Flight 09 of the Theater High Altitude Area Defense had a date with a moving target late last month—a rendezvous with a Hera target missile. Although it didn’t nail the desired in- your-face hit-to-kill, Project Manager Col. Lou Deeter is proud of THAAD achievements thus far, “and we continue to learn with each flight. “The Hera target was going over 3000 feet per second. The THAAD interceptor was moving over 3000 feet per second, and even with a small nozzle malfunction, we still came within 35 feet of a kill. That’s remarkable,” Deeter said. The THAAD is needed to protect troops against missiles that could carry nuclear, biological or chemical warheads. “There is an existing threat that only THAAD can counter,” Deeter added, avoiding specific details. Other sources say, however, that the new threat is from short- and medium-range ballistic missiles that fly far, fast and high— unlike the cheap and dumb Scuds that Iraq used during Operation Desert Storm in ’91. Only so much can be learned from computer simulation. Although THAAD’s political support is strong and although it still holds congressional recognition as a vital theater missile defense system, naysayers and Monday morning quarterbacks foster a zero tolerance attitude toward a crucial phase of any prototype: live fire testing. “A lot of things that had to happen, did happen,” Deeter said. THAAD’s radar had to locate and track the target. Check. Its communications system—battle manager—had to compute a plan for the interceptor to fly and track. Check. Radar had to communicate that plan to the missile as it flew. Did that. The launcher (fully operated by soldiers) had to launch the missile, and the missile had to fly properly. Check. Target had to work. Hera Target THAAD is still the favored player worked. Deeter said that, while the missile got into the end game, it did not achieve intercept, probably due to one failed nozzle [for the liquid fuel] in the thruster. Nine others worked properly. He said Lockheed Martin is investigating why the nozzle failed, with full cooperation from Boeing Corporation, which manufactures the thruster. Deeter said the THAAD program developed from a technology program at the U.S. Army Space and Missile Defense Command, with a combined team of government and industry people. “We are disappointed we didn’t hit the target but pleased to show the results of many, many people’s efforts,” Deeter said. “White Sands Missile Range [N.M.] had 527 people supporting this test. Lockheed Martin, Raytheon, and all their subcontractors, along with SMDC, AMCOM, the PEO for Air and Missile Defense, and the THAAD Project Office—all participate in this development,” he said. The THAAD team’s play book calls for four more live fire tests—one as early as next month—and for the first unit equipped by the year 2007. The commander-in-chief of theU.S. Space Command, Gen.Richard B. Myers, visited thecommand in March. Myers was accompanied by hiswife, Mary Jo. Escorted bySMDC Commander Lt. Gen. JohnCostello, Gen. Myers receivedbriefings at the command’sheadquarters in Arlington, Va.,on the latest technology effortsand issues pertaining to SMDC’smission and developments in themajor subordinate elements. Those briefings included theArmy Space Command, the ForceDevelopment and IntegrationCenter, and the Army SpaceProgram Office. Other briefingsincluded Army space controlinitiatives; national missiledefense; the Integrated ConceptTeam for Space Control; andDoctrine, Training, Leadership,Organization, Materiel, andSoldiers issues. The next day, at the commandelement in Huntsville, Myersreceived briefings on the Spaceand Missile Defense AcquisitionCenter; the Missile DefenseSpace and Technology Center;and the Space and MissileDefense Battle Lab, which

included an overview of theAdvanced Research Center. “I think the visit by GeneralMyers and his wife went well,”said Col. Robert B. Pollard, Jr.,SMDC chief of staff. “GeneralMyers’ view of our command ismuch clearer than before.” Michele Costello, wife ofSMDC’s commanding general,escorted Mrs. Myers tobriefings on the widespreadcommand’s active role in its local

communities. Mrs. Myers also touredhistoric Huntsville, the U.S.Space and Rocket Center, andNASA’s Marshall Space FlightCenter on Redstone Arsenal. Later in the same week, thecommand hosted SenatorsRobert Smith (N.H.), MaryLandrieu (La.), and JeffSessions (Ala.) in Huntsville. The trio was given updateson national missile defense;

