4. Incomplete application forms may be rejected. 5. In case Prospectus-cum-Application Form is downloaded from www.techeduhp.com, the

applicant must enclose demand draft for Rs. 500/- (Rupees five hundred only) drawn in favour of the Finance Officer, H.P. Technical University, Hamirpur, payable at Hamirpur.

The cost of prospectus shall also be deposited with the Finance Officer, H.P. Technical University, Hamirpur in case down loaded from the website.

1. IMPORTANT INSTRUCTIONS 1.1 The counseling for nomination seats, if allotted by the Govt. of India to this State

(Beneficiary State) will also be conducted by the Competent Authority as per the instructions contained in this Prospectus (applicable only if seats are received from Govt. of India for session 2011-12);

1.2 The Counseling for admission under lateral entry scheme in respect of Engg. Diploma Holders/B.Sc. Graduates will be conducted by the Competent Authority for admission to Govt. & Pvt. Un-Aided Engg. Colleges in Himachal Pradesh (For maximum 10% of total seats over and above the sanctioned intake and seats remained vacant in 1st year as per criteria given in Appendix-1 of AICTE Approval Process Hand Book 2011-12;

1.3 One seat in each Engg. College in H.P. shall be filled by the Competent Authority out of the meritorious candidates of Kashmiri Migrants with in the sanctioned intake by waiving off their domicile requirement (Admission will subject to approval from Govt. of India, MHRD for session 2011-12);

1.4 Admission under Tuition Fee Waiver Scheme: Under this scheme 5% seats over and above the sanctioned intake shall be filled up by the Competent Authority out of the bonafide/domicile Himachali candidates whose parents’ annual income is less than Rs. 2.5 lakhs from all sources. This scheme is mandatory to all AICTE approved Institutions. (Ref.-AICTE Approval Process Hand Book 2011-12, Page No. 31). The candidates desirous of seeking admission under this scheme shall also have to enclose application form provided in this prospectus as Appendix-VII duly filled in and signed by the candidate along with requisite annual income certificates;

1.5 The domicile requirement condition has been waived off in respect of wards of Defence

Personnel posted in Himachal Pradesh vide letter No. EDN(TE)B(15)4/2004-II dated 13.10.2010 with the condition that they should have passed the qualifying examination from H.P. Board of School Education;

1.6 Counseling fee of Rs. 3,000/- shall be charged from the candidate selected for admission. On allotment of seat, the candidate will have to deposit Rs. 3,000/- into the account of allotted college on the day of counseling itself and thereafter the selection letter will be issued on production of receipt of the bank. This fee will be adjusted towards full and final payment of tuition fee/other charges if the candidate joins the allotted college. However, if he/she fails to join the allotted college the counseling fee will be forfeited and deposited in the respective institution’s account and no refund will be given to the candidate. The candidate will have to pay a sum of Rs. 3,000/- for participating in the subsequent centralized counseling process;

1.7 All the participating Govt./Pvt. B. Engineering Colleges will have to open a bank account at State Bank of Patiala, Sundernagar at extension counter at Govt. Polytechnic, Sundernagar and the bank account detail is to be intimated well in time to the Chairman, Admission Committee; and

1.8 If any candidate refuses/surrenders the seat and informs the Chairman, Admission Committee, in writing, before the last round of counseling, his/her fee and other charges except counseling fee will be refunded by the concerned College. No fee and other charges except refundable securities will be refunded to the candidate who will surrender the seat after last round of counseling, subject to the condition that the seat vacated by him/her is not filled up. If the seat is filled up, the fee will be refunded as per instructions laid down in the AICTE’s Public Notice Advt. No. AICTE/Legal/04 (01)/2007.

3. ELIGIBILITY (QUALIFICATION)

3.1 The candidate must have passed 10+2 (Class XII) examination or its equivalent from a recognized Board/University with Physics and Mathematics as compulsory subjects along with one of the (a) Chemistry (b) Biology (c) Computer Science (d) Bio-Technology obtaining at least 50% marks (45% in case of candidate belonging to reserved category) in the above subject taken together (Auth–AICTE Approval Process Hand Book 2011-12, Appendix–1)

(i) The admission will be made strictly on the merit of rank/marks obtained in AIEEE–2011 conducted by CBSE, New Delhi.

