• COST C1 Semi-rigid behaviour of Civil Engineering Structural Connection (1995 - 1999) brings

great innovation in design process directed to practice. Results will be used as a relevant material for theoretical descriptions. In the project participated U Coimbra, AU Thessaloniki, VTT Helsinki and CTU Praha. Please, see internet at http://www.vtt.fi/rte7/costc1.html.

• Leonardo I (1995-1999) Wider Vocational in Structural Steel

WIVISS/UK/95/2/1411/P/II.1.1a/FCP will be used as a master electronic multimedia progress in this area of structural steel. Partners in project were BMS Rotterdam and CTU Praha. • COPERNICUS RECOS (1996-1999) Reliability of moment resistant connections of steel

building frames in seismic areas No. ERBIC 15 CT 960201 brings a major answers to the practice of seismic design of connections. Partner in project is PUT Timissoara. Please, see attached materials on paper.

• Computer Aided Learning in Structural Steelwork Design STEELCAL, Pan-European Computer

Assisted Learning Package managed by The Steel Construction Institute. The main project collaborators are The Steel Construction Institute, CUST - Département Génie Civil - Université Blaise PASCAL, Lehrstuhl für Stahlbau der BTU, Cottbus, University of Nottingham, University of Sheffield. The project comprises work organised under seven different project groups, all reporting to a Project Steering Group. The project has a strong foundation in the existing COMETT (ESDEP) and Leonardo (WIVISS) initiatives. Please, see internet at http://www.steelcal.org and the attached CD.

B.5 SUMMARY

The project is streamed towards the continuing education of the structural steel of buildings. It is prepared to support the competitiveness of steel fabricators and structural steel designers by reaching the best European practice of structural connection supported by European harmonised standards.

As an added value of the project will the product support the restructuralisation of steel industry in Central and European countries by reaching the European level of connections. The effort to innovation in structural steel will be based on dissemination of existing knowledge developed under European projects.

The structural connections are the crucial part for design, fabrication and erection of steel buildings. They have a significant input into the price of the structure mainly for designer and steel fabricator. The European practice in structural detailing varies according to the local production. The big number of questions is raising from practice due to amalgamation of the European knowledge under the common market supported by the European standards, and European educational initiatives, European Steel Design Educational Programme (ESDEP under CEC´s COMETT programme, 1990 – 1994). The progress in technology, stressed by informatics support, and in research has been reached by European projects Eureka 130, CIMSteel (1990 - 1998) and COST C1 (1995 - 1999). The educational material will be based on both mentioned projects, where the project partners have already in previous project contributed.

The first step of the project is expected to collect the questions from European practice. The second step will be the preparation of the answers in form of educational materials in form of printed and Internet courses. The material will be disseminated into the European practice in the last step in national languages. After the end of the project partners will maintain the developed Internet based tool based on the previously mentioned lectures.

2 Outcomes, including dissemination methods

A tool for collection and postering of questions and answers on Internet will be developed based on present HTML technology. The tool will be located at proposal pages, where the pilot of proposal is already prepared under the page http://cihla.fsv.cvut.cz/~wald/Leonardo-CESTRUCO\Index.htm. Informatics technology will be used for support of internal classification and for preparation of answers inside the project partners, internal validation of answers inside the reference group. The final publication is expected to be located at each partner server in national language with connection to project home page, which will be in English. It will also be issued as printed version. The Internet master courses for distance learning will be developed as a project product.

3 Partnership

Each one of the project partners will have its special role. The partners representing the fabrication will check the applicability of the product by the producers of steel structures. The partners from design practice will be specialised on technical validation. The partners

from Universities will answer questions. The material will be divided into parts as bolting, welding, joints according to the partner’s specialization.

All partners will participate in promoting the project on national basis. In the third year of the project a advisory desk (managed by VTT Helsinki) will be established by partners also from countries not included in project based on Technical Committee for Structural Connections of European Convention for Constructional Steelwork (ECCS, European Steel Fabricator Association, letters of Support of ECCS TC 10 is included). The proposer of the project will coordinate and will manage the Internet tool.