As a result of a fast-paced tempo, thecommand has launched its ArmyFamily Action Plan. The AFAP is a 16-year-old,Armywide program, that affordssoldiers, civilian employees and familymembers the opportunity and road mapto effect significant changes. “Anytime a person has a voice insomething, they can make adifference,” said Barbara Mantia, asenior spouse advisor for thecommand’s AFAP program. Herhusband is Command Sgt. Maj. FrankMantia. “The Army is the only service thathas this program and over the years Ihave witnessed some significantchanges brought about directly

through the AFAP,” she said, two ofwhich are extended hours at postfacilities—including day care centers—and revised civilian sick leave policies,including sick leave for family care. “Members of an organization canpresent concerns and needs to theirlocal AFAP coordinator, at their ownlevel,” she explained. “Those issuesare sometimes resolved at the localinstallation level, or at the major Armycommand level [such as SMDC].Sometimes they have a broader impact,and are elevated to the Department ofArmy level and effect changes to Armyregulations. “A soldier’s or a civilian employee’svoice in an issue can have a localimpact or a military wide impact,”Mantia stressed. Coordinators have been selectedfrom each major subordinate element ofthe command, and they recently met inthe Arlington, Va., office for a fast-paced but all-inclusive day of trainingfrom two AFAP experts. Sandra Vlcekis the chief of the Army Family ActionPlan office in Alexandria, Va., and TriciaBrooks—AFAP issues manager—sitsat Fort Bragg, N.C. Portia Davidson, the command’sAFAP coordinator, is one of 19coordinators across the Army’s major

commands. She’s a high-energy moverand shaker who has introduced AFAPand made it work in another majorArmy command, and she is alreadymaking it happen across SMDC’sthousands of miles. “We’re a relatively small command,but a widespread and diverse one,”Davidson said. “But we can stillimplement an Armywide program, andwe’re on our way. The coordinatorshere today have already taken the firststep toward making a positivedifference. They’re enthusiastic andcommitted, and they will make theAFAP work in our command.” Program coordinators are DonMathis, Cris Foster,1st Sgt. OzelRobertson, Gloria Flowers, Master Sgt.William Peeler, Regina Campbell. Lt. Gen. John Costello, commandinggeneral, told the coordinators, “This isnot a cookie-cutter program. I look toyou individual leaders to tailor yourprograms based on the unique needsof your piece of the organization.” Costello said he considers the AFAPto be important to the health of anorganization, therefore it must not belimited to soldier problems and issues. “I don’t want to hammer on howyou’re going to do it, but certainly thisprogram includes civilian employee

issues,” Costello said. “This programis important because it provides aforum in your communities to let needsbe known,” he added, “and the AFAPwill be one of three issues I will stresswhen the command’s new inspectorgeneral comes on board this year.”The other two issues will be the energyof the strategic plan and theConsideration of Others program, headded. Michele Costello has been an Armywife for 29 years. She married herhusband at the beginning of hismilitary career. She is a senior spouseadvisor for the command’s AFAPprogram. “The most significant change I’veseen in those years is that the Armyrecognizes the family as an integral partof the Army,” Costello said. “TheArmy is an institution. It is not a 9-to-5job. It is a profession and a way oflife.” She said we’re all in the profession ofdefending our country, with a sharedresponsibility to each other. “And that includes our civilianemployees and their families, too. Ourcivilians are our continuity, and theAFAP is an investment of betterquality of life in the future for oursoldiers and civilians,” she said.

