    4) Intergovernmental Team. Emergency Power has a continual interface with states,FEMA, DOE, and industry to accomplish the mission. The power community does not holdseparate forums, but integrates on a continual basis.

    5) Staffing and Other Resource Requirements.

    a) The Power PRT, 249th EN BN and ACI Contractor deployment configurations arelisted in Appendices L, M and N, and SME and PRT Position Descriptions are listed inAppendix G.

    b) SME. The SME can work at all levels (JFO, RFO, or Staging Area). If the SMEis assigned to work only at the JFO, they report to the ESF #3 Team Leader. Otherwise, theywork for the RFO Commander.

    (i) Responsibility. The Emergency Power SME can cover a wide range ofactivities, but are primarily focused on two major focus areas: 1) Coordination with, andeducation of Federal, State and local partners on the execution requirements of the USACEemergency power mission under the National Response Framework (NRF); and 2) workingwith the deployed Emergency Power PRT to ensure consistent, effective, and efficientmission execution activities are occurring. The Power SME is not expected to perform theroles of any PRT member, but instead to coach, mentor, and train them to perform their jobduties as required. The SME may find themselves deployed to a variety of locations include,but not be limited to an impacted State EOC, FEMA IMAT, NRCC, JFO, RFO, or StagingArea and must possess a working knowledge of the organizations at those locations theywould be working.

    (ii) Relationships: The SME will serve as an interface between all parties duringthe execution of the power mission.

    (iii) Personnel Requirements. The SME must have full knowledge of the NRF,FEMA operations, PL 84-99 authorities, and operational dynamics of a JFO/RFO/StagingArea, and the ACI Power contract. He/she must understand the mission flow and whatactions are required at each stage to accomplish the power mission. He/she should haveadequate experience serving at all levels within the power mission (i.e. mission activities atJFO/RFO/Staging Area).

    c) Mission PRT composition and description of duties: The staffing of the PRTs isdesignated as team types I, II, and III to provide an adequate number of personnel to

    (2) Relationships: The AO is on the ESF #3 MT staff, and has authority topass taskings to the supported Division and responding organization. The AO may findthemselves deployed to a variety of locations include, but not be limited to an impacted StateEOC, FEMA IMAT, NRCC or the JFO. The AO is the Corps liaison with FEMA and all JFOagencies for the power mission. The AO serves as the primary point of contact at the JFO for

    all activities pertaining to the assigned mission. In addition, the AO will serve as the primaryliaison between the JFO and RFO. The AO works with the Mission Manager on specializedissues to assure appropriate actions are accomplished. The Mission Manager and the AOmust work very closely as a team to execute effectively.

    (3) Personnel Requirements: The AO must have full knowledge of theNRF, FEMA operations, PL 84-99 authorities, and operational dynamics of a JFO.

    (ii) Prime Power C2 Node: The 249th EN BN C2 node works in the ESF #3 MTof the JFO and supports the ESF #3 Team Leader.

    (1) Responsibility: The 249th EN BN C2 is responsible for assisting theAO in coordinating the mission requirements with the State, FEMA, FCO, and the otherESFs to determine the total scope of the mission. The 249th EN BN C2 is responsible forproviding technical expertise on Prime Power capabilities and power related issues. Theyalso advise the Commander, 249th EN BN (PP) on the proper Prime Power personnelrequirements within the disaster area.

    (2) Relationships: The 249th EN BN C2 reports to the ESF #3 TeamLeader and coordinates with the AO. After coordinating with the appropriate personnelwithin the JFO, the 249th EN BN C2 (in concert with the AO) will provide the MM aprioritized list of emergency power requirements.

    (3) Personnel Requirements: The 249th EN BN C2 must have fullknowledge of the NRF, FEMA operations, and operational dynamics of a JFO.

    (iii) Mission Manager. The Mission Manager (MM) works at the staging area toeffect mission execution.

