information that you need about each of the services we offer, the benefits of purchasing the

service, prices and contact details for more information.

We work with hundreds of schools across the county and see great practice day in and day out.

Educational Psychology Service Educational Psychologists (EPs) are a team of professionals with the training and expertise to assess and provide strategies to enable children and young people with Special Educational Needs (SEN) and Additional Educational Needs (AEN) to make good progress. EPs provide a distinctive psychological contribution at an individual, group or whole school strategic level.

We can help your school to:

Implement the changes required following the Children and Families Act 2014

Promote and secure improved educational outcomes for all children

Assess the needs of children with SEN or AEN and design and implement effective interventions for vulnerable children so that they are able to fully engage and succeed with their own learning

Ensure the learning environment promotes positive mental health, wellbeing and social and emotional aspects of learning

Ensure well managed systems and structures for promoting positive behaviour policy and practice

Provide professional development for school staff in a wide variety of aspects of children’s learning and social, emotional and behavioural difficulties

Link effectively with partners to enable positive experiences and improved outcomes at critical points in children’s lives e.g. at points of transition, during unexpected life events or when adversity arises

Designing and assisting the implementation of evidence bases and effective interventions to improve learning, social and behavioural outcomes

Partnership requests are welcomed and a reduction to £470 per day is available for partnerships purchasing 40+ days.

bereavement, transition, complex family issues such as

Governor Services Governor Services’ role is to help governing bodies exercise effective governance of their school, whether it is Primary, Secondary, Special, Maintained or Academy. As part of our traded offer, we:

Offer a comprehensive training and development programme for governors and clerks

Offer a professional Clerking service Provide advice about governance and support to

governing bodies, their chairs, and head teachers On request, conduct an external review of governance in

a school, in advance of, or as sometimes required following Ofsted inspection

Provide training to governing bodies which need to appoint a new head teacher

What does this service offer?

Governor Training

Our new online programme brochure outlines the core training we offer to governors across the county. The courses are grouped into categories, for instance those subjects related to school resources, or leading the governing body, but the strongest focus is on governors’ engagement in School Improvement.

Professional Clerking Service

Attendance by a fully trained ‘authority approved’ clerk

at up to 6/12 full Governing Body (GB) meetings per

annum. Where the GB holds fewer than 6 meetings the

equivalent time can be used to support committee work

Guidance on school regulations, instruments of

government, duties, powers, procedures

Transcription and production of draft minutes (including

action points) for approval by the chair to the GB within

7 working days of the meeting; distribution of minutes

Support for GB administration, including preparation/

monitoring of committee lists, terms of reference;

maintenance of files for minutes, statutory policies and

statutory website information; register of pecuniary

Health and Safety (Maintained Schools) The Health and Safety Team assists schools in meeting their statutory health and safety responsibilities by providing competent practical advice and guidance to support safe, secure and rewarding learning environments and robust safety management.

We can help your school to:

Provide a safe environment, work processes and activities for pupils, staff and visitors by having appropriate management systems in place

Comply with health and safety legislation, identify any significant risks and implement procedures to control those risks

Ensure staff are competent to carry out their duties in a safe manner

Ensure annual inspections of specialist equipment are undertaken including outdoor fixed play equipment, design and technology equipment, radioactive sources (Subscribing schools are able to access the centrally managed maintenance programme at preferential rates).

Complete the school’s pre checks on contractors if they are registered with the Contractor Health and Safety Assessment Scheme (CHAS)

Key benefits to the school:

The schools Health & Safety Team can fulfil the role of competent adviser in all aspects of health and safety

Assistance in complying with statutory health and safety duties and responsibilities by providing regular monitoring visits to review policies and procedures and undertake visual inspections.

Direct access to dedicated schools health & safety telephone/email helpdesk during office hours

Access to specialist health and safety information and employee training programme

Access to a team of competent, qualified health and safety professionals, who have experience of working in and with schools

Help you to ensure compliance with the requirements of the health and safety element of your Ofsted inspection

We issue direct emails and Safety Action Bulletins to schools advising of potential dangers of equipment and/or as a result of a HSE alert on safety measures, or as a direct result of incidents happening in Schools

We provide specific health and safety advice for schools such as arrangements for dealing with communicable diseases and infections

What does this service offer?