Poet Ralph Waldo Emerson said, “Nothing greatwas ever achieved without enthusiasm.” Ifenthusiasm requires a formula for reaching goals,LaVerne Haynes has found it by combiningperseverance and education. Haynes, a procurement technician assigned to theacquisition management division, Contracting andAcquisition Management Office, or CAMO, here,was recently selected for an intern position as alogistics management specialist at AberdeenProving Grounds, Md. The position starts at theGS-7 level and carries a target grade of GS-11. “Since I have a strong procurement backgroundI’ll be working in the procurement side of logistics,”she said. And, if all goes well, Haynes said sheshould be promoted to GS-11 within two years. Sheis currently a GS-6. But pursuing her goals hasn’t been easy forHaynes, working a full time job, going to school atnight, and raising a daughter who will graduate fromhigh school in May. She received a bachelor’sdegree in business administration in management oftechnology from Athens State University in August1998. She also earned a certificate in procurementand acquisition management from the sameinstitution last December. Through all of heracademic efforts she attained a grade point averageof 3.75 which, through a scholastic program, helpedher get the internship. “I started out as an office automation clerk inSeptember 1993,” Haynes said, “and have worked in

the SMDC contracting office since April 1996.” Some of Haynes’ duties in the CAMO includehandling the brunt of Freedom of Information Actrequests which require pulling files anddetermining if information is releasable throughSMDC’s Legal Office. “LaVerne’s job requires a bit of diplomacy inthat she has to deal with contractors on thesetypes of actions,” said Richard Kowallik, chief,Acquisition Management Division, CAMO atSMDC. He offered comments about her new joband character. “This is attributable to the type of employeethat LaVerne is because she has worked veryhard to achieve the CAMO’s goals as well as herown,” Kowallik said, adding that although noemployee is indispensable, Haynes’ will be a hardact to follow. He uses an analogy to make hispoint. “If you place your hand into a bucket of water,upon taking your hand out, the level of the wateralways changes. So, even though an area is filledin, when you remove your hand the water leveldrops,” Kowallik said, adding, “It’s always achallenge to find someone as dedicated to the joband to professional goals as LaVerne. “We’re very proactive in encouraging ouremployees to pursue education,” he said. TheAcquisition Management Division has 32employees. Haynes, a native of Norfolk, Va., looks forwardto being close to home again. “I feel a sense of sadness having to leaveHuntsville because I’ve made a lot of friends,”

A Hera target system successfullyflew at White Sands Missile Range,N.M., in mid-March, in support of thePatriot Advanced Capability, or PAC-3, seeker characterization flight test. The Hera—developed by thiscommand for the Ballistic MissileDefense Organization—is a tacticalballistic missile target typically usedfor test and evaluation of BMDOinterceptor systems. The Hera targetflown for this test was the Block IICHera configuration with a modified

ballistic reentry vehicle with asubmunition payload. Flown from Launch Complex 96 atFort Wingate, N.M., it reached analtitude of 92.5 kilometers and flew350.1 kilometers down range in 406seconds. The target missile flew a northwest tosoutheast trajectory to White SandsMissile Range to support anendoatmospheric observation of theseparated ballistic reentry vehicle bythe PAC-3 seeker. The target was launched on a 148-degree azimuth and allowed to coastfor 100 seconds after first stage

Prime contractor for the Heratargets program is ColemanAerospace Company of Orlando,Fla., supported by principalsubcontractors Space VectorCorporation of Fountain Valley,Calif., and Aerotherm Corporation ofMountain View, Calif. The Space andMissile Systems Center of the U.S.Air Force provides the boostermotors. The program is managed byLt. Col. James Matthewson, thetheater targets product manager, adivision of the Ballistic MissileTargets Joint Project Office, Col.George Birdsong, director.