    (1) Responsibility: The MM is ultimately responsible for total missionexecution. The MM works in the Staging Area for the RFO Commander via the in-placeUSACE response organizations chain of command. The MM must be knowledgeable of theACI contract, staging area operations, ENGLink Emergency Power database, and generatorinstallation methods. The MM is the focal point for coordination of all players in the mission.The MM must be familiar with the procurement process and have the ability to communicatemission requirements to Contracting, Engineering, Emergency Management, and othersupported response organization elements. Functionally, the MM represents one-fourth of thetotal PRT. The AO scopes the total mission and coordinates the mission assignment fromFEMA and typically enters mission taskings into the ENGLink power database. The MMensures the MS is properly accounting Pre-Installation Inspections (PIIs) tasked to, and

    completed by, the 249th EN BN or entering PII data furnished by the ACI contractor, and isworking with the CS to efficiently issue task orders to the contractor. Also, the MM ensuresthe proper contracting support is in-place with the CS, and the Logistics Specialist (LS)receives and provides quality assurance on the haul, install and maintenance contract(s) and isaccounting for all property received. This four-way relationship gives each team member a

    specific duty within the mission. All four elements must work together effectively toaccomplish the mission. The MM position requires strong leadership skills, to manage a fastpaced and complex environment, and demonstrate knowledge of the USACE contractingprocesses. The MM must be trained as an integral part of the Emergency Power PRT, fullyknowledgeable of the contracting, coordination, and reporting requirements.

    (2) Relationships: The MM must be familiar with the procurement processand have the ability to communicate mission requirements to Contracting, Engineering,Emergency Management, and other district elements. The MM coordinates with the ContractSpecialist (CS) to ensure adequate contracting support is provided. The MM also coordinateswith the Logistics Specialist (LS) to ensure adequate quality assurance on the haul, install and

    maintenance contract.

    (3) Personnel Requirements: The MM position requires an aggressive,can do manager. The MM for this position should have technical expertise and knowledgein the areas of power systems, power generation, and installation. The MM must be trained asan integral part of the Emergency Power PRT, fully knowledgeable of the contracting,coordination, and reporting requirements. Specialized training and authorization is requiredfor the MM to be a COR for the ACI contract (refer to appendix H).

    (iv) Mission Specialist. The Mission Specialist (MS) works at the stagingoperations and assists the MM in all aspects of the mission.

    (1) Responsibility. The Emergency Power MS is primarily responsible forensuring the ENGLink power mission database, or other database being used, is maintainedand kept current for mission execution. As part of those duties the MS coordinates with theAO and MM to identify new taskings issued, the elements of the 249th EN BN (or the ACIcontractor) at the Staging Area for assignment and quality control of Pre-InstallationInspections (PIIs), the LS and 249th Yard Dog to assign staging area generators into thedatabase and further assignment of generators to specific installation requirements, and the CSto ensure ACI taskings for installs, de-installs and other service requirements arecommunicated rapidly and efficiently to the ACI. Another duty of the MS is to act as overalloffice manager of all power mission related staging area electronic and hard copyfiles/records. The incumbents alternate role is serving as backup to the Emergency PowerMM and serves in his/her behalf during those periods when the MM is absent. TheEmergency Power MS is viewed as the primary resource for reporting of critical informationincluding Essential Elements of Information (EEIs) to the MM, AO and ML. The incumbentshould be knowledgeable of the EEIs for his/her mission. The Emergency Power MS needsto be sensitive to meeting extremely short time schedules for executing database driven workitems as dictated by the scope and severity of the assigned mission. The MS requiresknowledge of the contracts, staging areas, location of critical facilities, power requirements,

    scopes of work, etc., in order to extract the essential elements of information and requiredcritical data. Be very familiar with computer automation including establishment and use ofdatabases during the mission assignment.

    (2) Relationships. Same as MM.

    (3) Personnel Requirements. Same as MM. The MS must be familiar withthe appropriate computer software (including databases) to manipulate and produce thevarious reports required.

    (v) Contract Specialist. The Contract Specialist (CS) is physically located in theStaging Area.

