Minister of Education Zhou Ji said.

This includes sending Chinese students to

study abroad as well as receiving foreign

students to study in China.

China has sent more than 580,000 students to over 103 countries or regions (地区) in the past 25 years, and the number of overseas students studying in China has continued to rise especially since China joined the WTO. Last year the Chinese mainland received a total of 86,000 students from 170 countries and regions. However, China faces a shortage (短缺)of higher-level teaching teams.

There are not enough highly qualified teachers

to teach the number of students wanting to

study above doctorate level, so educational

exchanges are encouraged in China.

The quality of higher education has also shown

great progress over the past several years.

China has signed agreements with Britain,

France and Germany to provide a better

environment for the development of

educational exchanges.