(ii) In case seats remain vacant after exhausting AIEEE merit, the following criteria shall be adopted (Ref:- As approved in the 5th Meeting of Admission Procedure Committee held on 13/05/05 under Item No. 5.2 & 5.3.) and the admissions shall be made in following order:-

(a) 50% marks in PCM in 10+2 (Ref. letter No. 1-158/97-HPU(Acad)Vol-II-3367 dt. 30.07.2003). Candidate will be admitted in order of merit.

(b) 50% marks in aggregate in 10+2 (with PCM subjects) examination will be admitted in the order of merit (Ref. letter No. 1-158/97-HPU(Acad.)Vol-II-6289 dt. 19.09.2003 from HPU, Shimla).

(c) The candidate must be a citizen of India with good moral character.

Note:- The seats remaining vacant after last round of central counselling including 15% management quota seats in Private Un-aided Engineering Colleges will also be filled up by adopting the above said criteria by the college management.

3.1.1 Lateral Entry Seats: -

(a) Passed Diploma examination from an AICTE approved institution with at least 50% marks (45% in case of candidates belonging to reserved category) in appropriate branch of Engineering/Technology. (b) Passed B.Sc. Degree from recognized University as defined by UGC, with at least 50% marks (45% in case of candidates belonging to reserved category) and passed XII standard with mathematics as a subject. (c) Provided that in case of students belonging to B.Sc. Stream, shall clear the subjects of Engineering Graphics/Engineering Drawing and Engineering Mechanics of the first year engineering program along with the second year subjects. (d) Provided further that the students belonging to B.Sc. Stream shall be considered only after filling the supernumerary seats in this category with students belonging to the Diploma stream. (e) Provided further that students, who have passed Diploma in Engineering and Technology from an AICTE approved Institution or B.Sc. Degree from a recognized University as defined by UGC, shall also be eligible for admission to the 1st year Engineering Degree Courses subject to vacancies in the 1st year class in case the vacancies at lateral entry are exhausted. 3.1.2 NRI Candidates - N. A. 3.1.3. Management seats only in Private Un-aided Engineering Colleges - As given in

4. OTHER ELIGIBILITY CONDITIONS 4.1 For B.E./B. Tech. Courses in Govt. & Pvt. Engg. Colleges in H.P. 4.1.1 General seats (excluding management seats) to be filled by Competent

Authority -Admission to these seats will be restricted to bonafide residents of Himachal Pradesh and shall be strictly made as per the provision given under Para 3.1.

(The domicile requirement condition has been waived off in respect of wards of Defence Personnel posted in Himachal Pradesh vide letter No. EDN(TE)B(15)4/2004-II dated 13.10.2010 with the condition that they should have passed the qualifying examination from H.P. Board of School Education).

4.1.2 Lateral entry seats - Bonafide/domicile Himachali are eligible for admission under this scheme.

4.1.3 Management Seats (15% of the General Seats) - These seats will be filled up by the

College Management as per the eligibility criteria/conditions mentioned above on All India Basis.

4.1.4 ALL India Quota seats – These seats will be filled up on All India Basis by making

common merit with general category candidates as per eligible criteria/condition under Para 3.1 above.

4.1.5 Kashmiri Migrants - Domicile requirement shall be waived off. 4.1.6 Tuition Fee Waiver seats - The bonafide/domicile Himachali candidates whose parents’

annual income from all sources is less than 2.5 lakhs and fulfil the eligibility conditions mentioned above, are eligible for admission under Tuition Fee Waiver scheme.

4.2 Nomination seats to other States (in case allocated by the GOI, MHRD): -

4.2.1 Admission to these seats will be restricted to bonafide/domicile residents of Himachal

Pradesh and selection to the seats in Engg./Tech. courses will be strictly based on the merit of rank obtained in AIEEE-2011 conducted by the CBSE, New Delhi.

4.2.2 A common merit list will be followed for the selection of the candidates for Govt.

Engineering College Sundernagar and Private Engineering Colleges in Himachal Pradesh as well as for nomination to other States in Engineering/Technology/Architecture Degree courses.