    (1) Responsibility. The Emergency Power PRT Contract Specialist hasseveral principal roles to perform to ensure successful execution of the power mission asfollows:

    - Coordination with the applicable Contracting Officers (COs) in the supportedDistrict, Pittsburgh District (power mission deployment coordinating office) and/orPhiladelphia District (if generator leasing/rental is required) to ensure propercorrect ACI, or other, contract actions are in place and monitor on a daily basis asrequired to support the needs of the power mission.- Coordination with the PRT LS/QAs to ensure daily documentation ofdeployed/mobilized contract assets are performed and properly documented.- Coordination with the PRT MS to ensure contract taskings are documented andissued by the CS or designated USACE COR to the contractor in a timely manner.- Execute physical and financial completion of any and all contract actionsrequired during the execution and performance of the power mission. Duties to beperformed by the CS while executing these above roles may include, buy may notbe limited to: development of required procurement action (ACI or other) scopesof work and Government Estimates, development of any required acquisition plansfor non-ACI procured contract support as applicable, ensuring the properexecution of contract actions through USACE procurement software processes,monitoring daily burn rate of contracts, maintenance of contract files to supportbillings, preparing reports related to contract actions as required by the MM, etc.The Contract Specialist (CS) is physically located in the Staging Area and will actas the COR for the mission.

    (2)Relationships. The CS will advise the MM on the status of the ACI contract.The CS will coordinate with the LS to ensure proper payment is made for thework performed by the contractor(s).

    (3)Personnel Requirements. The CS should be from the 1102 series.

    (vi) Logistics Specialist. The LS is physically located in the Staging Area andmay act as the COR for the mission.

    (1) Responsibility. The LS responsibility is to maintain a daily inventory of

    contractor resources onsite to include labor force and equipment. He willalso receive the generators and supporting Bills Of Material (BOM) at thestaging area, coordinate storage, assure property accountability, facilitatedelivery by providing COR/Quality Assurance (QA) on the haul, install andmaintenance contract (such as Petroleum-Oil-Lubricant (POL) products,consumables, or repair parts), and provide status reports. The LS isresponsible for the physical transition/closeout of the mission. If the LS isthe COR, the LS also will be responsible for the fiscal closeout of thecontract by reviewing and approving invoices.

    (2) Relationships. The LS coordinates all taskings with the MM. The LS

    supports the MM by providing status reports as to inventory and delivery.The LS coordinates with the MS/MM on QA actions and interfaces with theFEMA Property Book Office and the contractors staging area manager.

    (3) Personnel Requirements. The LS must be an effective manager. It isrecommended that the LS have the appropriate training required to obtain an appointment as aCOR from the contracting officer.

    (vii) Mission Liaison. The Mission Liaison (ML) is located at the RFO and willact as a liaison between the RFO and the staging area.

    (1) Responsibility. The ML is the reporting arm of the Power PRT to theRFO Commander. He/she keeps the RFO Commander and his/her staff updated on all aspectsof the Power Mission. Also, the ML is responsible for all mission administrativerequirements as well (e.g., ensuring data is entered into ENGLink, coordination with homeduty station EOC for travel orders for the PRT, their labor codes, tracking of funds, and PRTtime sheets). Further, the ML reviews any required ACI contract submittals and attendsmeetings and presents briefs those in attendance on the power mission as required, andupdates ENGLink SitReps as needed. The ML needs to maintain constant communicationwith the MM and MS at the Staging Area.

    (2) Relationships. The ML needs constant communication with the MM atthe staging area and the Action Officer at the JFO.

    (3) Personnel Requirements. The ML should have good verbalcommunication skills and be knowledgeable of ENGLink and presentation software.

    (viii) Quality Assurance Representative (QA). The QA is located at the stagingarea and will provide quality assurance of the contractors performance.

    (1) Responsibility. The Emergency Power Quality Assurance (QA)representative performs a variety of duties in support of emergency power missionrequirements, including, but not limited to: assisting the Logistics Team Member (LS) and/orQuality Assurance Supervisor (QAS) performing daily inventories of ACI resources deployed

    to support the mission, generators/BOM in FEMA/USACE inventory, performing daily QAchecks on deployed generators, and providing written daily QA reports to the LS/QAS onsame. While performing those duties he/she will be conducting a variety of verbalcommunications with a variety of ACI, FEMA, and deployed generator facility points-of-contact (POCs).

    (2) Relationships. The QA coordinates with the MM, LS and the 249thPIIT's in addition to the contractor's Quality Control officer and electricians, and the facilityrepresentative.

