EngineeringSAThe South Australia Division’s Newsletter South Australia Division

A Message From The President2011 has begun with a tragic reminder of the vulnerability of our communities to the forces of nature, and as a consequence the need for engineers in our society. The recent flooding across much of eastern Australia, especially Queensland, has been catastrophic for many thousands of people, and our hearts go out to all those who have lost family and friends, and who have suffered loss and damage to their homes and property.

Many of our members are showing in a practical way their personal commitment to the Year of Humanitarian Engineering, in helping their friends and colleagues deal with the devastation caused by the extreme weather events. In a professional capacity, engineers will begin to understand what happened, and plan and deliver the changes necessary in our infrastructure to reduce the likelihood of a similar event in the future leading to such tragic outcomes.

South Australian Strategic Infrastructure Plan

In South Australia, our state government released a Discussion Paper in September 2009 as a precursor to updating the state’s first Strategic Infrastructure Plan, which was released back in 2005. On your behalf, Engineers Australia has responded to this Discussion Paper, and provided the following recommendations for priority attention. This response was based on our recently released Infrastructure Report Card for South Australia, which in particular highlighted inadequacies in our stormwater infrastructure.

1. Further the integration of State-wide planning, especially transport strategies, to improve the movement of people and freight.

2. Encourage shifts in transport modes from road to rail for freight, and from private to public transport for people.

3. Increase funding for all infrastructure, including maintenance and renewal, to ensure the State’s long term productivity.

4. Prioritise the development of port infrastructure in regional South Australia to support the emerging mineral resources sector.

5. Continue to increase the diversity of water supply options, including greater take up of recycled wastewater and stormwater.

6. Deliver significant improvements to stormwater infrastructure in flood prone areas and apply careful planning to new urban infill schemes.

7. Increase efforts to achieve the State’s sustainability objectives with regard to energy use, especially with respect to base load electricity generation.

8. Provide a financial and regulatory environment which facilitates the creation of renewable energy generation and transmission infrastructure, to meet the State Government’s ambitious renewable energy targets.

9. Give further consideration to road infrastructure funding alternatives to enable earlier provision of key road links.

To deliver on these recommendations, we have encouraged the State and Federal Governments to find ways to facilitate a major increase in the use of private sector funding for infrastructure projects. For South Australia this is particularly relevant to the needs of the growing minerals industry sector which will be one of the major contributors of economic growth in South Australia in the future.

South Australian Engineering Wonders

Like all of you, I am immensely proud of the contribution that South Australian engineers are making to our society. I am also sure that you would agree with me that this is poorly understood by the general community including, in particular, the younger members who might aspire to an engineering role in the future if they were better informed.

Our Division Committee has approved an initiative to produce and publish a booklet and associated DVD showcasing the “South Australian Engineering Wonders” for the period 2000 - 2010. Our aim is to identify the great engineering achievements of our state over the last 10 years, and to promote the engineers and engineering teams who ‘made it so’. Selection criteria will be based on a matrix scoring system which includes, but is not limited to, innovation and ingenuity, impacts on employment, improvements in community health, improvements in movement and contribution to the South Australian economy.

Our goal is for the publication to be launched during Australian Engineering Week, August 2011. We will use all available communication channels to promote the SA Engineering Wonders initiative, particularly during Australian Engineering Week and beyond.

I would like to invite you to nominate one or more South Australian engineering achievements for consideration by our steering committee. Any nominations you are able to identify in the following format would be greatly appreciated:

• Name of project / achievement

• Engineering aspects and the engineers involved

• List of challenges on the project

• Importance and contribution to community (local and state)

• Aim of the project

• When did it occur / over what period

Please provide me with your response by Friday 25th February 2011, to [email protected].

Thank you and I look forward to hearing from you.

The Structural Branch is seeking interested members who can attend their committee meetings, contribute to the planning of Structural activities for 2011 and join their 2011 committee.

The Committee is responsible for organising technical presentations, including site visits, which are usually held on a quarterly basis. There are six Committee meetings per year, which are held at regular intervals.

In 2011 the South Australian Structural Branch is looking to broaden our scope in many areas including: our target audience; the subject matter covered at events; and our engagement with other similar and related organisations.

Traditionally Structural Branch events have been attended by junior engineers working in engineering consultancies. This year we want to look at how we can attract and involve a broader range of ages and backgrounds, with a particular emphasis on how we might cater for engineers working in government organisations, in construction companies and in project management. We have also identified that there are many other organisations in Adelaide who provide similar offerings to the same audience and so we are looking to make stronger links with these organisations and hold some joint events.

If you are interested in becoming involved please contact Technical Program Coordinator Paul Godden via [email protected] or by calling 08 8202 7110.

Anyone with suggestions for speakers for technical presentations or site visits is also encouraged to contact Engineers Australia via the above details.

2011 Sir Eric Neal Address

The Sir Eric Neal Address will be held Thursday 24th February 2011 at the Sebel Playford, North Terrace, Adelaide. This event is one of the South Australia Division’s greatest networking opportunities and is definitely an event not to be missed!