5. RULES OF ADMISSION

5.1 For all applicants for Government and Private Engineering Colleges in

Himachal Pradesh and for nomination seats (if any) to other States: 5.1.1 The instructions contained in this Prospectus should be read along with the

advertisement appearing in the newspapers separately and website-www.techeduhp.com

5.1.2 No communication will be sent to the applicant in case of any change of schedule of admissions; the same will be notified through newspapers only. Admission will be made strictly on the merit as per the eligibility criteria mentioned above. Also refer website - www.techeduhp.com

5.1.3 The merit list shall be displayed as per the specified schedule by the Admission

Authority. All the applicants should verify the correctness of their position in the merit list. In case of any error, the applicant should immediately inform the In-charge Admissions, in writing, failing which the applicant himself/herself shall be responsible for the consequences.

5.1.4 Every applicant should remain present during the counseling as per the schedule notified

in this Prospectus and should immediately report to the Counseling Committee on calling.

5.1.5 The applicant must bring along all the original testimonials/certificates at the time of

counseling. 5.1.6 No TA/DA will be paid to the applicant while appearing for counseling. 5.1.7 The applicant present during the counseling will be given an opportunity to select from

the seats available subject to his/her position in the merit list. 5.1.8 If the applicant fails to turn up for the counseling as specified in the admission schedule,

or does not accept admission offered, he/she shall forfeit his/her claim over the seat as per his/her position in the merit list for that round of counseling, the seat will be offered to the next applicant in the merit list. In case the applicant reports late for admission during the round of counseling, his/her candidature shall be considered for the then available seats. The list/selection order of applicants already selected/admitted shall remain unchanged and under no circumstances, the late applicants shall be allowed to replace the applicants already selected/admitted.

5.1.9 All the applicants who have been selected for admission shall have to pay the requisite

fee at the time of admission in the respective College 5.1.10 Applicants seeking admission should apply in the prescribed application form

(Appendix– I) contained in this Prospectus.

5.1.11 Application form duly filled in should be sent/submitted to the Principal, J.N. Govt. Engineering College, Sundernagar, District Mandi 174 401 (Himachal Pradesh).

5.2 The application form must be submitted along with photocopies of the following certificates/documents duly attested by a Gazetted Officer:-

(a) Certificate of having passed the qualifying examination.

(b) Marks-sheet issued by the Board/University in respect of the qualifying examination.

(c) Matriculation/Higher Secondary Part-I/Indian School Certificates showing the date

of birth. No other certificate in respect of the date of birth will be entertained.

(d) All India Engineering Entrance Examination (AIEEE)-2011 rank/marks sheet issued by CBSE, New Delhi for Engg./Technology/Architecture courses.

(e) A certificate of good conduct and character from the Principal of the Institution

where the candidate has studied last.

(f) Certificate of being a bonafide/domicile resident of Himachal Pradesh issued by the Sub-Divisional Magistrate/Executive Magistrate of the area to which the father/guardian of the candidate belongs.

(g) Income certificate (if, also applied under Tuition Fee Waiver scheme on Appendix -VII).

(h) Certificate issued by the Commanding Officer in respect of Army Personnel posted in Himachal Pradesh.

(i) Certificate belonging to the particular reserved/sub-reserved category issued by

the Competent Authority should be attached.

Note: (i) The validity period of O.B.C. certificate will be two years from the date of issue as per letter No. EDN(TE)(7)4/98 dated 1.12.2000 issued by the Government of Himachal Pradesh.

(ii) Physically Handicapped applicant should submit his/her disability certificate issued by the Competent Authority as per the provisions laid down by the Government of Himachal Pradesh in letter No. 5-7/88 w.e.f. AH dated 3-3-1989.

5.2.1 Seats reserved for the applicants belonging to the Backward Areas as notified

by the Government of Himachal Pradesh from time to time will be allotted in the following manner/order: -

(i) Applicants who have passed at least two examinations i.e. Primary/Middle/ High/+2 from a school located in the backward area.

(ii) If no such eligible candidate is available, those who have passed such two examinations from the immediately adjoining area shall be considered against this quota.

(iii) If no such applicant is available then an applicant from Backward Area shall be considered.

(iv) If no such eligible applicant becomes available from the Backward Area for the seat so reserved, the seat will go to its main category.

Note:-Candidate applying against this (Backward Area) category should

submit certificate as per Appendix-IV.

5.3 Applicants applying against sports quota should give necessary details regarding sports/events in which they have played/participated, supported by duly authenticated sports certificates from the following authorities: -

1. The teams deputed by Universities

Director, Sports of the Universities.

