.

5.1 Social Safeguards Monitoring General Overview

Based on the Livelihood Improvement Program, the Consultant starts to monitor the quality of the

coffee bean. The improvement of coffee training batch-2 starts on January 2019 and continue help

them with workshop for coffee processing and marketing. Based from the result of the training the

coffee farmers need some additional equipment such as : bean size grader to sort the bean and

refractometer to measure the water contains in coffee bean. The bean size grader was delivered in

February 2019 and plan to deliver the refractometer on Q2 2019. In the terms of delivery, SERD also

helps the farmer by providing the proper bag.

Along with 60 pcs been size grader distributions, the local champion also shares the use of it and

collecting the information regarding the improvement of their plantation. Although it was not in the

coffee harvest season, the farmers still continuing delivers the green bean to the off-taker and roasted

in Rumah Kopi Ranin in Bogor. The roasted bean was also ask by Supreme Energy Office and Marubeni

Office. Starting from Q1 2019, those offices starts using the Semendo Coffee.

The experts from Sriwijaya University also delivers another training on plantation maintenance and

coffee grading in February 2019. The Social Consultants also continues the physical quality and bean

profiling in March 2019. Monitoring of the coffee bean quality continues since then. Recently, the

farmers also starts to harvesting the luwak type which is have a hgher price in the market.

SERD social team continued monitoring the operation of the Community Committee that had been

established in 2018. Several CSR programs have been conducted in 1H2019, such as:

• Continued delivering the safety net program to the elder Vulnerable Affected People (every 3

months)

• Support Lahat Journalist Association Program

• Support Lahat Police Resort Program in Road Safety

• Support Lahat Military District Program

• Road repair in Batu Surau area – Karang Endah Village

• Distribution of Water Pump to Head of Yayasan Hamlet for immediate dust control

• Continue to support the development of new classroom at Islamic School in Yayasan Hamlet.

• Safari Ramadhan to villages surrounding project area.

• Support the fire victim in Danau Gerak Village.

• Support Tunggul Bute Women Organization event.

• Support LIP Program in Coffee Plantation Improvement, this month they try new varieties Arabica

Luwak and Robusta Luwak.

Before SERD delivering the ISDP that helps the coffee farmers improves their livelihood, average coffee production was low. After get the training from local experts including the coffee taste quality expert from Bogor, their harvest shows significant changes. Previously the price of the coffee bean was below IDR 20,000 per kg, now it almost IDR 27,000 per kg.

5.6 Forward Plan / Next Steps (for the next 6 months)

SERD has set a forward plan for the next 6 (six) months that consists of the following programs, i.

5.7 Labour Hiring and Management

Project procedures for hiring :

SERD, contractors and the Committee discussed the local labour recruitment and local

business opportunity.

All contractors should follow and obey SERD’s Hiring and Selection Procedures. The public consultations concerning drilling and mobilization activity were conducted to

inform the hiring process, number of local labours needed, and local business opportunity.

During the first work commencement in 1st

semester of 2018, the contractors also have

recruited local workers from the vicinity of the project area.

Grievance mechanism & procedures is always monitored and open to everybody for filing

complaint during this process.

Requirements on workers recruitment with information on origin of migrant or local workers,

position/work occupied, and with sex disaggregation (the Borrower and the contractors).

6.4 Needs Assessment of Environmental Management Capacity

SERD currently employs consultants (PT Radiant Utama, ERM Siam, PT Arindhita, and experts from

University of Sriwijaya Palembang) to support for biodiversity assessment and environmental

monitoring/advices.

When needed External supports are available through existing consultants such as ERM Siam, as

well as experts from local universities, Forestry offices, and NGOs.

No additional need is currently required at this stage. If the need to improve the capacity comes, it

will be done accordingly.

6.5 Awareness Level of Contractors’ Field Personnel

On the job training has been conducted in the form of direct coaching, pre-job meeting, use of

display boards, and banners.

EPC and Drilling contractors have SHE induction and training courses conducted by their internal

SHE personnel.

EPC Personel are also expected to adhere to the B-15 and B-16 documents as stated in their

contract. The B-15 and B-16 documents are guidelines for both national as well as

international standards for all contractors to follow.

7. Social Management Capacity

This Chapter discusses staff capacities in social management, degree of awareness, training conducted,

needs assessment of social management capacity and awareness level of contractors’ staff trained.

7.1 SERD’s Relations Team

To monitor labour and working conditions, SERD employs 1 (one) experienced managerial levels (Site

Support Manager) and 2 (two) Site Representatives.