4 Project management and operational timetable

4.1 Collection The collection of questions from European audience will be based on Internet in electronic forms. The information of the possibility of questioning will be given by partners of the project at National Structural Steel Conferences, held each year locally, and with help of National Steel Fabricators Organisation, which are interested in their market. The collection is expected to be preferably in English, but the form is expected to be ready also in German, in French and in languages of all project partners. Testing, first run and second run, will make the collection of question in tree levels.

4.2 Answering The answering of questions will be the difficult, time-consuming step.

The partners are judging to be able to answer about 80% of about 150 expecting basic questions in year period. The questions will be firstly classified. One partner will prepare the answer, which will be validated by partner from practice. Final valorisation will be prepared collectively to ensure European level of answers.

4.3 Dissemination The approved answers will be continuously displayed on Internet.

The printed publication / manual (also at CD) is expected to be in English in last half year of the project. The publication will be separated into chapters bolting, welding, structural joints. The new quality of steel will be considered. Each chapter will start with review of theoretical background. The legislative problems of the reached step of European standardisation will be described. The prepared publication will help to organize a course / seminar "European level of structural connection - best practice" by each partner. The material will be situated at Internet for use in Continuing education round Europe. The project time schedule is shown on Figure 1.

C. PROJECT AIM

C.1. JUSTIFICATION OF THE PROPOSAL 1. What needs does your project address? How did you identify them?

The structural connections are the crucial part for design, fabrication and erection of steel buildings. They have a significant input into the price of the structure mainly for steel fabricator. The project is ready to disseminate the knowledge and technology, which is developed and included into the European standards. The European practice in structural detailing varies according to the local production. The big number of questions is raising from practice due to amalgamation of the European knowledge under the common market.

The question obtained from practice of structural steel fabricators will be divided into three basic groups. The first set of questions is related to legislative and timing problems of application of European rules. The second set is streamed to the application of the European standards, which are under testing as a pre-standard are expected to be fully used from year 2002 after introductory period. Last set is related to improvement of local practice by best European practice and by latest theoretical developments.

2. How does the project address the programme objectives and the call priority which you indicated above? 3. What are the specific aims of the project? In what way the specificity of the Leonardo da Vinci programme helps you

achieving your objectives? The project addresses the main priority New Technology (5) by creating the environment for

direct answering questions on the practical non-academic level. Project is streamed to improving skills and competencies of people by reaching the level of best European practice. The project is innovative by directed answering to structural steel practice. From the priorities, it is expected as an added value impact on employability of staff in the steel industry in participating countries as well as in the whole Europe. Partners consist of all range of contributing bodies in the innovation in steel structures -designers (EXCON Praha, KREKON Heeze), fabricators (represented by BMS Rotterdam, ČAOK Ostrava), educational bodies with long practice with continuing education (Universities) as well as research institutions (BRE London, VTT Helsinki). The stress on best European practice and European harmonised standards is the main goal of the proposal.

The European level of the project is the only way to solve the complexity of question arising due to European amalgamation of market. The structure of the partners specialised in specific fields is expected to allow answering most of the today practice questions. The validation of the project by European Convention for Constructional Steelwork (ECCS ) will ensure the practical dimension and applicability of this educational project in European scale. 4. Please explain in what way your proposal makes an original contribution to the aims of National and Community

policies and to the existing knowledge in the field. (You may wish to refer here to existing work and information at national and European level).

The project is based on practical application of existing knowledge to the direct questions raised from the structural steel practice. It is expected to multiply the effect by direct answer. The steel industry in central and Eastern Europe is now in large restructuralisation. The human potential is expected to be used in new level of quality of steel structures. In general, aim of the project is the new quality of steel structures in civil engineering connection practice.

Connections are one of the major parts of the structure, whose quality varies based on knowledge from fully developed, supported by all information, to less developed designers and fabricators. The support of use of best European practice based on European standards will accelerate the use of environmental friendly steel material. As an added value of project is expected the support the restructuralisation of steel industry in central and European countries by reaching the European level of connections quality.

The Internet will be used as a tool for direct answering and displaying the best European practice in the field of connection of structural steel. The final publication will be displayed at each partner server in national language with connection to project home page, which will be in English. It will also be issued as printed version as a manual (and on CD).

The pre-prepared master course lectures (syllabus, text, notes, slides, multimedia clips) for Internet based lectures of partners, as well as other potential users will allow to run the courses the high European level quality. It is expected to use a WebCT tool or similar software code, which will be proposed and decided by adviser committee in the last year of the project.

