WORKPLACE HEALTH AND SAFETY POLICY

Introduction

The Nova Scotia Safety Council is an Employer, operating premises located at 2748 Agricola Street, Halifax, N.S., and utilizing contract employees working at various sites across the province. The Council is also a safety organization established in 1958, which is mandated to promote the health and safety of all Nova Scotians, in all aspects of their daily lives. The health and safety of Council employees is an important part of this mandate, and is something to which the Council is deeply committed. To make its commitment clear, the Council has written this Workplace Health and Safety Policy. The Council pledges: 1. to take responsibility for the health and safety of its employees 2. to provide a healthy and safe working environment 3. to co-operate with employees in seeking solutions to health and safety concerns

Council Responsibilities

To carry out the responsibility of ensuring a healthy and safe workplace, the Council will: 1. appoint a Safety Representative from among regular employees, (a)to report health and safety concerns noted by an employee or any person at or near the workplace, to the Executive Director (b)to co-operate with the Executive Director in seeking a swift resolution to any health and safety concerns 2. have its Executive Director assume the responsibility for (a)seeking resolutions to health and safety concerns (b)co-operating with the Safety Representative who represents employees (c)promptly reporting to the Board of Directors any health and safety resolutions needing Board approval (d)ensuring that employees comply with their responsibilities as outlined in this policy 3. provide the financial resources for any equipment or repairs needed to improve the health and safety of the workplace, not including that which is the responsibility of the owner of the building(s) containing the Council workplace(s). 4. provide all job and safety training needed to perform any task with greater safety. 5. provide any of its safety training courses at no charge to any employee seeking to increase their safety knowledge or professional credentials. 6. set up systems for improved hazard recognition and inspections, and keep detailed records of same. 7. keep detailed records of any incidents or injuries in the workplace, and work to determine their cause.

WORKPLACE HEALTH AND SAFETY POLICY

Employee Responsibilities

As part of the co-operative process of sharing responsibility for workplace health and safety, employees are asked to: 1. read those Sections of the N.S. Occupational Health and Safety Act (posted on the main lobby bulletin board) which pertain to employee rights and responsibilities. 2. question the Safety Representative regarding any portions of the Act which are not clear. 3. regularly read all safety information posted on the main lobby bulletin board. 4. immediately report any health and safety concerns to the Safety Representative, including incidents or accidents. 5. accept any job or safety training, and wear any safety equipment for your protection, requested by the Council.

Reviews

This policy will be reviewed every 6 months, and/or as a result of serious concerns posed by any employee or member of the Board of Directors.

SAFETY AUDITS

What is a Safety Audit?

An audit is a snapshot of an organization’s safety-related activities at any given time and is used to measure either an element of the safety program or the entire safety program. The NSSC utilizes a formal document process that has been endorsed by the Nova Scotia Department of Environment and Labour. It captures key OH&S program elements. Auditors perform the related field activities providing a summary report. This report utilizes a measurable rating system that will contain clear recommendations. There are three main types of audits and inspections: • Certificate of Recognition • Compliance Audit – Provincial, Federal and International Acts / Regulations • Providing Hazard Assessments and Workplace Inspections

Why Have a Safety Audit?

Organizations have the NSSC perform third party audits because: • This is part of their Continuous Improvement System • Unbiased and new eyes examine processes that may not apply in the changing environment • This may ensure good standing with their regulator and provide proof of due diligence • Audits are part of the ‘Certificate of Recognition’ program

CERTIFICATE OF RECOGNITION

Introduction

In the past, this program was titled the Safety System Accreditation program. The title has changed but the program remains the same. Existing clients will notice this change as they move through the program. To receive a Certificate of Recognition, a company must develop and implement an effective occupational health and safety program system. The Nova Scotia Safety Council will assist companies in developing an occupational health and safety system.

What is a Certificate of Recognition?

The Certificate of Recognition is awarded to companies that have achieved safety excellence by developing and implementing an effective occupational health & safety program (or system) within their organization. To receive a Certificate of Recognition a company must demonstrate commitment to occupational health and safety. The commitment extends past the slogan "Safety First" and deals with creating an atmosphere conducive to "Safety First". Components within a occupational health & safety system include, but are not limited to: • WCB and LTD Management • First aid • Joint occupational health and safety committee • Training • Industrial hygiene • Required elements outlined in Section 28 of the Nova Scotia Occupational Health and Safety Act.

CERTIFICATE OF RECOGNITION

What are the Benefits?

