11 Reconnaissance

Reconnaissance on special stages is allowed and the use of 'pace notes' is permitted

providing they have been made in accordance with Article 11.

11.1 Competitors must register in Dundrod Motorsport Centre for reconnaissance on the dates

listed in Article 6.1 prior to driving the stages. Details of the reconnaissance car and

occupants, including telephone numbers at which they can be contacted during the

reconnaissance period, must be submitted to the organisers. If approved, the organisers will

issue a Reconnaissance Authorisation Card, which cannot be amended or altered in any

way. This Card will be valid for the six days listed in Article 11.2. If the crew making a

reconnaissance wish to change the car or vary the occupants a new card must be obtained

by personal application to the Rally Office and upon surrender of the original card.

11.2 Competitors may make a low speed reconnaissance of all the special stages as below, or in exceptional circumstances, at other times strictly on request and specifically agreed with the organisers. Between: 10:00 and 19:00 Saturday 13th April

Between: 10:00 and 19:00 Sunday 14th April

Between: 10:00 and 19:00 Monday 15th April

Between: 10:00 and 19:00 Tuesday 16th April

Between: 10:00 and 19:00 Wednesday 17th April

Between: 10:00 and 19:00 Thursday 18th April

11.3 Competitors are not limited to the number of passes through each stage.

11.4 Each crew may drive the special stages only in the direction of the rally and must always

enter and leave the special stages through the start and stop control locations.

11.5 This reconnaissance may only be carried out in a car registered with the organisers and

accompanied by a Reconnaissance Authorisation Card and Reconnaissance Car Plates.

Once a car has been registered by a competitor the responsibility for that car is entirely the

competitor's. If the car is observed on a Special Stage or part thereof outside the permitted

times the associated competitor will be deemed to have contravened the reconnaissance

regulations on that occasion. While engaged in reconnaissance the Reconnaissance Car

Plates must be displayed one on the top corner of the windscreen of the car and one on the

rear window. Failure to do so will be deemed to be a breach of the reconnaissance

regulations.

A Reconnaissance Official who believes that a competitor is engaged in reconnaissance

may ask that competitor to produce his Reconnaissance Authorisation Card. Failure to

produce this card at that time, amendments to the card, or discrepancies (e.g. non

authorised car) on the card will be deemed to be a contravention of reconnaissance

regulations. If amendments or discrepancies are evident on the card the official may retain

the card.

If a competitor elects to undertake reconnaissance and obtains a Reconnaissance

Page 18: Easter Weekend - 19 & 20 April 2019uaceasterstages.com/wp-content/uploads/2019/02/wws-es-regs-2019-final.pdf · TROA Eligibility Scrutineer Rab McDonald . Wastewater Solutions UAC

Authorisation Card then this card must be surrendered at Final Administrative Checks.

Failure to do so will be deemed to be a breach of the reconnaissance regulations.

If any competitor or his representative drives on a Special Stage in a manner liable to cause

distress, in the opinion of the Clerk of the Course, to an official of the event, to a resident of

the Special Stage, to other road users, or to the Police, then this will be deemed to be a

breach of the reconnaissance regulations.

Any competitor deemed to be in breach of reconnaissance regulations will be reported to the

Stewards where the penalties imposed may be start refused and/or a fine and/or exclusion.

11.6 During the reconnaissance period the organisers will arrange speed checks and general patrols of special stages. Competitors found in cars exceeding speed limits will be penalised as follows: 1st Offence - £500.00 2nd Offence - Start refused Competitors driving or being driven at an excessive speed or in a manner which in the opinion of the organisers causes or could cause danger or inconvenience to other road users or local residents or could bring the sport into disrepute will be penalised as follows: 1st Offence - £500.00 2nd Offence - Start refused The organisers will appoint Judges of Fact to monitor competitors speed during the reconnaissance period and their decision will be final. There is no right of protest against the findings of these Judges of Fact.

11.7 Competitors may purchase a choice of subjective route notes from Pattersons Pacenotes or

Killian Duffy. In all circumstances, competitors are advised that the organisers accept no

liability or responsibility in the use of the subjective route notes.

12 Refuelling

12.1 Refuelling of competition vehicles is permitted within the service area.

Whilst refuelling is taking place the crew must not be in the vehicle.

