Executive Summary

About the Needs Assessment:

Training needs are defined as a set of

changes needed in an individual in terms of his

knowledge, skills, experience, behavior, and

directions in order to make him/her fit for a

different job, or to perform the functions and

duties of his current job with high efficiency. Some define

them as a set of indicators that reveal a difference

between the individuals’ current performance and

their desired performance.

This stage is one of the most important elements in designing the training

program because an accurate identification of training needs makes a training activity

meaningful and realistic; besides, it saves a lot of efforts and expense which are related

to the trainee’s knowledge, skills, experience, behavior, and directions to perform the

functions and duties of his current job with high efficiency.

The findings of the needs assessment are useful in the following issues:

1. Improving the organization’s performance: Training needs assessment helps focus

on the main objective of the training, which is to improve the organization’s

performance by revealing the challenges and strengths of the organization.

2. Training Management: The training needs assessment identifies the individuals who

need training, the type of training required, and the results expected from them.

3. Rationalization of Resources: The absence of identifying training needs, or

inaccurately identifying them, may lead to wasting effort, time, and money.

4. Manpower planning in the organization; training may not be the only solution, but

also the restructuring of manpower or recruiting new individuals.

About the Study:

Since the spread of Syrian organizations in Turkey in 2012 and up to this date,

many Syrian organizations have been in a race to present training programs in various

disciplines. Most training programs relied on personal guesses and experience to identify

the Syrian organizations’ training needs.

The study aimed to take stock of the Syrian organizations’ training needs through

analyzing the performance of the organizations in eight different areas of work from the

viewpoint of the staff of each organization, and then identifying the most significant

challenges Syrian organizations face, which will in turn be an input in identifying the

training needs.

A statistical survey was conducted on a sample of Syrian

organizations which have offices in Gaziantep, Turkey operating

in Turkey or Syria. The survey covered over 40 organizations in

a 63-respondent sample from these organizations late in 2015.

The study included measuring the awareness of the workers

of the performance of their organizations in eight different

areas:

The study found that organizations face significant challenges in volunteers and HR

management. For this purpose, a set of training programs, which have been deduced

based on detailed questions through which each area was measured, are proposed. They

are listed in the table:

volunteers; and which, in turn, guarantee that they receive a

financial and moral return that satisfy their expectations