• By implementing an effective OH&S program a company will understand the concept of loss control, thus reducing the potential for a serious workplace incident/accident. • A company which has implemented an effective OH&S program will meet the requirements outlined in the NS Occupational Health and Safety Act. The NS Department of Environment & Labour, NS Department of Transportation and the NS Department of Finance all recognize the NSSC Certificate of Recognition. • The Certificate of Recognition provides the documentation necessary for companies interested in bidding on government contracts that require a company to have an effective occupational health & safety program.

Evaluation

How is a company evaluated for the Certificate of Recognition? A company wishing to achieve a Certificate of Recognition must successfully pass the Certificate Of Recognition Evaluation (Audit), which is endorsed by the Nova Scotia Department of Environment & Labour. The NSSC also offers four Occupational Health and Safety Certificate Programs. Individuals who have taken training through the Nova Scotia Safety Council may be well on their way to receiving one of the following certificates: • Joint Occupational Health and Safety Committee Member • Joint Occupational Health and Safety Committee Member Level II • Supervisor/Manager Safety Certificate • Health & Safety Professional Certificate in Partnership with Ryerson Polytechnic University

Joint Occupational Health and Safety Committee Member

Credits: 3 This certificate covers the fundamental concepts to effectively participate in a corporate Joint Occupational Health and Safety Committee. The following three NSSC courses are required to achieve this certificate. • Occupational H&S Committee (1 credit) • Workplace Inspections (1 credit) • Incident Investigation (1 credit)

Joint Occupational Health and Safety Committee Member Level II

Credits:7 In addition to Joint OH&S Committee Certificate (3 credits), the following four NSSC courses (4 credits) are required to achieve this certificate. • Managing Workplace Violence (1 credit) • Risk Assessment (1 credit) • Due Diligence (1 credit) • One NSSC Elective (1 credit)

Supervisor / Manager Safety Certificate

Credits: 7 This certificate covers the principles of loss control. An excellent program for management. • Managing Employee Safety & Health (5 NSSC credits) • Practical Loss Control Leadership (2 NSSC credits)

CERTIFICATE PROGRAMS

Health and Safety Professional Certificate in Partnership with Ryerson Polytechnic University

Credits: 25 Ryerson Polytechnic University a leader in post secondary health and safety education has partnered with the NSSC to offer university credits in the field of health and safety.

The Ryerson courses have been incorporated into the NSSC Health and Safety Professional Certificate Program. This program is designed for individuals already working with health and safety or those seeking a career in this field. The program provides participants with the necessary tools to develop, monitor, and advise industry on specific workplace safety issues. Individuals with technical backgrounds, who complete some occupational health and safety training as offered by this program, could expect to become involved in OH&S consulting work. Opportunities include training, safety auditing, research, or industrial health and safety coordinators. The Program consists of six compulsory modules and four additional electives totaling 25 credits.

Compulsory Modules

1. Managing Employee Safety and Health (5 NSSC credits) 2. Practical Loss Control Leadership (2 NSSC credits) 3. Occupational Health and Safety Systems (6 credits) Ryerson 4. One Ryerson University H&S Elective Course (6 credits) 5. WHMIS (1 NSSC credit) 6. Due Diligence (1 NSSC credit)

Electives

Individuals must choose 4 credits from a variety of safety electives offered by the NSSC. Note: All courses are described in detail in the Occupational Health and Safety Courses section of this book.

SAFE DRIVER AWARD PROGRAM

What is the Safe Driver Award Program?

It’s an incentive for professional drivers to drive safely. Companies enroll their drivers in the program. Drivers are motivated to drive safely by the thought of receiving an award each year. The award is a certificate stating the number of years they have driven safely. Companies may also order lapel pins stating the number of years a driver has driven safely. Million Mile plaques may be ordered for drivers achieving 1,000,000 miles or 25,000 hours of collision-free driving.

How Does the Program Work?

Companies maintain driver records. The company’s contact person submits them to the Safety Council once a year. Drivers who have driven for at least nine months in the preceding year, without incurring a preventable collision, are eligible for an award certificate. The NSSC enters the driver information into its database, and prints out certificates.

How Does a Company Enroll in the Program?

• Fill out an application form • Pay a fee that is based on the number of drivers being enrolled (this fee will be charged annually). The annual per-driver fee includes award certificates, but lapel pins are optional and cost extra. • Appoint one of their staff to maintain their driver records. This person will liaise with the Safety Council’s coordinator of the program. • Submit a current list of drivers, which will be used to create a database. Drivers are considered NEW drivers, and will not receive any award until the following year, after they have driven safely while enrolled in this program. Note: some exceptions to this rule can be discussed with the applicant company on a case by case basis.