2. The teams deputed by Department of Education

Joint Director/Deputy Director/Assistant Director, Physical Education, H.P.

5.3.1 Only those authenticated sports certificates will be taken into account for preparing separate merit list, which are submitted along with the application form. Additional sports certificates or authenticated sports certificates submitted after the due date will not be considered for preparing the sports merit.

5.3.2 The verification of genuineness of the sports certificates will be assessed by the Expert

Committee constituted by the Director, Youth Services and Sports Department. Shimla (H.P.) at J.N. Govt. Engineering College, Sundernagar, Distt. Mandi-174401 (H.P.) on 4th July, 2011 at 10.00 A.M. All sports category candidates must be

present in person before the Expert Committee along with all original sports certificates as per above schedule. Only those candidates who will get their sports certificates assessed by the Expert Committee will be considered for admission against sports category.

5.3.3 The Chairman, Admission Selection Committee must inform the Director, Youth

Services & Sports, H.P. regarding the various types of sports certificates attached by the applicants well before the date of sports certificates verification.

6. SPECIAL CONDITIONS FOR NOMINATION OF CANDIDATES OTHER

THAN THE ABOVE RULES (IF SEATS ALLOTTED BY GOI, MHRD) 6.1 The State nominee will have to report to the concerned State Director of Technical

Education/others concerned authority along with warrant of the nomination, who will intimate to the State nominee about the college allotted for securing admission.

6.2 The degree courses in Engineering/Technology against which candidates will be

nominated, are generally of 4 years duration except B-Arch., which is normally of five years duration.

6.3 No separate application is to be given for nomination seats. 6.4 For Engineering, Technology, Architecture Courses - The conditions for admission

pertaining to educational qualification etc. for the course, if any, as per conditions laid down by the respective State, where seat is available, will prevail while finalizing merit for the nomination.

6.5 Competent Authority will nominate candidates for degree in Engineering/Technology/

Architecture against nomination seats (if any) on the basis of merit of rank/marks obtained in AIEEE-2011 conducted by CBSE, New Delhi. In addition to this, in conformity with the rules and regulations of the concerned College, where he/she stands nominated subject to the availability of the seats. The candidate for the sports category, will be nominated on merit basis consisting of marks obtained in the AIEEE-2011 conducted by CBSE New Delhi coupled with additional weightage calculated as per criterion laid down in Para 7.12 below. The candidate shall have to fulfil the minimum academic standard prescribed for admission by the Engineering College (or University) to which he/she is nominated.

6.6 The nominated candidate will have to check up personally from the Director Technical

Education or the other Competent Authority of the concerned State, where he/she stands nominated, about the fees chargeable, qualification and suitability for admission and State Government will not be responsible thereof in case he/she is denied admission, due to any reason, whatsoever, by concerned State, where he/she stands nominated as per his/her merit.

6.7 The nominated candidate shall be bound to inform Competent Authority of the fact that

he/she has taken admission against his/her nomination at the College concerned in the form prescribed at Appendix-VI immediately after the admission.

6.8 The candidates selected for nomination will have to deposit their all original certificates

and three pass port size photographs (unattested) there and then, which will be forwarded to the Director of Technical Education of the State concerned where the candidate stands nominated.

6.9 Nomination will be made at the candidate's risk. The State Government/Competent

Authority will not incur any liability, if the candidate is not admitted on grounds of ineligibility or is called upon by the institute to report for admission on subsequent later date(s).

7. GENERAL INSTRUCTIONS FOR ALL APPLICANTS (GOVT. & PVT.

ENGG. COLLEGES IN HIMACHAL PRADESH AND NOMINATION TO OTHER STATES)

7.1 The Application Form and the copies of certificates/documents attached therewith will

not be returned to the candidate or his/her nominee, in case he/she does not get admission.

7.2 The application or the additional certificates/documents received after the prescribed

date will not be entertained. In case of non-declaration of results of Entrance Examination/Qualifying examination i.e 10+2 or equivalent, the certificates/documents may be submitted 5 days before the commencement of admission process as scheduled.

