    ADMINISTRATION• The Singapore Island Country Club (SICC) is responsible for the administration of the tournament and reserves the

    right to limit the number of entries or modify the conditions of play.

    • By participating in the event, participants consent to the use of their photographs and images in any SICC publications, website and publicity materials.

    • The tournament will be played in accordance with the Rules of Golf as approved by the R&A Rules Limited, and the Local Rules of SICC (on page 9) as approved by the Tournament Committee.

    • The Tournament Director will adjudicate any protests, claims, questions or doubts arising from the Tournament and the decision shall be final.

    e) The desirable field for the Championship is 120 players. The Tournament Committee reserves the right to accept/reject any entry without giving any reason. The Committee reserves the right to limit the number of entries and modify the Championship in any way it deems desirable. If the number of entries received exceeds the capacity of the field, priority will be given to participants with lower handicaps and those who comply with the selection criteria.

    CONDITIONS OF PLAYa) The Championship shall be open to all who:

    • are amateur in accordance with the Rules of Amateur Status of the R&A Rules Limited; and • are junior golfers (Boys & Girls) aged 19 years or below as at 4 December 2017. • have a USGA handicap index or other handicap accepted by the Tournament Committee.

    b) The Championship shall be 54 holes STROKE PLAY over three stipulated rounds of 18 holes each, subject to the Committee’s right to cancel any rounds at its discretion in the event of circumstances which make the playing of 54 holes impracticable.

    c) The tournament for the Boys’ “A” Division, “B” Division and the Girls’ “A” Division, “B” Division, shall be decided by three stipulated rounds of 18 holes stroke play as follows:

    The tournament for the above Divisions will be held at the BUKIT COURSE, SICC. The Tournament Committee reserves the right to vary the age group, handicap range and change the venue of play as the Committee deems fit.

    d) All participants are eligible for the overall Championship Title. Prizes will be awarded based on gross scores.

    e) In the event of a tie for the overall best gross position, the players shall as soon as possible, continue to play off, hole by hole, until the winner is decided by elimination. The designated hole for the play off will be decided by the Tournament Committee. Ties for all other places shall be decided by SICC’s countback system. In the event if a play-off is not feasible or practicable for the overall best gross position the organizing committee shall have the right to decide. The decision of the Tournament Committee shall be final and binding.

    f ) In the event of inclement weather preventing any participant from completing a round, Rules 33-2(d) and 6-8 will apply and the results of the Tournament will be decided by the number of rounds completed within the time limit set to finish by the Tournament Committee.

    g) Tournament Committee The Tournament Committee reserves the right to schedule and/or alter the tee off times.

    The Tournament Committee may request a player to withdraw from the tournament at anytime. The Tournament Committee may ask a player to withdraw from the tournament if, in the opinion of the Committee, the player does not have a basic understanding of the Rules of Golf which includes etiquette.

    h) Time of Starting A player should report to the Starter at the relevant tee ten minutes before starting time. If the player arrives at the starting point, ready to play, within five minutes after his/her starting time, the penalty for failure to start on time is two strokes at the first hole in stroke play. Otherwise, the penalty for breach of Rule 6-3a is disqualification.

    i) Pace of Play a. Rule 6-7 (Undue Delay; Slow Play) will be strictly enforced using the Group Pace of Play Policy.

    b. Penalties for Breach of Pace of Play i. 1st Breach - 1 Stroke Penalty ii. 2nd Breach - 2 Strokes Penalty iii. The maximum penalty per round of 18 holes is 3 strokes.

    j) Recording of Scores Players’ Responsibilities: • Check his/her hole-by-hole score for accuracy • Settle any doubtful points with the Committee • Ensure that his/her marker signed his/her scorecard • Countersign the scorecard him/herself, and • Return the scorecard to the Committee immediately, not later than 10 minutes after completion of each round

    Remember that you will be acting as a marker for another participant, and that incorrect marking of a card could lead to the fellow participant’s disqualification. A card is deemed to have been submitted when the player leaves the scoring area.

    k) When during play of a hole, a player who is doubtful of his/her rights or procedure, he/she may, without penalty, play a second ball, notify his/her fellow competitor of his/ her actions and obtain a ruling immediately on completion of the round before submission of his/her score card (Rule 3.3).

    l) Dress Code It is the responsibility of each player to be aware of and abide by, the Dress Code for SICC. A copy of this will be posted on the Information Board at the Tournament. Both on and off the Course and in the Clubhouse, players should observe reasonable, inoffensive manner of dress allowing for tropical conditions. Strictly no slippers and tank tops.

