The Bid deposit amount is One Million Five Hundred Thousand Dollars ($1,500,000.00) to be made out to Elgin Area Primary Water Supply System.     ADDENDUM BULLETIN NO.2

    This addendum contains amendments and/or documents and shall form part of the Contract Documents. Include any related costs in the tender prices.

    PART I: CONTACT INFORMATION The tender closing date and time remains unchanged from the tender document. Bidders should be aware that any extension to the tendering period would result in the award of the contract being delayed to the end of March, for which bidders would be required to hold their price. At this time, there are no technical bases to justify an extension to the tendering period. The addenda are to be acknowledged on pg FT-1 clause 1. No part of the addenda needs to be included as part of the submission. Signed addendum forms will be collected at time of document execution. The Bid deposit amount is One Million Five Hundred Thousand Dollars ($1,500,000.00) to be made out to Elgin Area Primary Water Supply System.     Part 1.3B Reinforcement Placing Drawings and Bar Lists, add the following: 5. The Reinforcement Placing Drawings should have a sufficient number of plans, sections and details to accurately illustrate the location and extents of each reinforcing steel bar within each concrete component. The Drawings should be sufficiently detailed to permit placement of reinforcing steel (without the use of design drawings) and allow the designer of the structure to verify the accuracy of the reinforcing steel placement / layout with the intended design (without guess work). Failure to sufficiently illustrate the reinforcing steel as described for these two purposes will automatically result in a rejection of the submission.

    Q: Is the viscosity of 0.5% polymer solution really 8000cps? Or 800? A: The design of polymer preparation systems shall consider the two base polymers as specified. Ashland A3040L solution (as 0.5% active) has a viscosity value larger than 8,000 cp. Q: Can you confirm if we are to include both the building permit fee and the development fee in our costs? A: The building permit fee is to be included in the contact. The Municipality of Central Elgin has confirmed there is no development fee associated with the site. Q: Can you confirm the scope of work covered by the landscaping allowance? A: Landscaping allowance are for items not identified in the contract. Items associated with this item are to be determined during construction (i.e. additional tree planting at the discretion of the owner). Q: As per Spec Section 15260 Thermal Insulation for Piping Domestic Cold Water, Hot Water and Horizontal Sanitary Drainage Requires Insulation. Can you please indicate if any Process Piping requires Insulation? If so, Please indicate which System, Insulation Type, Thickness and Jacketing. A: No process piping insulation is required Q1 There is no specification for EAW_UPS30 (shown on drawing for chemical area EAW_NCP30) , and have assumed it to be the same as EAW_UPS20 (from drawing for Residual Control Area EAW_NCP20), Both are shown on GENERAL SCADA Network Architecture, sheet DI620. A: Correct redundant SCADA servers Q: Still on the same paragraph, it further reads: "System integrator is also responsible for configuration of the quantity two (2) wireless view nodes being supplied under this contract." Are these wireless view node to be configured to provide viewing for the entire plant (meaning linked to the plant main SCADA) or simply to view RMF process only? A: Wireless view nodes are to be configured to show all WTP SCADA screens (including new RMF screens) via FactoryTalk View client/server connection. The wireless view nodes are not to be configured as standalone SCADA nodes, strictly as clients retrieving/polling the SCADA screens from the main plants Redundant SCADA Servers. Q: Will there be any plant VantagePoint Historian reporting integration of the data collected by the standalone SCADA server in the RMF? If so will there be a requirement to also integrate these to the existing Data Center (Museum) VantagePoint application? A: VantagePoint Historian reporting integration of the new RMF standalone SCADA server is required and integration into the existing Data Center (Museum) VantagePoint application is also required. Q: Will there be a requirement to update the existing AssetCenter with the new documentation generated from this project?

