DESCRIPTIVE TITLE THE CONSTITUTIONAL AMENDMENT WOULD REPLACE ARIZONA’S CURRENT PLAN FOR INCREASING RENEWABLE ENERGY USE BY IMPOSING A NEW MANDATE REQUIRING NONGOVERNMENTAL ELECTRIC UTILITIES TO INCREASE THE PORTION OF THEIR RETAIL ENERGY SALES GENERATED FROM CERTAIN TYPES OF RENEWABLE ENERGY RESOURCES TO 50% BY 2030.
A “YES” vote will replace Arizona’s current plan for transitioning nongovernmental electric utilities to renewable energy with a constitutional mandate that, irrespective of cost to consumers, 50% of the retail energy sales of these utilities come from certain types of renewable energy by 2030 (neither pre-1997 hydropower nor any nuclear generation counts for this percentage); the current plan increases use of the same types of renewable energy from 8% this year to 15% in 2025. A “YES” vote also will mandate that these utilities increase their use of distributed renewable energy (energy locally generated and distributed from customers’ premises) to 10% by 2030; will require the new mandates be met by obtaining renewable energy credits, which may be created through renewable energy production or purchased from others who own existing renewable energy credits; and will require the Arizona Corporation Commission to enact implementing regulations.

A “YES” vote would allow Senate Bill 1431 (2017) to go into effect, which would gradually increase for four years the percentage of students in kindergarten through twelfth grade eligible to receive an empowerment scholarship account to spend on tuition, textbooks, educational therapies, tutoring, or other qualified forms of instructional assistance at a private or home-based school in an amount equal to 90% of the allotted funding that otherwise would have been allocated to the student’s public school district or charter school (for low-income students, the amount would be equal to 100% of the allotted funding); make changes to the existing empowerment scholarship program by requiring a policy handbook to be published for program applicants and participants, clarifying parental rights to appeal Department of Education eligibility decisions, and placing scholarship spending information on the Department’s website; and control the growth of the scholarship program by limiting new scholarship accounts each year through 2022 and eventually capping the number of new scholarship accounts at 2021-2022 fiscal year levels.

The 2019/2020 budget override authority represents a continuation of the existing 10% and 3.3% budget override authorities which are scheduled to phase down by one-third for fiscal year 2019/2020 and 2020/2021 if the voters do not approve the continuation.
The amount of the proposed continuation of the budget increase of the proposed budget over the alternate budget for fiscal year 2019/2020 is estimated to be $1,293,903. ¿Deberá la Junta de Gobierno del Distrito Escolar Unificado Núm. 16 de Catalina Foothills del Condado de Pima, Arizona, adoptar un Presupuesto General de Mantenimiento y Operaciones, que incluye una cantidad que excede el límite del control de ingresos especificado por ley en un trece y tres décimas por ciento para el año fiscal 2019/2020, y por los seis años subsiguientes tal y como se describe debajo? PROPOSICIÓN NO. 465
¿Deberá la Junta de Gobierno del Distrito Escolar de Primaria Núm. 51 de Altar Valley del Condado de Pima, Arizona, adoptar un Presupuesto General de Mantenimiento y Operaciones, que incluye una cantidad que excede el límite del control de ingresos especificado por ley en un diez por ciento para el año fiscal 2019/2020, y por los seis años subsiguientes tal y como se describe debajo? La autoridad de rebase del presupuesto del 2019/2020 representa una continuación de la existente autorización de rebase del presupuesto en un 10% el cual están programado para ser reducido en un tercio en el año fiscal 2020/2021 y 2021/2022 si los electores no aprueban la continuación.
La cantidad de la propuesta continuación del aumento del presupuesto del propuesto presupuesto por encima del presupuesto alternativo para el año fiscal 2019/2020 se estima que es $0. En los años fiscales 2019/2020 hasta el 2023/2024 la cantidad del aumento propuesto será diez por ciento del límite de control de ingresos del Distrito en cada uno de tales años, tal y como lo dispone la sección 15-481 (P) de los Estatutos Enmendados de Arizona. En los años fiscales 2024/2025 y 2025/2026, lacantidad del propuesto aumento será seis y dos tercios por ciento y tres y un tercio por ciento,respectivamente, del límite de control de ingresos del Distrito en cada uno de tales años, tal y como lodispone la sección 15-481 (P) de los Estatutos Enmendados de Arizona.