A team of health and safety professionals who can provide technical and practical advice, assistance and support including on-site visits

Advice on keeping people safe and healthy – your employees and those who are affected by your activities; i.e. pupils, contractors, members of the public, visitors

Advice on maintaining safe and secure sites, buildings and equipment to meet legislative requirements

Access to up to date health and safety information and policies (including model policies) on the Schools Intranet. Access to this will only be available via a secure website with a password and login

Annual pre-use inspection of school based seasonal swimming pools and annual inspection of indoor pools

Annual condition inspection and report of specialist equipment undertaken by competent contractors for PE, Outdoor play, D&T and extraction, ceramics, and radioactive sources

An annual health and safety site visit which will assist you to fulfil your statutory and delegated health and safety responsibilities, to include: advice on good practice related to your activities and processes and a site safety tour of buildings and grounds to identify any actions needed to improve health and safety. For nursery/primary schools this is usually half a day, for secondary schools this is usually a full day.

Access to specialist and technical advice including Consortium of Local Education Authority Provision of Science Services (CLEAPSS ) and the Radiation Protection Adviser (RPA) Service

Assistance in managing emergency situations such as dangerous occurrences; e.g. asbestos exposure, contamination issues, legionella, hazardous substance releases, critical incident arrangements

Assistance with statutory investigations into serious accidents that the Health and Safety Executive and other external bodies and Enforcement Agencies may involve you in. If additional visits are required in relation to significant issues an additional charge may be applicable

Unlimited access to the council’s library of Health & safety training materials (DVDs etc.) DVDs can be borrowed free of charge

Bespoke training courses to meet the needs of your school

The County Council offers this support service primarily for schools where it is the employer but where this is not the case, other schools can also purchase a similar service. The Health and Safety Team can assist your Trust to meet its statutory health and safety responsibilities by acting as your health & safety adviser providing competent practical advice and guidance to:

Ensure your schools site is safe and secure Support you to ensure there is a robust safety management

system in place Provide the trust with specialist advise (based on the Trust’s

own safety management arrangements) to assist the Trust to comply with statutory health & safety requirements.

We can help your trust to: Ensure you provide a safe environment, work processes

Health and Safety (Conversion Package) There are significant health & safety factors to consider when converting from a maintained school to an academy. A key issue being the change in the employer role and the consequential change in responsibilities for health & safety responsibilities. This unique health and safety service package has been formulated and designed to assist maintained schools to achieve a smooth transition to academy status. The package is only offered to those schools who have agreed a conversion timetable with Oxfordshire County Council. The package content has been developed from:

Experiences of other schools who have already converted

Review of existing provision in line with requirements identified by schools

Information and documentation produced by the Department for

Education (DFE) and the Health and Safety Executive (HSE)

Expertise from the Health and Safety Team for Oxfordshire County Council

The charge for this package reflects the actual cost to provide the service to schools. As a school which has decided to convert its status and taking into account delegated budgets and on-going responsibilities following conversion, your school should consider taking advantage of this offer to ensure a smooth transition to academy status. The cost of this package would be a legitimate charge against the DfE Conversion Grant provided direct to schools to support the conversion to academy status.

Key benefits to the school: This package is additional to the Health and Safety (Maintained Schools) service. The package is designed to assist heads and governors in navigating schools towards achieving statutory compliance as a standalone commercial business. At the conclusion of the conversion package, it is hoped the school should feel confident to take on its newly acquired health and safety responsibilities as an academy. You will be allocated a Health and Safety Officer from the team who will be assigned to you throughout the duration of the package. The package will run for four months on average but slippage and variation will be factored in if needed by you.

A Health and safety document identifying the key issues to consider when converting.

Up to three days of dedicated Health and Safety Officer time, which is variable according to the circumstances, to support and advise on specific actions and any individual concerns unique to your site. This will include a summary report of the recommendations agreed

Provision of template policies and documentation including servicing requirement calendar & planner

Direct access via phone and email to the allocated officer for the duration of the package

A briefing for Senior Leadership Teams, trustees, key employees and governors lasting approximately 1 hour with time for questions and agreeing key roles for identified employees facilitated by the schools Health and Safety Team Manager and officer

Provision of specialist documentation related to accountability and strategic decisions and roles for the Board of Directors or Trustees produced by enforcement authorities

Oxfordshire Schools Inclusion Team (OXSIT)

Our team provides quality support for school improvement to improve outcomes for learners vulnerable to underachievement. This includes: Learners with special educational needs and disabilities (SEND); Disadvantaged pupils (those entitled to the pupil premium grant); Students with English as an additional language. We offer strategic support to improve provision for groups of learners with challenging behaviour and social emotional mental health needs, including lowering the risk of exclusion and improving attendance for individual pupils. Our highly regarded, knowledgeable and skilled Inclusion Consultants offer support to primary and secondary schools in Oxfordshire and beyond. The team specialises in all aspects of educational inclusion and is committed to improving outcomes for all learners. We are passionate about our work in schools reducing exclusion and improving attendance for individual pupils, enabling schools to develop sustainable systematic ways of working that support school improvement in these areas. The team are Ofsted trained and teach on Masters level courses in SEND for Oxford Brookes University

Ensure you meet statutory expectations for SEND pupils in line with legislation and local policy.

