Budget System Administrator CalSTRS is dedicated to securing the financial future and sustaining the trust of California’s educators through customer

service, accountability, leadership, strength, trust, respect, and stewardship. BRIEFLY (1 or 2 sentences) DESCRIBE THE POSITION’S ORGANIZATIONAL SETTING AND MAJOR FUNCTIONS

Under direction of the Staff Services Manager II, the Staff Services Manager I (Specialist) is responsible for the continuous development, monitoring and tracking of CalSTRS budget and positions within BusinessDirect (BD) and will independently perform research, forecasting, planning and advisory duties in support of the California State Teachers’ Retirement System annual and continuous appropriation budgets using the BD functions. The Staff Services Manager I (Specialist) also serves as the lead for the Budget Office staff on some assignments and projects.

ESSENTIAL FUNCTIONS (completion required) 35% 35% 25%

Responsible for independently and collaboratively maintaining the position and organizational structure within BusinessDirect, CalSTRS’ SAP enterprise resource planning system. This includes writing reports, analyzing requests for organizational changes, updating data to ensure that all positions and employees are current and internal controls have been met. Monitor and raise organizational fiscal and budgetary issues requiring policy implementation; recommend internal budget policies and procedures; and maintain the accountability and quality control for fiscal reports. Responsible for the research, analysis, development, and timely reporting for internal and external business partners. This includes all reports, forms, and procedures required by the FI$Cal system with the Department of Finance. Acts as the subject matter expert in developing and managing the various Business Area re-organizations in BD and OM&PA throughout the year. Acts as the lead for Budget Office staff on special assignments and projects and as the subject matter expert in maintaining Organizational Management and Personnel Administration (OM&PA) data. Acts as the subject matter expert/liaison between the Budget Office, other CalSTRS’ business areas, external business partners, such as, DOF, SCO, and legislative staff regarding the application of budget policy and reporting especially with OM&PA and FI$Cal reporting. Develop the staff benefit analyst and rates comparison for future budget proposals. Present recommendations to management both orally and in writing on OM&PA and other items. At times, acts as a Budget Office representative for the organization attending and participating in meetings and reporting back to Budget Office management.

5% MARGINAL FUNCTIONS (completion required) Analyzes new legislation for potential fiscal impact to CalSTRS. Keeps abreast of the department’s regulatory, policy

and procedural changes. Provides advice and information to senior management with regard to State budget policy.
