Document Purpose
This document is designed to simulate all steps involved in obtaining a license to advertise
as per Dubai Municipality standards. This license does not entitle the customer to install
advertising material, before getting final approval by the Department of
Planning/Advertising Section.

1: Customer Login Page
1. Customer has to open portal link https://stg-portal.dm.gov.ae/.
2. Search for the “Advertisement Service” to apply for the specific permit request.
3. To apply for the specific advertisement service and to know about the service details
click over the arrow.

3: Request an Advertisement Permit Service Code 3849
This service enables the customer to obtain an advertisement permit for hoardings/Unipole/
Minipole/Megacom and On top of buildings (Fixed/ changing display or Electronic sign).This
service is provided by Planning Department/Advertisement section.
Applicant Details –
1. The customer has to provide the “Company License Number” and has to check “Fetch
from DED”. The Company details are fetched from DED and are populated in the
respective fields.

2. Upload the Trade License copy.
3. Provide the Contact Information.If the customer is already existing, then he/she has to
check “Fetch from Existing”.

The customer has to provide additional applicant details, if they are not same as applicant

The customer can go directly to “General Information” page, if the additional applicant details
are same as applicant detail.
General Information –
The customer has to enter the Medium Type/Sub Type details along with the Permit Duration.

Location Details –
Customer has to provide the Parcel Number/Plot Number and the location co-ordinates(X,Y) are
set by –

Submit Permit Request –
The approximate service fee is displayed related to the medium type the customer has applied
for the permit. Then the Customer has to agree on “Terms and Conditions” to submit the permit
request.

Once the customer submits the permit request, the Request Id is generated and the respective
permit request is pushed automatically for approval. The customer will also receive the
notification via sms and e-mail.

4: Permit Request – Approved Notification
Upon the approval, for the permit request applied customer receives the notification along with
the payment voucher number.
5: Search for Existing Permit Request
Customer can check the status of the permit request submitted by entering the “Permit Request
Id” and registered “Mobile-No”. The system generates the OTP via mobile and e-mail to validate.

6: Permit Request – Pending Payment Status
Customer can view status of the permit request that is awaiting for the payment.

7: Permit Request – Awaiting Payment Reminder
Customer receives e-mail reminding him/her for the payment to avoid cancellation.
8: Permit Request – Payment Voucher Cancelled
Customer receives payment voucher cancelled notification, if the payment is not done within 15
days and can view the status in the dashboard.

9: Permit Request – Payment Done
Customer receives the notification after the successful completion of the payment process. The
permit report is attached along with the mail for the future reference.

10: Request to Cancel Existing advertising Permit
Customer can cancel existing permit request once permit is issued.
Customer has to click on Cancel icon (X) to cancel the existing permit request from the system.

To submit the request for cancellation, customer has to click on “Request Cancellation”.
Upon the approval from the Inspection process and from the Supervisor, the permit request
submitted for cancellation is cancelled. Customer then cannot activate the cancelled request.

10: Request to Transfer Existing advertising Permit
Customer can transfer existing permit request once permit is issued.
Customer has to press on Transfer link to transfer the existing permit request to the new owner
license number.
o The customer has to provide the new owner license number details in the “Applicant
Details” page to initiate transfer.
o The new owner then has to provide the new Land Lord Details (land lord NOC) and
attach the required documents.
o Upon the approval the new owner is assigned to the permit request.
o The permit request is disabled from the old owner.

10: Request to Renew Existing advertising Permit
Renew is activated prior to one month of permit expiration.
Customer will receive notification message or e-mail prior one month of permit expiration.
Customer has to press on Renew link to renew the existing permit request.
o The customer has to provide the LandLord details (Land Owner NOC Start/End Date) in
the “General Information” page.
o Customer has to upload new document valid NOC from Land Owner to initiate the
renewal.

o Upon the approval from the Supervisor, the voucher is generated for the request and
the customer has to settle the payment.
o The renewal permit report is issued and the customer receives the notification for the
same.