Support leaders to develop inclusive quality first teaching focusing on diminishing difference.

Support leaders to prepare and analyse data of vulnerable groups and to use this data to action plan for closing the gap

What does this service offer?

SEN Support We support strategic development of SEND provision in schools. This includes quality first inclusive teaching, support for dyslexia and literacy difficulties, exam access arrangements, training for interventions to accelerate progress, support for learners with social emotional and mental health needs, maximising the impact of Teaching Assistants. Our SEN review is a robust audit of SEND provision in schools to inform development planning. Contact the team to discuss your needs. Behaviour Support We support schools to improve whole school behaviour and to improve provision for individual learners presenting with challenging behaviour and those with Social Emotional and Mental Health needs. We use the Zones of Engagement model to support schools to improve whole school behaviour and teaching and learning. Our Inclusion Support Plan (ISP) that promotes reflective practice has supported many schools to improve provision for learners at risk of exclusion. EAL Support We have a range of excellent resources to support schools to improve provision for learners with English as an additional language. We offer training for teachers and teaching assistants in best practice for meeting the needs of pupils with English as an additional language. This includes specific support and resources for unaccompanied asylum seekers. Disadvantaged Pupils We support strategic developments to improve outcomes for learners in Oxfordshire who are entitled to the pupil premium.

The Performance and Information Team is committed to providing timely, high quality performance information and analyses to schools to support school staff and governing bodies in:

School self-evaluation, improvement planning and target setting

Making decisions based on accurate performance and demographic information

Meet schools‘ statutory obligations for school census and statistical returns to central government

Service delivery is by a team of professionals who are highly experienced and knowledgeable on school performance data and analysis. The work of the School Performance and Information Team compliments and integrates with the work of other support services within the Local Authority such as Governor Services, Inclusion and Vulnerable Learners teams. All reports will be distributed to schools via Perspective Lite – this is a web based system that allows the LA and schools to share and store data reports and access live headline Key Stage data.

School Improvement Services - A Growing Partnership The Strategic Schools Partnership Board is an effective partnership between schools, teaching schools, the local authority and other local providers, such as the Anglican and Catholic Diocese, which is central to the delivery of high quality school improvement services. Oxfordshire’s Education Strategy acknowledges the changing role of local authorities in education. It emphasizes the importance of local partnerships, systems leadership and the increase in school autonomy and diversity. Oxfordshire County Council’s ‘Education and Learning’ service includes three functions:

Education Sufficiency and Access, led by Roy Leach Vulnerable Learners, led by Janet Johnson Education Quality, led by Chris Malone

Education Quality includes the school Improvement function and works with schools requiring improvement, inadequate and any additional schools causing concern. The Education Quality Team consist of highly respected and experienced primary and secondary teachers, headteachers and consultants with expertise in curriculum development, teaching and learning, middle and senior leadership, self-evaluation and assessment. The core offer will be delivered through partners and direct commissioning and will provide capacity for directly targeted interventions including monitoring, moderation, challenge and support to schools. This applies to schools that are causing concern or judged to be requiring improvement by Ofsted, coasting or below national floor standards of attainment. School Improvement Officers and those who commission or provide services will work with schools to support wider whole school improvement through traded offers and campaigns.

Special Educational Needs Support Service SENSS is a centrally funded, countywide Special Educational Needs (SEN) teaching and advisory support service offering a range of interventions, specialist advice, support and training to schools, supporting agencies, parents, children and young people. We work in partnership to secure good outcomes and a positive future for children and young people with SEN and / or disability.

We can help your school to:

Support, advise and empower staff in schools and settings to understand the needs of children and young people with SEN.

Provide assessment and advice in relation to the child / young person’s additional needs or disability.

Ensure that the views, wishes, perspectives and experiences of the children and young people are fully reflected in their provision.

Support children and young people to develop a positive understanding of their own SEN / disability.

Carry out assessments in relation to specialised equipment.