    A:Yes Q: Is there a list identifying which CPU models and firmware versions are going to be supplied by the vendors of packaged systems? A:Not available at this time. Q: On page 11 in Section 13100, bullet item E.2 (For Packaged Systems): It is not made clear that the scope of work listed under the heading is the responsibility of the packed system vendor and not the System Integrator. Please clarify. A: Section 13100, Item 1.6.E.2 is describing the scope of work for the Packaged Systems vendor not the System Integrator. System integrator must coordinate with the Packaged Systems vendors for all required communications between the RMF PLC and vendor PLCs and the System Integrator is also responsible for development of SCADA screens for the Packaged Systems Q: Spec 13100 1.4.A details that contractor is to conform to SCADA Standards. The website shows documents are under revision. What are the revisions and release dates for the specifications to be used? System integrators are to conform to the current version of the SCADA standards, available at the following website: http://www.watersupply.london.ca/Consultant_Resources.html. Should any revisions to these standards occur during the timeframe of the Contract, the System Integrator is to review the revisions and inform the Consultant/Owner of any additional costs that would be incurred to meet the new revisions to the SCADA Standards. The Consultant/Owner will then decide if the System Integrator is to proceed with the changes via issuance of a change order. Current versions of the Standards are as follows:

    a. Section 100 Version 5, January 2011 b. Section 200 Version 7, March 2013 c. Section 300 Version 5, January 2011 d. Section 400 Version 8, May 2013 e. Section 500 Version 6, January 2011

    Q Spec 13100 1.4.a details the contractor is to follow the standards for tagging, documentation, drawings, control system and hardware, PLC programming, control panel installation and OIT/SCADA programming. Are web-services including reports, remote access and historian services also include? A: Yes Q: If yes to question 2 please provide details what is to be included on the reports, how many variables, how many reports are required. All new analog input points and SCADA alarms that are a part of this contract will require reporting. Daily, Monthly, Yearly reports must also be integrated into the plant VantagePoint application as well as at Museum London. Q: If the reports are all new please provide a template to follow. A template will be provided following commencement of the Contract. Q: Specifications 13100 1.5.4.D details the system is Allen Bradley Logix PLCs and FactoryTalk View SE. Please confirm there are no other software programming requirements. All software required to complete Question 2 above shall also be included in the System Integrators scope of work. This shall include Rockwell Software Transaction Manager to pass all analytical data (min, max, avg) to the SQL database at 5 minute intervals. This data is also to be stored in PLC memory in one (1) second intervals averaged over five (5) minutes. Rockwell Automation AssetCenter shall be used to back up all PLC programs, OIT and SCADA software. Rockwell Automation VantagePoint

    software shall also be used as a Web Server application. SCADA overview screens for all new works in this Contract must be integrated into the VantagePoint application running at Museum London. Q: Specification 13100 1.5.4.D details the communication is by plant Ethernet network. Please detail any network programming requirements. All new Ethernet switches shown on the SCADA network architecture (drawing DI620) are to be configured/programmed by the System Integrator, with assistance from the Consultant, Owner and Vendor Package suppliers as required. Q: Specification 13100 details the system integrator is responsible for design, network configuration, programming, testing and commissioning association with project. Confirm the System integrator's responsibility is limited to supply but not installation of SCPs. Contractor is responsible for installation of SCP panels. Q: Specification 13100 1.5.C.1 details PLC programming for System Integrator is restricted to PLC20. Confirm no other panels require programming by system integrator. A: Yes Q: Specification 13100 1.5.c details a minimum of two weeks time for control software installation. Confirm System Integrator is to carry 80 hours for software installation. Minimum of 2 weeks is the requirement for this activity. System Integrator to determine if additional time is required above this minimum time requirement based on the System Integrators scope of work. Q: Specification 13100 1.5.c.3 details SCADA programming of vendor equipment is by System Integrator. Confirm SCADA programming is intended to mean the Factory Talk View graphics and communication to Vendor Supplied communication map. Confirm all vendor panels are capable of communication with Factory Talk directly. Confirm System Integrator will not be required to complete any PLC programming for vendor units. Confirm vendor units are to be programmed as black boxes showing On/Off status and alarms only. If vendor units require more status provided a detailed list of every point (analog or discrete, read or write) to be communicated such that the Factory Talk View programming can be appropriately estimated for this contract. SCADA programming for vendor equipment entails development of SCADA screens and communication mapping to vendor PLCs. All vendor PLCs in this project are Allen-Bradley CompactLogix PLCs that can communicate directly with SCADA, with the exception of the Centrifuges. For the Centrifuges, the System Integrator will be responsible for mapping vendor PLC registers over to PLC20 to be used for related SCADA screens. It has been confirmed with the Centrifuge Vendor that the vendors PLC can communicate directly with PLC20 over Ethernet. The System Integrator is not responsible for any programming of Vendor supplied PLCs. Vendor units are NOT to be programmed on SCADA as Black Boxes. Utilize the Contract P&IDs and PCN provided to determine level of effort for development of SCADA screens for these vendor systems. For the sludge scraper systems (SCP30, SCP31 - PanelView Plus 1000), the Centrifuges (SCP21, SCP22 - 2Touch HMI), and the Polymer preparation systems (SCP27, SCP28 - PanelView Plus 600), the vendor supplied and programmed OIT screens functionality are to be duplicated on SCADA screens. Work closely with the Vendor Package suppliers to ensure proper functionality and monitoring of the Vendor package systems on SCADA. Shop drawing information for both the Sludge Scraper systems and the Centrifuges was also included in the Tender package and provides further details on all vendor I/O points for these packages. Please note that for the sludge scraper systems, the vendors control panels will also be controlling the sedimentation sludge transfer pumps and associated instrumentation, which is not currently shown on the shop drawings included in the Tender package. The additional I/O points for these pumps are: 31 DI, 12 DO, 8 AI and 3 AO for each control panel (SCP30, SCP31), for a total of 62 DI, 24 DO, 16 AI and 6 AO.

