    Azerbaijan has inherited from the pasta strong educational system. It becameeven more widespread and prominentduring the Soviet period. Now with thecollapse of the Soviet Union at the end

    of 1991, education is facing a severecrisis as the economic basis and orga-nizational structure for education hashad to be assumed by

    each of the individualrepublics.

    Some figuresThere are approximately 108,000children enrolled in kindergarten,1.367 million in primary and

    secondary school, about 53,000college and technical lyceum studentsand 140,000 university students.

    About 200,000 professors, teachers,

    and lecturers are involved in education -13,000 of them at universities. About1,000 university educators have earnedour highest degree, Doctor of Science

    (equivalent to a post-graduate degree inWestern countries), and more than 6,000of them have earned their Candidate'sDegree (Doctorate Degree).

    Russian Language Link is Disappearing

    In the past, it was the Russian languagethat gave us access to the latestachievements in scientific thought. But thelinks have been broken these days. We used

    to have access to a tremendous number ofmajor international academic journals or, atleast, Russian translations of themIn addition, since so many of our mature

    scholars have concentrated single-mindedlyon mastering Russian, many don't knowEnglish or other European languages, andnow they find themselves cut off from theinternational academic community.

    Lack of ComputerLiteracy

    Another problem relates toour lack of computer know-ledge and know-how. In theformer Soviet Union, wewrote mostly by hand. But

    times have changed. Noweverywhere in the world,people are communicatingcomputers.

    Refugee Children

    In Azerbaijan, one person out of every se-ven is a refugee. An estimated 200,000children of primary school age are refu-gees. Approximately 15,000 teachers, dis-placed themselves, have lost their jobs andare scattered all over the country.

    Educational communities have beenscattered and mentoring relationshipsbroken. Thousands of children, livingin "tent cities" or improvised shelters

    made of reeds or mud bricksalongside highways, have not atten-ded school for the past three tofour years, and some-times longer.

    Alphabet TransitionThis is not the first time we'vefaced this problem. It happenedearlier this century when Arabicwas substituted with a modified-Latin script in 1928. Arabic had

    been our alphabet for more thana thousand years since the 7thcentury. Our alphabet changedagain in 1938 when Cyrillic wasimposed by Soviet authoritiesand the Latin forbidden.

    ( But it's not just the alphabet that hasofficially been changed-our ideological,cultural and historical point of view isbeing reevaluated at thesame time. )

    The Ministry of Education of

    Azerbaijan In 1988 all three departments wereabolished by the decision of the Council ofMinisters, and on their base were createdthe Ministry of National Education andapproved its structure. The Ministry wasreorganized into Education Ministry on 3

    September, 1993 by the order of thePresident of the Azerbaijan Republic. ThePresidential decree dated March 1, 2005approved Regulations of the Ministry.