The vast expanse of that turf is daunting…56million square feet of it. Manage that. Lt. Col. John Ramey did manage that, and hedid it well enough to earn an award for it; a simpleacknowledgement for a not-so-simple job. Before coming to the command last August asthe deputy chief of staff engineer, Ramey was thedirector of public works for the 104th Area SupportGroup in Hanau, Germany. He was on theautobahns constantly for three years to guardthe welfare of an area comparable to Forts Bragg(N.C.) and Hood (Texas) combined; with 12thousand housing units; a $156 million operatingbudget; an $80 million construction program; 49people on his direct staff; and 1100 others forwhom he provided the operational roadmap,annual work plans, and set the standards andgoals.

Oh yeah…the people. Don’t forget the soldiers,civilian employees, and family members who,whether they realized it or not, indirectly depended

on Ramey for a big chunk of their quality of life.When living and working in a foreign country,that quality of life is even more crucial to readinessand performance. So, the 20-year Army veteran, Georgia native,was selected for the 1998 Executive of the Year forthe U.S. Army Europe and 7th Army’s Directorateof Public Works. Ramey’s name went into the hatwith winners from the other major Army commandsfor the Army wide award, and guess what? He was notified by Lt. Gen. Joe Ballard, chief ofengineers, that he won the Army wide award also.Ramey will receive the award at the Engineer Force21 conference in late April. But, Ramey isn’t sittingaround. In this command—with elements spreadfrom the Marshall Islands in the Pacific to the EastCoast, Ramey is on the road again—and in the air.He’s got a lot of turf to cover.

Partnership reap

The presence of the Kwajalein Missile Range in theMarshall Islands brings important benefits to theRepublic of the Marshall Islands and its people.These benefits total well over $30 million each year. Two of the most important benefits are theemployment of more than 1,150 Marshallese who earnover $14 million in annual income and the payment of$2.8 million each year in local taxes by the Americancontract employees on Kwajalein and Roi-Namur. The payment of $13 million a year for the lease of 11islands in the Kwajalein Atoll is made primarily tolandowners. Other financial benefits include U.S. Army

construction projects such as the renovation of piersand construction of buildings on Ebeye and Enniburrand more than $2 million each year in excess property,buildings, and materials furnished to the RMI.

Compact of Free Association

Signed and implemented in 1986,the Compact ofFree Association is the charter for our relationshipwith the RMI. Under terms of the compact, the UnitedStates and the RMI have responsibilities to fulfil. Forexample, the U.S. has full responsibility and authorityfor the defense and security of the Marshall Islands.

The compact itself is not up for negotiation. Ourbasic relationship of free association will continue.But some of the provisions of the compact—including the economic provisions—expire in 2001.Negotiations for renewal are scheduled to begin thisOctober. Two of the benefits of the compact are discussed inthe following topics.

Employment of RMI Citizens—USAKA/KMR is thelargest private employer of Marshallese citizens inthe entire country and second to the RMIGovernment in total employment. About 1,100Marshallese are currently employed by USAKA/KMR. All together they earn $14,275,600 per year.

Local taxes—The compact requires USAKA/KMRcontractor employees to pay a 5 percent income tax.These employees, largely American, paid more than$2,814,000 in taxes to the RMI in 1997.

Island lease agreement

USAKA/KMR has a 15-year lease on 11 islands inthe Kwajalein Atoll. The lease may be extended foranother 15 years upon notification to the RMI. With inflation adjustments, lease payments total

close to $13 million a year. Most of this money ispaid in turn by the RMI government to the majorKwajalein landowners. However, a portion goesdirectly to the Kwajalein Atoll DevelopmentAuthority each year.

Construction projects

A number of construction projects that benefit theRMI have been planned, completed, or are inprogress within Kwajalein Atoll. Recent projectsinclude:

Renovation of Ebeye pier (1997)—Repair of the 60-year-old Ebeye pier was funded through specialDepartment of Defense funds from the Humanitarianand Civic Action Program (HCA, Title 10) of the U.S.Pacific Command. Construction was accomplished byU.S. Army troops, who were brought in from theUnited States to do the work. With a real teamwork attitude, the soldiers workedand cooperated with both USAKA/KMR and theRMI local government. The cost of the Pier project isestimated at $227,000.