The results of the projects will be, based on questions raising from design practice, streamed into the European Structural Connection Manual and production of Structural Connection Internet Distance Learning Materials.

The approved answers will be continuously displayed on Internet. It is expected to answer about 50 basic questions in first run, and about 100 basic questions in second run. One question is about a page at Internet as well as in printed document. The publication will be separated into chapters - bolting, welding, structural joints, high strength steel, and innovation. Each chapter will start with review of theoretical background according to the questions. The presentation of the theoretical background will be limited to about 50 pages (150 pages together). The legislative problems of the reached step of European standardisation will be taken into consideration. The publication will allowed organising by each partner a seminar "European level of structural connection - best practice". The answers will be self-containing. They will be equipped by the support for a master course in form of master syllabus, notes, and slides for partners, as well as all other potential user.

The questionnaires will be prepared in English and in the partner's national languages, as well as in French and German. The question will be translated into English. The master answers will be prepared in English. The publication and the internet courses will be translated into national languages for continuing education course / seminar related to the structural connections.

5. Does your project address the promotion of social dialogue in vocational training? If so, how? The designers of the structural steel, which are preparing know-how for steel fabricator, end

structural steel fabricators are the primary target group. The transfer and application is through the design and consulting offices into the building industry. The methodology is transferable to all industrial sectors of building industry. The project addresses the training of the staff, where number of educated women is growing.

The education will support the restructuralisation of the steel industry and support the flexibility of the staff on the market.

The validation of the project by European Convention for Constructional Steelwork (ECCS European Steel Fabricator Association) will ensure the practical dimension and applicability of the project (the Letter of recommendation of ECCS TC10 Technical Committee for Connections is included).

The electronic dissemination will be prepared for end-users as a free access lectures and as master course supported by syllabus, notes, and slides on Internet for partners, as well as other potential users to provide courses WebCT.

The promotion of the project, the collection of questions, is expected under guidance of the European Convention for Constructional Steelwork (see the Letter of recommendation of ECCS TC10 - Technical Committee for Connections). The partners will take care of national questionnaire to obtain a representative collection of the questions round the Europe. The courses / seminars at the end of the project will be based on each partner local activity "European level of structural connection - best practice". An Advisory group, which will be created in the last year of the project, will direct the dissemination and will offer the material to other European countries to use for continuing education. The public axes to the created knowledge by WWW will allow using the material by everyday practice.

The partners agreed that the project products properties will be shared by partners based on local use in his country.

The project results will be commercialised. The local courses/seminars will be organised with support by local steel fabricators association on profitable bases to keep the upgrading of the product. The access to the Internet materials will be free. The participation in the Internet courses will be on profitable bases to upgrade the product locally, as well as on European level.

(Please use maximum 10-15 lines per partner) P1 Czech Technical University (CTU) in Prague was founded 1707. It is a Technical

University with about 15 000 students. Faculty of Civil Engineering has about 5200 students. Department of Steel Structures is specialised in teaching of Structural Steel (Steel structures design, Aluminium structures design, Steel Bridges). The department is contributing to the result of European research in field of composite structures, thin-walled structures and structural connections.

The CTU is as promoter and a as co-ordinator of the project will be in charge of preparation, maintaining and redeveloping of the tool for collecting answering, and dissemination of questions. The CTU will use the knowledge of the staff based on his finished researched project according to column base connections. Under the project will be used the experiences of education with of University students level based on European background teaching materials (ESDEP) and European pre-standard and standards (P ENV 1993, P ENV 1999, ENV 1090).

CTU will prepare a course for continuing education of Czech practitioner based on prepared European material. It is expected to translate the material of the project into Czech language.

P2 EXCON a.s. is a design and consulting office with 46 members of staff. EXCON a.s. was founded in 1990. It had the chance to participate in design of great number of steel structures - industrial and market hales, e.g. New factory in Škoda Mladá Boleslav, transmission towers, e.g. TV, radio, and GMS, as well as known reconstruction's, e.g. Petřín tower. The company has an educational experience with continuing education of own staff as a co-organiser of Eurosteel Conference and seminars for continuing education.

