Agricultural development is predominantand can be easily observed on the air photo map. The surrounding area consists of few smaller residential parcelsand larger agricultural quarter sections.

SITE FEATURES

ALR: The subject property is situated outside the Agricultural Land Reserve. An exclusion applicationwas approved by the ALC on January 24th 2014, Resolution #17/2014

OCP: Pursuant to the North Peace Fringe Area Official Community Plan Bylaw No. 1870, 2009, thesubject property is designated “Low Density Rural Residential”. This Designation has a minimumparcel size of 4 ha (10 acres). This proposal therefore is consistent with this Official CommunityPlan.

ZONING: The subject property is designated as A-2 (Large Agricultural Holdings zone) and A-1 (SmallAgricultural Holdings Zone) congruently within the PRRD Zoning Bylaw No. 1343, 2001. A-2 zoninghas a minimum parcel size of 63 ha (155 ac). A minimal lot size exemption within this designationdoes not apply to this application. A-1 zoning has a minimal lot of 15 ha (37 acres). A minimal lotsize exception within this designation does not apply to this application. The proposal isinconsistent with the zoning; therefore, re-zoning is required.

IMPACT ANALYSIS

AGRICULTURE: The proposal will have an impact on the agricultural use of the parcel.

CONTEXT: This proposal conforms to the Fort St. John Comprehensive Development Plan, Section 6.2. Thearea consists of small residential acreages with larger agricultural quarter sections that followsthe future development of the Area.

POPULATION &TRAFFIC

The proposed zoning may increase the population of the area by 8.4 people (based on Stats Can2011 census estimate) per dwelling in Electoral Area C and about 2 vehicles per dwelling .

On June 27, 2011 the Commission delegated decision-making to the CEO by Resolution#016N-201 I (File: 140-60!ALC!CEO/APPL). In accordance with section 27 of theAgricultural Land Commission Act the Commission has specified that the followingapplications may be decided by the CEO.

Exclusion, subdivision, non-farm use and inclusion applications that are consistent with aspecific planning decision of the Commission made by resolution (e g Peace River- Fort StJohn Comprehensive Development Plan),

After reviewing the entire file material, I, Brian Underhill, Deputy Chief Executive Officer ofthe Commission, am satisfied that the proposal is consistent with Criterion #2 of Resolution#01 6N/201 I and approve the application on behalf of the Commission.

This decision does not relieve the owner or occupier of the responsibility to comply withapplicable Acts, regulations, bylaws of the local government, and decisions and orders ofany person or body having jurisdiction over the land under an enactment.

PEACE RIVER REGIONAL DISTRICTBylaw No. 2119, 2014

A bylaw to amend the “Peace River RegionalDistrict Zoning Bylaw No. 1343, 2001.”

WHEREAS, the Regional Board of the Peace River Regional District did, pursuant tothe Province of British Columbia Local Government Act, adopt the “Peace River RegionalDistrict Zoning Bylaw No. 1343, 2001”;

AND WHEREAS an application has been made to amend the “Peace River RegionalDistrict Zoning Bylaw No. 1343, 2001” to facilitate a rezoning;

NOW THEREFORE the Regional Board of the Peace River Regional District, in openmeeting assembled, enacts as follows:

1. This bylaw may be cited for all purposes as the "Peace River Regional DistrictAmendment Zoning Bylaw No. 2119 (Goodbun), 2014."

2. Schedule ‘A’ – Map 5 of the “Peace River Regional District Zoning Bylaw No. 1343,2001” is hereby amended by rezoning Lot C, Section 11, Township 84, Range 20,W6M, PRD, Plan BCP18235 from A-2 “Large Agricultural Holdings Zone” and A-1“Small Agricultural Holdings Zone” to R-5 “Residential 5 Zone“ as shown shaded onSchedule “A” which is attached to and forms part of this bylaw.

READ a FIRST TIME this 10th day of April , 2014. READ a SECOND TIME this 10th day of April , 2014. Public Hearing held on 15th day of May , 2014 and notification mailed on the 29th day of April , 2014.
