Change of guards at Gandhinagar has further raised hopes for uninterrupted development of Gujarat State. Now, land acquisition is made easy in Gujarat. Recently, Gujarat Government has announced scheme for Incentive to Industries under Gujarat Industrial Policy 2015. In last monetary policy review, outgoing RBI governor continues his usual form and holds rates in final inning. The favourable monsoon and the momentum in policy reforms like GST augur well for the economy going forward. Last but not the least, it is now high time for businesses to undertake “Specific GST Impact Assessment / Analysis” followed by “SWOT” analysis with reference to their own business to better gauge their position and accelerate the process of giving constructive feed-back with reference to model GST law to avoid several unintentional lacunae that could creep into the eventual implementation of this taxation structure / framework. Greetings from GCCI!!! The month of August holds a special significance being a month of festivals & we also

Gandhidham Townships, our Chamber has strongly and effectively voiced concerns

about exorbitant, unreasonable and unjustifiable proposed hike in the rate structure

of Gandhidham Township.

� Change of guards at Gandhinagar has further raised hopes for uninterrupted

development of Gujarat State.

� Now, land acquisition is made easy in Gujarat.

� Recently, Gujarat Government has announced scheme for Incentive to Industries

under Gujarat Industrial Policy 2015.

� In last monetary policy review, outgoing RBI governor continues his usual form

and holds rates in final inning.

� The favourable monsoon and the momentum in policy reforms like GST augur well

for the economy going forward.

Last but not the least, it is now high time for businesses to undertake “Specific GST

Impact Assessment / Analysis” followed by “SWOT” analysis with reference to their

own business to better gauge their position and accelerate the process of giving

constructive feed-back with reference to model GST law to avoid several unintentional

The Gujarat Pollution Control Board - Kutch (East) and EcoSarjan, Ahmedabad had organised a unique workshop for ETP [Effluent Treatment Plant] Operators and Supervisors from 08.08.2016 to 10.08.2016 at Chamber Bhavan specifically designed for the up-gradation of skills of ETP operators and impart them basic know-how with respect to actual ETP operations, maintenance and recordkeeping. The three day programme had two full day lectures delivered by multiple experts from the field and last day of the event had field visit.

GCCI President Shri Dinesh Gupta hoisted the National Flag in the Chamber premises. The members of Managing Committee, staff and distinguished guests attended the flag hoisting ceremony. In his speech, Mr. Gupta appealed to all businessmen, industrialist and citizens of this complex to contribute in the progress of our country by fulfilling their basic duties morally so that our country can achieve newer heights. A felicitation program of Shri Rameshchandra Agarwal, Chairman, Bhaskar Group was organised by Chamber on 22nd

August, 2016 between 5:00 pm to 6:00 during his visit to Gandhidham Complex. President Shri Dinesh Gupta and Vice

President Shri Babubhai Humbal had felicitated with bouquet and shawl. They had also presented a memento to Shri

Agarwal alongwith Chamber’s past Presidents Shri Champalalji Parakh, Shri Babulal Singhvi, Shri Ashok Sharma and

Shri Parasmal Nahata. The various business trade organisations have also felicitated with flowers and mementos.

In the starting, Hon. Secretary Shri Mulidhar Jagani had given a brief introduction of Shri Agarwal and President Shri Gupta had welcomed the guest and thanked him to spare a time for Chamber from his tight schedule.

Shri Gupta started briefing the audience about Bhaskar Groups initials struggle and introduced himself as a businessman.

One need not to afraid to face initial struggle in business development and instead should always access risk factor involved

in it. He told that every businessman have to expand his business even if one faces the problem. He insists that every

business man who wishes to expand his trade have to start with Private Equity and further expand with Public Equity

holding and one has to concentrate only & only in his business and not clubbed politics with the business to run the smooth

and clear business. He also informs the audience that businessman has to adopt the professionalism approach in his

business as a single person is unable to do all tasks of the trade. He had also shared his experiences with the trade audience

and informed that everyone has to think on the concept of family business in the fast changing arena of business world. At

the end, Chamber’s Vice President Shri Babubhai Humbal expressed thanks to Mr. Rameshchandra Agarwal and audience.

The Gandhidham Chamber of Commerce & Industry and IISFT (an autonomous institute provides education and

training in Export-Import, Shipping & Logistics since 2004) had jointly organised a free seminar on “Career and

Growth prospects in Export-Import, Shipping & Logistics on 3rd September 2016 at The Gandhidham Chamber of

Commerce and Industry, Gandhidham – Kachchh. Mr. S.R. Kushwaha Sr. General Manager, IFFCO, kandla has

kindly consented to remain present as a Chief Guest for the event.

Youths have shown tremendous enthusiasm for understanding the growth and upcoming career opportunities in

Export-Import, Shipping & Logistics by participating in great numbers. Several suggestions have been received to

organize such seminars regularly for better knowledge and guidance as informed by Mr. Babubhai Humbal, Vice

President, GCCI. Total 450 registrations have been received from various industries, colleges and individuals

claimed by Mr. Anand Thacker (Director) IISFT.

