Housing Policy

FUNCTIONS:

A. ESTATE FUNCTION:-1. Participate in the joint inspection of quarters before taking the custody of

them.2. Taking custody of newly constructed quarters from construction deptt. After

inspection and approval by maintenance service deptt.3. Allotment of quarters on the basis of laid down rules considering the

eligibility, seniority and recommendation of house allotment advisory committees for the purpose from time to time.

4. Any other function assigned by management time to time.B. LAND FUNCTIONS:-

1. Acquisition of land2. Correspondence with state govt.3. Processing of land4. Finalisation of agreement.5. Payment of cost of land premium etc.

TAKING OVER OF QUARTERS FROM CONSTRUCTION:The maintenance service deptt. Will initiate action for taking over the quarters only on receipt of the intimation from sr. Manager. All such intimation will be received one month in advance and indicate type of quarters, blocks and the number of quarters which are proposed to be handed over.The process of taking over of new quarters will involve the following agencies:-

TYPES OF QUARTERS:In RDCIS, Ranchi there are basically five major types of quarter these are:-

QUARTER LOCATION:

RDCIS, Ranchi provides housing facility to its employees for which it has no. Of quarters in two different locations of Ranchi. These are:

ALLOTMENT OF QUARTERS:

B. SAIL does not recognise any obligation on its part to provide residential accommodation for its employees.

C. The allotment of quarters are done on the basis of basic pay, seniority and when two employees having same eligibility then date of birth as well as date of joining is considered.

D. Consistent with the availability of residential accommodation allotment may be made to employees in terms of the rules laid down.

E. Any employee of the company who desire to have an allotment of residential accommodation made in his favour should apply to manager (admn) through his controlling office dully verified by personal deptt. In the prescribed from. He/she will be eligible for allotment of accommodation from 30 days after the date of application for allotment.

F. Allotment of quarters will be done considering the date of vacation of the house as the seniority of the quarter.

G. No employee shall be allotted a quarter if wife or the husband as the case may be of the employee has already been allotted a quarter and unless such quarter is agreed/ undertaken to be surrendered.

H. The above shall not apply where the husband and wife are residing separately in pursuance of an order of judicial separation granted by any court.

I. Employee joining SAIL units at Ranchi on transfer terms will be provided with company quarter as per their entitlement and terms of transfer/appointment.

J. For eligible to particular category of accommodation seniority shall come from the date of entry into the pay range of the category. In case date of entry is same, date of joining in service (HSL/BSL/SAIL) will be the determining factor. Where these are also same date of birth will be the determining factor.

Procedure for Allotment:-1. Estate section will check the update seniority list in respect and eligibility.

Estate section would then refer to the list of vacant quarters with a view to take action in respect of allotment of the quarter. Allotment will be don e considering the date of vacation of quarters in particular category irrespective of faculty therein after it has been decided to allot a quarter to a particular employee, a draft allotment order will be prepared and put up to competent officer for his approval the approved draft allotment order will then be typed on the allotment order from in case of allotment of quarter s in satellite township and checked thoroughly before the same is put up to the officer for his signature. The various copies of the duly signed allotment order will be distributed as under

K. 1. Allotment made once by the company will be final.2. The company may also, for reasons to be recorded, make out of turn allotment.

C. If employee fails to accept/comply with the allotment within 7 (seven) days after the date of allotment:

A. The allotment in question shall stand cancelled and the accommodation shall be allotted to the next entitled employees.

B. He/she may not be considered for another allotment for a period of 6 (six) months from the date of allotment. His case may however be considered after a period of six months on receipt of the fresh application as per seniority.

1. Only two mutual changes will be allowed. The second change will be allowed after five years of first mutual change.

2. An employee to whom the quarter has been allotted may apply permission for the mutual change of quarter with another employee in the same category of house in prescribed Performa.

TEMPORARY ALLOTMENT OF QUARTERS:a. Company’s quarters can also be allotted on temporarily to the employees of SAIL units

at Ranchi for the social functionsb. The temporary allotment will be made for the marriage of self, son, daughter, brother

or sister.c. For any other social function, temporary allotment can also be done with the approval

of Chief of Personnel & Administration, RDCIS.d. Quarters in only one category above the entitled category will be considered for

temporary allotment.e. Temporary allotment will be done for a maximum period of 10 days and not more than

two quarter will be allowed to an employee for an occupation.f. House rent and electricity charges are:

PROCEDURE FOR TEMPORARY ALLOTMENT:a. Employee seeking temporary quarter has to apply Chief of

Personnel & Admin, RDCIS mentioning the category of quarter, period of allotment and reasons.

b. On allotment of quarter, employee has to be deposit in advance, the house rent as well as electricity charges.

