    Learning Disability Week 2012 MondayJune 18th Sunday June 24th

    This year it will build on the great work of LearningDisability week 2011, which saw the launch of theStand by me campaign on hate crime.

    Outside of London the work will focus on influencingthe candidates who are standing for election aspolice and crime commissioners. Here in Harrow

    as the Metropolitan police have signed up to theStand by me charter we will continue our work inraising public awareness of how hate crimeremains one of the biggest barriers to independentliving for disabled people .

    Care cant wait

    Before the Queens Speech the Care and Supportalliance wrote an open letter to the prime minsterDavid Cameron asking him to show leadership onSocial Care reform.

    A draft bill on overhauling care and support forelderly and disabled people in England wasannounced in the Queen's Speech.

    The bill will put "people in control of their care and

    give them greater choice, ministers say.

    The difficult issue of how social care is paid for isstill unclear.

    Discussions are currently taking place between thepolitical parties on how social care should be

    reformed. A White Paper was expected beforeEaster, but is now due to be published later thismonth or in June.

    Special Educational Needs

    Parents are to be given more financial control oversupport for children with special educational needs,in a major shake-up of the system in England.

    The government says it wants to push ahead withproposals announced last year that parents shouldhave a "personal budget" for their children.

    The changes could also see fewer children in thespecial needs category.

    Children's minister Sarah Teather said the currentsystem was "outdated and not fit for purpose".

    The government is setting out its response to lastyear's green paper on special educational needs -which warned that too many parents felt frustrated

    with having to "battle" against the system.It also said that too many children were beinglabelled as having special needs - with more thanone in five pupils currently in this category.

    It called for parents to be given more control overspending the budgets available to help theirchildren.

    Ministers now want to press ahead with thisproposal, so that by 2014 parents would have theright to buy in services, rather than relying on the

    options decided by local authorities and supportagencies.

    This is intended to help parents ensure a morepersonalised package of support for their child.

    However some people are concerned that the

    government wish to reduce the number of childrenlabelled as having special needs will make it moredifficult for children to get support if they need it .

    Agreeing together

    The Learning Disability Coalition has launched a newreport - 'Agreeing Together - a contract for the future' -

    which sets out changes that need to be made to make life

    better for people with learning disabilities.

    Agreeing together is a set of 15 agreements of what

    needs to happen to make sure that people with a learning

    disability can live the lives they want to lead. The

    people with a learning disability. In the report 9 leaders

    with a learning disability tell us why they are so important.

    There is nothing exceptional about these agreements.

    They are the everyday rights that everybody should

    expect. But for people with a learning disability these

    everyday rights are not always respected