Guest Speaker Dr Lynn Arnold AO commenced in the role of Chief Executive of Anglicare SA on March 10, 2008, after eleven years with World Vision International where he held roles such as Senior Director (Board Development and Peer Review), Regional Vice President for Asia and Pacific and Chief Executive Officer (CEO) for World Vision Australia. As Anglicare’s Chief Executive, Lynn is responsible for overseeing South Australia’s largest non-government agency promoting ‘justice, respect and fullness of life for all.’

The evening also includes the presentation of the Craig Gilbert Leadership Award, University Medals, Fellows Presentations, John Mannam Prize and Mechanical Branch Subject Prizes.

To register please visit www.engineersaustralia.org.au/sa/events or contact Events Manager Caroline Holmes via [email protected] or by calling 08 8202 7140.

The CELM SA Chapter celebrated the completion of the Leadership Development Series (LDS) on Wednesday 24th November 2010. Running since March 2009, the series was aimed at providing participants with an understanding of various qualities of leadership and management by hosting events that showcase such examples. Consisting of a series of ten presentations, each presentation addressed a particular leadership and management quality. The presentation themes aligned with the ten Engineering Executive (EngExec) competencies.

The key aim of the series was to provide mid career engineering leaders with the opportunity to understand different qualities and aspects of leadership by showcasing real life career examples from well respected industry leaders. Additional aims included the opportunity to network and contribute whilst learning, to provide an understanding of leadership progression and to prepare leaders for taking on broader or deeper roles.

Industry leaders were invited to present on each topic and were supported by a panel of two other leaders. Each session included a 40 minute presentation and an interactive panel discussion with two other industry leaders and the participants. Participants were able to sign up for the full series. For those that did, CELM provided the opportunity to be provided an external mentor to support the participant’s progress through the series and beyond.

The end of series event invited those who signed up for the full series or those that attended most of the sessions to celebrate their successful completion and to challenge and receive feedback on the effectiveness of the series in achieving its goals. The event was deliberately informal and included the opportunity to network and meet with the committee. It featured a dialogue approach and was held at Engineers Australia.

The participants and committee acknowledge all the industry leaders who volunteered their time and effort to support the events.

Participants were asked to identify the best things about the LDS; what didn’t work or could be improved and additionally what could be included if the series were repeated. Three key themes emerged from an enjoyable and very interactive discussion: workshop format; workshop theme; and mentoring.

There was general positive agreement to hold a workshop around a breakfast about five times a year. The use of industry leaders with real life experiences was very compelling in bringing leadership qualities alive. Participants thought that the cross section of speakers was very positive. Participants felt that the panel sessions were too short and it would be beneficial to make them more interactive. It was recommended that participants be requested to commit to an action around the competence and deliver it before the next session.

The participants thought that the themes gave a broader sense of other leaders outside of their own industry and appreciated the quality of the insights into leadership that it gave them. The themes of leadership and the use of the engineering executive competencies as the structure was a great approach. Interestingly, there was a diverse opinion on which session was the most compelling. Participants requested more information about the particular topic prior to the event. There was a strong consensus that presenters providing personal experiences of leadership particularly around courage in decisions was very powerful.

Mentoring outside of their own company was positive for many and the committee was urged to continue it. During the events it would have been beneficial to operate a buddy system of participants who wished to do it. There is now the opportunity for LDS participants to be mentors.

Following on from the feedback, CELM SA is intending to run a second LDS series in mid 2012 following the 2012 Engineering Leadership Conference in Adelaide.

Participants attending the whole series will be acknowledged for their achievement at the Sir Eric Neal address in February 2011.

The CELM Executive Committee would like to thank all presenters and participants for their support and the CELM advisory group for their guidance.

Grant joined the Institution of Engineers Australia in 1943 as a Student member. He was elected National President of Engineers Australia in 1978, at 53 one of the youngest National Presidents ever appointed at the time. Later he was recognised for his service to the profession and to Engineers Australia by being made an Honorary Fellow in 1984.

He was born and raised in Adelaide, graduating as a civil engineer from the University of Adelaide, and subsequently winning a Rhodes Scholarship, in 1947. He graduated from Oxford and obtained a Master of Arts with first class honors in engineering science.

From 1950-1961 Grant was a research engineer in the civil and sanitary engineering department at Massachusetts Institute of Technology, working on dynamic loading of structures. From 1952-1955 he was lecturer, and then senior lecturer, in Melbourne University’s department of civil engineering.

He returned to Adelaide in 1956 and worked in an architectural office, followed by managing an office of an interstate firm of consulting engineers. In 1961 Grant started his own practice which later merged with Philip Fargher and Partner in 1966 to form Hosking, Fargher and Oborn Pty Ltd. He held a number of senior positions following this, and focused heavily on civil and structural works.

Grant was also involved with a number of other engineering and related bodies including the Association of Consulting Engineers Australia (now Consult Australia), and he became a Fellow of the Australian Academy of Technological Sciences and Engineering (ATSE), who seek to foster excellence in technological sciences and engineering to enhance Australia’s competitiveness, economic and social well-being and environmental sustainability.

Grant’s services to the engineering profession were recognised when he was presented with Officer of the Order of Australia in June 1983 and was recognised again when he was awarded the Centenary medal in 2001.

He had a keen interest in sports, especially during his time at the University of Adelaide and at Oxford, and was married to Judy Hosking, with whom he had three children Alicia, Timothy and Edwina.