HANDING OVER OF ALLOTTED QUARTER TO THE ALLOTTEE:a. On the receipt of Allotment Order in respect of the quarter of satellite township,

employee will contact (supervisor estate) for taking the possession of the allotted quarter. On the pre-scheduled time, supervisor estate will hand over the possession of vacant quarter after getting filled up the “Quarter Occupation Report”. A copy of occupation report, duly signed by Supervisor Estate will be handed over to the allottee.

b. For the allotments made in the Shyamali colony, allottee will contact caretaker officer, Estate section, MECON and on given time of quarter will be handed over.

ALLOTMENT OF UN-ATTACHED CAR-GARAGE:The un-attached car-garage facility is only available in some of the 900 Sq. Ft. Quarters and these quarters are allotted to the employees who are entitled i.e. on the basis of seniority, date of occupation of 900 sq. Ft. Category of house in this zone and date of purchase of car which is later. 15/- per month will be charged as car garage rent.

LIABILITY OF THE ALLOTTEE FOR THE QUARTER ALLOTTED:a. An allottee shall be remain liable to pay rent and other charges for the

accommodation allotted to him/her till he/she formally hands over the same to the authorised representative of the company in the manner prescribed.

b. Where an allotment of quarter has been made, the liability for rent shall accrue from date of occupation of the house.

c. House rent to be realised from the employees for residential accommodation allotted to them in them.

d. Electricity is supplied by JSEB (Jharkhand State Electricity Board) at factory rate but RDCIS charges only @ 1.50/- per unit up to 200 units and above it 2/- per unit.

e. Water is supplied by PHD, Ranchi and RDCIS is not responsible for time and duration of water supply.

PERIOD FOR WHICH ALLOTMENT EXISTS AND EXTENSION:-A quarter allotted to an employee may be allowed to retain on normal rent on the happening of any of the events specified below for the period specified against each provided that the quarter is required for the bonafide use of the employee or member of the family.

Health Policy:

STANDARD WELFARE FACILITY PROVIDED BY RDCIS ARE AS FOLLOWS:

The standard facilities provided to an employee joining RDCIS is entitled for includes:-

Medical facility:-

SAIL provides medical facility to all regular and retired employees. Each employee is eligible to use the medical facility. By establishing ISPAT Hospital, SAIL provides medical treatment to employees and their entitled family members.

Retainer Doctor:-

In ISPAT Hospital, Ranchi, Allopathic medical facility is available. That person who is not interested to use Allopathic facilities can consult other Doctors who provide Homeopathic or Ayurvedic medicines. All expenses for consulting Doctors fees and getting medicines is reimbursed by the Company.

REIMBURSEMENT OF EXPENSES TOWARDS MEDICAL TREATMENT NOT AVAILABLE AT THE HEAD QUARTER OF THE EMPLOYEES:-

RDCIS,SAIL regulate medical claims towards specialized treatment obtained from outside the headquarters of the employees. It is applicable to all employees of the SAIL and their entitled family members including Management Trainees.

Under certain rules and regulation, patient can go for special medical treatment in such hospital which is situated at outside the headquarter. In serious cases where immediate medical attention is not expected to be provided in SAIL Hospital/Government Hospital/Medical College Hospital either for want of accommodation or non-availability of the Specialist and/or such treatment is not

available in such hospital, then any other hospital as per list attached may be preferred for immediate medical attention.

REIMBURSEMENT OF MEDICAL EXPENDITURE:-

As agreed in National joint Committee for the Steel Industry(NJCS), attempts will be made to make direct payment to the hospital wherever feasible. If such arrangements are made to make payments direct to the hospital, the cost of non-reimbursable items will recovered from the employees.

The amount of advance in each case is Rs.4000/- as recommended by the Head of Medical Department/Medical Institution.

SAIL MEDICLAM SCHEME(FOR RETIRED EMPLOYEES)

Objective of scheme:-

To extend the medical benefit to the retired employees of SAIL and their spouse.

Person recovered:-

1. Retired employees of SAIL and their spouses.2. The employees who have taken voluntary retirement and their spouse.3. The employees who cease to be in employment on account of permanent total disablement

and their spouses.4. The spouse of an employee who dies in service.

Scheme:-

This scheme is optional. The member will be covered through Group Insurance Mediclaim Policy of the Insurance Company and will be operated through the United India Insurance Co. Ltd.

As per arrangement with SAIL, all retiring employees shall be given enrollment form by the respective offices of Plant/Units handling the mediclaim scheme. The enrollment fee is Rs 667/- per member for the policy period.

Benefit:-

Reimbursement of actual charges up to RS.1,50,000/- per member per policy(with clubbing facilities between employee and spouse) period spent on room, IC Unit, Nursing expenses,Surgeon, Anesthesia, medical practitioner, Consultant, Specialist Fees, Blood, Oxygen, Operation Theatre

Analysis:

Hospital facility is being utilised by all the employees. About 46% of the employees avail this facility more than thrice a year, and about 27% of the employees visit hospital thrice a year. 7% & 20% of employees visits once to twice a year at least. And therefore, we can conclude that the Hospital facility is being readily appreciated by all the employees as because 0% of the employees visit none times.