7.3 Applications received after the prescribed date will not be considered. This office shall

not be responsible for any postal delay for any reason. 7.4 Wrong or misleading or ambiguous entry in the application form may lead to the

rejection of the application without assigning any reason. 7.5 No intimation will be sent to those applicants who fail to get admission and no

correspondence in this regard will be entertained. 7.6 The applicant should clearly mention in his/her application form whether he/she belongs

to any of the reserved categories and whether he/she is applying for seats reserved for that category. An applicant who applies for admission against seat of a reserved category will only be considered for admission against seats reserved for that category and not against any other category. If, no category is mentioned then the application will be considered against General Category.

7.7 An applicant getting higher rank/percentage of marks in the entrance

examination/qualifying examination (10+2 or its equivalent exam) shall rank higher in order of merit. In case of tie in the rank/percentage of marks obtained, the inter-se-merit of such applicants shall be determined as follows:

7.8 Cuttings/over writings in the application form should be self attested by the applicant. 7.9 Admission shall be made strictly as per 200 point's roster approved by the Government

of Himachal Pradesh. 7.10 If no candidate is available in any category, in such case the seat will be offered/filled as

per merit of rank/marks from amongst the next point/category falling in the roster. 7.11 If any candidate has concealed, suppressed or distorted any information/fact which

would render him/her ineligible for admission, his/her admission shall stand cancelled and he/she will have no claim, whatsoever against the College/Government/H.P. Technical University.

7.12 The separate merit list of the sports category candidates will be prepared and merit shall

be determined by giving additional weightage in lieu of the grading of the best or the highest sports event played by the applicant to the marks obtained by him/her in the entrance examination/qualifying examination. Only those certificates will be considered for calculation of sports merit, which are issued by the sports authorities mentioned above. The sports merit so calculated will be applicable for determining the merit in respect of sports category only and not for any other category. 8. GENERAL INSTRUCTIONS FOR GOVERNMENT & PRIVATE

ENGINEERING COLLEGES IN HIMACHAL PRADESH

8.1 The selected candidates have to deposit the fees and other dues (in case of Govt. institution student fund only) in the respective institute at the time of admission as specified in schedule/selection letter. The other dues in case of Government College will be deposited after last round of counseling.

8.2 Admissions to the Management seats and NRI/PIOs seats (if applicable), shall be made by the College Management as per the schedule given in this prospectus after publishing public notice in the newspapers well in time.

8.3 The College shall not change any of the provision of the prospectus (including eligibility,

fees or rules for refund) while granting such admissions. 8.4 If any candidate refuses/surrenders the seat and informs the Chairman, Admission

Committee, in writing, before the last round of counseling, his/her fee and other charges except counseling fee will be refunded by the concerned College. No fee and other charges except refundable securities will be refunded to the candidate who will surrender the seat after last round of counseling, subject to the condition that the seat vacated by him/her is not filled up. If the seat is filled up, the fee will be refunded as per instructions laid down in the AICTE’s Public Notice Advt. No. AICTE/Legal/04 (01)/2007.

8.5 The College shall not be authorized to charge higher fee or levy any charges other than

those fixed by the State Govt. or the H.P. Technical University or the AICTE. 8.6 The College shall be solely responsible for the settlement of any dispute, court

case, etc. arising out of such admissions.

9. PROCEDURE OF ADMISSION FOR ALL CANDIDATES 9.1 Only those applicants who have applied on prescribed application form provided in this

Prospectus and submitted their applications duly completed in all respects on or before the prescribed last date and time and satisfy the eligibility criteria, will be considered for admission strictly in order of merit/rank of entrance examination/qualifying examination.

9.2 No application shall be entertained after the prescribed date is over.

9.3 The final merit list will be displayed on the Notice Board as per the time and date mentioned in the schedule of admissions.

9.4 The Registrar, H.P. Technical University reserves the right to modify the schedule of admissions, if required.

9.5 Separate merit list shall be prepared for all the reserved categories.

9.6 Admission shall be offered to the applicants of reserved categories before that of general category. Unclaimed/vacant seat if any from the reserved categories shall be transferred to the general category at the end of the admission round of reserved category. Claim of the applicants of reserved category who remain absent for any round of counselling, shall not be accepted for the seats so transferred.

9.7 Physical presence of the applicant is necessary at the time of admission and counseling.

The parents/guardian of the applicant will be allowed to accompany the applicant to enable him/her to select course of his/her choice out of available courses.

