新加坡全国商联总会第 1 3 届理事就职典礼暨新春团拜晚宴于 3 月 2 7 日在中华总商会嘉庚堂举办。典礼的主宾是总会荣誉顾问兼国防部长黄永宏医生。

黄永宏医生庆典致词：

感谢你们再次邀请我出席新加坡全国商联总会第十三届执委就职典礼。 2 0 1 3年，我也来这里参加这个盛典；今天，我很荣幸又再次和大家聚在一起。大家都知道，我们正处在建国总理李光耀先生逝世的哀悼时刻。这是我们国家非常悲痛的时期。不过我也相信李光耀先生肯定希望我们 - 新加坡，能继续发展。在我们继续进行活动之前，让我们一起追思和感谢他为新加坡做出的贡献。我衷心祝贺新当选的委员们。

今天是新加坡全国商联总会庆祝第 1 3届理事庆典就职典礼，很荣幸再度受邀出席，首先祝贺贵会圆满成功，发扬光大。新加坡全国商联总会是新加坡各区商联联合组成的总商会，参加会员商店多达数千间，为邻里的居民提供购物服务，数十年来为国家社会扮演着非常重要角色，值得嘉奖表扬。难得的是，贵会近几年来也积极的推动邻里商店如何转型来面对与日俱增的竞争压力，同时也不遗余力地设立交流平台来传达最新的商业讯息以及各政府部门为商家们所提供的援助配套。

2 0 1 5 年象征新加坡一个重要的里程碑。我们已经在过去的五十年中取得了巨大经济成果，社会稳定和强大的国际地位。正如我们过去的成功给了我们有理由

期待未来 5 0 年的希望，我深信，像新加坡全国商联总会这样有组织的社团，能再接再厉继续加强动力协助各企业迎接未来的挑战。希望在贵会理事们的领导下，在未来的日子能攀上高峰。

Dr Ng Eng Hen, Minister of Defence and MP for Bishan-Toa Payoh GRC.

First, let me thank Mr Yeo Hiang Meng, President of The Federation of Merchants’ Associations, Singapore (FMAS), members of the 13th executive Committee, distinguished guests, ladies and gentlemen. Thank you for asking me to come back again for your inauguration ceremony. This is the second time. The fi rst time was in 2013. I’m very happy to be here again.

I understand, the Government understands, the competition, so I am glad that the FMAS is helping you adjust. And the mission is a very important one. You are now FMAS (The Federation of Merchants’ Association, Singapore). 14,000 retail shops, 15,000 hawkers and dried food stores, 30 different trades. So you come together, actually you can make a difference. So I am happy that the Management Committee members are shop owners themselves. They know that a good business wu xi ki wu xi lou (has its

highs and lows). There’s a Chinese saying, “商场如战场 ”. That only those who have good strategy can succeed. So fi rst, I think FMAS serves as a bridge between the Government and you. Tell us, the Government, what you need because the Government wants to help small businesses. We are ready to put the money there. But you need to tell them how the scene works.

The annual Retail Seminar with HDB is a good occasion for all of you to come back and share your ideas. Last year, the FMAS launched the Singapore Heartland Enterprise Star Award 2014 (SHESA 2014), together with Lianhe Wanbao, to recognise those who are succeeding so you can learn from them. And they also showcased 47 heartland enterprises which had succeeded and grown their businesses in the heartlands. If you want HDB shops and retails to succeed, the answer is not subsidies because good businessmen don’t need subsidies, they need opportunities. They need funds and they need ideas to succeed. So I am here to tell you Government understands your diffi culties. We know that labour has gone up; we know that cost has gone up. Let’s work together. Let’s keep our HDB culture vibrant and work together with the FMAS, work together with the Government agencies. I want to congratulate the FMAS Executive Committee but I also want to tell them that they have a lot of work to do. Please help your members to succeed in their business, and thank you very much.

Everyday, millions of residents have their meals, shop, meet friends among these HDB shops.

When I do my walkabouts, where do I go?

I walk to the HDB markets and shops because that’s where people are.’

About FMAS

The Federation of Merchant’s Associations, Singapore (FMAS) was established on 7th

June 1989 to represent merchants’ operation in the neighborhood centres in fostering their business and economic development. FMAS organizes regular yearly seminars, dialogues, workshops and tea sessions to keep members updated on the business trends and government regulations and assistance schemes.

Moving forward, FMAS will continue to strive for excellence and to promote adoption of industry best practices and capability development initiatives to increase productivity, service excellence and business profi tability. Employment Act ChangesFrom 1 Apr 2016, employers are required to issue:

*Above mentioned are summary pointers. More details will be shared during the relevant workshops sessions to be organised by The Federation of Merchants’ Associations, Singapore, and will be announced at a later date. Kindly register early to avoid disappointment. Thank you.