What are the Program Advantages?

• Drivers DO NOT lose their Safe Driver Award years when transferring from one company to another. If a driver leaves Company “A” with a five-year award, at Company “B”, after one year, the driver will receive a six-year award. • Driver records are kept by the NSSC indefinitely.

EXPERIENCED RIDER COURSE

Course Introduction

Take motorcycle training on your own motorcycle. You’ll enjoy your sport more when you gain the knowledge on how to ride more safely. 90% of motorcycle incidents are the result of inexperience and lack of knowledge by the rider. Be the best rider you can be. Learn the techniques that will help you ride more safely.

Course Overview

You can now take a motorcycle training course on your own motorcycle. This course is geared to improving the skills that you already have. Through practical exercises such as slow speed control, braking, and avoidance you will learn what your motorcycle can and cannot do. This learning experience is taught in a controlled and stress free atmosphere with your personal safety foremost in mind. Past students have found this course helped them to drive their motorcycles with greater confidence and safety. Experience, though it may be a good teacher, cannot teach you everything you should know. So be sure – take a course, then take a ride.

“GEARING UP” MOTORCYLE COURSE

Course Format

Our highly qualified instructors will train you in motorcycle safety and teach you the skills you need to ride safely. Bikes are provided by the NSSC for the course. Each participant will have their own bike to use throughout the course.

The course is designed for the new rider – no prior experience is necessary. The majority of your time is spent on a motorcycle with a small portion of the course being delivered in the classroom. Each lesson builds on the skills taught in the previous lesson starting with “Getting on a motorcycle”. At the end of the course students will be given a written and practical test that will entitle them to a conditional motorcycle license.

Course Objectives

The Motorcycle Gearing Up Program is an established, proven program that has been in existence since 1974. The course will help participants discover the thrill of riding while learning how to cope with safety challenges that riders face in today’s traffic environment. No matter why you ride, for sport or transportation, you'll need to be prepared with the skills and knowledge for safe and enjoyable riding.

DRIVING PROFICIENCY EVALUATION

Outline

The Nova Scotia Safety Council provides individual in-vehicle assessments for organizations. Each assessment takes approximately two hours to conduct. The assessment is in four parts.

Part I: Rules of the Road

This part takes approximately one half hour to complete. It is a competency quiz consisting of 25 multiple choice questions and matching 20 traffic signs based on the Nova Scotia Drivers’ Handbook.

Part II: Driver Proficiency Evaluation

This part takes approximately one hour to complete. It involves an in-vehicle assessment of the driver on a selected route where they will be evaluated on their ability to perform the following tasks:

Vehicle control Management of time and space Entering traffic Driving in traffic

Exiting traffic Visual exploration Residential right and left turns

Heavy traffic right and left turns

Course Format

The NSSC Driving School is divided into in-class training sessions (25 hours) and in-car training sessions (10 hours).

In-Class Training

This component consists of 25 hours of training utilizing exclusive videos, overheads, driving manual, and exercise book. Course Information

The Nova Scotia Safety Council offers a two week* Driving School Instructor Preparation Course. This course is designed to provide individuals with the skills required to teach within driving schools. EMERGENCY BUCKET EVACUATION

Course Format

The course will be both classroom training and practical training. Students are required to bring their own PPE to the course: hard hats, safety glasses, safety boots, work gloves, full body harness with chest D-Rings or with hip D-Rings, and lanyard.

Course Outline Who Should Attend?

Any employee who uses a truck equipped with a man-lift boom or other types of aerial platforms. It is an ideal course for supervisors as well.

Course Duration

Half-Day in the Classroom: • Students will be given a leader-led presentation on the equipment, including its proper storage, maintenance and inspection.• Students will have the hands-on ability to actually use the emergency bucket evacuation equipment in the comfort of the classroom. • Students will have a review of the principles of Fall Protection, including the inspection of their equipment – full body harness & lanyard, as well as the other PPE they will bring to the course. • Students will write a test that will ensure the transfer of knowledge. Students must score at least 75% or greater before proceeding to the half day, hands-on practical application. Half-Day Practical Application: • Students will participate in seven controlled descents from heights of 3.5 meters to 7 meters. • Students’ descents are coached and evaluated by the trainers. • Certificates are sent to the employer for distribution and for in-house training record purposes. The first day of the course will be a review of the Professional Driver Improvement Course or Defensive Driving one day course. SafeTrack™

SafeTrack™ is an observation and feedback process. Observation and feedback processes or behavior based safety processes have been around for a long time (over 30 years). Thousands of companies in Canada, the United States and around the world have used them successfully to significantly decrease injuries. However, the injury reductions and other benefits aren't free. They require hard work or effort and well-trained observers. Teaching people how to observe a co-worker and how to deliver meaningful positive reinforcement is primarily what this course is about. SYSTEM INCIDENT INVESTIGATION PROCESS SIIP

Course Objectives

System Incident Investigation Process (SIIP) provides the student with several analytical techniques that can used to ascertain the root cause or causes of workplace incidents. The program takes a systems look at the incident(s) starting with the worker and ending at the senior level in the organization.