12.2 Competing cars may also be refuelled using the facilities available at roadside filling stations

along the route (pump fuel only).

12.3 Refuelling at any other location is strictly prohibited.

12.4 Failure to comply with these refuelling regulations will be reported to the Stewards who may

impose a fine up to £500 or exclusion.

12.5 Each crew is responsible for the actions of their service crew, and any breach of these

regulations.

13 Running of the event

13.1 Start times will be posted on the official notice board.

13.2 Competitors will be given a specific Target Time for traversing each road section. This time will be shown in the Time Cards and Road Book.

Page 19: Easter Weekend - 19 & 20 April 2019uaceasterstages.com/wp-content/uploads/2019/02/wws-es-regs-2019-final.pdf · TROA Eligibility Scrutineer Rab McDonald . Wastewater Solutions UAC

13.3 Competitors will be provided with a Road Book, all distances will be in miles.

13.4 All Time, Passage, Special Stage Start, Special Stage Finish, Re-Group In, Re-Group Out, Service In, and Service Out controls will be indentified by signs as listed in the Motorsport UK Year book Section R Appendix 1.

13.5 Time Controls

The time to be recorded on a time card will be taken as the time at which the card is presented to the control official. The car and both crew members must be within the control area before a time card entry can be made.

Competitors will be excluded for the following: o Absence of a recorded time. o Exceeding a cumulative lateness of 15 minutes at any Time Control. o A penalty of exclusion for exceeding maximum lateness will insofar as possible

be notified at the end of the Leg.

13.6 Regroup controls

Regroup Controls will be set up along the route. Their entry and exit controls shall be subject to the general rules governing the control posts.

The purpose of these regroups will be to reduce the intervals, which may occur between crews as a result of late arrivals and/or retirements. Thus, the starting time from the regroup control and not its duration must be taken into account.

On arrival at regroup controls, crews will hand the official their time card for the special stages covered. They will receive instructions on their starting time. The starting order shall be that of the arrival.

13.7 Special Stages

Special Stages will be timed to tenths of a second from a standing start to a flying finish on roads closed to the public.

During a special stage each member of the crew must wear an approved crash helmet, safety harness and FIA approved head restraint, etc.

No member of the crew may smoke on a special stage.

Competitors are forbidden, under pain of exclusion, to move in the opposite direction to the rally on a special stage.

If through the fault of a competitor, an entry is not made on the time card; at the Special Stage Start Control, or Special Stage Finish Control, the crew will be excluded.

In addition to, or in the absence of, instructions in the road book, the organizers may erect direction signs. Such direction signs as indicate the route of a special stage will be mandatory and non-compliance will be penalised. Otherwise such signs will be advisory only.

Specific regulations for Special Stages are contained in Section R, 22 to 49 of the

current Motorsport UK Year book.

13.8 Stage starts will be by electronic clock and „traffic lights‟ which will work as follows:

30 seconds RED lights will be displayed

15 seconds RED and AMBER lights will be displayed

Page 20: Easter Weekend - 19 & 20 April 2019uaceasterstages.com/wp-content/uploads/2019/02/wws-es-regs-2019-final.pdf · TROA Eligibility Scrutineer Rab McDonald . Wastewater Solutions UAC

10 seconds RED light will go out

5 seconds Amber countdown 5, 4,3,2,1.

START TIME Green light goes ON

5 seconds later the Green light goes OUT.

The system is electronically coupled to a start line detection device that records any situation

where a car leaves the start line ahead of the correct signal.

In the event of failure of the electronic system the timekeeper will count down aloud 30" - 15"

- 10" and the last five seconds one by one and then raise a flag or hand.

13.9 Parc Ferme All cars shall be subject to the 'Parc Ferme' rules:

From the moment they enter the starting area, regrouping area or an end of leg, until they leave one of these.

From the moment they enter a control area until they leave it.

From as soon as they reach the end of the event until the time for lodging protests has expired.

Competing cars must remain in Parc Ferme at the conclusion of the event for a minimum period of 30 minutes after their recorded time at Parc Ferme In control.

13.10 While vehicles are subject to the 'Parc Ferme' rules, any repairs or refuelling is strictly

forbidden, under pain of exclusion.

