When a new ELL student enters a school district:

The parents complete a “Home Language Questionnaire” and ESOL teacher conducts an Individual Interview:

Parent Letters & Conferences

Principals mail parent letters home each September telling parents that their child is enrolled in an ENL program.

ESOL teachers participate in a Fall Parent Orientation and parent conferences are held throughout the school year.

Parents will be provided with an interpreter if needed for each meeting.

NYSED is in the process of translating key documents into the most common languages.

We have 3 ESOL teachers in 4 schools:

If a student is eligible for the CiTi Migrant Education program, a tutor is provided by them for a few days per week.

NYS Assessments

All ELL students must take and pass the *ELA, Math, and Science assessments-with accommodations.

*NYS now requires ELL students with more than one year in US schools by April 1, to take both the ELA assessment-with accommodations, and the NYSESLAT.

All students must take the Regents exams-with accommodations.

Foreign Language Credit

ELL students can earn up to five (5) units of credit for schooling in their home language from age 11

Students must produce a transcript/grades that show they were attending school from the age of 10 + and be passing:

Annual NYSESLAT Exam

Includes testing in Reading, Writing, Speaking, and Listening taken over a 4 day period.

Exams are given in April & May.The scores arrive in July.Test results are used to determine the

required minutes of ENL per week.

Common Core

New York State has adopted a new set of learning standards called the Common Core Learning Standards in an attempt to increase the rigor of education in New York State.

This standards based program has also been adopted by over 40 other states.

OCSD follows the Common Core curriculums.

New Graduation Requirements

ELL students who meet four specific requirements now have an option to appeal for a local diploma based on certain criteria.

If they have a score of 55-61 on the Regents Exam in English after two attempts at attaining a score of 65 or above.

Student must also score 65 or above on each of the other four Regents exams.

This amendment helps late arriving ELLs have the opportunity to graduate.

How Can Parents Help?

Make reading part of the child’s daily routine. Read to children in either English or in his/her native language.

Take your child to the library and encourage the child to borrow books.

Schedule time every day for the child to do homework and provide a quiet place.

Basic Interpersonal Communication Skills (BICS)

Can be acquired in fewer than two years.

If only an oral assessment is done, the student may appear as commanding the English language.

CALP

Cognitive/Academic Language Proficiency Skills (CALP)

Skills needed to succeed in areas such as reading, writing, math, science, & social studies

CALP will often require five-ten years for ELL student to perform at grade level

How Long Can a Student Receive ENL Services?

Up to three years unless;

An annual extension is requested from the Commissioner for up to six years. Then student become a Long-Term ELL.

Review of ELL Identification Determination

Ell students cannot opt out on ENL services.Parents may submit a request within 45 days

of student’s original designation date.The review by the school principal must be

completed with 10 school days or 20 if the CSE

is consulted.The parents must be consulted and informed

of the decision in writing.

ELL Exit Criteria

ELLs can exit ELL status in the following ways:Grades K-12: Scoring at the Commanding/Proficient level on the NYSESLAT

Grades 3-8: Scoring at the Expanding/Advanced level om the NYSESLAT and 3 or above on the NYS ELA Assessment within the same year.

Grades 9-12: Scoring at the Expanding/Advanced level on the NYSESLAT and 65 or above on the Regents exam in English in the same year.