    (3) Personnel Requirements. The QA should have good knowledge of the

    ACI contract, operations and maintenance of diesel generators and proper and safe electricalinstallations.

    (ix) 249th Pre-Installation Inspection Team Boss (PIIT Boss). The PIIT Bossworks at the staging area providing command and control over assigned PIITs and assists theMM on Prime Power Operations.

    (1) Responsibility. The PIIT Boss will assign Pre-Installation Inspectionrequest to the PIITs geographically to enhance timely installation inspections, provideQA/QC of all completed inspections, and assist the MM and MS in Prime Power operations.The PIIT Boss will maintain command and control over all assigned PIITs.

    (2) Relationship. The 249th PIIT Boss will work at the staging area andreport directly to the MM for all mission related actions.

    (3) Personnel Requirements. The 249th PIIT Boss must have fullknowledge of the NRF, Power PRT Operations, FEMA operations, and operational dynamicsof a staging area. The PIIT Boss must have a working knowledge of all mission relatedcommunication equipment.

    (x) 249th Yard Dog . The Yard Dog is located at the National Logistics StagingArea (NLSA), and is responsible for assisting the logistic team member staging areaoperations.

    (1) Responsibility. The Yard Dog is a 249th Liaison with the Power PRTLogistics Specialist. The Yard Dog will assist the Logistics Specialist in receiving,cataloging, and organizing the generators within the staging area. He/she identifies specificgenerators and BOM requirements for individual installations. Preps generators as neededand serves as the Subject Matter Expert.

    (2) Relationships. The 249th Yard Dog reports to the 249 th PIIT Boss whilecoordinating with and maintaining an open line of communication with the LogisticsSpecialist for yard coordination.

    (3) Personnel Requirements. The 249th Yard Dog must have full

    knowledge of the NRF, FEMA operations, and operational dynamics of a National LogisticsStaging Area (NLSA). The Yard Dog must have a working knowledge of all mission relatedcommunications equipment.

    (xi) 249th Pre-Installation Inspection Teams (PIITs). The PIITs are a two-person team, located at the staging area, and are responsible for performing pre-installationinspections.

    (1) Responsibility. The PIIT will perform pre-installation inspections ofcritical facilities to determine if the facility is able to accept emergency power, determine theminimum generator size needed, provide installation details and Bill of Material (BOM)

    required, and observe installation of generators by the ACI contractor. The PIIT may also berequired to assist with troubleshooting existing, non-functioning generator sets at criticalfacilities.

    (2) Relationships. The PIITs require coordination with the MM, LS, ACIContractor lead electrician and facility POC.

    (3) Personnel Requirements. The PIITs need working knowledge of allmission related communications system equipment.

    d) PRT Operational Forms

    The Emergency Power PRT uses the following forms and checklists during missionexecution:

    6) Planning Considerations

    a) Coordination with other ESF elements: All coordination between the mission staffand other ESFs should be initiated through the AO or 249th Eng Bat C2.

    (i) ESF #1 (Department of Transportation). They can assist and facilitate thetransportation of generators and material to the disaster area.

    (ii) ESF #6 (American Red Cross). They can provide details of sheltersestablished for the relief effort.

    (iii) ESF #12 (Department of Energy). They can provide insight into therestoration of primary power. This can aid in the prioritization of assessment/installationmissions, development of scope of work and mission closeout plan (see appendix E).

    (iv) ESF #13 (Public Safety and Security). They can provide security as needed

    to protect our contractor during hauling, installing, and fueling activities, and may assist inrecovery of generators that were taken away from the locations where they were installed.

    b) Liability/ResponsibilityFacility Point-of-Contact (POC) should agree (via signature) to accept responsibility for theunit which includes security. The POC will sign the installation work order from the ACIcontractor.

    c) Security.

    (i) Facility POC's, via above referenced signature, agree to provide site securityto prevent theft, injury, or vandalism as related to the generator installed at their facility.

    (ii) Staging area security is normally provided by the agency responsible formanaging the staging area, however, if security is not provided the AO should coordinate withESF #13 to make other arrangements.