PROPOSITION NO. 466
Shall the Governing Board of Tanque Verde Unified School District No. 13 of Pima County, Arizona, adopt a General Maintenance and Operation Budget that includes an amount that exceeds the revenue control limit specified by statute by 15% for fiscal year 2019/2020 and for six subsequent years as described below? The fiscal year 2019/2020 budget override authority represents an extension of the existing budget override authority which is scheduled to phase down by one-third for fiscal year 2020/2021 if the voters do not approve the override.
The amount of the proposed continuation of the budget increase of the proposed budget over the alternate budget for fiscal year 2019/2020 is estimated to be $1,912,564. In fiscal years 2019/2020 through 2023/2024 the amount of the proposed increase will be 15% of the District’s revenue control limit in each of such years, as provided in Section 15-481(P) of the Arizona Revised Statutes. In fiscal years 2024/2025 and 2025/2026, the amount of the proposed increase will be 10% and 5%, respectively, of the District’s revenue control limit in each of such years, as provided in 15-481(P) of the Arizona Revised Statues.
Any budget increase continuation authorized by this election shall be entirely funded by a levy of taxes upon the taxable property in this school district for the year for which adopted and for six subsequent years, shall not be realized from monies furnished by the state and shall not be subject to the limitation on taxes specifies in Article IX, Section 18, Constitution of Arizona. Based on the current net assessed valuation used for secondary property tax purposes, to fund the proposed continuation of the increase in the school district’s budget would require an estimated continuation of a tax rate of $1.00 per one hundred dollars of assessed valuation used for secondary property tax purposes and is in addition to the school district’s tax rate which will be levied to fund the school district’s revenue control limit allowed by law.

PROPOSITION NO. 467
Shall Tanque Verde Unified School District No. 13 of Pima County, Arizona, be allowed to issue and sell general obligation bonds in the principal amount of not to exceed $15,000,000 to provide money for the following purposes:
• Constructing school buildings;• Renovating school buildings;• Purchasing pupil transportation vehicles;• Acquiring by purchase or lease school lots;• Improving school grounds, including adjacent ways thereto;• Supplying school buildings with furniture, equipment and technology;• Liquidating indebtedness incurred for the purposes set forth herein;• Providing all utilities and other capital items necessary for the construction and renovation of school buildings and
for improving school grounds;• Paying all architectural, design, engineering, project and construction management and other costs incurred in
connection with the purposes set forth above; and• Paying all legal, financial and other costs in connection with issuance of the bonds?
The bonds will bear interest rates at not exceeding 8.50% per year. Interest may be evidenced by separate certificates and will be paid on January 1 and July 1 each year until the bonds mature. The bonds, and any bonds issued to refund the District’s bonds, may be sold at prices that include premiums not greater than permitted by law. The bonds may be refunded by the issuance of refunding bonds of a weighted average maturity of less than 75% of the weighted average maturity of the bonds being refunded. Bonds will be in the denominations of $5,000 each or in multiples of $5,000 and will mature on the first day of July in years determined by the District’s governing board. The bonds shall mature over a period of not (i) less than 1 year (or a portion thereof) or (ii) more than 20 years from the date of their issuance. The issuance of these bonds will result in a property tax increase sufficient to pay the annual debt service on bonds.
The capital improvements that are proposed to be funded through this bond issuance are to exceed the State standards and are in addition to monies provided by the State. Tanque Verde Unified School District is proposing to issue Class B general bonds totaling $15,000,000 to fund capital improvements over and above those funded by the State. Under the Students FIRST capital funding system, Tanque Verde Unified School District is entitled to State monies for new construction and renovation of school buildings in accordance with State law.
A “YES” VOTE SHALL AUTHORIZE THE TANQUE VERDE UNIFIED SCHOOL DISTRICT NO. 13 OF PIMA COUNTY, ARIZONA GOVERNING BODY TO ISSUE AND SELL $15,000,000 OF SCHOOL IMPROVEMENT BONDS OF THE DISTRICT TO BE REPAID WITH SECONDARY PROPERTY TAXES.

