1 Emergency Housing, Food, and Financial Resources for Undergraduates at California’s Public Colleges and Universities

The California Homeless Youth Project compiled lists of basic needs resources that California’s public colleges and universities offer to undergraduates in order to make these resources more accessible. Basic needs resources include emergency housing, programs targeting students experiencing housing insecurity, programs targeting foster youth, free groceries, free prepared meals, on-campus CalFresh application assistance, emergency grants, and short-term loans. The 50 California Community College campuses, 23 California State University campuses, and 9 University of California campuses included in these lists are the same campuses examined in a CHYP report, Measuring Our Success: Campus Supports for College Students Experiencing Food & Housing Insecurity. Information on basic needs resources was collected primarily from campus websites between October 2019 and January 2020. Eligibility for basic needs resources varies by campus and by program; students should reach out to campus staff to determine if they are eligible for specific programs, services, and resources.

ABOUT THE CALIFORNIA HOMELESS YOUTH PROJECTThe California Homeless Youth Project (CHYP) is a multi-year research and policy initiative of the California Research Bureau and the California State Library. The CHYP highlights issues and solutions for youth ages 12 to 24 who are living “on the edge” of homelessness or are currently homeless in California. In particular, the CHYP engages these youth directly in research and policy discussions, giving voice to their experiences and recommendations as well as those of researchers, practitioners and policy experts. The CHYP is supported by funding from The California Wellness Foundation and the Walter S. Johnson Foundation.

Information on basic needs resources was primarily collected from campus websites. These housing resources are updated as of November 2019. Other resource lists compiled by the CHYP include free groceries, free prepared meals, on-campus CalFresh application assistance, emergency grants, and short-term loans.

Notably, students who have experience in the foster care system or who have experience with housing insecurity may be eligible to participate in programs on their campus including Extended Opportunity Programs & Services (EOPS), Cooperative Agencies Resources for Education (CARE), TRIO Student Success Program, California Work Opportunity and Responsibility to Kids (CalWORKs), Disability Services and Programs for Students (DSPS), and other student equity programs—in addition to the targeted programs listed below. Additionally, all campuses have a college homeless/housing liaison who can assist students in meeting their basic needs.

Food Resources at the California Community Colleges

The California Homeless Youth Project (CHYP) compiled lists of basic needs resources in order to make these resources more accessible to undergraduate students. The 50 California Community College campuses, 23 California State University campuses, and 9 University of California campuses included in these lists are the same campuses examined in a CHYP report, Measuring Our Success: Campus Supports for College Students Experiencing Food & Housing Insecurity. Information on basic needs resources was primarily collected from campus websites. These food resources are updated as of November 2019. Other resource lists compiled by the CHYP include emergency housing, programs targeting students experiencing housing insecurity, programs targeting foster youth, emergency grants, and short-term loans.

Emergency Financial Resources at the California Community Colleges

The California Homeless Youth Project (CHYP) compiled lists of basic needs resources in order to make these resources more accessible to undergraduate students. The 50 California Community College campuses, 23 California State University campuses, and 9 University of California campuses included in these lists are the same campuses examined in a CHYP report, Measuring Our Success: Campus Supports for College Students Experiencing Food & Housing Insecurity. Information on basic needs resources was primarily collected from campus websites. These financial resources are updated as of January 2020. Other resource lists compiled by the CHYP include free groceries, free prepared meals, on-campus CalFresh application assistance, emergency housing, programs targeting students experiencing housing insecurity, and programs targeting foster youth.

Notably, this resource list focuses on emergency financial resources that can be obtained outside of normal financial aid processes that students can use to alleviate food or housing insecurity. In addition to the resources listed below, students experiencing a financial emergency can request emergency funds via their financial aid office or request an adjustment to their financial aid award package to potentially access additional loans and grants. The colleges listed below may also offer other forms of financial aid such as emergency book loans, grants, or scholarships which provide students with funds for the campus bookstore.