    (iii) As indicated above, the AO should also coordinate with ESF #13 if escort isneeded to ensure secure hauling, install and/or fueling of generators.

    d) Environmental

    (i) At the time of generator installation, the contractor should prepare a SiteCondition Report of existing site conditions. The purpose of the SCR is to document pre-installation conditions. The report will include photos and/or video, a sketch of the site, andGPS coordinates. The contractor will perform SCRs prior to generator installation.

    (ii) Special concern must be given to guard against damage to the environment.Procedures for spill prevention; control and countermeasures are established in the ACIcontract.

    (iii) Procedures to reduce noise and exhaust emissions will be followed.

    e) Safety.

    (i) Generators will be located and connected in a timely manner consistent withthe National Electrical Code (NEC) (issue in effect at the time of contract award) andregulations from the authority having jurisdiction. The facility POC (Red Cross, DisasterService Center, Hospital, etc.) will be informed of the capabilities and limitations of thesupplied generator.

    (ii) Every attempt will be made to situate generators where they will not betampered with by the local civilian population.

    (iii) The Mission Manager will meet with this functional element to establishguidelines for mission execution.

    f) Historic Data on Generator Installations and Pre-installation Inspection Data.

    (i) Critical facility and associated generator/BOM requirement data may comefrom the state and be provided to the AO.

    (ii) Data collected from past missions and 249th EN BN training/exercises is inthe ENGLink Power Module.

    g) Secession Planning.

    (i) The district deploying a PRT is responsible for providing full staffing forcradle to grave operations.

    (ii) Team members who deploy in support of the mission should be prepared toremain for a period of approximately 30 to 45 days.

    (iii) In the event that personnel depart, subsequent personnel will deploy tobackfill them at the disaster site. A period of three full days of overlap is needed to prepareany new personnel to take over the operation.

    h) Contract Information/Considerations.

    (i) The PRT must be very familiar with the Emergency Power ACI contract.This contract addresses all areas of mission execution, including pre-installation inspections,hauling generators, installing, and servicing generators and recovery of generators.

    (ii) The current contract, with any modifications, is located on the ENGLink website: www.englink.usace.army.mil

    (iii) The contractor has 24 hours to arrive at the staging area once a mobilizationTask Order has been issued.

    i) Real Estate Requirements.

    (i) Generally speaking, lands, easements, and rights-of-way owned by thegovernment entity requesting FEMAs assistance (state, county, and local entity) are providedthrough written agreement with FEMA and that entity. Included in the agreement is also ahold harmless clause. The governments interest in these two issues is to avoid trespassingand a void liability as a result of the performance of (or the failure to perform) an activitywhile carrying out emergency assistance missions.

    (ii) A right-of-entry with a hold harmless clause from a property owner to theFederal Government is required for privately owned facilities to which FEMA and the statehave agreed to provide Emergency Power. Also, in the event the local entity is unable toprovide (or acquire) lands for emergency activities, the support districts Real Estate Division

    may be tasked to do so.

    (iii) The RFO/Supported District Real Estate Section is responsible for obtainingRoes, leases, permits, and other real property use instruments. All real estate instruments anduses of lands, public or private should be coordinated through Real Estate.

    (iv) In some instances, blanket rights-of-entry may be obtained for multiplefacilities under one ownership. For example, a right-of-entry with a quasi-public portauthority may be written to apply to all property under its jurisdiction.

    (v) When the generators are recovered, the top portion of a Release ofGovernment Liability should be signed by the landowner.     j) Mobilization.

    (i) Great Lakes and Ohio River Division (LRD). Assume the lead for allUSACE Pre-Declaration Emergency Power Mission Assignments and no-notice EmergencyDeclaration Emergency Power Mission Assignments and task organize within LRD byassigning and supporting a Lead District (LRP) to execute all Pre-Declaration and no-noticeEmergency Declaration Emergency Power Mission Assignments. Actions to be accomplishedare as follows:

    (ii) LRD/LRP will be prepared to execute all Pre-Declaration Temporary PowerMission Assignments, whether originated at one the 10 FEMA Regional ResponseCoordination Centers (RRCC) or from the FEMA National Response Coordination Center(NRCC).