¿Deberá permitirse al Distrito Escolar Unificado Núm. 13 de Tanque Verde en el Condado de Pima, Arizona, emitir y vender bonos de obligación general por una cantidad de capital que no ha de exceder $15,000,000 con el fin de proporcionar fondos para las siguientes finalidades:
• Construir edificios escolares;• Renovar edificios escolares;• Comprar vehículos para el transporte de alumnos;• Adquirir lotes escolares mediante compra o arrendamiento;• Mejorar los terrenos escolares, incluyendo las vías adyacentes a los mismos;• Proporcionar muebles, equipo y tecnología a los edificios escolares• Liquidar las deudas incurridas por las finalidades indicadas en este documento;• Proporcionar todos los servicios públicos y otras partidas de capital necesarias para la construcción y renovación de los

Los bonos, y cualesquiera bonos emitidos para reembolsar los bonos del Distrito, podrán ser vendidos a precios que incluyan primas no mayores que las permitidas por la ley. Los bonos pueden ser reembolsados por medio de la emisión de bonos de reembolso de un vencimiento promedio ponderado de menos del 75% del vencimiento promedio ponderado de los bonos que son reembolsados. Los bonos serán en las denominaciones de $5,000 cada uno o en múltiplos de $5,000 y vencerán el primero de julio de los años determinados por la junta de gobierno del Distrito. Los bonos vencerán durante un periodo de no (i) menos de un año (o una porción del mismo) o (ii) más de 20 años desde la fecha de su emisión. La emisión de estos bonos resultará en un aumento del impuesto sobre la propiedad suficiente para pagar la deuda anual del servicio de los bonos.

PROPOSITION NO. 468
Shall Vail Unified School District No. 20 of Pima County, Arizona (the “District”), be authorized to issue and see general obligation bonds of the District in the form of class B general obligation bonds in the principal amount of not to exceed $61,300,00 for the purpose of raising money for purchasing or leasing school lots, building or renovating school buildings, supplying school buildings with furniture, equipment or technology, improving school grounds, purchasing pupil transportation vehicles and providing for other general capital expenses or for engineering, architectural, project management and administration and other necessary costs in connection therewith and, in connection therewith as necessary, to purchase school sites and build school buildings, said bonds and any bonds issued to refund such bonds or other bonds of the District to be sold for prices which may include premium in amounts permitted by applicable law and to be refundable by the issuance of refunding bonds of a weighted average maturity of less than 75% of the weighted average maturity of the bonds being refunded, to bear interest at a rate of not to exceed 9% per annum, payable semiannually on the first day of January and the first day of July of each year until the maturity of each bond and at the option of the District to be evidenced by separate supplemental interest certificates, to mature over a period of not more than 20 years from the date of their issuance, to be in the amount of $5,000 of principal amount each or multiples thereof and to mature on the first day of the same month of each year which may be either January or July?
The issuance of these bonds will result in a property tax increase sufficient to pay the annual debt service on bonds.

¿Deberá ser autorizado el Distrito Escolar Unificado Núm. 20 de Vail en el Condado de Pima Arizona, (el “Distrito”), a emitir y vender bonos de obligación general del Distrito en la forma de bonos de obligación general de clase B por una cantidad de capital que no ha de exceder $61,300,000 con el fin de proveer fondos para comprar o arrendar terrenos de escuelas, construir o renovar edificios escolares, proporcionar a los edificios escolares muebles, equipo y tecnología, mejorar los terrenos escolares, comprar vehículos para el transporte de alumnos y proporcionar para otros gastos generales de capital o para ingeniería, arquitectura, gestión y administración de proyectos y otros costes necesarios en conexión con los mismos y, en conexión con los mismos según sea necesario, comprar sitios para escuelas y construir edificios escolares, dichos bonos y cualesquiera bonos emitidos para reembolsar tales bonos u otros bonos del Distrito a ser vendidos a precios que pueden incluir primas en cantidades permitidas por la ley aplicable y a ser reembolsables por la emisión de bonos de reembolso de un vencimiento promedio ponderado de menos del 75% del vencimiento promedio ponderado de los bonos que son reembolsados, para devengar interés a una tasa que no excederá el 9% por año, pagaderos semianualmente el primer día de enero y el primer día de julio de cada año hasta el vencimiento de cada bono y a opción del Distrito a ser evidenciado por un certificado de interés suplementario separado a vencer durante un periodo de no más de 20 años desde la fecha de su emisión, a ser en la cantidad de $5,000 de cantidad de principal cada uno o múltiples de la misma y a vencer el primer día del mismo mes de cada año que puede ser enero o julio?