However, if the scrutineers note that a vehicle seems to be in a condition which is not compatible with normal road use, they must immediately inform the Clerk of the Course thereof who may request that the car be repaired.

The minutes used for such repairs may be considered as the same number of minutes lateness registered on a road section. They may therefore be taken into consideration for the calculation of the exclusion. After repairs have been carried out, the crew may be given a new starting time.

In no case may the time used for the repairs exceed the allowed time before a car is penalised by exclusion. If this time is exceeded exclusion will be declared.

13.11 By way of exception and under the supervision of a competent Marshal the crew may, while

in the Parc Ferme, at the start, regrouping zone or end of leg:

change a punctured or damaged tyre using the equipment on board;

have a new windscreen fitted with the possibility of having outside help. These repairs must be completed before the starting time; otherwise a penalty will be imposed in accordance with Article 19.

13.12 As soon as they park their car in the Parc Ferme the drivers will leave the Parc Ferme and no member of the crew will be allowed to re-enter it.

13.13 To leave a Parc Ferme for the start, regrouping area or end of leg the crew shall be allowed to enter the Parc Ferme 10 minutes before its starting time.

at the start of Special Stages, it will be excluded from the event.

13.15 Any infringements of the Parc Ferme regulations shall result in exclusion from the event.

13.16 After the Final Control, all cars will enter a secure Parc Ferme. Where competing cars have earlier been diverted to a Ceremonial Finish Control, the 30 minute period may run from the recorded time at that control.

13.17 Under pain of exclusion, no car may be moved after starting the rally, other than by its own power, except:

By outside means for a minimum distance necessary to extricate it from difficulty, or to clear the route for other competitors.

By gravity.

By its crew and/or other persons without mechanical aid.

By official permission or instruction. After the rally has started, no claim will be allowed for:

Force majeure

Baulking Competitors are forbidden under pain of exclusion to:

Deliberately block the passage of other competing cars or to prevent them from overtaking.

To behave in an unsporting manner.

Tow, transport the cars or have them pushed except to bring them back onto the road, or to clear the road.

'Doughnuts' in any form , before during or post event are banned. Penalty is exclusion All appropriate regulations pertaining to Competitors and Drivers are contained in the current Motorsport UK 2019 Year Book.

14 Vehicle tracking

14.1 For the purposes of vehicle tracking on this event and under the supervision of the Clerk of

the Course, Strode have been employed to provide the safety radio. Strode operators will

man radio points at the beginning and end of each stage, as well as designated „mid-points‟,

which will be noted in the road books provided. They will record each vehicle as it passes

their location, so that if required they can „narrow‟ the search for unaccounted for

competitors, as well as assisting with the flow of information if incident management

procedures are required.

14.2 A „last car number‟ system will be in operation on competitors‟ time cards, to be reviewed by

the accountability marshal at the end of each special stage.

15 Emergency Procedures

15.1 Crews must carry an OK / SOS Board, which will be checked at scrutineering. If a crew

stops on a stage for any reason (puncture, accident, breakdown, retirement etc), and they

are able, they must immediately display the OK or SOS board.

15.2 The OK board should be displayed, if there are no injuries and the vehicle has not blocked

the stage for following competitors. The OK board should be displayed to the following 5

competitors, so that other competitors do not need to stop to check they are accounted for.

15.3 Competitors will be supplied with a self-adhesive OK sticker. This must be placed on the

most visible part of the rally car, to allow competitors further down the field to pass without

the potential delay of stopping to check that the crew are alright. This will also allow the

competitors to leave the scene, if it is safe to do so.

15.4 In the event of serious injury and the SOS board is displayed or if a crew come upon an

accident that the crew have been unable to present the OK board it is MANDATORY for the

following competitor to stop and assist the crew requiring your help.

First crew on scene must:

Stop and render assistance as required

If possible, phone the Rally HQ emergency number (printed on the bottom of every page in

the road book) and advise details of the incident

Second crew on scene must:

Gather the following information and proceed to the next safety radio location (which may be

a mid-point or at stage end) to insure incident has been reported to rally control.

Competition number of the crew involved

If and how many crew or spectators are injured

If the crew or spectators are trapped inside or outside the car

Location of the accident, i.e. closest road book junction

Any other vital information

If possible, phone the Rally HQ emergency number (printed on the bottom of every page in

the road book) and advise details of the incident

All following competitors must stop, parking their cars in such a way that it does not

obstruct emergency vehicles from reaching the incident.