    (iii) All Emergency Declaration Temporary Power Mission Assignments fornotice events (those that follow Pre-Dec Mission Assignments) and all Post DeclarationTemporary Power Mission Assignments will be managed by the Supported District, withsupport of transition activities provided by LRP.

    (iv) All Emergency Declaration Temporary Power Mission Assignments forno-notice events will be managed by LRP as described for Pre-Declaration Mission Assignmentsand will transition to the Supported Command when Post Declaration Missions are received,with support of transition activities provided by LRP.

    (v) Emergency Support Function (ESF) #3 cell will send all pre-declarationEmergency Power MA (to include verbal MA) to CE-LRP for execution with copy furnishedto LRD, the USACE Operations Center (UOC), and the Supported Command. ESF #3 cellwill follow the same procedure described above for no-notice Emergency DeclarationTemporary Power MA.

    (vi) LRP RM will set up the reimbursable funding account in CEFMS. LRPefforts in executing the mission will be funded through the MA.

    (vii) In coordination with the UOC and Supported District, LRP will immediatelyMIPR appropriate funding to the designated SME, Temporary Power PRT, the 249th PrimePower personnel, and DTOS if required. In the event the supported District has not beendesignated or is significantly impacted by the disaster, LRP will be prepared to issue therequired ENGLink deployment taskers and notify the Supported Command of the action.

    (viii) LRP will concurrently negotiate with the ACI Contractor and create PR&Cand issue a task order to mobilize to be prepared to install generators, including bothcontractor personnel and equipment resources.

    (ix) LRP will notify Supported Command and responding Power PRT of TaskOrder details through direct coordination, and will create a Situation Report in ENGLinkInteractive to reflect Emergency Power contract activities and LRP personnel engaged, andactivities complete and forecasted supporting the event.

    (x) LRP will be prepared to assist the supported command with transition intoEmergency or Major Declaration Temporary Power Mission Assignment environment toinclude the deployment of Advance Contracting Initiative SME and/or Contracting personnel,if required.

    (xi) LRP will coordinate the physical closeout of the assigned temporaryemergency power mission with appropriate ESF #3 element(s) and Supported Command.

    (xii) LRP will accomplish fiscal closeout of assigned power missions withappropriate FEMA finance staff.

If any action of the Governments employees or agents in the exercise of this right-of-entry results in environmental damage tosubject real property, the Government will, at its sole discretion, either remediate such damage or make an appropriate settlement with the Owner.In no event shall such remediation or settlement exceed the fair market value of the fee title to the real property at the time immediately precedingsuch damage. The Governments liability under this clause is subject to the availability of appropriations for such payment, and nothingcontained in this agreement may be considered as implying that Congress will at a later date appropriate funds sufficient to meet deficiencies.The provisions of this clause are without prejudice to any rights the Owner may have to make a claim under applicable laws for any damages

    other than those provided for herein.

    6.     ESF #12 Information Paper

    The United States Department of Energy (DOE) Office of Electricity Delivery and Energy

    Reliability (OE) utilizes Regional Coordinators within the Infrastructure Security and EnergyRestoration Division (ISER) to fulfill its mission. Regional Coordinators (RCs) responsibilitiesinclude emergency management during incidents requiring NRF support. OE-ISER has assignedone or more RCs to support each of the ten Federal Emergency Management Agency (FEMA)regions, one RC to support the National Response Coordination Center (NRCC), and one RC forU.S. Northern Command (NORTHCOM).

    When USACE has questions concerning a particular FEMA region, the DOE RC assigned to thatparticular region should be contacted. In case of emergency when the RC is unavailable,USACE should contact the DOE Emergency Operations Center (EOC) directly by calling 202-586-8100. When contacting the DOE EOC, USACE personnel should request the OE Duty

    Officer. The OE Duty Officer will be able to properly handle questions.

    DOE has developed numerous knowledge products in support of ESF #12. These products willprovide valuable information for USACE ESF #3 efforts. The products are listed below alongwith brief descriptions as well as information on how USACE personnel can access the productsduring an event.