    On Golf Course Participants who are not properly attired will not be allowed to play on the course. Sports shirts with collar, golf shirts, golf skirts or long trousers, golf Bermudas, and proper golf shoes must be worn. The wearing of jeans on the course will not be permitted. Only soft spike golf shoes are allowed.

    In general however, the following rules should be observed at the Clubhouse:• Swimwear is not allowed• Shirts should be collared and properly tucked in• Footwear should be worn at all times• Change of attire and footwear should be done in the Changing Rooms• Strictly no slippers and tank tops

    m) The use of driving range and Club’s facilities is strictly for participants only.

    n) Weather The temperature in Singapore in December is between 28°C and 32ºC.

    PRACTICE ROUNDThe Bukit Course is available for participants to practise on Monday, 4 December 2017 with tee-off time available from 7:00am. This is the only day allocated for practice and participants are NOT ALLOWED to practise on the course after their round on any day of the tournament proper. The charge for the practice round is included in the entry fee.

    PRACTICE BALLSFree practice balls will be made available to competitors from 4 to 7 December 2017. Range ball coupons will be issued to player after registration on Monday, 4 December 2017. The practice range is open from 6:30am to 10:30pm.

    DRAW LISTa) The draw will be made by the Tournament Committee and the starting times will be posted at the SICC notice boards at Island and Bukit Locations and SICC website. Copies of the draw list will also be sent to all participating Clubs. A draw list will initially be forwarded for Rounds 1 & 2. Following play on Wednesday, 6 December 2017, a seeded draw shall be made for the Final Round.

    b) The Tournament Committee reserves the right to vary the draw list and starting times.

    c) All participants must be registered before 2:00pm on Monday, 4 December 2017 at the designated tournament desk at the Bukit Location.

    d) On the days of the tournament, competitors should register at the tournament desk 30 minutes before their starting time.

    e) The Tournament Committee reserves the right to select the final list of players should the response be overwhelming.

    TOURNAMENT RULES AND REGULATIONS a) Local Rules Local rules and regulations will be provided to participants upon registration. They are to be read in conjunction with the local rules found on the back of the score card and the Rules of Golf as stated under “Administration” on page 4.

    b) Care of the Golf Course • Repair ball marks • Repair and replace divots • Rake bunkers

    c) Spectators/Accompanying Officials/Parents Spectators/Accompanying Officials/Parents are prohibited from using golf buggies.

    They should maintain a minimum distance of 20 meters from the players to avoid the appearance that they are imparting advice or assisting the player in any way. There should be no contact or communication between the player and the spectator.

    Those found violating these policies may be asked to leave the course.

    d) Conduct of Players All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.

    Any action contrary to the spirit of the game such as abusive language, throwing of clubs, or other disruptive behaviour, will not be tolerated and may result in a player not being able to continue in this competition.

    Smoking is not allowed on the course. The player may be disqualified under R33-7.

    e) Use of Distance-Measuring Devices A player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule 14-3.

    f) List of Conforming Golf Balls The specimen Condition in the Rules of Golf is in effect – see Appendix I page 155.

    g) List of Conforming Driver Heads The specimen Condition in the Rules of Golf is in effect. Please see Appendix I page 154 - 155 and visit R&A website at www.randa.org for list of confirming driver heads.

    h) Suspension of play during lightning Play MUST be suspended IMMEDIATELY on hearing the siren and the Note to Rule 6-8b is in effect. The penalty for playing a stroke after the siren is disqualification. In the event of suspension, please head to the nearest rain shelter and wait for instruction.

    SIREN SIGNALS DISCONTINUE PLAY IMMEDIATELY - One prolonged note of siren. DISCONTINUE PLAY - Three consecutive notes of siren, repeated. RESUME PLAY - Two short notes of siren, repeated.

    i) Transportation Players should not ride in any form of transportation during a stipulated round unless authorized by the Committee. Players are not permitted to use motorized trolleys during the stipulated round.

