CALL TO ORDER The Board of Directors meeting was called to order by Mr. Ehlmann, Chairman. APPROVAL OF MINUTES OF FEBRUARY 26, 2020 Motion approving the February 26, 2020 Meeting Minutes made by Mr. Kern, seconded by Mr. Grogan. Motion carried, all voting aye. ACTION ITEMS FY 2021 Unified Planning Work Program Jim Wild, EWGCOG, provided the committee with the final FY 2021 Unified Planning Work Program (UPWP) document noting a draft had been provided to the Board in March. Since that time, the document was distributed and reviewed by our funding agencies, and made open for public comment from March 12, 2020 through April 10, 2020. As a result of the comment period, minor changes have been made to the introduction and funding tables in the document, as well as the addition of two projects as carry-over projects due to delays caused by COVID-19 outbreak. Staff recommends approval of the proposed FY 2021 UPWP, and the Executive Director be authorized to negotiate and execute all agreements necessary to complete the work outlined in the document. Motion approving the recommendations was made by Mr. Kupsky, seconded by Mr. Jones. Motion carried, all voting aye. Consultant Selection for Agency Accounting/Financial Management System Staci Alvarez, EWGCOG, informed the committee that the current system for managing EWG’s accounting, financial, payroll, and human resource data and processes, was implemented in 1998 and has reached the point where it is no longer supported. She pointed out that this critical system needs to be replaced with an updated, effective, and integrated system. EWG issued solicitations to obtain consulting services to assist in identifying, evaluating, selecting, and implementing a new system. Four submissions were received and reviewed and Brown Smith Wallace was selected as the consultant to provide the requested consulting services. Staff recommends that the Executive Director be authorized to negotiate and enter into a contract with Brown Smith Wallace.

Motion approving the recommendations was made by Ms. Maguire, seconded by Ms. Krewson. Motion carried, all voting aye. Functional Classification Update Jim Wild, EWGCOG, presented the recommended changes to the Missouri and Illinois systems per applications received. He mentioned that all applications were reviewed in the context of FHWA guidelines, and a total of four changes are recommended for Missouri and three changes recommended for Illinois. He noted that three applications in Missouri and two applications in Illinois were not recommended at this time due to not meeting the required criteria for change in classification. Staff recommends adoption of the functional classification as presented. Motion approving the recommendations was made by Mr. Brinker, seconded by Mr. Kupsky. Motion carried, all voting aye. Modifications to the FY 2020-2023 Transportation Improvement Program, Connected2045, and the Related Air Quality Conformity Determination – Requested by Illinois and Missouri sponsors Josh Schwenk, EWGCOG, summarized the requests from the Illinois Department of Transportation (IDOT) and the Missouri Department of Transportation (MoDOT) to amend the FY 2020-2023 TIP, Connected2045, and related Air Quality Conformity Determination adding 11 new projects, modifying four projects, and adding three scoping projects. Subject: Transportation Alternatives Program

Date: May 13, 2020

East-West Gateway Council of Governments will be conducting a solicitation for projects to be considered for the Transportation Alternatives Program (TAP). TAP provides funding for a variety of transportation projects such as pedestrian and bicycle facilities, safe routes to school projects, community improvements such as historic preservation and vegetation management, and environmental mitigation related to stormwater and habitat connectivity.

Approximately $10.5 million in federal funding is available in the Missouri portion of the region and approximately $1.3 million is available in the Illinois portion of the region. The TAP Workbook and Application will be available on the EWG website on June 4, 2020.

EWG will host project development workshops to provide information on TAP project eligibility, requirements, and the application and selection process. Details on the workshops are yet to be determined, but they will likely be held via webinar in early June.

The TAP application deadline is August 20, 2020. Council staff will review and evaluate the projects using the criteria established in EWG’s Long Range Transportation Plan, Connected2045. The Transportation Planning Committee will be asked to make its funding recommendations at their January 2021 meeting. EWG will then solicit public comment on the recommended projects, starting on January 29, 2021 and concluding on February 26, 2021. The recommended projects will be presented to the Board of Directors at their March 2021 meeting for final approval and inclusion in the TIP.