    Q: Specification 13100.15.6 details the hardware and software in vendor subsystems must confirm to Client SCADA standards. Who is responsible for confirming this? What is required to prove reasonably they conform? Vendor conformance to the SCADA standards will be the responsibility of the Contractor with the Owner/Consultant ensuring that the Standards are followed during the Shop Drawing reviews and Software FAT testing. Q Specification 13100.2.8.C makes references to remote capability. Is the system integrator responsible to configure remote monitoring capability. Is this referencing the ability to Go Online with the controller from the SCADA workstation? If not provide clarification as to what the intended function is. This item is detailing that communications between the SCADA system and the PLCs shall be by Ethernet communications. Q: Specification 17100 states the System Integrator is responsible for configuration of Ethernet switches. Confirm the System Integrator is not specifically responsible for Supply of the Ethernet switches or WAP. The Contractor is responsible for the supply and installation of all required Ethernet Switches and WAP panels. Contractor ask (1) 20A 120V breaker for existing panel LPL2. I cannot find panel LPL in the drawings, please let me know where it is on the drawings. Also is the existing panel manufactured by Eaton?     Existing MCC-13, spec states that its Eaton. Can you supply pictures of the rating label and confirm the shop order # for the MCC. Also please confirm that there is enough space for a 400A feeder breaker to be added? It takes up 4X space. Picture attached of MCC-13. Shop order # 37B661503. There is sufficient space for 4X space. MCC spec, section 16225 article 2.01.J, states that the starters are to have C440 OL relays but the schematic drawings show it as a C441. Please clarify which type of OL relay is required, C440 or C441? The O/L relay is intended as the C441 Motor Insight Overload relay as per the drawings.

    Is the OPTIM550 trip unit really required on the main breaker of MCC-31, as stated in the spec? If so is it only because of the devicenet communication capabilities? The specification for the main breaker in Sesction 16225 Motor Control Centre, Part 2 Products, Sub-section 2.01.I.1 shall be deleted and replaced with the following: The main breaker shall be an 800A with RMS sensing solid state trip unit with Long, Short and Instantaneous Time settings and Ground Fault protection settings. Changing the breakers continuous rating shall be accomplished by the use of a

    mechanically interlocked rating plug, with no exposure to live parts. The breakers interrupting rating shall be 25kA RMS Symmetrical at 600V. The main breaker section shall come complete with provisions for pad-locking the main breaker and sealing screws on the front cover. Grounding shall be with a removable disconnect link to ground the neutral, service conduit, and system ground. Main breaker shall include diagnostic information for cause and magnitude of trips and DeviceNet connectivity for communications of breaker status, cause of trip and magnitude of trip. MCC spec calls for FDC feeder breakers, section 16225 article 2.01.L, but the kA rating shown on the SLD is 25kA therefor we can use HFD. FDC breakers are 35kA rated while the HFD breakers are 25kA rated. Please confirm if HFD breakers can be used instead of the FDC? 25kA amps interrupting current breakers may be used on the 600VAC systems. Only ABB is specified as an approved manufacturer for the active harmonic filter. Can Eaton be added as an acceptable manufacturer? We can supply Eaton HCU series active harmonic filters. Equivalent Active Harmonic Filters may be substituted.