15.5 The controlling official at the scene will release any held competitors when it if felt that it is

safe to do so.

15.6 If a competitor stops to give assistance in the event of serious injury or unaccounted for

crews as mentioned in Article 15.4, the Clerk of the Course may at their discretion adjust

that competitor's penalties. However, if a competitor fails to stop in accordance with Article

15.4, the Clerk of the Course may impose a penalty, which may go as far as exclusion.

15.7 In a case of emergency, a stage Emergency Team may join a special stage at, and only at,

a radio location. If this occurs, marshals wearing clearly identifiable tabards will display a red

flag. On passing a red flag displayed by a marshal wearing a marshals‟ tabard, the driver

MUST immediately and significantly reduce speed as well as being prepared to stop at any

time; at no time must they overtake any safety vehicle that they encounter on the special

stage route. The driver must then follow the instructions of any marshals and/or safety

personnel and maintain this reduced speed until leaving the special stage. The Clerk of the

Course may determine a time for the stage for that crew affected by 15.4. Should a driver

fail to reduce speed in accordance with this rule the Clerk of the Course may impose a

penalty, which may go as far as exclusion.

15.8 Accident Reporting

If a driver taking part in a rally is involved in an accident in which a member of the public

sustains a physical injury or property is damaged the driver concerned must stop at the

scene and follow the procedures outlined in 15.4. If he fails to observe this rule, the Clerk of

the Course may impose on the crew responsible a penalty, which may go as far as

exclusion. The laws of the country in which the event is run must also be complied with in

relation to procedures at accidents.

16 Results

Provisional results will be published as soon as possible after the event.

Protests must be made in accordance with C5.1.2, C5.2.1 and C5.2.2.

Queries will only be accepted on the Official Query form and must be forwarded through the

Competitor Liaison Officer (CLO) up to and no later than 30 minutes after the posting of

provisional results, this time may be extended by the panel of Stewards where

necessary. Official Query forms can be obtained from CLO. All protests must be made

through the CLO and must be in accordance with the 2019 Motorsport UK Yearbook.

17 Withdrawal on event

A competitor who has withdrawn from the rally must notify their retirement immediately to

Rally Headquarters by phoning the retirement number, which will be confirmed in the final

instructions.

Appendix B: Motorsport UK - Service Area Requirements

When participating in motor sport events and carrying out activities at Service Areas, entrants, competitors and service crew members should be aware of their own and other people‟s safety and wellbeing. The organiser has the overriding responsibility to co-ordinate the activity and ensure, so far as is reasonably practicable, that statutory requirements for these areas are met. The Rally event organiser must allocate a „Service Area Zone‟ to each competing team within the service park. These zones must be managed is such a way that they present neither a safety nor environmental risk to other teams or the venue location.

A. Basic Standards for Service Areas (or Service Parks): 1. The Service Area should be an appropriate size to allow adequate space for individual service zones, vehicle movement and safe pedestrian access. The ground should be relatively even with any significant hazards adequately controlled. 2. Service zones should be clearly demarked and public access restricted. 3. Organisers must set a speed limit for Service Areas and publish this information in the Supplementary Regulations. 4. All entrants should have an environmental ground-sheet in place before work commences on the vehicle. 5. Temporary structures such as motor homes, awnings and pop up tents must be erected securely and with sufficient ballast to cope with wind conditions. All structures deemed unsafe by the event organisers must be dismantled and removed. 6. All service vehicles should have an environmental spill-kit, for use in the event of liquid spillage. (Competing cars should also carry such a kit). Spillage of any liquid should be contained immediately by the crew concerned. 7. Fire extinguishers should be readily available at all times when vehicles are to be worked on, particularly in the event of any welding or grinding being carried out and when vehicles are being refuelled. The layout of the Service Area should permit emergency service vehicle access, should the need arise. 8. Vehicles should be supported by axle stands, chassis sill stands or ramps, all with recommended base plates, when raised in the air by trolley or any other types of jack. Engines should not be running when the vehicle is raised on stands. No other work on the car should be attempted, when raising or lowering of the car is taking place. 9. Where necessary, as part of the service i.e. changing of fuel tank, fuel pump, fuel filter, or any other item of fuel circuit, emptying and/or refilling of the fuel tank is permitted provided that:

a. The work is carried out with the knowledge of the organiser b. A fire extinguisher with operator is on standby c. No other work is carried out on the car during this operation d. A safety zone is established within which all sources of ignition are removed e. A minimum amount of fuel is used and any removed fuel is stored in a sealed container