Analysis:

The majority of Employees of RDCIS are satisfied with the behaviour of the Doctors and Hospital staff. As 53% of the employees are satisfied and about 17% of the employee are Very Satisfied with the behaviour of Doctors and staff. But 7% of the Employees are Very Dissatisfied and 10% of them are dissatisfied. This may be a Warning to the management, as the Dissatisfaction of the nos. Employees may increase in the near future if importance is not given to the grievances.

This is a very good feedback as maximum number of the employees thinks that the hospital has a Hygienic Environment. As analysis shows us that the 67% of the mass of the employees are satisfied and agrees to the fact. And the better part is that 20% of the employee are Very Satisfied with the Hospital’s Hygienic environment. 10% of them are neutral and still need more better environment than it has. But still a negligible amount of 3% of the employees not satisfied and expect more Hygienic environment in the hospital.

Analysis:

Employees of RDCIS are Very happy with the Health Policy, as 60% of them are Very Satisfied and 34% of the mass are Satisfied with it. And 3% of them are Neutral, as they are not against the policy but not too much happy with it. But again 3% of the employees are not Happy rather are Very dissatisfied with the policy and want some changes in it.

Analysis:

Here we got some mixed reaction as we could see the Pie-chart and we could find out that many are satisfied and some are dissatisfied with the issue of well equipped hospital and trained staff and doctor. As we could see that maximum numbers of employees i.e. 47% are satisfied with the issue and 10% of them are Very Satisfied with the issue and they belief that, they are in good set hands, who is looks after their health. But 13% of the employees are Very dissatisfied with the issue and they want a definite change or enhancement of the hospital’s equipment with latest devices and well trained doctors as well as staff members. And again 17% of the employees are Dissatisfied with the same issue and they would also like to have changes done on status of issue. 13% of them are Neutral as they are neither satisfied nor dissatisfied with the issue, as their satisfaction level fluctuates with time to time.

6. Medicines prescribed by doctors are available in a ISPAT hospital:

Over here the number of employees is more dissatisfied with the issue, i.e. 47% of them are dissatisfied and 7% of them are Very dissatisfied with the issue of availability of medicine in ISAPT hospital. And only 33% of the employees are satisfied with the issue and 13% of them are neutral.

Therefore, almost more than half the employees of RDCIS are not happy and satisfied with the availability of medicine and this is an important factor when it comes to the employees. As medicine which are not found in the hospital are being reimbursed by RDCIS.

7. Ambulance facility 24x7:

Findings suggest that 60% employees are pretty much happy with the Ambulance Facility. About 7% of them are Very much satisfied with the facility and about 53% of them are satisfied with the subject. And that they have no grievance about it. But 17% of the employees are Dissatisfied with the facility and require a prompt and quick response when require, and also with the necessary equipments install in it. About 23% of the employees have no response regarding the matter as they didn’t have availed the facility.

Analysis:

As we could see the pie-chart, more than 80% of employees are happy and are satisfied with the policy of RDCIS that deals with the issue of treatment outside the ISPAT hospital. 53% of the employees are Very Satisfied with the policy and about 30% of them are Satisfied, which means they want and are happy with the policy, as ISPAT hospital is not a Multi-speciality clinic and if recommendation (IF TREATMENT IS NOT POSIBLE IN ISPAT Hospital) is given to an Patient for treatment outside the ISPAT hospital, then the reimbursed can be obtained by patient when claimed it to the proper authority. And again when pie-chart is viewed we could see about 10% of the employees are not satisfied with the policy, and they need more flexibility in the policy. And about 7% of the employee are neutral and are confused with their satisfaction level, and had never exercise the policy.

Employees of RDCIS are aware of the house allotment policy. About 80% of them are aware of the policy. And 20% of them are not aware of the policy, as because they are not availing the facility and are not staying in the sail Township and Mecon Colony where the houses/quarter are situated.

Analysis:

As we could see that maximum i.e. number of the employees are staying in 900 Sq. Ft. Quarter because they all belong to middle level management and the scale for 900 Sq. Ft. Is larger than other. And again 23% of the employees are staying in the 600 Sq. Ft. Quarter, as the number of employees in lower level manager are lesser in number. And only 14% of the employees are in 1500 Sq. Ft. Quarter. So we could say that could say that top level manager are lesser in number. Therefore we could say that middle level managers are in larger number as compared to any other level. And a large number of employees i.e. 23%, are not availing the quarter facility.

Firstly 25% of employees are not staying in the quarter give by the SAIL As we can see that 36% of the employees are satisfied with the accommodation provided by the SAIL, RDCIS.
