ANY URGENT BUSINESS NOT ON TODAY’S AGENDA 2.2 Future Chairing Arrangements for the ADP The Chair informed the ADP of the impending changes to Scotland’s Police Force and the need to find a new Chair in the near future. This is to be discussed at the forthcoming meeting of the Chief Officers next week. A further update will be provided as soon as information is available. 2.2 Third Sector Representation on the ADP Joyce Harkness hasd indicated that due to revised funding allocations she is no longer able to represent the sector on the ADP. Jim Parker to contact Chick McKenna from the Interface to enquire about a replacement. 3. MINUTE OF MEETING OF 9 th MAY 2012 AGREED

4. MATTERS ARISING 4.1 Arrest Referral/Bail Supervision Service Update Contract has been awarded to SACRO in the past week. Intention is to have the service up and running by 1st October. There are TUPE issues to be addressed concerning existing staff. Further information required on what services will be provided and what we will lose from current provision. 4.2 Joint ADP/CPC Meeting Update The CPC have agreed that such a meeting go ahead. Currently awaiting further feedback from CPC colleagues about how they wish to progress this. The ADP Chair will liaise with the CPC Chair when they meet in the near future. 4.3 Review of ADP Support Team Now confirmed that the Joint Improvement Team (JIT) from the Scottish Government will conduct the review of the support team. Jim meeting with members of the JIT tomorrow. Review being led by David Piggott (ex Chief Executive in the NHS) and Alex Davidson (ex Senior Manager in Social Work). Further details as they become available. 5. PRESENTATION BY DR ANDREW CARNON, CONSULTANT IN PUBLIC HEALTH ON ‘ALCOHOL LICENSING AND PUBLIC HEALTH POLICY’ Dr Carnon’s presentation started by explaining the reasons behind the current level of Scottish Government concern - levels of alcohol purchased; public health; crime and disorder, etc. Current legislation also makes reference to overprovision. Work is ongoing on the Dumfries and Galloway Statement of Licensing Policy which is due to be (re) published in 2012. A particular focus has been on assessing overprovision and developing an appropriate methodology to do so. A working group comprising colleagues from Health, the Council and the Police have been taking this work forward. Data has been collected relating to licenses; alcohol related hospital admissions and criminal behaviour. Data has also been used which refers to the sales from both on and off-trade. This suggests that the largest volume of sales are in the off-sales trade. This work is ongoing. There are data and methodology issues to address. More national guidance is necessary to progress these issues. There is a timeline in existence to enable inputs to the redrafted policy document. 6. ADP ANNUAL REPORT 2011-12 Paper previously circulated. Report as discussed at May meeting sent to Government by the due date as agreed. This report looks at 2011-12 achievements and benchmarks against national indicators. ADP welcomed the report and agreed contents and format and acknowledged that a greater lead-in time next year will be of great benefit to the final submission. 7. ADP DELIVERY PLAN 2012-15 Paper previously circulated. As above, this report had been discussed at the May meeting before being prepared and sent to Government as agreed by the due date. A number of areas were highlighted for inclusion in the workplan, including targets for the distribution of take-home naloxone and targeting homelessness and substance misuse and these will be referred to in future reports. This led to a hearty discussion concerning take-home naloxone, how we may attract more service users to come forward to accept the kits and identifying novel ways for distribution. All of these will be considered by the Naloxone Steering Group.

ADP welcomed the report and thanked those who collected the information contained therein. 8. FUNDING ALLOCATIONS MADE IN PURSUIT OF THE DELIVERY PLAN Paper previously circulated. Discussions as made at recent Finance and Planning Sub-Group acknowledged by the ADP. Noted that a full budget report and update will be available to next meeting. Jim to inform locality based PHPs of potential availability of Community Payback Centres for the Let’s Cook programme when available. 9. CO-ORDINATION OF CRIMINAL JUSTICE SERVICES Paper previously circulated. The ADP considered a paper which proposed the creation of an ADP Sub-Group focussed on Criminal Justice and the deletion of the Enforcement Delivery Group and the removal of Criminal Justice from the Recovery Delivery Group agenda. Following discussion of the proposal, the ADP agreed that having such a Dumfries and Galloway Sub-Committee of the CJA may better serve the needs of this service user group… those needs being wider and more holistic than simply substance misuse. It was agreed to ask Alan Howard to raise this with the CJA Lead Officer and advise how best we may proceed. Alan will respond to Jim and, if appropriate, convene a meeting in Dumfries and Galloway to discuss a way forward, with options if possible for sharing at the next ADP. Jim Glynn to discuss with Allan Monteforte as Council Lead Officer for CJA. Noted that Dr Derek Cox now the NHS Dumfries and Galloway lead on the CJA. 10. DATE OF NEXT MEETING CONFIRMED as Wednesday 5th December 2012 at 2.00pm in the Conference Room, Cornwall Mount, Dumfries (Dates for ADP meetings for 2013 will be circulated to members as soon as they are available prior to the December meeting.)