Memo to: Board of Directors From: Staff Subject: FY 2021-2024 Transportation Improvement Program – Summary of

Local Project Recommendations Date: May 13, 2020 East-West Gateway Council of Governments conducted a call for applications for Surface Transportation Block Grant Program – Suballocated (STP-S) and Congestion Mitigation and Air Quality Improvement Program (CMAQ) projects on November 8, 2019. The project applications were due on February 13, 2020. Staff has completed the evaluation of local project applications, and the Transportation Planning Committees (TPC) in Illinois and Missouri made funding recommendations at their May meetings. The Illinois TPC recommended funding seven CMAQ projects ($5.9 million federal) and 11 STP-S projects ($5.9 million federal). The Missouri TPC recommended funding 17 CMAQ projects ($25 million federal) and 43 STP-S projects ($64.2 million federal). Attachment A details the TPC recommendations. Local projects recommended for funding by the TPC will be included in the draft FY 2021-2024 Transportation Improvement Program (TIP). The draft TIP will be presented to the Board of Directors on June 24 and released for public comment from June 30 through August 5. In June 2016, the East-West Gateway Board of Directors adopted the Coordinated Human Services Transportation Plan (CHSTP) for the St. Louis Region. The CHSTP is a regional planning tool designed to help guide the investment of Federal Transit Administration (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310) funding. Projects selected for funding under the Section 5310 Program must be “included in a locally developed, coordinated public transit-human services transportation plan.” Federal law requires the CHSTP to be updated at least every four years. The update allows the St. Louis Region to retain its eligibility to receive federal funding through the Section 5310 Program, and to address the mobility needs of seniors and individuals with disabilities.

The CHSTP must include four key elements: 1) an inventory of existing transportation services in the St. Louis region, 2) an assessment of the transportation needs of seniors and individuals with disabilities, 3) strategies to address the gaps between existing services and the needs assessment, and 4) priorities for implementing the identified strategies. The update to the CHSTP has been developed by East-West Gateway, assisted by a 27 member Stakeholder Committee representing seniors and individuals with disabilities, and public, private, and non-profit transportation and human service providers in Missouri and Illinois. Based on local stakeholder input, the CHSTP identifies six gaps or areas of unmet needs: Cost, Logistics, Institutional, Awareness, Technology, and Environmental and Social. The CHSTP also cites 28 strategies – prioritized as high, medium, or lower priority – that can be implemented in the region to help address and mitigate these gaps.

There was a public comment period for the draft CHSTP from Monday, March 30, 2020 through Thursday, April 30, 2020. During this period, four comments were received. Comments provided agency updates and were generally supportive of the plan. Due to ongoing public health concerns regarding COVID-19, planned public open houses were replaced with two virtual open houses. The virtual open houses were held via GoToWebinar on Thursday, April 16 from 11:00 am to 12:00 pm and Wednesday, April 22 from 4:00 to 5:00 pm. St. Louis Fusion Center CLEAR PRO Renewal - We are seeking renewal of the Fusion Center’s subscription to the CLEAR PRO online investigation software. The CLEAR PRO system quickly gathers real-time and historical data for investigators from many sources, helping create a comprehensive view useful in investigations. This year’s renewal includes the addition of License Plate Reader (LPR) technology to the subscription, incorporating LPR data and imagery from across the nation into their CLEAR report. Total cost for the 12-month renewal with Thomson Reuters will not exceed $56,385 from the 2018 UASI grant.

St. Louis Metro Air Support Computer Mapping - The moving map is an in-flight mapping system that overlays map information such as street names and addresses on to the crew’s visual view of the ground. This overlay enables the flight crew to quickly identify street addresses, buildings and other visual markers around them, supporting greater speed and accuracy in identifying and communicating subject location information to those on the ground. We are seeking authorization to purchase overlay moving mapping systems for two (2) helicopters in the Metro Air Support Unit.

The Metro Air Support unit is a multi-agency collaboration that operates five helicopters for the St. Louis region. These aircraft are operated by law enforcement and provide first responders and others in the region with an aerial platform capable of providing situational awareness for monitored soft targets and critical infrastructure facilities, to transmit streaming video to responders on the ground, and escort/pursue mobile high value assets/targets.

Total cost for the two (2) systems will not exceed $238,400 from the 2017 UASI grant.
