Brine Disposal Options
www.emwd.org 12
• Cost for O&M $1.05M/year • Cost for Pipeline Capacity ~ $3.75M/MG • Cost for Treatment and Disposal
Capacity ~ $8.6M/MG
• Constructed by a Five Agency Joint Powers Authority
• Pipeline is 70 miles long
• Capacity is 32.6 MGD
• Supports Six Desalters and Industrial Dischargers Including EMWD’s Perris and Menifee Desalters
• EMWD has 5.9 MGD Pipeline Capacity and is currently using about 2.3 MGD
EMWD Desalters
Why Consider Brine Recovery?
www.emwd.org 13
• Increasing Costs of Brine Disposal: currently $1.05 million/year.
• Single Brine Disposal Option and Limited Facility Capacity.
• Loss of Valuable Water Resource: o Presently - 2,500 AF/year o Future - 4,000 AF/year
• Reliability and Brine Disposal System Redundancy.
GE AquaSel™ Brine Treatment Technology Pilot
www.emwd.org 14
• EDR and Proprietary Precipitator - Proven brine concentration technology used in bottling industry
• Potentially capable of improving brackish desalting overall recovery efficiency from 72 percent to a range of 94 to 98 percent.
• Public/Private partnership with General Electric. • Public Agency Participation:
o Secured Metropolitan Water District’s Foundational Action funding grant ($192,000)
o Bureau of Reclamation – technical peer review and pilot program support ($132,000)
Summary of Testing
• Placed in operation November 30, 2014 - first day of operations processing RO concentrate
• Membrane fouling and hydraulic issues o Silica and calcium carbonate fouling (scaling)
• Promising operational performance: o 1,730 hours of operation o 320 hours of continuous run time
• Consistent operation since April 13, 2015 with occasional downtime
• Decommissioned August 3, 2015 • Overall stable brine recovery of 95 percent achieved

Summary – Desalination Program
www.emwd.org 18
• Creates Local Potable Water Source to Meet Growth o Will Provide over 17,500 AF/year to Serve 35,000 Households
• Reduces Dependence on Imported Water • Is Cost Effective and Competitive with Alternative Supplies • Meets Regional Salinity Management and Offset Objectives
o Protects Groundwater Basins from brackish water intrusion • Sustains Recycled Water Program through Source Water Salinity
Reduction
Summary of EMWD Brackish Water Desalination Program
Summary – Brine Recovery
www.emwd.org 19
• Success achieving overall brackish water recovery of 95 percent. • Initial fouling of EDR caused by high silica levels.
o Silica issue was substantially mitigated using multi-media cartridge filter, and Ferric Chloride (FeCl3).
• Next Steps: o Review data collected on system performance (removal efficiency, cleaning
cycles, silica and calcium carbonate fouling, etc.). o Complete draft project report – October 2015
USBR and MWD peer review of data o Validate operating cost data (electrical, chemical, etc.), determine scalability
and finalize project report – January 2016