North Camp Water Catchment/Latrine Facilities -Ebeye (1998)—Construction of the water catchment

system and latrine facility of Ebeye’s North Campwas completed in April last year. The two-partproject put in place a water catchment system with acapacity of 70,000 gallons of water for drinking andhousehold use and a permanent 60-stall restroomfacility. These improvements benefit more than 2,000residents in the area at a cost of approximately$359,000.

Enniburr Pier (1998)—Repair of the Enniburr pierwas the third Title 10 HCA project completed byArmy construction troops within the past two years,with an estimated cost of $375,000. On a personal and community level, as well asofficially, Americans at USAKA/KMR extendfriendship, neighborly support, and assistance totheir neighbors in the Marshalls. Some of the ways that Americans extend friendshipand support for our hosts and partners, theMarshallese, are the Job Corps program—with morethan 1300 Marshallese young men and womenparticipating; Marshallese children in the Kwajaleinschool program; Marshallese Cultural Center; medicalassistance; technical assistance; athletic programs;and summer fun programs for children.

Dr. Jennifer James is a specialist in ar-eas of cultural change, diversity and market-ing intelligence. “There are stages to change,” the urbancultural anthropologist explained to thecommand and staff at their strategicplanning offsite in February. “First, you get the idea,” she whispered.“You think, ‘Wait. We can do thisdifferently.’ Then, you explore. Do yourresearch. You look at all the informationand you say to each other, ‘We can makethis change.’ “Next, you make a collective commitment

to make the change. You go for it. You do it,and guess what? You land on your feet,” shewhispered again. James is not a whispering kind of speaker,however. She uses it for a quiet, steel-likeemphasis. Her beat is international. Hermessage is about dynamics. “Always stretch for the next level up,” shesaid. “I know you get tired, but change isconstant. The world is dynamic. It changes allthe time. Life is dynamic. The command’s deputy chief ofstaff for intelligence hosted visitorsfrom Washington, D.C., Fort Belvoir,Va., Colorado Springs, Colo., andWhite Sands, N.M., in early Marchfor a strategic planning offsiteconference. The intelligence and securitypersonnel gathered to learn howothers see them, and to discusswhere they planned to go as a group.For many it was the first time meetingcolleagues with whom they’veworked telephonically for years. Day one focused on understanding

the I & S challenge. Lt. Gen. JohnCostello opened the conference byproviding a perspective on theimportance of the I & S mission to thecommand’s operations. Among theguest speakers was Dr. Tom Ward,director of the threat andcountermeasures directorate at theBallistic Missile Defense Organization.His insights revealed how SMDCintelligence and security supportreached into the halls of Congress.Subsequently, four customers ofintelligence and security supportpitched their programs’ requirements,summarizing what they liked andexpected from the SMDC intelligenceand security community. New Army policyWASHINGTON—A new Army policyon fraternization took effect March 2,giving officers and enlisted soldiers,who are now dating, one year to marryor end their relationship. The new “good order and discipline”policy revises Army Regulation 600-20. Besides restricting personalrelationships between soldiers ofdifferent ranks, it also limits privatebusiness deals between officers andenlisted soldiers. While the policydoes not prohibit transactions such asselling a car or renting a house, it doesrestrict the lending of money orentering into long-term businesspartnerships. Business relationships,which were allowed under the oldpolicy, are exempt until March 1, 2000. Secretary of Defense William Cohendirected in July 1998 that all servicesalign their fraternization policies. TheArmy’s “Good Order and DisciplinePolicy” is a direct result of thatdirective, officials said, and not onlyapplies to relationships betweensoldiers, but also relations of Armypersonnel with service members inother branches. Assistant Secretary of the Army forManpower and Reserve Affairs,Patrick T. Henry, said the new policyreflects the need for the militaryservices to have standard policiesbecause of the increasingly jointcharacter of modern military missions. The policy immediately prohibitsofficers and enlisted soldiers frombeginning any new romanticrelationship. However, if therelationship existed prior to March 1,officials said the soldiers have untilMarch 1, 2000 to get married, break upor face the consequences. The policy also prohibitsrelationships between permanent-party soldiers and initial-entrytrainees, whether stationed on thesame post or not. It prohibits romanticrelationships between recruiters andpotential recruits, without regard towhere the applicants live or where theservice member is stationed. In fact, the new policy prohibits anyrelationship between soldiers ofdifferent ranks if the relationshipappears to compromise supervisoryauthority, or could result inpreferential treatment. Relationshipsare prohibited if they appear toinvolve the improper use of rank orposition for personal gain.Relationships are also forbidden ifthey will have an adverse impact onunit morale or the ability of a commandto accomplish its mission. Officials said the new policy is notintended to preclude normal team