Colleagues from EXCON a.s. will use their knowledge of practical use of structural steel to evaluate the answers and to review the final publication.

EXCON staff is ready to answer special questions related to towers and chimneys, where the company has long experience, based on previous work of staff in company Hutni Projekt and their international co-operation.

P3 Aristotle University of Thessaloniki (AUT) is a well-recognised European University with Technical and Building branch equipped with unique testing facilities. Department of Civil Engineering, Institute of Steel Structures is specialised in teaching of Structural mechanics, Structural Steel and Aluminium structures design. The department is contributing to the result of European research in field of FE simulation, seismic design, aluminium structure design, and structural connections.

The partner will use the special knowledge based in aluminium structures connections, connections under seismic loading and FE modelling for used for advanced design method according to latest Eurocode developments. The colleagues from AUT will have an active role in collecting the questions by participating in preparation of multilingual collecting tool.

AUT will prepare the seminar for continuing education for Greek practitioners, that will be based on prepared European material and its translation.

P4 The Technical Research Centre of Finland (VTT) is participating in many Nordic and European research programs, such as Brite-EuRam, ESPRIT, EUREKA and COST. This partner is an impartial state expert organisation with the task of maintaining and raising the level of technology in both the public and the private sector. VTT Building Technology (Finland) is one of the nine research institutes of the Technical Research Centre of Finland VTT Building Technology has about 400 employees.

The VTT’s staff has a deep knowledge related to the advanced connections in structural steel, which are more and more used in other European countries by "slim floor" concept. The partner has a very high level of informatics knowledge, which will be use for consulting the preparation of the tool of the project and management of an Advisory group.

The VTT will collect questions from Finnish and Scandinavian, practice and contribute to the answering of the questions in the slim floor connection area. VTT will take part in validation of questions. The VTT will take care of general development of the Advisory Help Desk (based on ECCS TC10 recommendations) together with other partners in the project to stress the output of the project.

P5 The Institute Bouwen met Staal (BMS) was established in this year by merging the Staalbouw Institute and the Foundation Kennisoverdacht to promote steel structures, to transfer the knowledge to practitioners and to coordinate applied research in the field of structural steel. The expected working package for the coming years is application of constructional steel in industrial buildings and structures, high-rise buildings, housing, and infrastructures. The contents of this working package is influenced by developments in society, optimal conditions on site and environmental issues.

The partner will use the special knowledge on behaviour of beam-to-column connection, which is background of latest European recommendation and standards (ENV 1993-Eurocode 3). BMS is expected to participate mainly in the validation process as a main advisor, due to his long experiences with European connection design and the well known and accepted publications of Staalbouw Institute related to connection design, on which the introduction of Manual will be based. The staff of BMS has a large experience with continuing education. It will guide the preparation of the master course syllabus, notes, and slides on Internet. BMS will run a course for of Dutch practitioners based on translated material.

P6 University of Coimbra (UC) is one of the oldest Universities in the Europe. The Faculty of Civil Engineering moved to new facilities in 1999, which allows significantly to enlarge all activities. The Department is contributing to the result of European research in field of the structural connections, fire design of connection and structures, and seismic design of connections and structures.

The partner will use the deep knowledge in seismic design and detailing of connections. They are ready to collect the question and prepare translation to and into English from Portugal, Spain and Italy, based on national languages.

UC will prepare the seminar for continuing education of Portugal practitioner based on prepared European material and its translation.

P7 The Polytechnic University of Timissoara (PUT) was founded in 1920 under the name of Polytechnic School of Timissoara. Actually the P.U.T. has 870 staff members, 10 000 students. Faculty of Civil Engineering and Architecture with 140 staff members and 1500 students forms engineers in the field of buildings, transportation infrastructure, surveying, building services and architecture.

As partner in the project PUT will provide the relevant know-how and expertise in field of dynamic behaviour of connections, by seismic behaviour of connections and by their influence to structural response under static, as well as dynamic loading.

PUT will take care of French and Rumanian version of the collecting and dissemination tool of the project. It is expected to hold a seminar and to translate the material into Romanian language.

P8 The Building Research Establishment (BRE) is the United Kingdom's organisation for research and development of all aspects of the building environment. The Building Research Establishment has extensive experience in the field of steel and composite connection design and testing.