10. Service zones should be controlled in such a way that they do not present any unacceptable risk to competitors, crews, adjacent teams or members of the public. Any personnel carrying out work should ensure that they adopt safe working practices at all times. 11. Entrants are responsible for all personnel in their team and in particular for supervising any young persons under the age of 18. 12. All working areas should be kept clean & tidy. All waste should be removed by the entrant at the end of the event and disposed of in a responsible manner. 13. Trailing cables & hoses should not be allowed to create a trip hazard and should not be run across access or roadways unless covered by cable protectors. 14. Whenever vehicle engines are being run, adequate ventilation must be in place. 15. Appropriate safety notices should be displayed and efforts made to ensure that they are

complied with.

16. Service crews and competitors need to be aware of the long periods of exposure to cold, wet or heat, experienced while on location in service areas and dress accordingly. 17. The organiser is responsible for establishing emergency arrangements for the Service Area including fire, injury and security incidents. These arrangements must be appropriately communicated to all entrants and competitors. 18. Entrants are reminded of their obligation to comply with the requirements of the appropriate sporting and supplementary regulations at all times.

B. Storage & Use of Petroleum Spirit 1. The organiser must establish suitable arrangements for refuelling with a preference for a designated refuelling zone. (See „Guidance for the Operation of a Refuel Zone‟) 2. If re-fuelling is permitted in the Service Area, this should be the last operation to be carried out before the vehicles leave. The vehicle should be off any support stands, have all four wheels on the ground, have all other work ceased and have no occupants, when re-fuelling commences. All sources of ignition must be removed from the area and an appropriate fire response should be prepared. 3. Ideally re-fuelling should be by hand pumping, rather than from hand held containers. 4. Containers should comply with the relevant British Standard, should be marked “Petroleum Spirit-Highly Flammable” and be kept from any source of ignition. 5. All empty containers should be removed from the venue after the event. 6. Petrol is to be used as fuel only, not for any other purpose. 7. All vehicle re-fuelling is to take place in the open air. Smoking and any other sources of ignition, including live electrical items, must be prohibited and a safe area should be enforced with an operative on standby with a fire extinguisher. 8. Refuelling operatives, including those standing by with fire extinguishers, should ensure they are wearing protective clothing, including gloves and eye protection. C. Hazardous Substances 1. Some parts on historic vehicles, for example brake & clutch linings, contain asbestos. Competitors are encouraged to use non-asbestos substitutes where possible. 2. Where asbestos is used, every effort should be made to prevent dust being released. 3. Some mineral oils may cause skin cancers. Where contact does occur, contamination should be washed off immediately. The wearing of any contaminated clothing should be avoided. 4. Other substances may cause ill health. Competitors should obtain MSDS (material safety data sheets) from suppliers in advance so that they hold important safety information about the products. D. Electrical Safety 1. All electrical equipment should be maintained in a safe condition. 2. Extension leads & cables should be neoprene, oil resistant flexible cable. 3. All electrical equipment used externally should be weatherproof and tools should be insulated against electric shock and used with residual current devices. 4. Appendix C: What to do in the event of a fire

To reduce the risk of a fire in the Service Area, all personnel should follow the following regulations - • Extinguishers will be located throughout the Service Area and must not be moved unless

required to extinguisher a fire.

• All competing vehicles and service vehicles should carry a suitable extinguisher and

personnel should be trained in how to use it.

• Care should be taken when lighting cooking appliances.

• The Service Area should remain free from obstruction in case emergency vehicles are

required to attend an incident.

In the event of a fire the following procedures must be adhered to - • On discovering a fire, the person must raise the alarm to alert all personnel in the

immediate vicinity.

• Immediately turn off any cooking appliances, if safe to do so.

• Extinguish the fire if it is small and safe to do so, using the extinguishers located