building such as communityorganizations, family gatherings, unit-based social functions or in any waylimit athletic competition. Unit-basedsocial functions include picnics, hailsand farewells, right arm night and bringyour boss night. “I want to stress that the Army hasalways emphasized the importance ofsound professional interpersonalrelationships to the success of Armymissions,” Henry said. “The nature andstructure of our Army demands thatofficers and enlisted work together inteams and units under tryingcircumstances. Unit cohesion isessential to build the confidence andtrust necessary for units to fight andwin on the battlefield. Good,professional leadership and commonsense will make these new policieswork for the good of the Army,” hesaid. Relationships between ReserveComponent members are exempt fromthe new policy if the relationships areprimarily based on civilianacquaintances. Personal relationsbetween Regular Army and Reservecomponent soldiers are also allowed,with the same stipulation. However,officers and enlisted soldiers cannotdate if either are on active-duty toursor serving in full-time Guard or Reservepositions. The U.S. government welcomesand appreciates the cooperation ofthe government of the SocialistRepublic of Vietnam and the LaosPeople’s Democratic Republic,which resulted in the accounting ofthese servicemen. It was a milestone test in thedevelopment of a new target for theatermissile defense programs. It hadmobile-launch capability. It was asuccess. Successful testing of the Short RangeAir Launched Target, or SRALT, in arisk reduction flight was announced inlate March by the Ballistic MissileDefense Organization and thiscommand’s Ballistic Missile TargetsJoint Project Office and Theater TargetsProduct Office. The test was held overa broad ocean area of the Pacific. As a risk reduction flight, the primaryobjective was to demonstrate thecapability of air-launching a ballisticmissile target. The target, using aninertly guided single-stage SR19booster, was successfully extractedfrom a USAF C-130 aircraft, descendedby parachute, ignited its motor, andperformed a suborbital flight test. The government mission manager,David Brand, said, “This successfulSRALT mission illustrates the strengthof the aerospace industry to meet thetechnical challenge of providing a newair-launch target capability that can beused at test ranges worldwide.” The target missile successfullydemonstrated the capability to locateits exact position after being extractedfrom the aircraft, ignite its motor whilefree-falling through space, and then flya predetermined 300-kilometertrajectory to an exact point in the ocean.A variety of mobile sensors werepresent to gather data on the flight test.The target missile performed well withinthe parameters of mission planningrequirements and will provide usefulinformation for future efforts. This datawill now be processed and analyzed insupport of developing BMDO theatermissile defense systems. This test represents the first time theUnited States has launched and flowna ballistic missile target to an exact pointdown range after being extracted froma cargo aircraft. The success of thismission provided an enhancedcapability to use the SRALT in supportof major interceptor developmentprograms. “It expands our suite of ballisticmissile targets and provides ournation’s tactical interceptor programswith targets that closely replicate threatmissile scenarios,” Brand said. Coleman Research Corporation ofOrlando, Fla., developed and launchedthe SRALT for the risk reduction flight.