Make specialist provision for children with particular needs in a number of specialist Resources Bases attached to mainstream schools.

What does the service offer?

We work primarily in schools and educational settings, but also in homes, where necessary. We have a range of professionals in our teams including specialist advisory teachers, support workers and technicians. We work closely with SENCOs, class teachers, Teaching assistants and other support staff in schools. We liaise closely with families and we work collaboratively with other agencies involved with the child. We provide advice, support, interventions and some direct teaching. We offer a range of training from individual training around a child’s needs to whole school and area based specialist courses to support continuing professional development

The Hill End Centre

Only three miles from the ‘dreaming spires’ of Oxford, the peaceful, tranquil quality of our location is a world away from urban life. A visit to Hill End offers visitors the opportunity to be closer to nature, with the space and time to explore and appreciate the wonders of the natural environment. Hill End has been offering educational experiences since 1920, when the Ffennell family purchased the Wytham estate. This history alone offers a truly special story to Hill End’s History and has been kept alive with memories and stories to tell from visitors old and new.

Residential Experiences

A residential stay at Hill End is a magical experience for visitors of any age. Our simply furnished buildings are mainly constructed of wood combining all the fun and excitement of camping, but with the reassurance of solid walls. The buildings are separate from each other and spread over a wide area so that even with a number of other groups on site at the same time, you will feel that you have the site to yourself. Each of our buildings is different with its own character and our regular visitors will often book early to ensure they get the building that they like the best! The environment at Hill End promotes a simple way of living that is in harmony with nature and you will find our accommodation reflects this; it is comfortable, clean, basic and functional. For years, Hill End has given early years schoolchildren their first taste of being away from home and close to nature. It provides a homely, friendly and welcoming introduction to outdoor learning and an ideal springboard to further adventures.

Go back in time for a hands on, living history days. Choose from Stone Age, Iron Age, Vikings or Romans and Celts. The days are all run from our Ancient Settlement site, complete with authentic style roundhouse and relevant artefacts. Oxfordshire Off-Site Visits

For Oxfordshire’s maintained schools we fulfil the Council’s statutory responsibility to monitor and authorise visits. Academies and non-maintained schools can also access the Educational Advisory Service by direct purchase. The offer includes:

The service runs nationally recognised training and refresher courses aimed at Educational Visit Co-ordinators (EVCs). Oxfordshire Outdoors

The 3 outdoor education centres which served Oxfordshire schools for nearly 50 years are now under new management. Kilvrough Manor, Woodlands and Yenworthy Lodge previously run by the county council, are now managed by Groundwork South, a registered charity, under a 25-year contract which promises to unlock new sources of funding to improve facilities at the venues. An integral feature of the contract is an access entitlement for Oxfordshire schools; importantly this means business as usual for OCC schools and academies as it guarantees availability. The Centres use natural environments to support real and adventurous learning. Our courses broaden horizons, build character and develop a sense of individual and collective achievement. Set in stunning natural locations that include rivers, coastline, caves, crags, moors and mountains, each of our centres is unique, offering schools a range of outdoor learning experiences: Although the centres and sites are all different, what they all have in common is inspired, dedicated, experienced and professionally trained staff. Our service is completely flexible, working with you, we can personalise the details of your course to meet your needs and address any special requirements. Subscription periods for Education Quality Services

The subscription period for Education Quality Services is 1st September 2017 to 31st August 2018.

Notice period

A school wishing to withdraw from a service in most cases will be required to provide at least 2 school terms or 3 months’ notice, in writing, stating the reasons. Please note some services may require a longer notice period therefore, clients are advised to read through the terms of the individual service’s SLA or contact the Service team directly for more information. Charges

Each service has been individually priced to cover relevant costs and overheads to give good value for money. The services are priced to cover costs not to produce a profit. Any surplus income is re-invested into the service.

Due to the variety of services offered there are several methods used for pricing. The information in this brochure makes clear what the charges are, how they are calculated and what the service provides. The flexibility for schools of Pay-as-you-use is offered as an option on some services. Local Authority maintained schools will be internally recharged when using the service. Academies will receive an invoice, payment of which is due within 28 days of the invoice date. Provision of Service

Each service is provided to Local Authority maintained schools under a Service Level Agreement and under contract to academies. Full details of the contract are available on request. Changes to Contract or Service Level Agreement

Any changes to the Contract or Service Level Agreement must be agreed by the Council and the school or academy. VAT

For Business Services the County Council will charge VAT at the current rate on services provided to academies