    If Eaton is acceptable for the active harmonic filters, we can have it integrated inside the MCC so that it does not have to be a lose item outside the MCC. Please confirm if we can proceed with this option? Equivalent Active Harmonic Filters may be substituted and may be integrated in the MCC. The following suppliers have requested to be listed as alternatives to the contract. They will not be approved for tender; however the bidder may apply for approval according to the terms outlined in the contract including section 01630 Equivalents and Alternatives.

Keys K3 and K5 are held captive at the remote switch. Opening the remote switch(Lock Out) will then release either Key K3 or K5. Inserting keys K2, K3 or K4, K5 into the specific lock will unlock the rear cable compartment door. Keys K2, K3 and K4,K5 are held captive in the lock while the door is unlocked.

    SECTION 01515 TEMPORARY UTILITIES

    PART 1. GENERAL 1.1 SECTION DESCRIPTION

    .1 Includes temporary utilities to be used during construction.

    .2 Other temporary systems, such as temporary fencing, barricades, hoarding, etc. are described in other specifications throughout the contract document.

    1.2 INSTALLATION AND REMOVAL

    .1 Provide temporary utilities and controls in order to execute work expeditiously.

    .2 Remove all temporary works from site after use.

    .3 Make all necessary applications, obtain permits and pay for all fees, charges for service and use.

    1.3 WATER SUPPLY

    .1 The Contractor shall provide a continuous supply of potable water for construction use. Provide metering at tie-in location to allow Owner to assess costs to Contractor.

    1.4 TEMPORARY HEATING AND VENTILATION

    .1 Any construction heaters used inside building must be vented to the outside or be flameless type. Solid fuel salamanders are not permitted.

    .2 Provide temporary heat and ventilation in enclosed areas as required to:

    .1 Facilitate progress of the Works.

    .2 Protect the Works and products against dampness and cold.

    .3 Prevent moisture condensation on surfaces.

    .4 Provide ambient temperatures and humidity levels for storage, installation and curing of materials.

    .5 Provide adequate ventilation to meet health regulations for safe working environment.

    .3 Maintain inside temperatures above a minimum of 10C in areas where construction is in progress.

    .4 Ventilating:

    .1 Prevent accumulations of dust, fumes, mists, vapours or gases in areas occupied during construction.

    .2 Provide local exhaust ventilation to prevent harmful accumulation of hazardous substances into atmosphere of occupied areas.

    .3 Dispose of exhaust materials in a manner that will not result in harmful exposure to persons.

    .4 Ventilate storage spaces containing hazardous or volatile materials.

    .5 Ventilate temporary sanitary facilities.

    .6 Continue operation of ventilation and exhaust system for time after cessation of work process to assure removal of harmful contaminants.

    .5 The permanent heating system of the building may be used when available. Be responsible for damage to heating system if use is permitted.

    .6 Date of Substantial Performance and Warranties for heating system will not commence until the entire system is in as near original condition as possible and is certified by the Engineer.

    .7 Maintain strict supervision of operation of temporary heating and ventilating equipment to:

    .1 Conform with applicable codes and standards.

    .2 Enforce safe practices.

    .3 Prevent abuse of services.

    .4 Prevent damage to finishes.

    .5 Vent direct-fired combustion units to outside.

    .8 Be responsible for damage to the Works due to failure in providing adequate heat and protection during construction.

    1.5 TEMPORARY POWER AND LIGHT

    .1 The Contractor will provide and pay for temporary power during construction and temporary lighting and operating of power tools. Provide metering from tie-in location to allow Owner to assess costs to Contractor.