STUDENT WORKPLACE ORIENTATION PROGRAM SWOP

What is SWOP?

The Student Workplace Orientation Program (SWOP) is an online program designed to provide students in Nova Scotia with basic workplace safety information and to prepare them before they arrive on the job. With this basic foundation in place, the employer can then build on this knowledge and has more time to focus on the safety issues directly related to the job.

Program Outline

The SWOP training program includes six courses: 1. Occupational Health and Safety Law Awareness 2. Ergonomic Awareness 3. Personal Protective Equipment Awareness 4. Chemical Awareness 5. Electrical Awareness 6. Hazard Awareness

What SWOP is NOT!

SWOP is not a replacement for job-site safety training. It is up to the employer to deliver specific work safety training to the employee that addresses the particular safety hazards and precautions relative to the job.

How SWOP Works

Students use their access cards to enter the SWOP program online. They work independently, reading through each section at their own pace. If one section is particularly challenging, they can review it as many times as they need. They perform a short test at the end of each section, to see if they have absorbed the information. If they don’t answer all the questions correctly, they are prompted to review the lesson again, to ensure they understand all the information.

SWOP

Why the Web?

Young people use the web extensively for entertainment and educational purposes and most are very comfortable with it. It also ensures that training is available all across the province and at a time convenient to the student.

Passport to Safety

SWOP prepares the student to take the Passport to Safety test. Passport to Safety originated with Paul Kells of the Safe Communities Foundation who lost his teenage son in a workplace related incident. Paul took it upon himself to find a way to decrease the high rate of injuries to youth in the workplace. He developed the Passport to Safety program as a way to ensure that all youth entering the workplace would pass the same safety awareness test.

How to Get Involved

The goal is for organizations that are interested in supporting youth safety in the workplace to purchase a SWOP card. Cards can be purchased in bulk to: • Train employees – this provides a solid foundation for any young employee • Sponsor a school or other organization to ensure that students are receiving adequate safety training. • Purchase the SWOP card for employees’ children – a nice way to show your commitment to safety and health and to show your appreciation of your employees.

What Does a Card Cost?

The price of a SWOP card is $25 plus HST. This covers all 6 courses of the SWOP online training program and also includes the National Passport to Safety test. Quantity discounts for organizations are available.

The following course provides attendees with an understanding of what WHMIS is. The course format will be lecture style.

This course is designed to educate a worker, supervisor or manager on the major elements of the WHMIS Program. The student is taught how to implement a WHMIS Program in compliance with existing legislation. Every effort will be made to address concerns to the participants’ requirements.

Course Format

The emphasis of this course is on instructional techniques. Qualified, knowledgeable instructors supplement these topics with discussion, videos, student presentations and evaluations. Students will be provided with WHMIS regulations, and instructional techniques guide. Using these materials, the students take part in interviews, discussions and presentations designed to develop good instructional techniques. (Note: Participants must be familiar and up-to-date with WHMIS. Day one covers WHMIS).

This instructor development course is designed to provide individuals with the skills required to return to their workplace and train other employees in WHMIS.

WORKPLACE INSPECTIONS

Course Format

The following course provides attendees with an understanding of workplace inspections and how to conduct a proper workplace inspection. The course format will be lecture style, allowing students to give feedback and discussion. During the class, the students will work in groups on case studies.

Course Objectives

Inadequate housekeeping leads to approximately 70% of workplace incidents. A planned workplace inspection is one of the best ways to identify and correct problems before an incident occurs. Proactive safety programs reduce loss and improve productivity. By the end of the day, you will be able to understand the role of inspections in a health and safety program, describe how proper planning and preparation are key ingredients to successful inspection, and discuss and understand the importance of follow-up.

General Information

The Nova Scotia Safety Council offers a number of one day regional health and safety symposiums throughout the province designed to meet the specific needs of the individual regions. Each event consists of a trade show for health and safety product and service providers, seminars, workshops, and lectures for safety professionals, and a “meet-and-greet” for the areas safety community to network and share ideas.
