Sinceenrollmentisreportedat theschoollevelnowintheNEW enrollmentapplication,thedata neededto fundRemoteandNecessaryenrollmentcanbe determined basedonthenumbersreportedateacheligibleRemoteandNecessaryschools.Additionally,since the 201718funding forgradesK3 is identicalfor highpovertyandnonhighpovertyschools,reportingK3enrollmentseparatelyinhighpovertyschoolsisnotneeded.However,ifhighpoverty enhancementsareprovidedinfutureschoolyears, enrollmentathighpovertyschoolscanbeextractedfrom theschoollevelNEWenrollment application.

    C. KindergartenReportingonFormP223Startingwiththe201718schoolyear,FormP223willcollect allkindergartenenrollment inone grade category. Theprevioustwokindergarten gradecategories;halfdaykindergartenandfulldaykindergartenhavebeenconsolidatedintoone Kindergarten.Students enrolledinkindergarten forless than1,200 weeklyminutes(or20weekly hours)wouldbereportedasapartialFTEinthekindergarten gradecategory.

    D. FormP223S(NonstandardSchool Year)ReportingbyGradeFormP223Susedtoreporteligible studentsnonstandardschoolyearenrollmenthaschangedfromreportingbygradecategories to reportingbyspecificgrades.SeethepaperFormP223Satthebackofthishandbook.

    A. PurposeThishandbookcontainsinstructionsforreporting enrollmentto theSchoolApportionmentandFinancialServices(SAFS)sectionof OSPI.The enrollmentreporteddeterminesstatefunding.Byfollowingtheguidanceofthishandbook,youwillsecurethemaximumstatefunding andavoidauditproblems.

    B. HowEnrollmentisUsedThefollowingmonthlyapportionmentreports usethereportedenrollmentinstatefunding formulas. Report1191EDdisplaysgradesK12enrollmentreportedonForm P223whichis

    usedtodeterminegeneralapportionmentfundingforbasiceducation includingvocationalandskillcenter.

    Report1191SNdisplaysenrollmentreportedonFormP223which is usedforlearningassistanceprogram,TransitionalBilingualInstruction Program(TBIP),ExitedTBIP,andhighlycapableprogramallocations.

    Report1159displaysenrollment reportedon FormP223whichis usedtodetermine theK12staffcompliance.

    Report1220displaysenrollment reportedon FormP223Hwhichisusedtodeterminespecialeducation funding.

    ReportF483displays enrollment reportedonFormP213whichisusedfornonhighbillingandlevyauthority transfers.

    September throughDecemberstate apportionmentpayments toschoolsarebasedon thebudgetedenrollmentreported intheF203.Beginning inJanuary,monthly apportionmentpaymentsarebased onactualyeartodate average enrollmentreported toOSPI.Beginning inJanuary, enrollmentreflectedon themonthlyapportionment reportswillmatchwiththedistrictsmostrecentenrollmentreports.Avarietyofotherstate andfederalgrantsand programsuseenrollmentdatatodetermine allocations oreligibilityforfunding.

    C. DocumentationandAuditSinceenrollmentisusedtodeterminestate funding, enrollment reportedto OSPImustbecarefullydocumented.Errorsshouldbecorrectedpromptly.Documentationmustbeavailable forauditbytheWashingtonStateAuditorsOffice(SAO).SeeSection 9 ofthishandbookfordetailsonwhat recordsmustberetained. Auditfindingscanresultinthe allocationadjustmentaftertheendof theschoolyear.Manyenrollmentaudit issuesresultfromthefollowingerrors: Documentationforenrollmentnot beingretained.SeeSection9 ofthishandbookfor

MonthlyCountDatesWAC392121199definesthemonthlycountdates asthefourthschooldayofSeptember andthe firstschooldayofOctober throughJune (WAC 392121199).ForschoolyearsthatbegininAugust,theSeptembercountremains the fourthschooldayofSeptember notthefourthschool dayofthenewschoolyear.Fordistricts,directfundedtechnicalcolleges,charterschools,andtribalcompactschoolswhere noteveryschool, program,orgradefollowsthesamecalendar ofschooldays,thecalendarofanindividual school,program,oran entiregradeleveldeterminesthemonthlycountdate.

    Example: Anindividual schoolstartsonSeptember6andtherestofthe districtstartsonSeptember1.The individualschoolsSeptembercountdayis September11. Theremainingschools countday isSeptember7. Kindergartenprogramshavetwo optionstodetermine theSeptembercountday.Whicheveroptionischosenmust beestablishedbefore thebeginningof the schoolyearandapplied toallofadistrictskindergartenclasses.1. Thethreedaysofconferencescan beconsideredschooldays.As such,thefirst

    actualdayofclasswouldbethe countdayforthekindergarten class since itis the fourthschooldayforSeptember.