9.8 An applicant listed in the merit list shall be eligible for all rounds of admissions/

counselling, irrespective of whether he/she attended/availed admission in the earlier round or not.

9.9 An applicant who is eligible for admission in more than one category will be admitted in the category of his/her choice subject to availability of seats. However, he/she will be entitled for vertical mobility under all the eligible categories subject to availability of seats.

9.10 If an applicant after having been admitted cancels his/her admission to join any other course/institution not included in this prospectus he/she will forfeit his/her claim for re-admission or vertical mobility. The vertical mobility of the candidate will be from sub-reserved category to main reserved category and then to Main General Category.

9.11 An applicant, who has been admitted to a particular course, later on changes his/her

mind and does not take admission and again wants to join the same course, shall not be considered for re-admission in the same round of counseling.

9.12 The selection letter shall be issued only to the applicants selected for admission to a

course of study after verification of original documents.

9.13 The selected candidates shall report to the Head of the College (candidates selected for Govt./Pvt. Engg. Colleges in Himachal Pradesh) or as directed in the selection letter (for the candidates nominated to other States) for admission on or before the specified date mentioned in the admission schedule/selection letter, failing which the admission shall stand cancelled and thereafter no request will be considered for re-admission.

9.14 The State Government reserve all rights to make any change in the eligibility criteria, number of available seats, reservations, fee, charges and other conditions of admission in accordance with its policy, directions of the Courts, and regulations of the AICTE and the H.P. Technical University without prior notice.

The tuition fee for new institutions will provisionally be Rs. 42,000.00 per annum. Other common charges shall remain the same as approved above. The above fees/funds/charges shall subject to the following terms and conditions: -

(a) No Institution will charge any amount over and above the fee fixed herein and any violation in this regard would tantamount to charging capitation fee inviting de-recognition and dis-affiliation of the defaulting institution.

(b) Any fee/funds including hostel and mess charges, if charged in excess of the aforesaid approved rates during the academic session will be refunded immediately to the concerned students by the institution or the same will be adjusted in the subsequent semester.

(c) The institution concerned has to appoint sufficient numbers of teaching faculty and other supporting staff strictly as per the norms of All India Council for Technical Education and deficiencies, if any, noticed during the inspection will be removed without any loss of time and further it would also be ensured that duly qualified teaching staff and/or Technicians are employed to impart proper teaching and training to the students.

d) The above fixation of fees is further subject to the condition that the Institutions should be duly recognized by the All India Council for Technical Education and also affiliated by the HP Technical University.

(e) The Institution has to ensure that quality and hygienic food is provided to the students and weekly menu is displayed on the Mess Notice Board. It may also be ensured that kitchen and dining hall are neat and clean.

10.3 RULES FOR DEPOSITING THE FEE & OTHER CHARGES

The fee and other charges mentioned under Para 10 shall be deposited by the candidate as per the rules given below:

1. For first 10 working days from the commencement of the semester

Without any fine

2. For next 5 working days With Rs.100/- (consolidated)

3. For next 5 working days With a fine of Rs. 100/- per day

4. Thereafter the name of the student will be struck off from the College Roll.

5. In case the name of the student is struck off from the College Roll, Principal of the Institution may allow re-admission on the request with justified reason with a re-admission fee of Rs. 1000/-.

11. GENERAL RULES FOR THE STUDENTS

11.1 Students are required to maintain discipline in the institution and to follow the instructions given by the administration from time to time in letter & spirit.

11.2 Any student who remains absent from the class for one lecture/period shall be fined Rs 5/- lecture/ period. For full day absence a fine of Rs 50/- per day will be charged.

11.3 Any student who remains absent for more than 10 working days continuously without prior intimation, his/her name will be struck off and will be allowed re-admission by the Principal after being satisfied by the reason of absence submitted by the student. An amount of Rs.1000/- shall be charged from the student on account of re-admission.

11.4 Use of mobile phones in the classroom is strictly prohibited. Strict action may be taken against the defaulter student.

11.5 Ragging, inside/outside the institution, is an offence. As per the Himachal Pradesh Educational Institutions (Prohibition of Ragging) Act, 2009, every offence under this Act shall be cognizable, non-bailable and compoundable with the permission of Court. If any student is found indulging in ragging activities directly or indirectly, strict action will be taken against him/her as per law.