The seminar was proposed to address the aspiring youths and make them aware of growth and future prospects of

Export-Import, Shipping & Logistics sectors and bring to their knowledge the current skill gaps and different career

opportunities in these sectors. The agenda of this event was to act as a guiding platform for youths and start-ups.

The seminar endeavoured to cover and brought to the knowledge to aspiring youths and august gatherings about

Export-Import, Shipping & Logistics, the most immense and prominent sectors for Kachchh region. The seminar

also endeavoured to show them the broader and factual picture to understand these segments as a career prospects.

To bring to an ultimate delight, seminar brought leading stalwarts from Foreign Trade, Shipping, Logistics and

education sectors together on one platform. The speakers shared their knowledge and experiences in this seminar

were Cap.Sansarchandra Chaube (Head Marine Services, Adani Port and Special Economic Zone), Mr. Mihir Das

(Professor, Department of Transportation, University of Petroleum and Energy Studies, Dehradun), Mr. B.K.

Mansukhani (MD Rishi Shipping), Mr. T.V. Sujan (Director ACT Infraport ltd.), Mr. Alok Jain Dy. GM (P&A)

IFFCO, Kandla), Mr. Sathian Pattiampully (GM, MSC Gandhidham), Mr. Pramod Soneta (MD Hemjyot Agency),

Ms. Dhara Jhala (Asst. Prof. Port and Shipping Management T.I.M.S. Adipur).

All the speakers endeavored to showcase the upcoming opportunities in these sectors. Around 28.4 million skilled

workforces needed in logistics sector and the logistics jobs are expected to grow by 22 per cent by 2022 shared by

Mr. Pramod Soneta. Port and shipping sector in experiencing tremendous growth and India should look for lowering

logistics cost expressed by Mr. B.K. Mansukhani. How important the International Business is for national economy

and for individual firm, explained by Mr. Mihir Das and he also guided the participants about different players in

EXIM Movement. Youths planning careers in port sector must show their readiness to move to remote locations and

may not expect any major cities near port guided by Cap. Sansarchandra Chaube. Mr. Sathian Pattiampully

advised the aspiring youths regarding the skill gaps in shipping and freight forwarding industry and also guided

that there is an acute shortage of skilled manpower in shipping sector. Mr. T.V. Sujan motivated the august

gatherings that they should not limit themselves and must always desire for higher growth. Mr. Alok Jain too

motivated the participants and boosted their confidence to go ahead. Ms. Dhara Jhala explained the importance of

education in bridging skill gaps in Shipping Sector.

The event was also supported by Mundra Custom House Agents’ Association, kandla Custom house Agents’

Association, Kandla Special Economic Zone Industries Association, Kandla Stevedores Association, Kandla Ship

Chandlers and Ship Repairers Association, Container Freight Station Association Mundra and kandla Timber

Association.

The Government has introduced the Interest Equalization Scheme on Pre and Post Shipment Rupee Export Credit w.e.f. 01.04.2015 for 5 years. The scheme has been notified vide RBI circular No.62 dated 04.12.2015. The scheme is available to all exports by manufacturers under 416 specified tariff lines [at ITC (HS) Codes at 4 digit level] and exports made by manufacturing Micro, Small and Medium Enterprises across all ITC (HS) Codes. According to a study by OECD (Organisation Economic Cooperation and Development) and the European Union’s Intellectual Property Office, titled “Trade in Counterfeit and pirated goods: Mapping the Economic Impact” (published in April, 2016), international trade in counterfeit and pirated products represents up to 2.5% of world trade in 2013. A perusal of the Report shows that in terms of number of counterfeit shipments seized, India ranked 6th as an originating country of such shipments for the years 2011, 2012 and 2013 accounting, respectively, for 1.46%, 0.83% and 1.16% of the total number of shipments seized during these years.

Cases of encroachment along the coastline of some of the Major Ports have come to the notice of the Government. These encroachments are, however, not affecting smooth movement of ships/vessels. India's logistics sector, which accounts for nearly 14 per cent of the GDP, could see savings to the tune of $200 billion annually on implementation of Goods and Services Tax (GST), which will ensure faster movement of goods and less idle hours, say experts. With the introduction of GST, many taxation procedures will come down, nearly halving the cost of inventory as customers will not need to pile up stocks in different warehouses, say experts. The government may have to amend the SEZ Act 2005 to align it with the Goods and Services Tax (GST) law so that central excise and service tax benefits can be extended to developers and entrepreneurs. The Commerce Ministry is in the process of preparing a note on the changes required in the Special Economic Zone (SEZ) Act, an official said. The duty drawback norms, under which exporter is compensated for duties suffered during the course of production of goods, too would be required to be aligned with the new indirect tax regime. There is no proposal to convert major ports into corporate companies, Shipping Minister Nitin Gadkari said on Thursday emphasising that government ports have been showing better performance than the private ones. Under the Sagarmala Programme of Ministry of Shipping, five reports have been prepared to provide implementation of roadmap for holistic port-led development in the country and to engage with various stakeholders. The reports have been posted on the Ministry of Shipping website. The Ministry is reaching out to relevant stakeholders to apprise them of the findings / recommendations in these reports and to obtain relevant feedback on the same. The reports include the cargo traffic projections in the ports and related logistics bottlenecks, plans for port capacity enhancement, perspective plans for the Coastal Economic Zones proposed under Sagarmala and the policy level recommendations to make port-led development successful in India. Ahead of the Independence Day, the Ministry of Home Affairs has issued an Advisory to the Chief Secretaries / Administrators of all State Governments / UT Administrations, Secretaries of all Ministries / Departments of Govt. of India to ensure strict compliance of the provisions contained in the 'Flag Code of India. 2002' and 'The Prevention of Insults to National Honour Act, 1971'. it has been brought to notice of the MHA that on important events the National Flags made of plastic are also being used in place of paper Flags. Since plastic flags are not biodegradable like paper flags, these do not get decomposed for a long time and ensuring appropriate disposal of National Flags made of plastic commensurate with dignity of the flag, is a practical problem. Big Bang