From 1 Apr 2016, employers are required to issue:

i. Itemised Payslips

ii. Written Key Employment Terms (KETs)

iii. Grace Period for Employers

*i. Issuance of Itemised Payslips

1. Who should receive itemised payslips?

• All employees

2. When should itemised payslips be given?

• At least once a month

• Employers must issue payslips together with the payment of salary

• If cannot issue together, then within three working days of the payment

• For termination/dismissal of employee- together with the outstanding salary or other payment

3. What form can itemised payslips take?

• Can be issued in soft or hard copy , including handwritten

• Must be able to produce on MOM's request

4. Employers must keep a record of all payslips issued

• Current employees: Latest two years

• Ex-employees: Latest two years; keep for one year after employee has left employment

*ii. Written Key Employment Terms (KETs)

Employers must issue KETs to their employees

• Assure employees of their income & main benefits

• Develop trust between employers and employees and facilitate resolution of employment-related disputes

1. Who should receive written KETs?

• All employees who are employed for 14 days or more

• Hired after the effective date of the legislative requirement

2. When should written KETs be given?

• Within 14 days from the start of employment

3. What form can the written KETs take?

• Can be issued in soft or hard copy, including handwritten

• Common KETs can be provided in an employee handbook or company intranet

*iii. Grace Period for Employers

• One-year grace period in enforcement from April 2016 to end-March 2017

• Focus on educating employers, especially SMEs, on how to comply, rather than punishing those who do not comply

从2016年4月1日起，雇主将必须给员工发放:

i. 雇主将必须给员工发放详细薪水单 (Itemised Payslips)

ii. 主要雇佣条件书面文件Written Key Employment Terms (KETs)

iii. 给予雇主的宽限期

*i. 发放详细薪水单

1. 哪些员工必须收到详细薪水单?

• 所有员工

2. 雇主应在什么时候发详细薪水单?

• 至少每月一次

• 雇主应在发薪水的同时发放详细薪水单

• 如果不能同时发出，雇主应在发薪水后的三个工作日内发出

• 当员工辞职，被解雇或雇佣合同到期时，雇主应将详细列明薪水

连同未付薪水或解雇费/终止费一并发给该雇员

3. 如何发详细薪水单?

Slowdown in retail growth

Singapore’s economy demonstrates positive growth. Despite this, consumers and tourists are cautious with regard to their expenditure. Among local consumers, the presence of uncertainties has led to a slowdown in spending. Tourists remain cautious, as mainly due to the strong Singapore dollar compared with the currencies of neighbouring countries. Consumers are looking out for more value-for-money products due to the economic uncertainties. Furthermore, retailers in Singapore also face issues of high rental costs and diffi cult hiring. With these there was a slowdown in retail growth in Singapore in 2014.

Retailers expanding their presence in suburbs

More shopping malls are present in the suburbs. With these shopping malls conveniently located in suburban areas, there are opportunities to reach more consumers. Meanwhile, consumers are able to easily access more brands. Many international brands have also shifted their focus to suburbs where they are able to provide more convenient channels for consumers to make purchases. This has led to the growing signifi cance and popularity of suburban locations.

Grocery retailers remain dominant players in retailing

In Singapore grocery retailers have made their mark in retailing. The leading grocery retailers include NTUC FairPrice Co-operative Ltd, Dairy Farm International Holdings Ltd and Sheng Siong Supermarket Pte Ltd. This is mainly due to the expansion of stores across Singapore, and also focusing on neighbourhood areas. On the other hand, department stores such as

Takashimaya (Singapore) Pte Ltd and Robinson & Co (S) Pte Ltd, have led value sales in non-grocery retailers. This is attributed to their long establishment in Singapore, as well as the wide ranging brands and products available for consumers.

Internet retailing still gaining popularity

Both grocery and non-grocery retailers are establishing their own internet retailing channels to complement in-store sales. This is to enable greater convenience and easy access for consumers. With the convenience, more retailers, especially smaller retailers, are venturing into online channels, such as Qoo10 Singapore and Zalora, to set up an additional channel to sell their products online. Mobile internet retailing was growing signifi cantly in 2014, mainly attributed by the high technology-savvy consumer base, and high internet penetration rate across Singapore.

Information gathering as part of an important reference for consumers

Consumers are increasing knowledgeable regarding products before making purchasing decisions. They want to make the right choices, with the internet becoming an important channel for consumers to conduct their own product research. Social media such as Facebook and Instagram, as well as online forums, are usually the main channels through which consumers are able to get more information regarding the products available.