    LOCAL RULESThe following Local Rules and the English Version of the Rules of Golf and the Decisions on the Rules of Golf as approved by the R&A Rules Ltd shall apply for this competition.

    1) Out of Bounds (Rule 27-1) a) Beyond any wall, fence or line of white stakes defining the boundary of the course. b) On or beyond any white line defining the boundary of the course. A ball is out of bounds when all of it lies on or over such a line. c) In or beyond any ditch defining the boundary of the course.

    NOTE: Where out of bounds is defined by white stakes or fence posts (excluding angled supports), the line joining the nearest inside points at ground level of such stakes or posts defines the boundary. A ball is out of bounds when all of it lies over such a line.

    2) Water Hazards (including Lateral Water Hazards) (Rule 26) a) Water hazards are defined by yellow stakes or yellow lines. Lateral water hazards are defined by red stakes or red lines. b) When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. c) A ball is in the hazard when it lies in or any part of it touches the hazard.

    3) Ground Under Repair (Rule 25-1)/Protection of Young Trees a) Any area marked or encircled by a white/blue line or with a “GUR” signage. b) Any area of damaged ground (e.g. caused by crowd or vehicle movement) that is considered by a Referee to be abnormal. c) Any area marked with orange stakes for protection of young trees. d) Any nursery area so marked or unmarked. e) Any termite mounds. f ) Any areas severely damaged by Non-Burrowing animals such as monkey/wildboars diggings.

    4) Immovable Obstructions (Rule 24-2) a) Immovable obstruction include cart path, rubber/plastic grass cells, permanent signs, electrical boxes, halfway houses, irrigation control boxes, lamp posts, pump house, rain shelters, sprinkle heads, sump covers, tee signs and valve covers. b) Drainage channels covered with gratings adjacent to and parallel to cart paths are treated as one obstruction.

    5) Edging Grooves If a ball lies on an edging groove around the putting green, the player may, without penalty, lift the ball, clean it and place it out of the edging groove in the nearest position to where it lay, whether on or off the putting green. If the ball lies on an edging groove that separates the fairway and the collar/apron of the green (defined as through the green), the player in taking relief must drop the ball within one club length of the nearest point of relief not nearer the hole. Relief also includes area of intended swing by the edging groove.

    6) Embedded Ball (Rule 25-2) Relief extended to “Through the Green”. The specimen Local Rule in the Rules of Golf is in effect – See page 142 (R&A edition)

    NOTES TO PARTICIPANTS

    FOREIGN PARTICIPANTS All foreign participants are strongly recommended to be accompanied by at least one adult during the course of the championship. Should any foreign participants choose to be unaccompanied, neither SICC, its staff, members nor the Tournament Committee shall be held liable or be responsible for the safety and well being of the participants.

    OFFICIAL HOTELHotel arrangement has been made with the Ramada Hotel & Days Hotel, which will be the official hotels for this year’s championship. All participants are strongly advised to make accommodation bookings at our appointed hotel in order for us to facilitate all necessary logistics arrangement during the event period. Participants are required to make reservation for accommodation directly with the hotels using the enclosed Hotel Reservation Form. A special rate has been arranged with the hotel. No guarantee of rooms is allowed. Extra beds are available at additional cost.

    There is a hotel shuttle bus service that provides transport for the hotel guests to Orchard Road. It operates on an hourly basis till 10pm.

    TRANSPORTATION BETWEEN OFFICIAL HOTEL AND THE SINGAPORE ISLAND COUNTRY CLUB • Transportation has been arranged for foreign participants to travel between SICC and the Ramada Hotel & Days Hotel daily. • The pick-up and drop-off point for all participants will be at the Ramada Hotel driveway • Please give priority to players who are teeing off early in the morning to board the coach from the hotel to the Clubhouse.

    PAYMENT METHOD AT THE SINGAPORE ISLAND COUNTRY CLUBFor non-SICC members, please note that only cash (in Singapore Dollars) is accepted for the purchase of cash coupons for use at the Club. Cash coupons are available at the Bukit Reception.

    FOOD & BEVERAGE • Breakfast and lunch will be provided for all participants during the three days of competition (excluding Practice Round) at the Sime Room.