7.3 Training Conducted

Training will be selected on as needed basis. Benchmark is conducted to other Supreme Energy’s site.

7.4 Designation and Signature of Person Responsible

Head of Community Relation and Affair is responsible for preparing the social safeguards monitoring

reports, while Manager of Field Relations and Business Relations Manager are the responsible persons

for reviewing the reports.

analysis was conducted in a laboratory approved by the Ministry of Environment and Forestry (MoEF /

While no complex chemicals were found within the water bodies surrounding the project, parameters such as: pH, BOD, COD and DO suffered a bit of a decline. This is most probably due to the accumulation of both natural occurences such as high movement of particles due to high rainfall rate as well as impact from construction activity. During the first half of 2019, a case of minor landslide and mudflow caused some disturbance in turbidity. PT SERD has since closed out all cases involving slope failures. High rainfall rate in SERD area is a very recurring issue. Thus, SERD aims to improve on stabilizing and preventing landslides and issues as such.

8.4 Erosions

The first half of 2019 still had a high rate of rainfall. High rainfall activity caused erosion and landslide to occur during the month

8.5 Water Flow

Water flow is maintained regularly. Use of drainage systems, sediment traps, settling ponds and cloth screen are regularly implemented to preserve water flow and quality. Despite some issues with high rainfall activity resulting in difficulties in turbidity/mud control, SERD and EPC-C continued their efforts to improve water flow.

No issues were encountered with domestic waste water monitoring.

Measurement Method Sediment charge sampling in inlet and outlet of the catch pond, and laboratory analysis for Total Suspended Solids (TSS) using SNI 06-6989.3-2004 method, as well as determine the effectiveness of catch ponds.

Flora and fauna monitoring is done on a regular basis. Camera traps, fauna sightings, and and flora inventory is done prior to land clearing for wellpads. Currently regular monitoring is done by installation of camera traps as well as 6 monthly study by PT Radiant Utama (RKL-RPL consultant).

Coordinator. The last public consultation was conducted on 16 July 2019 in Muara Enim district, attended by approximately 100

participants from farmers, local leaders, NGO, Deputy District Head, local government officers, and forestry officers.

Measurement results for ambient air quality parameters such as Sulfur Dioxide (SO2), Carbon Monoxide

(CO), Nitrogen Dioxide (NO2), Oxidant (O3), Hydrocarbons (HC), Total Suspended Particulate (TSP), PM10,

and PM2,5 overall have results that still meet the required quality standards. However, PM10, and PM2.5

had a slight exceedance, possibly due to the ongoing construction of wellpads (L & N). Thus it can be

concluded that ambient air quality parameters is not in critical value in the monitoring of Semester 1 of

2019.

Based on the monitoring carried out on river water quality in 5 locations, it is known that the organic

matter content in river water (shown in BOD5 and COD values) in the first semester of 2019 slightly

exceeds the limit. The high organic matter is suspected because river water has been polluted by dead

plants and into the river, coliform bacteria originating from the feces of wild animals and carcasses of

decaying wild animals and carried by river currents from upstream to downstream areas of the river.

While no complex chemicals were found within the water bodies surrounding the project, parameters

such as: pH, BOD, COD and DO suffered a bit of a decline. This is most probably due to the accumulation

of both natural occurences such as high movement of particles due to high rainfall rate as well as impact

from construction activity. During the first half of 2019, a case of minor landslide and mudflow caused

Based on monitoring conducted on produced water in the water pond and Well Pad RD-B mud pond, RD-

C, RD-E, RD-I, and RD-L in the first semester of 2019, it is known that most parameters of produced water

quality parameters meet the quality standards so it is not in a critical condition. The water contained in

the six wells are all stormwater that immediately runs off around it. This was because the well testing has

been completed since the second semester of 2016 and the mud and water produced in the ponds have

been removed and cleaned. While when sampling was carried out, drilling activity had not yet proceeded,

namely still in its main preparation at the location of the Well Pad RD-C and RD-I.

Benthos Uniformity Index Variation



The community structure of aquatic biota in the first semester of 2019 is in a condition of low - moderate

diversity (for phytoplankton and zooplankton) and low (for benthos). Based on the uniformity index

value, the zooplankton community has an even distribution of species abundance. While the

phytoplankton and benthos communities have uneven distribution of abundance and density types.

Although the distribution of phytoplankton abundance and benthos density is not evenly distributed, it is

not in a critical condition. The dominance of certain species in several locations is because in these

locations only one type of phytoplankton or benthos is found with abundance and low density.
