Social Security Pension Schemes
Present system of Pension Administration
1) Monthly sanction of Pension schemes are obtained on 1st of every Month
2) Funds transferred to bank accounts of Panchayats/MCs (empowered by Govt)
3) Money withdrawn by Sarpanches/MC members and expected to be disbursed by 7th of every month
4) APR receipts & balance deposited to BDPO office
5) BDPO office in turn sends balance of the Block to DSWO office with APR receipts
6) DSWO updates central data and sends arrears of non receivers of pension in subsequent months.
Shortcoming in the system
1) Disbursement of pension to all within the 1st week is not guaranteed
2) Feedback regarding disbursement & account rendering by Panchayats/MC badly delayed
3) Does not provide withdrawal flexibility to beneficiary
4) Sporadic allegations of harassment & discrimination by Sarpanches
5) Defaults in payments to about 5% beneficiaries every month who feel harassed
Use of IT in Governance (present Status)1) Centralized database has been created for all
pensioners, Application forms & eligibility criteria available on the website
2) DSWOs are authorized for online addition/deletion/ modification of central database
3) Flagging ineligible and dead beneficiaries
4) De-duplication of records
5) Monthly Treasury bills & Bank payment advices are processed using the central database
6) APR generated at state level for all districts & sent in PDF to districts (No manual changes permitted )
7) Online search facilities for beneficiaries records and tracking of their payments
8) Up to date beneficiaries lists available online.

limitations of the manual delivery system
Voluminous Records of APRs maintained in physical form
poses a problem of storage, retrieval & reconciliation
Reconciliation of accounts and money kept outside system for long periods

Achieve 100% payment to beneficiaries on 1st of every month
Reconciliation of payment accounts through banks and NPCI as
a digital payment intermediaries

beneficiaries