REFERENDUM ORDERED BY PETITION OF THE PEOPLE
Official Title A referendum to approve or reject Ordinance No. 2017-121, entitled, “An ordinance of the Town of Sahuarita, Arizona, changing the zoning of parcel number 303-08-002J, an approximately 160 acre parcel of land owned by New Era Tucson LLC and located south of Pima Mine Road and East of I-19, from GR-1 (Rural Residential) to SP (Specific Plan), and adopting the “Copper Point Specific Plan” by reference (case #SA9-14-00003).”
Descriptive Title Ordinance No. 2017-121 changes the zoning of a 160 acre parcel of property located south of Pima Mine Road and east of Interstate 19 from Rural Residential to Specific Plan and adopts the “Copper Point Specific Plan,” authorizing residential, commercial and other mixed land use development.
A “YES” vote shall have the effect of approving Ordinance No. 2017-121, which rezoned a 160 acre parcel of property located south of Pima Mine Road and east of I-19 from GR-1 (Rural Residential) to SP (Specific Plan) and adopted the “Copper Point Specific Plan,” permitting mixed use development of the parcel to include a maximum of 806 single family attached and detached homes, retail commercial, office and recreation park and open space uses.
A “NO” vote shall have the effect of rejecting Ordinance No. 2017-121, retaining the existing GR-1 (Rural Residential) zoning on the 160 acre parcel of property located south of Pima Mine Road and east of I-19 and rejecting the “Copper Point Specific Plan”.

Pueblo de Sahuarita – Cuestión de zonificación
REFERENDO ORDENADO POR PETICIÓN DEL PUEBLO
Un referendo para aprobar o rechazar la Ordenanza No. 2017-121, titulada “UNA ORDENANZA DEL PUEBLO DE SAHUARITA, ARIZONA, CAMBIANDO LA ZONIFICACIÓN DE LA PARCELA NÚMERO 303-08-002I, UNA PARCELA DE APROXIMADAMENTE 160 ACRES DE TERRENO PROPIEDAD DE NEW ERA TUCSON LLC Y UBICADA AL SUR DE LA CARRETERA DE PIMA MINE Y AL ESTE DE I-19, DE GR-1 (RESIDENCIAL RURAL) A SP (PLAN ESPECÍFICO), YADOPTANDO EL “PLAN ESPECÍFICO DE COPPER POINT” POR REFERENCIA(CASO NO. SA9-14-0003).”

SA9-14-0003).
TÍTULO DESCRIPTIVO: La Ordenanza No. 2017-121 cambia la zonificación de una parcela de 160 acres de propiedad ubicada al sur de la Carretera de Pima Mine y al este de la Interestatal 19 de Residencial Rural a Plan Específico y adopta el “Plan Específico de Copper Point”, autorizando urbanización residencial, comercial y otros usos de terreno mixtos.
Un voto “SÍ” tendrá el efecto de aprobar la Ordenanza No. 2017-121, que rezonificó una parcela de 160 acres de propiedad ubicada al sur de la Carretera de Pima Mine y al este de la Interestatal 19 de GR-1 (Residencial Rural) a SP (Plan Específico) y adoptó el “Plan Específico de Copper Point”, permitiendo urbanización de uso mixto de la parcela para incluir un máximo de 806 casa unifamiliares adosadas y separadas, tiendas comerciales, oficinas y parque de recreo y usos de espacio abierto,
Un voto “NO” tendrá el efecto de rechazar la Ordenanza No. 2017-121, reteniendo la existente zonificación GR