    DOE Situation Reports (SitReps)SitReps are created by DOE HQ during major disasters.SitReps are created up to twice a day; the frequency of reporting is based on severity of theevent. SitReps for prior events are archived to preserve the information gathered as well as theconsequences observed. USACE may request to be included in the distribution of SitRepsduring events; inclusion on the distribution list must coordinated through the ESF #12 responderpresent at the response center (RRCC, EOC, etc.) activated for the specific event or by callingthe DOE EOC. Situation reports are provided on the following sites:

    DOE Spot ReportsSpot reports are created for events of lower severity, consequence, orconcern than those requiring SitReps. USACE may request to be included in the distribution of Spot reportsduring events; inclusion on the distribution list must coordinated through the ESF #12 responderpresent at the response center (RRCC, ETC, etc.) activated for the specific event or by calling theDOE EOC. For events when ESF #12 is not activated, USACE can get the reports through theRC for the affected region or by contacting the DOE EOC.

    Energy Infrastructure Library (EIL)EIL products provide focused energy information andanalysis for individual facilities, energy systems, and specified regions of the country. There arenumerous types of products which may be requested. Some products are considered off the shelf

    InSite Detailed report of an individual energy asset which describes ownership,capability, method of operations, and historical event highlights, including amap, photo, and analysis of the assets importance and interdependencies. Twopages in length.

    Rapid ResponseRegion Report (R4)

    Quick turn-around report describing and mapping the petroleum, natural gas,and electrical energy infrastructures for a given area such as a city, metropolitanregion, or county. Typically three to eight pages in length.

    InFocus Detailed investigation of operations, assets, and relative interdependencies of aparticular energy company within a specific location such as a metropolitanarea, county, or state. Provides an overview of the energy sector of interest inthe area of study, as well as a brief company overview. Typically six to twelvepages in length.

    Impact Detailed analysis of a single-hazard threat to energy sector assets whichemphasizes cascading impacts and includes interconnections andinterdependencies with non-energy sectors, such as life safety, health,telecommunications, etc. Scope of area covered is determined by uniquecharacteristics of the event being analyzed. Typically ten to twenty pages inlength.

    All EIL products are available through the ESF #12 responder present at the response center(RRCC, EOC, etc.) for the specific event or by contacting the DOE EOC.

    Electrical Outage Prediction DOE has the ability to run estimates of expected customer outagesfor hurricane events. Information provided from this program is to be utilized for planningpurposes only and is not for release to the media or public. As with any predictive capability the

    availability of timely and accurate event information impacts the accuracy of the results and theresults may vary greatly if the conditions change. USACE may request to receive outageprediction information during events through the ESF #12 responder present at the responsecenter (RRCC, EOC, etc.) for the specific event.

    General Outage Information/Mapsthese maps show the service areas experiencing electricaloutage and as the information becomes available, the expected restoration times. USACE mayrequest to be included in the distribution of Outage information/maps during events; inclusion onthe distribution list must coordinated through the ESF #12 responder present at the responsecenter (RRCC, EOC, etc.) activated for the specific event.

    Specific Outage and Restoration Information DOE can supplement the USACE essentialelements of information with data directly from the utilities. With knowledge of the PII Requests(possible installations), generator installations, and installations which USACE is unable to meetthe prescribed needs, utilities can confirm electrical outages, provide projected restoration, andexamine alternative restoration possibilities. Coordination of the required information must beestablished through the ESF #12 responder present at the response center (RRCC, EOC, etc.) forthe specific event.

    The duties of Emergency Power SME can cover a wide range of activities, but are primarilyfocused on two major focus areas: 1) Coordination with, and education of, Federal, State andlocal partners on the execution requirements of the USACE emergency power mission under theNational Response Framework (NRF); and 2) working with the deployed Emergency Power PRTto ensure consistent, effective, and efficient mission execution activities are occurring. ThePower SME is not expected to perform the roles of any PRT member, but instead to coach,

    mentor, and train them to perform their job duties as required. The SME may find themselvesdeployed to a variety of locations to include, but not be limited to an impacted State EOC,FEMA IMAT, NRCC, JFO, RFO, or Staging Area and must possess a working knowledge of theorganizations at those locations they would be working.