The BRE has a deep knowledge of fire design problems in structural connections, including in site tests, and in static behaviour under special conditions, including the unique integrity checks. The partner is ready to take part in evaluation of the results and run of the final language check of the master English version of Manual to be readable by Brussels as well as British English audience. Dr Moore is a member of the SCI/BCSA Connection Group consisting of UK steelwork designers and fabricators, ECCS Technical Committee 10 consisting of European experts in connections and the UK Composite Connections Group. BRE have a particular expertise in the design and testing of connections for the fire limit state.

Partner is prepared to assist in the evaluation and dissemination of the results from the programme and in the preparation of the master English language version of the manual. BRE will co-prepare to run the course for continuing education in UK-based European materials.

P9 Česká asociace ocelových konstrukcí (ČAOK) is an Association of main Czech fabricators of steel structures, research bodies in this field, and Technical Universities to promote steel as structural material, to help the research and education in field of structural steel. The association is supported by steel producers and by main structural steel material dealers. The association is a member of the European Convention for Constructional Steelwork (ECCS) since 1995. The ČAOK is participating in all activities of ECCS mainly by working of members in ECCS Committees and by distributing ECCS materials in Czech Republic.

The ČAOK will represent in the project the needs of steel fabricators. They will help mainly in collecting of questions related of structural connections in Czech Republic, in evaluating of the product by Czech Republic practitioners, and participating in the dissemination of the project product by organising Seminars based CESTRUCO materials. The organisation is ready to support the other continuing activity after the end of the project, the updating of the materials.

P10 Krekon structural consulting is a small to medium size consulting firm with extensive experience in the field of structural building design. An important part of the firms activities is the design of steel and concrete structures, including the design of steel and composite connections. The communication with steel fabricators plays an important role in this process. Krekon takes special interest in optimising the design in terms of structural quality in connection to (for instance fabrication an maintenance) costs. We are prepared make use of our expertise in the day to day business of structural design in order to assist in the evaluation and dissemination of the results from the programme.

E. ORGANISATION AND MANAGEMENT OF THE PROJECT

E.1. WORK PROGRAMME

Work packages E.1.1 Collection

The educational material for continuing education in structural connection is expected to be based on Collection of European questions. The collection of questions from European audience will be based on Internet in electronic forms. The information of the possibility of questioning and questions based on paper will be given by partners of the project at National Structural Steel Conferences, held each year locally, and with help of National Steel Fabricators Organisation, which are interested in their market.

The collection is expected to be preferably in English, but the form will be provided in languages of all project partners and also in German, and in French.

The collection of questions will be organised in tree runs. The pilot tool will test the efficiency. First run and second run of the collection of questions are expected to be promoted by ECCS TC10, see Figure. Each run will be evaluated separately based on Evaluation committee, see on the Figure 2.

One meeting is planned to Prague at the beginning of the project to start the collection.

The questions will be translated into English. The questions will be firstly classified. Theoretically oriented partners will prepare the answers. The answers will be validated by partner from practice and by final validation collectively to ensure European level of answers. The partners are judging to be able to answer about 80% of about 150 expecting basic questions in year period. The approved answers will be continuously displayed on Internet, see Figure 3.

Two meetings are scheduled to Rotterdam and Coimbra, both will be streamed to internal evaluation.

The dissemination is expected to start with the pilot seminars and on pilot Internet courses of two types, based on Internet accessible materials and on Internet intensive course.

The pilot seminars will be supported by printed publication/manual (also at CD) in English in last half year of the project and in local languages at the end of the project for the continuing further. The publication is expected to be separated into chapters bolting, welding, structural joints, cyclic loading, high strength steel and innovations in structural steel. Each chapter will start with review of theoretical background according to the questions. The legislative problems of the reached step of European standardisation will be described. The prepared publication will allow organising by each partner a course / seminar "European level of structural connection - best practice".

The form of the material will be able to be situated at Internet for use in Continuing Education around Europe. It is expected that questions will bring effort to innovation in structural steel, which will be stressed as a separate chapter (WWW page). The work will be benchmarking the needs to be solved by relevant Institutions. The time schedule of dissemination of the project is shown on Figure 4. Two meetings is planned according to the ECCS TC 10 meetings (to London and Prague) for launching and evaluation of the dissemination.