GST Execution

Here comes Big Bang of GST! This is one indirect tax for the whole nation, which will make India one unified common market. GST is expected to bring uniformity in taxation and reduce its cascading effect leading to cheaper goods and services. A dual structure is on cards where the centre would levy and collect the Central Goods and Service Tax (CGST) and state would levy and collect the State Goods and Service Tax (SGST) on all transactions within a state. The state will be able to fix their SGST rates above the floor rate, but within a narrow band. Input tax credit of CGST would be available for discharging the CGST liability on the output at each stage. Similarly SGST. In case of inter-state transaction, the centre would levy and collect the Integrated Goods and Service Tax (IGST) on all inter-state supplies of goods and services which would roughly be equal to CGST plus SGST.

Central Excise Duty, Additional Excise duty, Excise Duty levied under the M& TP Act of 1955, Service Tax, Additional Custom Duty (CVD), Special Additional Duty of Customs (SAD), Surcharges and cesses relating to the supply of goods and services.

State VAT, CST, Purchase Tax, Luxury Tax, Entry Tax (all forms), Entertainment Tax (not levied by local bodies), Taxes on Advertisements, Taxies on lotteries, betting and gambling, State cesses and surcharges relating to the supply of goods and services.

Business and industry have limited time to get ready for GST. They need to be prepared to switch over to new indirect tax regime by undertaking a host of activities such as training of people, aligning the indirect tax compliance process, understanding the impact on business, updating accounting and I.T. Systems and taking other suitable measures to ensure a smooth transition. As India’s GST will be the world’s most complex version of a GST multiple problems likely to arise in the future. Therefore, it is best if GST implemented in stages like MODVAT scheme.

• For import centric business, the uncertainty prevails on the current exemptions they enjoy.

• Hard to monitor previous vendor payouts to claim inward tax credits.

• Segregation of B2B and B2C supplies may be required under the GST regime.

• To update all ERPs and to realign their process flows.

• A Single market will hit the small and cottage sector even if they are kept outside the GST net.

• Unless the SEZs related provisions are incorporated in to the GST, the entire objective of SEZ is defeated and it becomes economically non–viable.

� Let us take a hypothetical example of a manufacture of cosmetics items.

� He buys raw materials, packing materials or inputs worth Rs.100, a sum that includes a tax of Rs.10. with these inputs, he manufactures a cosmetic items.

� During the process of creating cosmetic item, value added by him to be Rs.30. Hence, gross value of cosmetic item works out to Rs.130 (100+30).

� Tax @ 10%, the tax on output of a cosmetic item will then be Rs.13/-.

� By set off this tax (Rs.13) under GST against the tax already paid on inputs (Rs.10), the effective GST incidence on the manufacturer would be only Rs.3/- (13 – 10).

� At this stage, manufactured cosmetics item is passed on to the wholesaler from manufacturer @ Rs.130/- and adds on value (his margin) of Rs.20/-. The gross of cosmetic item would be Rs.130 + Rs.20 = Rs.150/-.

� Tax @ 10% on this amount will be Rs.15. He can set-off the tax on his output (Rs.15) under GST against the tax on his purchased cosmetic item from the manufacturer (Rs.13). So, Rs.2/- (15-13) will be effective GST incidence on the wholesaler.

� In this final stage, a retailer buys a cosmetic item from the wholesaler @ Rs.150/-. By adding value of his margin Rs.10/-, the gross value of cosmetic item goes upto Rs.160/- (150+10).

� Tax @ 10% works out to Rs.16/-. He can set-off this tax (Rs.16) against from the wholesaler (Rs15) under GST and brings down the effective GST incidence on himself to Rs.1/- (16-15).

� Therefore the total GST on the entire value chain through input supplier, manufacturer, wholesaler and retailer works out to Rs.16 (10+3+2+1).

The final consumer will thus bear only the GST charged by the last dealer in the supply chain with set-off benefits at all the previous stages.
